According to sources in civil and military intelligence agencies, seminaries operating inside the capital are reportedly assisting Tehreek-e-Taliban Pakistan (TTP) with the collection of extortion and ransom money by arranging deals between militants and their victims, Dawn reports on May 1 (today). The sources also revealed that the seminaries are providing courier services to the TTP by arranging for the money to be transported to pre-determined locations easily accessible for TTP militants. Intelligence officials said that an analysis of the calls made in cases of extortion and ransom demands revealed that most of them came from Miranshah in North Waziristan Agency of Federally Administered Tribal Areas (FATA). While citing instances the officials said that the role of the religious seminaries in collecting extortion for the TTP was established and action against them has been suggested. “It was decided to mount intelligence and vigilance around the victims and the religious seminaries which would help trace and arrest those who are behind the extortions.” The vigilance will spot them whenever they contact the victims for finalising the deal, they added. The officials further stated that the groups of TTP involved in generating funds through extortion and kidnapping-for- ransom, also stay at the seminaries and get assistance from there.

Khyber Pakhtunkhwa (KP) Inspector General Police (IGP), Nasir Khan Durrani said on May 1 that a specialised combat unit, based on the pattern of Pakistan Army's Special Service Group (SSG) and the US Marines, would be set up in the province by the end of 2014, reports Dawn. The Nasir Khan Durrani said that an elite Anti-Terrorist Force comprising 1,050 elite commandoes had been set up while the combat unit would be set up for anti-terror operations. He said that KP Police had proposed the recruitment of tribal youth in the Police force, at the lower and higher level, adding “it would help bring the tribal youth to the mainstream and help build confidence in them.” Speaking about tracking down the terrorists and foreign elements, Durrani said the KP Government had legislated to track down illegal residents living in rented houses and hotels. He said the police was also assessing the establishment of fortress like pickets along the border to ward off militants. “About 150 of the militant operators arrested in the last six months have helped in tracing these terrorists groups,” he said, adding “in the last five years the Police have unearthed about 39 different militant groups who had been involved in the terrorist activities in the province.” He also said that the Police force have identified about nine militant groups which were involved in terrorist activities in the provincial capital city of Peshawar.

Tehreek-e-Taliban Pakistan (TTP) said on May 1 that “talks and war cannot go together” and that they are ready to face any situation, reports The Express Tribune. “The government on one hand says it wants the dialogue but on the other it has adopted the policy of threats,” said TTP ‘spokesperson’ Shahidullah Shahid. Shahid alleged that operations were being intensified against the TTP across the country. “The Army has imposed unjustified war on the people in Babar and Shaktoi areas of South Waziristan for two days,” the spokesperson said. This statement comes just a day after the Chief of Army Staff (COAS) General Raheel Sharif in a speech asked militants to unconditionally accept the Constitution. “The TTP has made it clear on a number of occasions that it is willing to talk in the interest of Islam and the Muslims of Pakistan. But we would not accept the dialogue to be used a political tool and to pursue war tactics,” he said. “The TTP has demonstrated sincerity and seriousness during the talks and had agreed to a 45-day ceasefire. However, the government has not shown any seriousness since the talks have started. The government has also not established its authority as it has made no progress on the Taliban demands and has been unable to stop operations by security forces.”

Haq, who is also heading the TTP intermediary committee, stated that US President Barack Obama supported the peace talks while on the other hand Pakistani politicians and anchors, instead of encouraging them, were showing resistance. An influential pro-Government tribal elder, Malik Qader Khan, and his two guards were killed in an attack near Miranshah in North Waziristan Agency of Federally Administered Tribal Areas (FATA) on May 1, reports Dawn. Officials said one of the attackers was also killed in retaliatory fire by Qader Khan’s gunmen. Officials said Qader Khan was travelling from Miranshah to Bannu when assailants in a non-customs paid car opened fire on his vehicle at the Chashma Bridge on the main Miranshah-Bannu road. Qader Khan was going to his village when he came under attack. Malik Qader Khan was known as chief of Waziristan and he had served as a peace committee’s member. He was one of the signatories to a peace agreement between the Government and local Tehreek-e-Taliban Pakistan (TTP) in 2007.

Federal Interior Minister Chaudhry Nisar Ali Khan, during a ceremony held at Nadra headquarters in Islamabad on May 2, lashed out at all those involved in criticising the Government’s peace talks with the Tehreek-e-Taliban Pakistan (TTP), saying the dialogue process cannot move forward amid “needless rhetoric,” reported Dawn. He dispelled the notion of a deadlock in peace talks with the TTP. “Those who were supposed to support the dialogue process are busy in hurling allegations at the Government through needless rhetoric…they have made a road show out of it,” said the Minister without naming anyone. “Continuation of peace talks would be difficult under these circumstances,” he added. Nisar said that delay in the next direct meeting with Taliban Shura (Council) was due to an internal rift within the militant outfit’s ranks rather than the Government. He expressed annoyance over attempts to create an impression of a rift between the civil-military relations, saying the government’s ties with the Pakistan Army were good before and will remain that way in the future also. Meanwhile, the TTP negotiating committee, Maulana Sami-ul-Haq hinted that the next round of direct talks would be held on May 5, 2014.

The sources said that the businessmen had paid extortions to the TTP but a few days later they again received calls for payment of more money. The second calls, they added, came even though middlemen of the militants had given assurances that the businessmen would not be threatened. The officials said the TTP groups worked under Shehryar Mehsud and Khan Said alias Sajna. The differences among them cropped up in the run-up to the selection of the successor to Hakimullah Mehsud who was killed in a United States (US) drone attack in 2013. An official of the capital Police said that now the TTP groups were separately approaching businessmen to pay them extortion. A few days back the owner of a food outlet in the city received a telephone call demanding extortion equal to the amount he had already paid, he added. The businessman told the Police that he approached the middleman operating from the capital city as he had assured him that no one would harm him after he made the payment. However, when the businessman told the middleman about the call after the payment of extortion, the latter sought time to probe the matter.

The two member Commission of Inquiry on Enforced Disappearances, headed by retired Justice Javed Iqbal and appointed by the Supreme Court, on May 5 claimed that it had resolved 27 missing person cases last month, saying that most of these persons were found detained at various “internment centres” in Khyber Pakhtunkhwa, reports Dawn. The figures released by the Commission revealed that the number of missing persons had been increasing constantly, 1,846 cases had come to light since January 1, 2011, the day the commission started its work. The Commission said there were 138 missing person cases pending before it on January 1, 2011, and since then it had received 1,846 new cases, bringing the total to 1,984. According to the list of traced persons, six are detained at an internment centre in Lakki Marwat District, four in Kohat and five in two internment centres in Swat Valley, from where most of the persons have gone missing. Six persons have returned home on their own while one named Hafiz Hassan Akbar is in “judicial custody”. It is also not clear whether these centres are being run by the military or civilian authorities. There is also no answer to two key questions — who had picked them up and who disclosed their whereabouts. The Commission reiterated its “commitment and determination to make all-out efforts to trace the missing persons”.

According to official sources, the infighting between the two groups has claimed more than 50 lives during the last few weeks. Sources said that the death toll is likely to rise. Officials said the Army Chief conveyed his decision to the PM about the likely response from the military. A senior military official said that the Army would respond to the provocation by militants as “terrorism and peace talks cannot go hand in hand...The attack is a clear act of provocation and is a serious blow to the peace process. General Sharif said that the recent attacks on the Security Forces are not likely to stop unless some hostile groups of the Tehreek-e-Taliban Pakistan (TTP) are neutralised. Amid no let-up in the terror attacks, the military establishment has reportedly told Nawaz Sharif that the use of force against the miscreants has become unavoidable. “The policy of inaction costs us dearly,” said an intelligence insider while quoting the CoAS in the briefing to the Prime Minister, adding, “Soon, there would be a change (in policy), a visible one”. The bomber was believed to have been targeting a group of refugees from Tirah Valley who had gone to a government-run camp in the Arbab Niaz Stadium to fill out paperwork ahead of their journey home. The suicide bomber first opened fire at the Police guarding the registration point for the IDPs from Tirah Valley before blowing himself up. “It was a suicide attack,” Police official Najeebur Rehman said adding that around 10 kilograms of explosives were used. Senior Police official Faisal Mukhtar said the bomber blew himself up near a small mosque inside the stadium and the dead included one Khasadar (Tribal Policeman) personnel. The blast caused one of mosque’s walls to fall down.

During the hearing, Samiullah Afridi said that they were fighting the case in the court of law but undue pressure from US on Pakistan is an indirect interference in the courts proceedings and that is the main reason he decided to quit. “The pressure tactics by the US on Pakistani Government for extra judicial release of Dr Shakil Afridi was impacting the Pakistani courts, though I do not consider the Frontier Crimes Regulation (FCR) laws humane and we are fighting for amendments, but still the case has to be left to the courts for decision,” he added He further said that he had decided to fight Dr Shakil’s case on humanitarian grounds but since then he and his family was being threatened from different quarters so it was no more possible for him to continue and that’s why he decided to quit. “The threats are very real, and they are coming for the last almost two years but the last few days remained very difficult for me and family so there was no option but to quit,” he said.

Meanwhile, in a bid to reconcile the two warring factions of Tehreek-e-Taliban Pakistan (TTP), the group’s central leadership on May 12 appointed Khalid Sheikh Haqqani as the new 'interim chief' of the South Waziristan Agency (SWA), reports The Express Tribune. A source within TTP said the move aims at ending the ongoing conflict between TTP Hakimullah group led by Shehryar Mehsud and Waliur Rahman group led by Khan Syed alias Sajna. According to the source, the TTP 'central chief' Fazlullah has send Khalid Sheikh Haqqani as the new interim chief and directed both Sajna and Shehryar to come to the negotiating table to resolve the issue. The source further said Haqqani had taken over and the main shura (council) of the TTP would now decide about the new chief for South Waziristan. He said a new chief, to be appointed within two months, will be accepted by both the groups. “Fazlullah has warned members of both the groups that if any member acted against the other group, he would have to face severe consequences,” he added. However, Sajna’s spokesperson Azam Tariq refuted the report and said no one was appointed as chief of SWA.

The World Health Organisation (WHO) on May 12 contested Pakistan’s claim that United Nations (UN) agencies were used in the Central Investigation Agency’s (CIAs) fake vaccination campaign in Abbottabad District of Khyber Pakhtunkhwa Province in 2011 to track down slain al Qaeda leader Osama bin Laden, reports The Express Tribune. The public health arm of the UN took exception to the statement by Foreign Ministry (FM) Spokesperson Tasnim Aslam during a weekly news briefing on May 8, 2014, and insisted that the world body had nothing to do with the Shakil Afridi controversy. The foreign office Spokeswoman had claimed that Pakistan’s efforts to eradicate the poliovirus were undermined by the fake vaccination campaign in which some UN agencies were also used. In a statement issued in Islamabad, WHO officials said that the UN has formally objected to Islamabad’s contention, following which it immediately received assurances that the statement made by the FM Spokesperson was categorically incorrect and made in error. “WHO welcomes this clarification by the Government and trusts that the erroneous statement will be fully retracted,” it stated. The WHO reaffirms its position that all health programmes, including immunisation campaigns, must be used only for protecting and promoting health. “WHO continues to categorically deplore the use of health interventions for any other reason and reiterates that there is absolutely no connection whatsoever between WHO and the ‘fake vaccination campaign’ conducted by Dr Afridi,” read the statement.

Nine known militant outfits are operating in the province, KP Inspector General of Police Nasir Khan Durrani told that investigators during the past six months have detected about 150 militants operating just in Peshawar. The Police recommended placing about 430 terrorists, including key Tehreek-e-Taliban Pakistan (TTP), Lashkar-e-Islam (LI) and other militant leaders who had been charged under the Anti-Terrorist Act on the head money list, he said. "The Police submitted the request about a month ago and are awaiting proper notification," he said. Once the Home Department approves the list, authorities will disclose the names. It stated that at least 60 Policemen were killed in the line of duty. They were mostly targeted when they were on patrol though a few were killed in encounters with militants, bandits, gangsters and other criminals. The figures showed a total of 1,277 ‘encounters’ leading to the arrest of some 1,000 ‘heinous crime’ suspects and killing of 253 others. Suspects shot dead by paramilitary Rangers numbered 115. The suspects were wanted in ‘heinous crimes’ from murders to ‘terrorism acts’ and kidnapping-for ransom-to extortion. “The situation describes police strategy,” said the Spokesman for the Karachi Police when asked about the reasons behind an unprecedented surge in deadly encounters which left 253 suspects dead. “The current leadership of the Karachi and Sindh Police has focused more on training and capacity building of the serving Policemen, considering the challenges and ongoing targeted operation, which has resulted in better firing skills and much better reaction time of our Policemen challenging the criminals,” he said. “There is no shoot-at-sight order. The number of killings in encounters rose only because criminals face much stronger and quicker reaction from the Police party whenever they challenge it. The encounters were also held in the past but a sluggish response from the police party helped suspects to escape unhurt,” he added. While the Police ‘performance’ has brought down the number of killings on sectarian, ethnic and political grounds to a large extent, it has raised questions about the growing number of deadly encounters drawing criticism from human rights activists. Zohra Yusuf of the Human Rights Commission of Pakistan (HRCP) said that such a high figure of killings in ‘encounters’ acknowledged by the LEAs was highly alarming. The killings also confirmed our worst fears over the Karachi operation, she said.

In a video message released by the TTP Chapter of Darra Adam Khel, the TTP 'chief' did not comment over the peace talks with the Government. He had however been opposed to the talks in the past. His statement came out at a time when there is a deadlock of peace talks between the Government and the TTP. Talking to BBC, ‘spokesperson’ of the TTP Darra Adam Khel chapter also claimed the seven minutes video message is a fresh statement of TTP 'chief'. In the video, Mullah Fazlullah was welcomed by armed militants when he came down from a mountainous area and he recorded his message. Mullah Fazlullah asked his suicide bombers to be ready against tanks and artilleries of inimical forces. Musharraf is on bail in the case. This is the sixth time that the Court has ordered for his appearance in court, but he has remained absent from all hearings despite assurance provided by his guarantors. If for some reason it is unable to act in accordance with the decision, it should gather all the political parties to discuss the options it has been left with,” Khattak said. A division bench of the Sindh High Court (SHC) headed by Justice Muhammad Ali Mazhar heard the arguments of the Attorney General of Pakistan (AGP) Salman Aslam Butt on May 20 regarding maintainability of the petition, filed by General (retired) Pervez Musharraf against the restriction on his travelling out of the country with regard to jurisdiction of the SHC, reports Dawn. The AGP contested that the High Court had not territorial jurisdiction to hear the matter as Musharraf’s name was placed on the Exit Control List (ECL) on the orders of the Supreme Court. It was stated that Musharraf should approach the Supreme Court to get his name withdrawn from the ECL. Meanwhile, Musharraf’s counsel Barrister Farogh Nasim while forwarding his arguments said that order regarding placing his client’s name on the ECL was against ‘principles of natural justice’ as no show-cause notice, as required by the law, was issued to his client. He said that earlier on April 8, 2013, the Supreme Court had issued directions to the Federal Government for placing the name of petitioner on ECL but later, final order of the apex court did not maintain the condition of ECL. Barrister Farogh was of the view that the trial court was competent to impose any restriction on movement of the petitioner if it considered necessary. Since the court had not barred the petitioner from traveling out of the country, any restriction by the Government on his movement was “sheer violation of the fundamental rights,” he added.

The five-member commission comprising retired civil and military officers, a former provincial minister and a serving civil officer has been asked to produce a comprehensive report within 10 months. The successive Governors had formed several commissions and task forces for the purpose but administrative and legal reforms are missing in FATA. Former Chief Secretary Ejaz Qureshi has been appointed Chairman of the FRC, whose other members are Lieutenant-General (retired) Syed Sabahat Hussain, former bureaucrat Mir Laiq Shah, former Provincial Minister Mossarat Qadeem, who runs an NGO, and Additional Secretary to the Governor Muddassir Riaz Malik. The commission may corporate another member with the approval of the Governor, said a notification. The body will submit short and long term reforms initiatives to the governor for his approval. Mandate of the FRC is to formulate and propose strategic objectives, strategic policies and action plans which will be submitted to the Governor for approval. The FRC will overview the implementation of the reform initiatives and propose “mid-course corrections” as and when required. According to the Report, in 2013, there was increase in fabricated news stories against Ahmadis published in the Urdu press. The Report said that Ahmadis had faced political, social and legal discrimination since the promulgation of the ordinance against them in 1984. It said 237 Ahmadis had been killed since the ordinance had been passed and 193 attempted murders had taken place. It said as many as 27 places of worship had been demolished, 31 had been sealed by the authorities and 16 others had been illegally appropriated. It further said that as many as 37 bodies of Ahmadis had been exhumed after burial, and the burial of 61 bodies in common cemeteries had been denied. The report also called attention to widely distributed literature that promoted the social and financial boycott of Ahmadis and incited violence against them.

In the first ever conviction in a missing person case in Khyber Pakhtunkhwa, Magistrate Zafarullah Mohmand on May 23 sentenced Peshawar Station House Officer (SHO) Arshad Khan to three years imprisonment after he was found guilty of taking Khairur Rehman into custody on February 9, 2009, which led to his enforced disappearance, reports Dawn. Soon after conviction, the SHO filed appeal with the court of Additional District and Sessions Judge Kaleem Arshad, who admitted the appeal to the hearing and suspended his conviction under Section 426 of the Code of Criminal Procedure (CrPC). The Central Intelligence Agency (CIA) has been bombing Pakistan’s domestic buildings more than any other targets over the past decade of the drone war launched by the US, the Russia Today news channel reported while quoting a latest research by the Bureau of Investigative Journalism, reports Daily Times. “Almost two thirds, or over 60 percent, of all US drone strikes in Pakistan targeted domestic buildings,” the channel reported with reference to the joint research conducted by the Bureau of Investigative Journalism (BIJ), a London-based non-profit news group, along with the Forensic Architecture, a research unit based at Goldsmiths University, London, and Situ Research in New York. The authors of the paper analysed thousands of media reports, witness testimonies and field investigations to obtain the data on drone strikes in the Federally Administered Tribal Areas of Pakistan. According to the study, at least 132 houses have been destroyed in more than 380 strikes over the past decade with at least 222 civilians being among the 1,500 or more people killed. “On average, 6.2 people and 0.9 reported civilians died per strike on domestic buildings,” the paper said, adding that these numbers may be conservative because the Bureau “has found the deaths of women are dramatically underreported.” The seclusion of women and children in the country which orders them to spend more time indoors make them more vulnerable to drone strikes, according to the BIJ’s ‘Naming the Dead’ project.

"We will only sustain a military presence after 2014 if the Afghan Government signs the Bilateral Security Agreement (BSA)," said General Martin Dempsey, Chairman of the US Joint Chiefs of Staff, adding, "Assuming a BSA is signed, at the beginning of 2015, we will have 9,800 US service members in different parts of the country, together with our NATO allies and other partners." He further said, "By the end of 2015, we would reduce that presence by roughly half, consolidating US troops in Kabul and on Bagram Airfield. And one year later, by the end of 2016, we will draw down to a normal embassy presence with a security assistance office in Kabul, as we have done in Iraq." The faction, as the pamphlet sent to media by Bahadur’s ‘spokesman’ Ahmadullah Ahmadi said, is now preparing to fight against what it said was the Security Forces’ planned operation, giving locals time until June 10, 2014 to leave the area and move to safety. The pamphlet distributed on May 30 read that the Government had broken the peace accord with the North Waziristan TTP by launching air strikes with a full-fledged operation being planned for the tribal region. “The shura Mujahideen has decided not to tolerate this aggression anymore and has opted to fight and defend Waziristan,” the pamphlet added.

At least 16 militants were killed as Security Forces (SFs) backed by gunship helicopters thwarted a cross border militant attack on a checkpost situated on Nao Top in Bajaur Agency of Federally Administered Tribal Areas on May 31, reports Dawn. During the gun battle and airstrikes, one soldier was killed and two were critically injured. The attack came a day after the Shura Mujahideen Waziristan group, led by Hafiz Gul Bahadur, in North Waziristan Agency asked local residents to move to safe locations close to the Afghan border to avoid being caught in crossfire in the event of a military operation in the area. A pamphlet issued by the group alleged that the Government had practically revoked an agreement with them without making any announcement to the effect, by attacking ‘innocent people’ and destroying property. “We continued to tolerate this repression but now it has exceeded limits,” the pamphlet had alleged.
