Assigning political ownership to the ongoing military Operation ‘Zarb-e-Azb’ in the North Waziristan Agency (NWA) to weed out terrorists from the soil of Pakistan, Prime Minister Nawaz Sharif on July 1 stated that Pakistan will enforce its writ in the tribal areas, reports The News. He stated afterwards that the decision pertaining to the Operation ‘Zarb-e-Azb’ was taken after careful deliberations and weighing all options. He further said that all the foreign fighters and local terrorists would be wiped out without any exception and no sanctuary would be spared by the Armed Forces.Prime Minister Nawaz is personally committed to the operation. He vowed that “as the full-fledged offensive has now started, victory and ultimate success is the only option now.” “We have planned for the extensive development of tribal areas after the successful operation,” assured the Prime Minister.

Pakistan on July 1 asked the Afghanistan Government to either eliminate Pakistan Tehreek-e-Taliban (TTP) ‘chief’ Mullah Fazlullah or extradite him to Pakistan, reports Daily Times. Inter-Services Public Relations (ISPR) Director General (DG) Major General Asim Bajwa said that the Army will eliminate Fazlullah whenever he comes to Pakistan. Bajwa urged Afghanistan to do more to track down Fazlullah, who took over the TTP leadership in 2013 after previous 'chief' Hakimullah Mehsud was killed by a US drone. “This is something we have been crying hoarse – this has been raised at every level,” he said. “The leader of the TTP, Mullah Fazlullah is sitting across the border in Kunar or Nuristan and Afghanistan needs to do something about it.” Bajwa further said that terrorists of all hues and colors are being killed in the military operation in North Waziristan Agency (NWA). At least 225 cylinders filled with explosive material weighing from 80 to 100 kilogram have also been seized from the factory. One hundred and fifty incomplete cylinders meant for manufacturing landmines, 10 anti-tank landmines, 700 pipes filled with explosive material, and equipment for physical training and welding were also seized.

the Defence Minister Khawaja Asif said on July 1 that several Tehreek-e-Taliban Pakistan (TTP) ‘commanders’ were entrapped in the NWA, reports Daily Times. “They are locked in the security forces trap and they don’t know where to go,” the Minister said, adding that the security commanders were regularly updating Prime Minister Nawaz Sharif on Operation Zarb-e-Azb’s progress. “There would be a remarkable improvement in the security environment once the terrorists are wiped out from the NWA. They (TTP) have to pay for what they have done to the people of Pakistan.”Also, the monthly security report of the Conflict Monitoring Centre (CMC) said that militants’ activities have drastically decreased after the launch of Operation Zarb-e-Azb, not only in FATA/KP but also in Balochistan, reports The News. According to the CMC statistics, SFs conducted 127 actions across Pakistan (including those conducted under the NWA operation) in which 517 suspected militants were killed, 25 others injured and 1,167 suspects arrested. Severity of the security forces’ actions can be gauged from the fact that the number of deaths has witnessed an almost 189pc increase as compared to the previous month. Over 251 pc increase in the number of arrests clearly suggests that security forces have also tightened the noose around the neck of the militants in various parts of the country and arrested many of their operatives as well as supporters while making an effective use of intelligence.

Army claims on July 2 that three more Improvised Explosive Device (IED) making factories with large quantity of explosives, anti-tank mines, a suicide bomber training center, a media facility and a rocket cache were recovered from the cleared area in NWA during the military offensive, reports Dawn. A spokesman for the Inter-Services Public Relations (ISPR) said that Operation was progressing successfully as planned as six IEDs attached with four computers in a ready position were also recovered from a private hotel in the area. “Forces are making swift progress in NWA as forces are hitting and shelling militant hubs and hide outs,” he said. Sources said sniffer dogs are also being used in the cleared areas to find hidden explosives.

Provincial Minister for Revenue and Estate Affairs and focal person of the Provincial Government for the Internally Displaced Persons (IDPs) from North Waziristan Sardar Ali Amin Gandapur said that the Provincial Government had been forced to face an unprecedented load of IDPs.He said the provincial authorities had provided relief in shape of cash and food to over 70 percent of the IDPs who have shifted to the southern Districts of the province. He admitted that there were difficulties for the provincial authorities at the outset of the exodus of the IDPs as the verification and other matters without a proper mechanism in place was an uphill task. He said around 0.7 million IDPs from North Waziristan were lodged in different districts with main thrust in Bannu where around over 0.5 million of them have been provided shelter.He added that 10 percent of the IDPs have been provided shelter in Dera Ismail Khan, 10 percent in Karak, 15 percent in Lakki Marwat and around four percent have settled in Hangu. The Provincial Government has already started distribution of relief package of PKR 8,000 to each IDP family from today (Monday) – PKR 3,000 as house rent and PKR 5000 for food items. He opposed the timing of Zarb-e-Azb.

During the three weeks of Operation ‘Zarb-e-Azb’ by Security Forces (SFs) in the North Waziristan Agency (NWA), 400 terrorists were killed, while 20 soldiers of Pakistan Army were also killed, The News quoting Defence Minister Khwaja Asif reports on July 8. In an interview to The Wall Street Journal, Defence Minister Khwaja Asif said that he could not give a time-frame for ending the operation. He added that they would not rest till the elimination of every terrorist from the country. Khwaja Asif added that they would try to complete the operation as soon as possible. He made it clear that the operation in the NWA would continue till the elimination of terrorism, militancy and insurgency. He further said that the government would take central political organisations into confidence for eradication of terrorism and timely rehabilitation and return of the Internally Displaced Persons (IDPs). He stressed the media to play a key role in this regard.Further, Khwaja Asif said that “We will eliminate all sorts of terrorists from our area without any exception. If there are exceptions made, then the purpose of this operation will be defeated. It has to be without making any differentiation between our Taliban and their Taliban, or good Taliban and bad Taliban.” About the past Afghan and US allegations, Khawaja Asif insisted that Pakistan had changed its policy. “They are all bad Taliban. There are no more good Taliban. “If we have to get rid of these people, we have to get rid of them in totality, because this is something plaguing this area for three decades. Both sides of the Durand line, Pakistan and Afghanistan, we are in dire trouble,” Asif added.

Around 82 families consisting of 575 individuals entered Kurram Agency via Khost Afghanistan from North Waziristan Agency. Around 736 families consisting of 9,440 individual IDPs of NWA have passed District Kohat and migrate to other districts of Khyber Pakhtunkhwa and Punjab. Around 2791 IDPs individuals have arrived in Karak District and accommodated. According to a media report acting Inspector General Sindh Police Hyder Jamali presented the report at a high-level meeting of law enforcement agencies. Jamali chairing the meeting also looked at the efficiency of the ongoing operation in Karachi that has been underway for the past 10 months. According to the report, in 1,627 Police operations, some 1,586 suspected of involved in dacoity, 336 in extortionists, 83 abductors, 7,155 fugitives and 590 wanted in murder cases, were arrested. The Security Forces (SFs) also recovered a huge cache of arms and ammunition from the possession of the arrested, which included 1,026 explosive materials, 264 arms and ammunition and a huge quantity of drugs and narcotics. Forces had managed to seize 643 hand grenades, 3 light machine guns, 186 sub-machine guns, 7,201 pistols, 116 rifles and 125 shot guns from the possession from those arrested. Some 392 suspected of criminal activity were killed in encounters that occurred in the metropolis during the stipulated time period.

On July 9, Inter-Services Public Relations (ISPR) Director Major General Asim Bajwa and Operation Commander Major General Zafar Khan said that the ongoing Operation Zarb-e-Azb has forced locals and militants to flee, leaving the town and one of the major bases for the militants, deserted, reports The Express Tribune. He said that as many as 400 terrorists have been killed while 130 have been injured in the operation so far. Over 2,000 IEDs were found from the 11 IED factories discovered by the military. Major General Bajwa said they had also discovered the underground tunnels that the militants had constructed in the area. At least one of the tunnels made by the militants was a kilometer long. “This [Miranshah] was one of their major base, we have dislodged them from here and now they on the run,” said Bajwa. “We have also discovered their command and control centre, which would definitely affect their capabilities,” The spokesperson said the area was one of the stronghold of the militant and as military entered the area it was discovered that they have stored explosives and IEDs. Giving details about the operation, the Operation Commander said that Armed Forces have gained control of the 80 per cent of the area. The Field Commander Operation Zarb-e-Azb Major General Zafarullah Khan said that evidence of al Qaeda’s presence had been found in the North Waziristan Agency.

Tens of thousands of families have left the North Waziristan tribal area for the nearby town of Bannu. Hundreds more have moved further afield to the towns of Lakki Marwat, Karak and Dera Ismail Khan since the attacks began in mid-June. Officials from the FDMA said they were checking registrations for duplicates, meaning the figure may come down. The military is using troops, tanks and jets in NWA and has vowed to wipe out strongholds which insurgents have used to mount countless deadly attacks in recent years. “Some 833,274 people or 66,726 migrating families from North Waziristan were registered in cities of Bannu and Peshawar until Tuesday evening,” Arshad Khan, FDMA Director General said. Khan said 361,459 of the displaced were children and 248,633 women.While Pakistan has not made a fresh request to the United Nations (UN) and the rest of the international community for the provision of assistance to the Internally Displaced Persons (IDPs) of NWA, it has requested the world body to extend its ongoing operations in the north-west to facilitate the IDPs, reports Daily Times. In this regard, the Ministry of States and Frontier Regions (SAFRON) has written a letter to the Office for the Coordination of Humanitarian Affairs (OCHA), requesting the UN humanitarian agency to extend its humanitarian assistance already being provided to the 930,000 IDPs of the previous emergencies to the NWA IDPs, it has been learnt. Responding to the request, the UN has extended its humanitarian operations for the NWA IDPs, with three UN agencies; World Food Programme (WFP), World Health Organisation (WHO) and United Nations High Commissioner for Refugees (UNHCR) mainly engaged in the provision of humanitarian assistance to the IDPs in Bannu, Dera Ismail Khan, Kohat and other parts.

The Government is assisting Internally Displaced Persons (IDPs) under a comprehensive plan to ensure their better look after at the camps and their rehabilitation in NWA when Operation Zarb-e-Azb is over, The News reports on July 14. According to the official data, the Federal Government has so far released around PKR 8 billion for the IDPs while PKR 358.236 million has already been distributed among 29,853 families. So far, 929,859 IDPs belonging to 80,302 families have been registered. The Federal Government also announced the donation of one-day salary of its employees to the IDPs amounting to 200 million rupees. An agreement has been signed between a cellular company and the Fata Disaster Management Authority for further distribution of cash among the IDPs in a transparent and efficient manner.

The decision has been taken in view of intelligence reports that militants are present in the area, according to the Assistant Political Agent (APA) of Nawagai subdivision, Shah Naseem Khan. Another official, however, said that the decision to launch a targeted operation was prompted by July 11 killing of three security personnel in a cross border attack claimed by the Tehreek-e-Taliban Pakistan (TTP). An alliance of political parties also met with Abdul Jabar Shah, the political agent of Bajaur Agency, to seek an assurance that the planned operation would be targeted. In anticipation of the operation, the political administration has ordered tribesmen in five villages – Ghakhay, Kitkot, Naktar, Gohati and Mula Kallay – near the Pak-Afghan border to evacuate till July 15-evening.

Addressing a tribal jirga of North Waziristan Agency at Bannu, he said that disaster in North Waziristan would be turned into an opportunity that would lay foundation for economic revolution in the tribal areas. The attackers started indiscriminate firing on the Police party, he said, adding, owing to the alertness of Police personnel the attackers failed to achieve their objectives. “The police personnel on duty responded to the attack in a prompt manner and were able to repulse the attack,” said SP City Mustafa Tanveer. The soldiers returned the fire that led to a heavy gunbattle. Three soldiers were killed and six others injured in the clash. The arrests have been made against the backdrop of the ongoing military operation Zarb-e-Azb in North Waziristan Agency (NWA) to curb the likely backlash from the militants. Addressing a press conference, FDMA’s Director General Abid Majeed said the National Database and Registration Authority (NADRA) had verified 49,857 families and an amount of PKR 759 million had been distributed among the IDPs so far while PKR 1226 million were transferred to Askari Bank Limited for the electronic payment through Zong SIMs. The cash grant distributed through SIM cards stands at PKR 405 million as 15,031 families were given the payment through Zong and the activation of further SIMs was in process. Though the registration of IDPs from NWA was stopped, those returning from Afghanistan via Kurram Agency would be registered, he said. To a question, he said the number of such families was 3,065.

The fighter aircraft pounded six separate hideouts of the militants in the forest-covered Shawal Valley, a mountainous area that divides NWA and South Waziristan. According to military officials, the displaced militants from Mir Ali and Miranshah reportedly established hideouts in the Shawal Valley after losing their sanctuaries in Mir Ali and Miranshah. There was no information about the identity of the slain militants and the group they were affiliated with. The military has started movement towards the Dattakhel subdivision of NWA, which is considered a stronghold of Hafiz Gul Bahadur group.

The KP Police decided to fortify its operational vehicles by installing steel sheets in the same way the army has done. Work on the vehicles is expected to start sometime around the end of July and the beginning of August. Those killed included Mustafa Abu Yazid, chief ‘operational commander' of al Qaeda and a close aide of Osama bin Laden, who had claimed responsibility for the 2007 murder of Benazir Bhutto in Rawalpindi. Sanafi al Nasr, who real name is Abdul Mohsin Abdullah Ibrahim Al Sharikh, the head of al Qaeda’s “Victory Committee”, who is based in Syria and has close ties with al Qaeda’s general command in Pakistan, has stated that six of his “dearest comrades” were killed in a US drone strike in Pakistan. While tweeting on the “Martyrdom of six of the dearest comrades”, Nasr has named three of them - Taj Al Makki, Abu Abdur Rahman Al Kuwaiti and Fayez Awda Al Khalidi. Iqbal said, "I want to develop a strong but independent intelligence unit in the Police to monitor the areas where the Federal Government regularly needs assistance. The wing will be headed by a superintendent of police and comprise between 50 and 60 personnel. The unit will be based initially in Karachi and might expand to other cities later." Covert surveillance by Police has been a key weapon in fighting organised crime and terrorism, he said, adding that the unit would serve as a community intelligence wing for the Police and would forward reliable information to Police Stations. The unit will mostly focus on gathering information about unregistered foreigners whom it knows nothing about and who could support terrorist activities, Iqbal said.

A man identified as Master Abdul Khaliqdad allegedly opened gunfire on two persons on Link Badini Road area of Sariab. As a result, both the victims were killed on the spot. The provinces can summon military troops under Article 245 of the Constitution to meet an emergency situation and for maintenance of law and order, the Federal Ministry of Interior said in a letter on July 28, reports The News. Federal Interior Ministry, in an advisory to the provinces, said that a province would have to bear the expenses during the deployment of troops in that federating unit. The provinces will also be responsible for the arrangements for deployment of military, the ministry further said. The provinces can summon the required strength of the military for assistance to the civil administration, which will be decided with mutual consultation, the advisory added.
