Police claimed that a Lyari gang war accused Saad alias Baba (20), son of Abdullah, was injured during an encounter with them and Rangers at Nawa Lane area of Lyari. The accused was arrested in injured condition. Arms and one hand grenade were also recovered from the possession injured accused. Meanwhile, in charge of Counter Terrorism and Financial Crime Investigation Unit, Crime Investigation Department (CID), Sindh Police, Raja Umar Khatab on August 1 claimed to have arrested six kidnappers, reports Daily Times. He further said that the arrested criminals had confessed to their involvement in over 50 activities of kidnapping for ransom and extortions from different areas of Karachi including North Karachi, Bafarzone, SITE area, and Lyari. The arrested kidnappers are identified as Iqbal alias Ali Raza alias DJ, Muhammad Imran alias Mani, Rashid Ali alias Kashif alias Munna, Usama Zia, Hameer alias Saleem alias Choota Munna and Zulfiqar Ali alias Baiya.

The sources said the militants affiliated with Abdul Wali and Ghulchakai-led groups exchanged gunfire. The Home and Tribal Affairs Department said that sanctity of the Independence Day merited a high degree of vigilance to thwart the evil designs of extremists to sabotage the festivities. It was stated that terrorists had focused on targeting public places and gatherings to create uncertainty and fear. The law enforcement agencies were directed to protect all vital installations, key points, foreigners, diplomats, busy bazaars, bus stands, railway stations, grid stations, police lines, prisons, airports, cinema houses, parks, hotels. Meanwhile, the Elementary and Secondary Education Department has asked the Internally Displaced Persons (IDPs), taking shelter in the buildings of the Government schools, to vacate the schools till August 10 as academic activities would resume from September 1, reports Dawn. The students would start coming to their schools from September 1 at the end of three-month summer vacations, said an official in the District Education office at Bannu. However, he said that the deadline set for the IDPs to vacate the schools was August 20. The IDPs claimed that they were asked to vacate the school buildings till August 10. Besides other incentives, the Federal Government would provide the IDPs with Rs12, 000 per month for food and rent charges. The IDPs have taken shelter in the buildings of 1,400 Government schools after displacement from their native towns in North Waziristan Agency with the launching of military Operation Zarb-e-Azb. Of the 1400 schools, around 90 were in Bannu and rest of them in Karak and Lakki Marwat, officials in the Education Department said.

Earlier it was reported that six militants were killed. The SFs also detained five suspects in a search operation conducted in connection with the attack targeting the Samungli airbase. Tehreek-e-Taliban Pakistan (TTP) Ghalib Mehsud faction claimed responsibility for the attack on the Airbases in Quetta. Ghalib Mehsud is the leader of Fidayeen-e-Islam which is the suicide wing of TTP. Commander Southern Command, Lieutenant General Nasir Khan Janjua said, "They all seemed to be foreign nationals." Superintendent of Police (SP) Imran Qureshi Police said, "All dead terrorists seem to be Uzbeks.” The Balochistan Government has decided to conduct DNA tests of all 12 terrorists killed TTP spokesperson Azam Tariq said that the attack was in retaliation for Operation Zarb-e-Azb in North Waziristan Agency of Federally Administered Tribal Areas (FATA). At least four suspected militants were killed on August 15 when Security Forces (SFs) opened fire on an explosives-laden vehicle in the Fort Slope area of Bara tehsil (revenue unit) in the Khyber Agency of Federally Administered Tribal Areas (FATA), reports Dawn. SFs signalled a suspicious vehicle which was approaching their base, directing it to stop but opened fire on it after the vehicle failed to accord with the directive. The vehicle was completely destroyed in the incident. Suspects killed in the attack were reported to be affiliated with the Gangriz Group of the Tehreek-e-Taliban Pakistan (TTP). Moreover, one of the militants killed in the incident was identified as Rashid from the Sipah area in Bara tehsil. Another source claimed that an explosion occurred inside the vehicle and the four travelling in it were burnt to death. Meanwhile, Maulvi Halim Khan has replaced militant ‘commander’ Hafiz Gul Bahadar as the chief of Shura Mujahideen North Waziristan Agency (NWA), The Express Tribune reported on August 16. According to the sources, the decision, taken in a meeting of the group’s Shura, has been supported by both the TTP and the Afghan Taliban, though none of them has issued a formal statement to declare support for Maulvi Halim Khan. Hafiz Gul Bahadar had signed a peace agreement with the government on September 2006. However, he pulled out of the deal on May 26, 2014, asking tribesmen in NWA to vacate homes and shift to safer places. He had also requested the tribesmen not to seek shelter in the government’s camps for displaced persons and instead relocate to Afghanistan. When Operation Zarb-e-Azb was launched in NWA on June 15, Hafiz Gul Bahadar and his aides went underground. While his group has not been banned by the Government, it has maintained a close alliance with the TTP.

Over a dozen teenagers who were being trained by militants in North Waziristan Agency (NWA) of Federally Administered Tribal Areas (FATA) returned to their native village of Sheikhan on the outskirts of the provincial capital Peshawar, on instruction from their ‘trainers’, reports The Express Tribune. While their families are delighted to see them, a fear lingers that the mindset of these boys may have been changed forever. Elders told The Express Tribune that around 25 boys, aged between 14 and 18, were taken from the village over the last five months, leaving their families in a state of despair. Half returned after the start of the military operation in NWA. “These youngsters were recruited by the banned Jaish-e-Muhammad (JeM) and other militant agents whose volunteers regularly come to mosques and appeal for charity, in addition to brainwashing these boys,” said one of the elders, adding, that although JeM is banned, it continues to operate in the area, as the local Police do not interfere with it. “The anxious parents were told that their sons are well and are undergoing training at Tehreek-e-Taliban Pakistan (TTP) camps in NWA.” He adds that the boys have been asked by their trainers to return home and wait for further instructions.

Hundreds of IDPs sheltering in schools demonstrated outside the Bannu Press Club to demand the withdrawal of the deadline. Holding placards and shouting slogans, they said they won’t vacate schools until they were provided with shelter at some other place. The protesters also demanded their early repatriation saying the army claimed to have cleared most North Waziristan of militants. The administration had asked IDPs occupying school buildings in the District to shift to camps in Bakkakhel by August 20, 2014, saying these educational institutions will resume classes on September 1, 2014 after summer vacations. Earlier, August 10, 2014, was the deadline for the purpose. Currently, 7,322 IDPs have taken shelter at 313 government schools for girls in the District and 16,522 at 531 government schools for boys. Overall, the district has 685 government schools for girls and 747 for boys.

On August 19, the Judicial Commission, headed by Justice Noor Muhammad Maskanzai of the Balochistan High Court (BHC), formed to probe the 13 mass graves discovered in Totak area of Khuzdar District on January 27, 2014, absolved the Armed Forces and Intelligence Agencies of responsibility in the case, reports Dawn. Chief Minister Malik Baloch had established the Commission to conduct an inquiry into the mass graves on February 1, 2014. The report said, "No one has recorded any statement against the Armed Forces and Security Agencies." It further stated, "No evidence of involvement of Intelligence Agencies has been found in connection with the mass graves." The Commission recorded the statements of 57 individuals in connection with the case but stated that only witness number 38 had recorded statements against intelligence agencies but that could not be verified. The Commission, however, mentioned that it was the core responsibility of the administration to protect the lives and properties of the people, and that the recovery of mass graves was the result of negligence on part of the civil administration. "There has to be no private check posts in the area," the report recommended, asking the Provincial Government to step up efforts to ensure rule of law in the region. However, the Voice for Baloch Missing Persons (VBMP) has rejected the report and termed it an effort to conceal facts. "Security Agencies are involved in killing and dumping of people in Balochistan," Chairman VBMP Nasrullah Baloch said.

KP has been mostly peaceful for the last few months. Unlike the last few years, Police recorded only a few major terrorist attacks during the first seven months of 2014 and militants failed to commit a major attack during the holy month of Ramadan and during Eid ul Fitr. The measures are paying off as violence is falling, according to reports kept by the Police. Terrorist attacks between July 2012 and June 2013 totalled 456, Peshawar Superintendent of Police (SP) Sohaib Ashraf said. That number fell to 401 the following year. Police reported 25 suicide bombings in KP in July 2012-June 2013. That number fell to eight in the next cycle. The number of Improvised Explosive Device (IED) bombings also decreased from 321 to 237. Casualties dropped from 380 to 310. However, two categories saw higher numbers: rocket attacks (22, up from 4) and targeted killings (129, up from 99). "The increase in rocket attacks is a manifestation of desperation among the militants who have been denied space and entry into the settled areas by the police force," Ashraf said. Peshawar saw frequent attacks from Khyber Agency and adjacent Dara Adamkhel until the start of 2014. But since then, the situation has improved greatly.

NWA Peace Committee Chief Haji Sher Mohammad told a press conference at Peshawar Press Club that about one million people had been displaced due to military operation in the tribal agency, but the Federal Government had failed to provide them adequate shelter in Khyber Pakhtunkhwa. Flanked by other members of the peace body, including Malik Noor Rahman Dawar, Fazal Khan Wazir, Saad Shah and Fazal Ghafar Wazir, the tribal elder said that they could not believe in the hollow claims of the government and would protest for provision of basic facilities and proper shelter if they were forced to vacate school buildings in parts of Bannu and other Districts. Malik Noor Rehman said that almost 25,000 displaced families had been accommodated in various Government schools in Khyber Pakhtunkhwa, but now they had received a notice to vacate the schools before August 30. He was ordered to appear before the court on September 23, 2014. The bench was informed by Advocate Mohib Jan that Intelligence Agencies, with the help of the Police, allegedly picked up Musafar and Arif from Haji Camp in Peshawar on July 25, 2011. In the petition, the family accused Assistant Superintendent of Police (ASP) Muhammad Faisal of picking up the two men. It said Musafar was a truck driver, and Arif his assistant, a cleaner; neither had any links with a militant organisation. The counsel for the petitioner stated on June 24, 2014, relatives of the two missing men were informed that both were being kept at an internment centre in Kohat District of the Province. Early in July, Musafar’s body was handed over to his family without any information about the cause of death. Arif is still being detained at the centre. In a separate case, the same bench issued a notice to Kohat internment centre in charge. The court was informed by Advocate Gul Nazir that six family members of his client, Naek Muhammad Shah, were allegedly picked up by Intelligence Agencies in 2012. They included Barkat Shah, Tahir Shah, Bakhtawar Shah, Ismail Shah, Hazrat Shah, and Nazar Shah. Nazir said the bodies of Barkat, Tahir and Bakhtawar were handed over to the family, while the remaining people were still at Kohat internment centre. The United States (US) on August 21 offered a total USD 30 million in return for information on key leaders of the Haqqani Network that is blamed for numerous attacks in Afghanistan, reports The Express Tribune. “The Department has authorised rewards of up to USD 5 million each for information leading to the location of Aziz Haqqani, Khalil al-Rahman Haqqani, Yahya Haqqani, and Abdul Rauf Zakir,” the State Department said in a statement. It also increased its previous reward offer of up to USD 5 million for information on the group’s leader, Sirajuddin Haqqani, to up to USD 10 million. This brings Haqqani into the same group as the likes of Afghan Taliban 'commander' Mullah Omar and Jama'at-ud-Dawa (JuD) 'chief' Hafiz Saeed. The State Department said, “The group is allied with al Qaeda and the Afghan Taliban and cooperates with other terrorist organisations in the region.” It said that the Haqqani network was “the most lethal insurgent group” targeting the US-led NATO coalition and Afghan personnel in Afghanistan.

He added that 200-metre cables used in remote-controlled bombs, 800 fuses and 200 kilogrammes of explosive were recovered from the militants. The administration officials confirmed that the list of wanted militants was prepared and that it had been made public at the political authorities' offices in Jamrud tehsil of the Agency. The sources further said that the move was intended at motivating the locals to help arrest these elements who may be involved in militancy and other criminal activities. The tribal elders have also been warned to hand over the suspected militants nominated in the list to the administration and failing to do so would attract strict action against their tribes under collective responsibility laws. The authorities would also consider a targeted operation in case the militants are not handed over to them, sources said.

Police have sent many letters on different occasions to the Home Department, seeking permission as required under Section 7 of the Explosive Substances Act, 1908, for trial of 33 cases pending before the Anti-Terrorism Courts in Karachi. However, instead of granting permission, the Home Department sought wide-ranging details about these cases for what it said to determine whether the accused were hardened criminals or otherwise. Over 50 suspects were booked in the cases for allegedly carrying explosive material during the ongoing targeted operation. Although the Police took months to seek permission, the Provincial Home Department further delayed the matter by linking it with thorough information about cases.

A senior militant commander, Waleed Akbar, associated with Tehreek-e-Taliban Pakistan (TTP) and the Lashkar-e-Jhangvi (LeJ) was killed and one of his accomplices injured on August 27 during a Police encounter in the Hari Mor area of Prova tehsil (revenue unit) in Dera Ismail Khan District of Khyber Pakhtunkhwa, reports Dawn. The commander was killed in the encounter that ensued when militants attacked District Police Officer (DPO) Sadiq Baloch in the Chodwan area of Prova tehsil following which Police repulsed the attack. The DPO said the Police was conducting a search operation when the militants led by Akbar ambushed their convoy in the Hari Mor area. Subsequently, Akbar was killed in the encounter. Akbar had several charges on him, including planning suicide attacks on funeral processions and law enforcement agencies' personnel. The TTP commander was also allegedly involved in the killing of Shia community leaders and police personnel during the Ashura bombing near a Muharram procession in Dera Ismail Khan on November 25, 2012. The D I Khan police had arrested Akbar along with four others allegedly involved in the Ashura bombing in Dera Ismail Khan during raids on January 2, 2013. However, in July 2013, Akbar managed to flee during the Dera Ismail Khan jail break incident when dozens of heavily-armed Taliban insurgents had freed nearly 175 inmates, including 35 ‘high-profile militants’, during a brazen overnight attack on the central jail in 2013.

Addressing a press conference on August 27 in the National Press Club, she claimed that an individual, Hammad Amir, was killed in Kohat detention centre. She said there were 43 detention centres in the KP province, where around 2,000 people were imprisoned. Meanwhile, despite the continuing process of voluntary repatriation of Afghans, the number of registered refugees in Pakistan is growing steadily as approximately 50,000 children are born to refugee families every year, reports Dawn. The UN refugee agency said that the National Database and Registration Authority (NADRA) would register some 150,000 children born to the registered parents in past five years and issue birth certificates to over 330,000 Afghan children below the age of 18. UNHCR spokesperson Dunya Islam Khan told Dawn that around 182,000 refugee children who had reached the age of five would get their separate Proof of Registration (PoR) cards by the end of the year.

Army Chief General Raheel Sharif talked to Pakistan Tehreek-i-Insaf (PTI) chief Imran Khan and cleric Tahir-ul- Qadri of the Pakistan Awami Tehreek (PAT) in the presence of Federal Minister of Interior Chaudhry Nisar. It was agreed that Army negotiators will have backdoor interactions with both sides and prepare the ground for an agreement between the two sides, sources said. Hours after General Sharif's mediation, the protesters and the Government were trading charges on who was responsible for Army's mediation. Prime Minister (PM) Sharif told the National Assembly that "neither had I asked army nor the armed forces sought a role in the present political crisis". Sharif sought to scotch media reports that it was he who had "requested" the Army to come to his rescue, saying that he approved the military chief's meeting with the two opposition leaders after they had requested it. Both Qadri and Khan contested Sharif's statement. Contradicting Sharif's statement, Army spokesman Major General Asim Bajwa tweeted, "COAS (chief of army staff) was asked by the govt to play facilitative role for resolution of current impasse, in yesterday's meeting, at #PM House." In a bid to save face, Federal Minister of Interior Chaudhry Nisar claimed that it was the PM who had approved Army's role. "The statement released by the ISPR (Inter Services Public Relations) first came to me," Nisar said. "ISPR's statement is echoing the government's view," he said. Two bodies were found behind the bushes by the roadside near Jam Goth, according to Memon Goth Station House Officer (SHO) Azam Hayat. Both bodies, each with a single bullet wound in the head, were wrapped up in a blanket and a bedspread. Another victim with a single gunshot wound in the head was spotted in the Malir riverbed in Shah Latif Town, said Shah Latif SHO Arshad Awan. The victims were identified as Rafiq (28), Ismail (30), and Pervez Saleem (35). An examination of the crime scene showed they had been kidnapped and gunned down somewhere else before their bodies were dumped there, said SHO Hayat. At least 32 militants were killed on August 30 when Security Forces (SF) targeted the suspected hideouts of militants as a part of Operation Zarb-e-Azb in North Waziristan Agency (NWA) of Federally Administered Tribal Areas (FATA), Daily Times reported quoting according to the Inter-Service Public Relations (ISPR). The ISPR spokesman said that the Army aviation gunship helicopters targeted the suspected hideouts of miscreants in different areas of the tribal areas. As a result of the firing with machinegun, at least 32 terrorists were reportedly killed while three of their hideouts were razed to ground. Twenty three (23) explosives-laden vehicles and four ammunition dumps of the militants were also dismantled in the action.

Three protesters were killed and around 534 others injured as violent clashes between Pakistan Tehreek-i-Insaf (PTI) and Pakistan Awami Tehreek (PAT) activists and personnel of the law-enforcement agencies continued in the ‘Red Zone’ of Islamabad, the National capital, till the evening of August 31, reports The News. Around 249 injured persons, including 36 women and five children, were brought to Pakistan Institute of Medical Sciences (PIMS), while Polyclinic received over 275 injured persons, including 51 women, 11 children and 54 Policemen. Benazir Bhutto Shaheed Hospital, Rawalpindi, also received 11 injured persons including three women and a child.“We have so far received 249 patients out of which 65 have been admitted,” PIMS Media Coordinator Wasim Ahmed Khawaja said. Khawaja said they had received a total of 72 policemen with minor injuries. None of the admitted patients is in a critical condition, he added. He said the hospital received the bodies of Gulfam Bhatti (24), of Muridke, Rafiullah (25), of Bhakkar and Naveed Razzaq (45), of Chak Beli Khan. Naveed Razzaq fell to his death in a water-filled ditch while escaping, Rafiullah died of a brain injury, while Gulfam died from a bullet that penetrated his belly.

While reaffirming support to democracy, the Corps Commanders Conference on August 31 reviewed with serious concern the existing political crisis and the violent turn it has taken, and called for its political resolution, reports Daily Times. The conference, presided over by Chief of Army Staff (COAS), General Raheel Sharif, held at General Headquarters, observed that further use of force would only aggravate the problem. According to the ISPR, it was once again reiterated that the crisis should be resolved politically without wasting any time and without recourse to violent means. The conference affirmed that the army remains committed to playing its part in ensuring security of the state and will never fall short of meeting national aspirations.
