In a statement, he said the talks team will have representation from all the political parties. “The negotiation team will contact Imran Khan and Tahirul Qadri tonight,” Khawaja Asif said. Making startling disclosures, the President of Pakistan Tehreek-e-Insaf (PTI) Javed Hashmi on September 1 quoted the PTI chief Imran Khan as saying ‘the badge bearers’ wanted the PTI protesters to move along with Pakistan Awami Tehreek (PAT) leader Tahirul Qadri, reports The News. The disgruntled PTI President while talking to media representatives outside the Parliament House, maintained: “Imran Khan said we can’t move forward without the army.” “Imran Khan also said that all the matters had been decided and there will be elections in September,” Javed Hashmi claimed, adding, it appeared as if everything had been planned in advance. “So, they are here with this kind of plan. I can’t say whose plan it is. Only the planners themselves would know this. But, their name is being brought into a bad repute,” Hashmi continued. He, however, said there was a mention of ISI and Army. “Imran Khan himself said this before the core committee.” Hashmi further said that ‘a hijacked PTI has come here’. “We have been held hostage”. Javed Hashmi said he is still the President of PTI, as Imran Khan did not follow the provisions of the ‘constitution’ in sacking him. “Imran Khan should have gone through the party’s constitution first.” Making one disclosures after another, he said that Imran Khan did not even have regard for the Constitution of Pakistan. The PTI President said Imran Khan is driven by whims and that he maligned the Supreme Court of Pakistan. He said the PTI’s core committee had warned Imran Khan to beware of Awami Muslim League (AML) leader Shaikh Rasheed. Meanwhile, the FATA Disaster Management Authority has asked the Federal Government to give it PKR 1.5 billion to cater for internally displaced persons (IDPs) of NWA, reports Dawn. According to the relevant officials, the authority requires funds to distribute cash to IDPs and fulfil their basic needs during the current month. The Federal Government had announced payment of PKR 12,000 monthly assistance to every IDP family of NWA. Only the families, whose cases are okayed by the National Database and Registration Authority are getting cash assistance. Until now, the NADRA has verified 55,183 families. The FDMA had initially registered a total of 95,830 displaced families.

A press release by the Inter-Services Public Relations (ISPR) on September 3 said that 910 militants had been killed in the operation Zarb-e-Azb that was launched in North Waziristan Agency (NWA) of Federally Administered Tribal Areas (FATA) on June 15, reports The News. ISPR stated that since the start of operation 82 soldiers had embraced martyrdom in the entire country in the fight against terrorism and another 269 were injured. The 82 martyred soldiers include 42 in NWA, 23 in rest of FATA other than NWA and 17 in the remaining parts of the country, including Balochistan and Karachi. The ISPR said 88 kilometers long road, Khajuri-Mir Ali-Miranshah-Dattakhel, and the Gharyom-Jhallar road had been cleared. It stated that the Security Forces (SFs) had cleared five town including Miranshah, Mir Ali, Dattakhel, Boya and Degan, which were considered the strongholds of terrorists. As many as 27 factories making improvised explosive devices (IEDs) and rocket and ammunition factories had also been destroyed, it stated. It said a huge cache of arms and ammunition, communication equipment and other logistics facilities used by terrorists had been destroyed, uprooting their ability to attack as a coherent force. It said that 2,274 Intelligence-led coordinated counter terrorism operations had been carried out throughout the country to forestall any blowback of the operation. With regard to the relief work for the internally displaced persons (IDPs), the press release said that about 19,376 tons ration had been distributed among 97,570 IDP families at six relief distribution points in Bannu, Dera Ismail Khan and Tank. The ISPR said about 113,209 patients including 32,979 females had been treated at field medical hospitals established by the Army Medical Corps at Khalifa Gul Nawaz Hospital in Bannu. It stated that about 32,226 cattle had been treated whereas 73,338 cattle and 12,9141 poultry had been vaccinated.

Colonel Faheem Babar, Commandant Qila Saifullah Scouts said, “We want to check incursions of terrorists and smugglers into Pakistan and the trenches will help control the situation along the Afghan border.”According to the FC, there is no ‘frequent route’ along the 1,270-kilometre-long Pak-Afghan border which also includes the rough terrain of mountains. Terrorists and smugglers often take advantage of these infrequent routes to enter Pakistan illegally. “They easily smuggle goods into Pakistan without paying taxes and custom duties,” an FC official said. The FC official added that in recent weeks around 60 to 70 militants intruded into Pakistani Territory from Afghanistan near the Murgha Faqirzai area of Balochistan in order to carry out attacks but FC soldiers foiled their attempts. “There was a heavy exchange of fire which also killed an FC soldier while two militants were also killed,” the FC spokesperson said.

Inter-Services Public Relations (ISPR) Director General (DG) Major General Asim Saleem Bajwa said that the Army supports constitution and democracy and has nothing to do with the present political situation in the country. “Army has no role or involvement in the situation and assumptions and speculations in this connection are regrettable,” Bajwa said while answering questions by media persons at a briefing on September 12. He said that COAS General Raheel Sharif had in his address on Youm-i-Shuhuda clearly said that the Army believes in the continuation of democracy. The DG ISPR expressed regret over rumours of the Army being a scriptwriter and said the media should reject speculative stories that are against ground realities because they are not serving the country. He said as far as facilitative role of the Army is concerned, it was accepted by the Army Chief in the greater interest of the country. He said it was the stand of the Army that it is a political issue and should be resolved politically and Army should be kept out of it.To a question he rejected reports of differences within the Army and said that it was united and cohesive institution under the command of Chief of Army Staff General Raheel Sharif. “Issues are frankly discussed and debated in the army but the final decision is made by the army chief,” he added. About security and safety of important buildings in the Red Zone, he informed the media that the army was tasked with providing security to five buildings in Islamabad and PTV was not included in the list. He added that when the army was summoned it was successful in evacuating the attackers from the PTV building. To yet another question, he said, “While we are only supposed to look after the physical security of the Parliament building, we also ensured the safe and secure evacuation of parliamentarians. This we did as protesters had encamped themselves in the parliament lawn.”

Karachi Dockyard attackers planned to hijack Navy frigate PNS Zulfiqar in their attempt on West Wharf on September 6, Dawn reported on September 13. According to informed sources, the attack was carried out entirely by serving Navy personnel, along with Owais Jakharani, a former Navy cadet who could have been given access inside without too much trouble. “It seems the intention was to hijack PNS Zulfiqar [a frigate purchased from China and inducted in July 2009],” said one of these sources. “The group of would-be hijackers, led by a senior officer, was even saluted by the guard at the bottom of the gangway, before another became suspicious of their intentions and alerted other personnel.” Naval Commandos of PNS Iqbal rushed to the scene and a gunbattle ensued. One naval officer was killed and seven others were injured. Two or three of the attackers were shot dead, one of them being Jakharani, who the Police claimed had drowned. Four attackers who had taken refuge in one of the ship’s compartments were locked in and later captured. According to another source, no fewer than 17 more individuals, all Navy personnel, including the three arrested from Quetta in Balochistan while reportedly trying to make their way to Afghanistan have been rounded up based on information extracted from those apprehended. It is believed the suspects are currently being interrogated at one of the military’s interrogation centres.

Repeated attempts by the Afghan side to implicate Pakistan’s intelligence institutions in terrorist activities are both unfounded and counter-productive,” Foreign Office (FO) said in a statement. “It has been stressed by us, time and again, that Pakistan remains committed to disallowing its territory to be used against any country. We would not allow anyone to breach Pakistan’s laws in this regard or to undermine our goals of fostering friendly and cooperative relations with neighbouring countries,” it said. “At the same time, we believe that the threat of terrorism is best addressed through mutual cooperation,” the statement added. The Foreign Office said, “Pakistan’s firm resolve to combat this menace, without any distinction or discrimination, is concretely manifested in the ongoing military operation Zarb-e-Azb. It is imperative that complementary actions are taken by the Afghan authorities on their side of the border. The SITE monitoring service quoted its 'spokesman', Usama Mahmoud, as saying a group of militants had succeeded in seizing control of the PNS Zulfiqar and tried to use it to attack nearby US vessels. "These mujahidin [holy warriors] had taken control of the Pakistani ship, and they were advancing towards the American fleet when the Pakistani army stopped them," he said. "As a result, the mujahidin, the lions of Allah and benefactors of the Ummah (community), sacrificed their lives for Allah, and the Pakistani soldiers spoiled their hereafter by giving up their lives in defence of the enemies of the Ummah, the Americans," he added. Khyber Pakhtunkhwa (KP) authorities will soon shift militants from various prisons from around the province to a new high-security prison in Mardan town (Mardan District), Central Asia Online reports on September 19. "Final touches are being made, after which prisoners will be shifted to its cells," KP Home and Tribal Affairs Secretary Akhtar Ali Shah said. Authorities are withholding specific dates for the completion of the prison's construction and the transfer of prisoners for security reasons, but the completion and transfers are expected to take place this month, Shah said. The KP Government started construction on the high-level facility after two major jailbreaks in Bannu and Dera Ismail Khan Districts. The PKR 1.78 billion (USD 17.3 million) prison features a three-layered wall and more support for guards in the form of closed-circuit TV cameras, alarms, watch towers and isolation rooms. As an added security measure, the outer wall surrounding the facility is made of bomb-proof material. Workers also built an 18-foot-wide road to facilitate round-the-clock patrols. And the prison will have a solar power system to prevent any blackouts. It'll be able to hold 3,000 inmates, most in a barracks, though the prison has 127 cells set aside for high-profile prisoners. The KP Government has introduced a number of other initiatives to improve the security at prisons. Last year it announced plans to form an 800-strong security force focusing on prisons. "The special force will be responsible for the security of the prisons all over the province," Malik Qasim, an advisor to the KP government on prisons, said. "They will be provided with the latest gadgets and sophisticated ammunition." Workers are setting up high-security zones at five other sensitive prisons in Timergara, Bannu, Dera Ismail Khan, Kohat and Karak to segregate hard-core militants from the other inmates, KP Inspector General (IG) of Prisons Kifayatullah Khan said recently.

However, this is not the first time when JuD has managed a return to the World Wide Web as in the past the banned outfit has changed its identity, floated various charity organisations and tweaked names to launch websites. Police sources said, Hafiz Mohammed Saeed, the JuD ‘chief’, along with Zafar Iqbal and Abdullah Yusuf Azam had joined hands to form a charitable organisation under the name Markaz al-Dawa Wal Irshad (MDI) (The Centre for Religious Learning and Propagation) in 1986, and soon floated a website under the name www.markazdawa.org. However, after the 9/11 attack, the United States of America mounted pressure on Pakistan to dismantle its terror network, imposed sanctions on MDI, and ensured that the organization, which acted as a front for LeT, shut down its website. However, US could do little when MDI shifted the entire content of its website to another online portal named www.dawacenter.org. The website remained active till Saeed re-christened his organization as Jamat-ud-Dawa in 2001 and launched a website in Urdu and English under the name www.jamatuddawa.org, added police sources. The site voiced the opinion of JuD’s senior leadership, including head of JuD’s department of political affairs, Hafiz Abd-ur-Rahman Makki, as well as Maulana Ameer Hamza, Yahya Mujahid, Hafiz Abd-ur-Raoof, Hafiz Khalid Waleed, and Abdullah Muntazir till Mumbai 26/11 terrorist attack in 2008. President Mamnoon Hussain on September 22 held out categorical assurance that the Government was making all out efforts for the early and dignified return of the people displaced due to the military operation in NWA, saying Operation Zarb-e-Azb would greatly contribute towards achieving peace and stability in the region. The President reiterated the resolve to take all necessary measures for the socio-economic uplift of tribal areas and bringing the region at par with developed parts of the country. It was also informed that the Prime Minister approved a special development package for rehabilitation of infrastructure in three sectors, education, health and public health engineering amounting to PKR 4,351 million. In addition, an amount of PKR 18.5 billion has also been allocated for the Annual Development Programme. The President enquired about the status of directives given in the meeting with tribal Jirga of FATA elders held in Peshawar on January 11.

Forces found weapons dumped in a water tank near the residence of Jamhoori Watan Party (JWP) leader Nawabzada Shah Zain Bugti,” Capital City Police Officer (CCPO) Abdul Razzaq Cheema told reporters. Cheema said three suspects were also arrested during the raid. He, however, gave no details about the affiliation of the detained suspected militants. Shah Zain is a grandson of late Baloch leader Nawab Akbar Bugti, who was assassinated in 2006. Peshawar Corps Commander Lieutenant General Khalid Rabbani on September 24 called for action against terrorist groups in southern Punjab and Balochistan, saying the ‘successful’ Zarb-e-Azb operation was not enough to end the terrorist threat in the country, reports Dawn. “Terrorism cannot be eliminated without intelligence-based operations throughout the country – particularly in Southern Punjab and Sindh,” he said. He called for greater focus of these operations in Southern Punjab and Balochistan and a stronger political backing for these actions. He stated that political indecisiveness had already delayed Zarb-e-Azb for at least three years. He said it was agreed in principle that “military means must be politically driven”. This, he maintained, led to delay in start of the operation. The army, General Rabbani said, had been trying to convince the government since 2011 for starting an operation in North Waziristan Agency. “The nation had wanted to wish away the problem in North Waziristan not realising its gravity,” he said, adding that “had our leaders seen what was coming and taken timely decisions a lot of casualties could have been avoided”. Talking about the progress in Zarb-e-Azb, the Corps Commander claimed a major portion of the tribal agency’s 4,707 square kilometres had been cleared. He likened the Boya-Degan region of North Waziristan, now ‘cleared’ by military recently, to “Pentagon of al Qaeda”, which housed the terror group’s communication network and command and control centre. “Our action has destroyed their system, wherewithal and will to fight,” he added. He claimed that there was no possibility of return of foreign fighters to the area.

The committee chairman, Talha Mehmood, accused the KP Government of concealing facts and claimed that it had issued licences for prohibited bore. Mukhtar Ali Khan, meanwhile, said Sindh had issued 17,000 licenses over the past one year. Punjab issued 2,482 licences during the same period, including 133 for arms of prohibited bore for Nandipur power project, and Balochistan 1,132 arms licences. Even issuing 80,000 licences of non-prohibited bore in a year was alarming and warranted a thorough probe, he said, adding that a new arms policy prepared by the interior ministry had been sent to the law ministry for opinion. The policy, however, has been sent to the Prime Minister and was likely to be discussed by the cabinet. The 18th Constitution Amendment granted the provinces the authority to issue arms licences, and they wanted to keep it, added Mukhtar Ali Khan.

According to Police, the accused were identified as Mohammad Majid, Mohammad Talha Qureshi, Syed Adnan Ali and Owais Khan alias Nadeem. They were arrested while collecting extortion from a local trader. Police recovered four pistols from their possession.

States (US) Treasury Department on September 30 added three Pakistani nationals associated with Harkat-ul-Mujahideen (HuM) and Lashkar-e-Toiba (LeT), reports The Express Tribune. According to an announcement updating the Treasury Department’s list for Specially Designated Nationals (SDN) the three individuals added to the SDN list include HuM founder Fazlur Rehman Khalil, Muhammad Naeem Sheikh linked to LeT and Umair Naeem Sheikh linked to Abdul Hameed Shahabuddin. The Abdul Hameed Shahabuddin group has also been sanctioned. David Cohen, Undersecretary for terrorism and financial intelligence, said both groups are violent terrorist organisations that train militants and support extremist groups, including al Qaeda, adds Dawn. HuM is known to maintain training camps in eastern Afghanistan. The Treasury also identified Muhammad Iqbal of Lahore as a founding member of the governing board of Falah-e-Insaniat Foundation (FIF), declaring the Foundation an LeT affiliate which collects funds for the group.
