An Anti-Terrorism Court (ATC) in Faisalabad District on December 1 sentenced two Sipah-e-Sahaba Pakistan (SSP) cadres, identified as Amir Sher Mohammad and Ramzan Abdul Salam, to six years imprisonment and fined them PKR 0.1 million each for possessing and distributing hate material, reports Daily Times. In the First Information Report (FIR) registered against them, the complainant stated that he saw Amir and Ramzan displaying banners and flags of SSP on their stall and distributing hate material against Shias during the International Khatm-e-Nabuwat Conference that was held on October 31, 2015.

Two military Policemen, identified as Lans Naik Rashid and Havaldar Irshad, were killed when two unidentified militants opened fire at their vehicle on M.A Jinnah Road near Tibet Centre in Saddar Town of Karachi, the provincial capital of Sindh on December 1, reports Daily Times. DIG South Jamil Ahmed told AFP. ”This is a very serious incident but we will track the attackers down soon.” The sources revealed that weapon used in December 1 attack on military Policemen was same that was used in November 20, 2015 attack on Rangers, reports The News. The sources disclosed that a 9 mm pistol was used in attacks on Rangers personnel, doctors, Policemen and others.

Four convicted terrorists were sent to the gallows in Kohat prison of Khyber Pakhtunkhwa on December 2 for their involvement in the Army Public School (APS) massacre in Peshawar on December 16, 2014, reports The News. "Four militants involved in the attack on the APS school were hanged this morning in Kohat prison," said a Peshawar security official. On November 30, Chief of Army Staff General Raheel Sharif had signed the death warrants of the four convicted terrorists, who included Maulvi Abdus Salam, Hazrat Ali, Mujeeb ur Rehman alias Ali alias Najeeb Ullah, and Sabeel alias Yahya. Hazrat Ali was convicted of involvement in collecting funds to carry out the APS attack. Mujeeb ur Rehman alias Ali alias Najeeb Ullah was found involved in transporting 10 suicide bombers for the attack on a PAF Base in Peshawar and abetment in the APS attack. Sabeel alias Yahya also found guilty of involvement in the PAF base Peshawar attack as well as abetment in the APS massacre, while Maulvi Abdus Salam was found guilty of harbouring suicide bombers who were later used in the APS attack.

The Ahmedzai Wazir tribe of South Waziristan Agency in Federally Administered Tribal Areas (FATA) on December 2 imposed a ban on sheltering Punjabi, Mehsud and Gandapur militants and has asked them to leave the area within three days, reports The Express Tribune. This decision was announced at a jirga (tribal council) attended by thousands of Ahmedzai Wazir tribesmen in Wana town. The jirga was addressed by elders from nine clans. Majority of the tribal elders observed the presence of Punjabi, Gandapur and Mehsud Taliban was the root cause of violence in Wana. A number of tribal elders shared information with each other about militants’ activities.

The incidents of terrorism in Khyber Pakhtunkhwa (KP) have come down by 56 percent while casualties decreased by 58 percent since the attack on the Peshawar Army Public School (APS) on December 16, The News reported on December 9 quoting official statistics. The data was compiled by the Central Police Office. The overall law and order situation has witnessed significant improvement during 2015 compared to 2014 that ended with the APS attack that was the worst in Pakistan’s history. According to the parents of the APS victims, 153 people including 22 teachers and staff members were killed in the attack on December 16, 2014. Subsequently, the military operation was intensified in the tribal areas while the Police search and strike operations were also undertaken under the National Action Plan (NAP) that was implemented immediately after the APS attack. Thousands of suspects were rounded up all over the country during these operations. “More than 145,000 suspects were rounded up during search and strike operations and snap checking by the police under the NAP all over Khyber Pakhtunkhwa during the current year,” an official said. Many of those were later released after they were proved innocent. Officials said that significant improvement in the law and order situation was witnessed during 2015 if compared with the last several years. “Compared to the preceding year, terrorist attacks decreased by 56 percent all over Khyber Pakhtunkhwa and the casualties in such attacks plummeted by 58 percent,” an official said. Moreover, murders and extortions decreased by 52 percent all over the province.

Blinken said that the possibility of an unintended war between India and Pakistan was a cause of concern for the US. “It remains a matter of real concern. The only thing worse than an intentional conflict is an unintentional conflict where an incident sparks something and it spirals out of control,” he said. Commissioner Asadullah Khan during a press conference on December 10 said that educational institutions are on threat alerts and a security strategy has been devised in a meeting with schools’ heads of Multan Division and Security Agencies, reports Dawn. “As there is a background to these threats, we’ve increased the security of educational institutions as we have to fight terrorism,” he said. He said educational institutions would install surveillance cameras and hire trained security guards. He said terrorist elements were using social media to trap the students. He said counseling sessions for students, especially of the BZU, would be held regarding extremism and violence. Regional Police Officer (RPO) Tariq Masoof Yasin said that educational institutions needed to take measures to counter radicalism among students. “Only the head of an institute will take action against the students and faculty members involved in spreading extremism,” he said. He said the police would not take any direct action in any educational institution because of their sanctity. “Action will only be taken if there are intelligence reports or the administration of the institution requests us to do so,” Yasin added.

The latest petition asks the SC to order the Federal and Provincial Governments to take steps under the constitution that will enable Muslims to live in accordance with the teachings and the requirements of Islam, as set out in the Holy Quran and Sunnah (Prophetic tradition). Pakistan Prime Minister’s Advisor on Foreign Affairs Sartaj Aziz, while making a statement in Parliament, said the Secretaries will decide on the modalities and schedule of the comprehensive dialogue the two countries have decided to engage in. Sources said the meeting will take place in Delhi. Aziz briefed the Parliament about the recently held ‘Heart of Asia’ conference and his meeting with External Affairs Minister Sushma Swaraj during which it was decided that the two countries would engage in a Comprehensive Bilateral Dialogue. Aziz said all issues, including Kashmir, would be part of the peace talks under the agreed formula for the fresh re-engagement with India. “It was decided that the two Foreign Secretaries will meet next month to work out the details of the Comprehensive Bilateral Dialogue and the level of interaction in various Working Groups,” Aziz said.

According to the figures, the Province also has more terrorists awaiting execution than the rest of the country. Until the last week of November 2015, Sindh carried out capital punishment in 106 cases, followed by Punjab with 64 terrorists. The Islamabad Capital Territory, Khyber Pakhtunkhwa and Balochistan each have sent one terrorist to the gallows. Not a single death punishment has been carried out in the Federally Administrated Tribal Areas (FATA), Gilgit-Baltistan (GB) and Pakistan Occupied Jammu & Kashmir (PoK) during this period. Same is the case regarding the number of terrorists awaiting execution. Here, Sindh stands out with 98, Punjab 81 and Khyber Pakhtunkhwa 25. Nearly 300 madrassas (religious seminaries) in Pakistan are receiving financial support from around 10 countries, the Federal Government informed the Lower House of Parliament on December 16, as it admitted it had no idea about the total amount of funds or any other kind of support these seminaries receive, reports The Express Tribune. The Federal Ministry of Interior, in a written response to a question, told the National Assembly that 285 seminaries were receiving funds from countries such as Saudi Arabia, Qatar, the United Arab Emirates (UAE), Kuwait, Iran, Turkey, the United States, the United Kingdom, and South Africa. Of the seminaries identified by the Interior Minister, 147 are located in Punjab, 95 in Gilgit-Baltistan, 30 in Balochistan, 12 in Khyber-Pakhtunkhwa and one in Sindh. The report went on to add that most of the seminaries identified belonged to the Deoband school of thought. While some of these madrassas receive funds through the legal channels, the administrators of some seminaries raise money by visiting sponsors in foreign countries. The interior ministry said it had no tangible intelligence whether these countries were facilitating the seminaries in terms of training, capacity building, and curriculum development.

On the first anniversary of the militant attack on the Peshawar Army Public School, the Government has told the lower house of parliament that 360 schools were destroyed in three agencies of the Federally Administered Tribal Areas (FATA) during 2015, reports The Express Tribune. “The areas of the [Fata] agencies which are not accessible are being assessed/surveyed,” Federal Minister for States and Frontier Regions Lieutenant-General (retd) Abdul Qadir Baloch told the National Assembly. According to the statistics, at least 166 schools were destroyed in North Waziristan Agency, 139 in Khyber Agency and 55 in South Waziristan Agency. Pakistan People’s Party (PPP) MNA Beelum Husnain asked the Government to share public record of the destroyed infrastructure of the three tribal agencies with the house. These schools have been divided into different categories. The A category shows a long list of destroyed schools while the B category lists schools that need major reconstruction. There is also a separate list of a few partially damaged schools in these agencies. The official estimates for reconstruction of these schools are PKR 348.758 million. Under restoration plan phase one, at least PKR 143.967 million is required for rebuilding of 139 schools of Khyber Agency. In the official list, there are remarks on the damages of each school in the ‘status block’. The Government has also shared details of action which has been taken for the reconstruction. “Rehabilitation and Reconstruction Unit (RRU) has been notified as a dedicated unit to coordinate and facilitate the rehabilitation and reconstruction process with all the stakeholders including the federal government, armed forces and development partners,” Qadir Baloch said.

The United States (US) agreed to extend Pakistan’s military assistance under the Coalition Support Fund (CSF) for another year, an unnamed Defence Ministry Official said on December 18 after high-level talks between the two countries in Washington, reports The Express Tribune. Pakistan had sought the extension in US assistance under the Coalition Support Fund (CSF) which is meant to reimburse costs Islamabad incurred in the fight against terrorism. “Now, the CSF arrangement will continue in 2016 as well,” the Defence Ministry official said. The agreement was reached during the meeting of the US-Pakistan Defence Consultative Group (DCG) held in Washington on December 16 and 17, he said. According to the official, the US also gave a commitment that the assistance for Pakistan would continue beyond 2016. It is not clear, though, as to whether this assistance will continue under the CSF or if the two sides will have a new arrangement.

Assistant Political Agent Abdullah Shah told that the handing over of weapons to the administration marked the phasing out of the peace committees. Heads of former peace committees, Malik Sultan Kodakhel, Malik Sanober Khan, Malik Zar Jan and Malik Sabir Khan, and a large number of tribal elders attended the ceremony. “It is part of the National Action Plan and in accordance with the directives of the Khyber Pakhtunkhwa governor and the political administration for handing over heavy weapons to the administration in order to strengthen the writ of the state,” said Shah. He said that for the first time the administration had deployed 300 Levies personnel in the area to secure the border posts and for that purpose the weapons would be given to them. The weapons, which were handed over, included three Rocket Propeller Grenade (RPG)-7, five anti-aircraft guns, eight short-range missiles, two anti-tank mines, thousands of live rounds of different bores and 44 shells of RPG-7 ammunition.

The Army Chief was briefed about the progress of ongoing Operation Zarb-i-Azb and the return of IDPs, read a statement issued by Inter-Services Public Relations. Details related to the ongoing rehabilitation work, and its effects on the socio-economic landscape of the area were also shared with the Army Chief. General Raheel expressed satisfaction over the pace of rehabilitation work and directed all concerned to ensure a dignified return of IDPs — to a better built and rehabilitated area. Giving details, the formation commander said that around 291,827 families were internally displaced due to the Zarb-e-Azb operation. So far, nearly 108,503 families have returned to their homes following the successful culmination of the military operation. The Army Chief interacted with the tribal elders and recently returned IDPs, and assured them that the army will stay in the area till the completion of resettlement process.

An anti-terrorism court (ATC) in Karachi on December 22 issued non-bailable warrants for the arrest of 25 senior leaders of the Muttahida Qaumi Movement (MQM) in a case registered against them for facilitating Altaf Hussain’s July 12 speech that was critical of the military establishment, reports Dawn. The MQM leaders were named in different FIRs by private complainants who alleged that the accused had attended a public gathering and listened to Altaf Hussain’s outburst against the security agencies on July 12 this year. In his speech, Hussain had accused the paramilitary forces of torturing and killing his party workers. Compiled on the basis of FIRs registered against the MQM leaders at police stations in Malir cantonment, Sukhan, Bin Qasim Town, New Town and Steel Town, Karachi Police presented before the ATC a charge sheet in which the MQM leaders were charged under Section 12 (collection of evidence in the absence of accused) of the Criminal Procedure Code (CrPC).

In its letter issued to the Provincial Government following high-level consultations, the Interior Ministry conveyed to the Sindh Government that the powers conferred to the Rangers under the Anti Terrorism Act 1997 could not be abridged, customised or made conditional. Following the Dr Asim-linked controversy, the Sindh government had recently curtailed the Rangers’ powers and restricted them to operate only against target killers, sectarian killings, extortions and kidnappings for ransom. She said there had been a clear decrease in targeted killings, extortion and kidnapping-for-ransom in Karachi, but sectarian killings persisted. She further said that the HRCP was worried over the rise in extrajudicial killings and lack of transparency about the number of people picked up or later let off. “When the operation began two years back, there were talks about constituting a monitoring committee, which will keep a check on the workings of the paramilitary forces and to ensure that no innocent person is arrested. The Muttahida Qaumi Movement suggested the name of Justice Nasir Aslam Zahid for the committee but nothing has happened yet,” Yusuf said. Meanwhile, according to Karachi Police’s statistics, there was a marked improvement in the law and order situation in Karachi in the year 2015 primarily because of the intensified efforts of Police and Rangers in the crackdown against criminals, but nevertheless street crimes continued to surge in the city and there were some major terrorist attacks too, reports The News. The statistics show a decline in all categories of crimes, the only exception being the cases of cell phone snatching. There was a remarkable decrease in target killing cases in 2015. 863 people were murdered in comparison with 1,823 the previous year. Besides, 81 Policemen, seven Rangers and two Military Police personnel fell in the line of duty in 2015. Of the policemen killed in 2015, 64 were targeted in drive-by shootings, three in blasts, nine in encounters with terrorists, two over personal enmity and two while resisting robberies.

During the year 2015, as much as 3,615 fatalities were reported in the incidents of terrorism as compared to last year’s 5,496 fatalities. “The base camps and other facilities to the terrorist networks operating in the North Waziristan as well as in other parts of the country have been destroyed during the military offensive Zarb-e-Azb and it played a decisive role in maintaining peace in Pakistan. However, despite the military offensive, the sleeper cells of these militant organisations rarely succeeded to carry out terrorism in the country,” Senator General (retired) Salahuddin Tirmizi said. The analysis of official data suggests that the military offensive brought significant improvement in law and order situation and an apparent reduction of 50.81 percent came in the civilian casualties. During the current year from January 01 to December 15, total 905 civilians lost their lives in the incidents of terrorism whereas during the same period last year 1,781 died of terrorism.

A total of 1,577 encounters took place during 2015 and 544 suspected militants, gangsters, criminals, were killed. The number of Policemen who lost their lives in armed attacks so far is 83, while 89 were wounded in the outgoing year. It further said that the number of people killed in targeted attacks during 2015 was 986. In 2014, a total of 1,925 people lost their lives in targeted attacks. Meanwhile, Pakistan Rangers Sindh claimed to have arrested at least 4,074 suspected criminals during a total number of 2,410 raids and operations conducted during the year 2015. According to Rangers spokesperson, out of the 4,074 arrested, 2,198 were formally handed over to Police for persecution. "Those handed over to Police included 887 terrorists, 268 target killers, 97 extortionists and 49 kidnappers," said the statement issued by Rangers. 19, 2944 rounds of ammunition of different caliber was also recovered.

Investigators claimed that the suspects had taken an oath to “overthrow democracy and introduce Khilafat (Caliphate) in Pakistan through armed struggle”. The suspects arrested by CTD belong to different Districts of Punjab, but Sialkot served as the base of their operations. They had already established infrastructure in the district to carry out operations across the country. It was, however, not clear when did the CTD bust the cell. Three of the suspects have received “militant training”, according to documents detailing their interrogation. The operation, the first of its kind in the country, enabled the CTD to break the network and infrastructure of the group anywhere in Pakistan. The CTD has already shifted the suspects to an unspecified “highly secure place”. Interrogations show that the suspects were trying to extend their network to other parts of Punjab through recruitment.

The explosion ripped through the front entrance of the regional branch of NADRA. The blast took place at a time when the office was crowded with people lining up to make applications for Computerised National Identity Cards (CNICs). “At least 26 people have been killed and more than 50 injured,” said Provincial Information Minister Mushtaq Ghani. “[The] condition of 11 of them is still critical,” he added. Deputy Inspector General Mardan Division Saeed Wazir said the blast was a suicide attack carried out by a bomber. He added that a security guard posted at the office stopped the bomber at the gate, after which he detonated his suicide vest. The suicide attacker was on a motorbike and rammed it into the gate after being denied entry, he said. Meanwhile, the Tehreek-i-Taliban Pakistan (TTP) splinter group Jamaat-ul-Ahrar (JuA) claimed the responsibility for the attack. In an email sent to media by their ‘spokesman’, Ehsanullah Ehsan, reads, “NADRA is an integral part of the State and any such targets that directly or indirectly work for the State will be our target.” However, TTP ‘central spokesman’ Mohammad Khorasani in a statement distanced his group from the Mardan attack, saying, “We have nothing to do with blasts at public places”.

Punjab Law Minister Rana Sanaullah on December 29 said that nine suspects, who were arrested from Daska in Sialkot District on December 28, 2015, by the Counter-Terrorism Department (CTD), have no direct connection with Daesh (also known as Islamic State (IS), reports The Express Tribune. Earlier it was reported that eight suspects were arrested. “Preliminary investigation has found that the suspects had no direct contact with Daesh. They were preaching and trying to get support locally,” he said. According to him, the suspects were trying to become Daesh local representative on their own and were in contact with somebody named Abu Muawia on the social media. “They were also planning to go to Syria.” All those who supported them will be rounded up and interrogated, he added. Meanwhile, a special court gave 10 days physical remand of the nine suspects to the CTD authorities. According to the sources, important maps and other documents have been recovered from the arrested suspects.

Bushra is the female principal of a Lahore-based Islamic center who had left home along with her four children in the morning of September 12, 2015, telling her husband, Khalid, that she was going to Kasur District, but never returned. A week later, Khalid received a call from his wife who was in Quetta. She told him that she was on her way to Syria through Iran for joining Daesh along with the kids. The eldest among them is 15-year-old and the youngest is nine years old. Bushra, now in IS, is preaching to the like-minded women through video-links. Khalid who remained affiliated with Jama’at-ud-Dawa (JuD) shared with interrogators the messages received from her wife urging him to join them for jihad. Incidentally, two other ladies went missing the same day along with their children from Lahore. One of them was the sister of an anchor who reported her disappearance to Police after failing to search them through personal connections. The Government is in a state of denial about Daesh’s presence but the efforts are in progress on ground with some major breakthroughs have been achieved which are being kept unannounced though.

BSF tropers confiscated around 344 kilogram of heroin from the international border (IB), which was the second major seizure in the past five years. Last year, it had seized 361 kilogram of contraband. It had shot three Pakistani smugglers while an Indian smuggler was also killed during smuggling attempts. It recovered over INR 11,50,000 of Fake Indian Currency Note (FICN), 17 weapons, 24 magazines and 286 rounds. It also seized 15 Pakistani mobiles and 28 Pakistani Sim cards which are used by smugglers on both sides of the border for smuggling purposes. The Punjab Police had pointed out that the terrorists had come from across the border fence, a charge which was later refuted by the BSF after holding a probe. BSF officials had categorically denied that the militants had crossed the international border in Punjab. The stringent measures and the zero-tolerance attitude adopted by the BSF has forced Indo-Pak smugglers to change their tactics. They are devising new ways to sneak in contraband. They used a pair of leather slippers, found abandoned near the IB, smuggling a small quantity of drugs instead of 1kg packets and using the sling method by packing heroin in the form of a thin and long tube.
