A soldier of Bajaur Levies forces was killed and another was injured in an an Improvise Explosive Devise (IED) explosion while they were on routine patrolling in Qamar Sar area of Mamoond tehsil (revenue unit) in Bajaur Agency on November 1, reports The Express Tribune. Soon after the bomb attack, SFs commenced a search operation in the area. The tribal sources said that between 20 to 25 local people have been detained so far under what the officials claimed territorial responsibilities. The sources added that arrests under territorial responsibilities caused wide range unrest among the tribesmen.

According to Punjab Home Department, as many as 25,463 civilians and security personnel have been killed in terrorist attacks from 2003 to October 19, 2014 across the country, reports The News on November 2. Punjab Interior Ministry data revealed that in 2014 (till October 19) a total of 1,809 people were killed including 1,369 civilians and 440 security personnel. Data revealed that in 2003, a total of 164 people were killed which included 140 civilians and 24 security personnel. In 2004, 619 people were killed including 435 civilians and 184 security personnel, in 2005 about 511 people were killed including 430 civilians and 81 security personnel.Data showed that 933 people were killed in 2006 out of which 608 were civilians and 325 were security personnel, in 2007, as many as 2119 people were killed which included 1,522 civilians and 597 security personnel and in 2008, 2,809 were killed out of which 2,155 were civilians and 654 security personnel. Data further showed that 3,315 people were killed in 2009 out of which 2,324 were civilians and 991 were security personnel. It said 2,265 people were killed in 2010 which included 1,796 civilians and 469 security personnel while in 2011 some 3,503 people were targeted which included 2,738 civilians and 765 security personnel.As many as 3,739 people were killed in 2012 which included 3007 civilians and 732 security personnel while in 2013 some 3677 people were killed out of which 3001 were civilians and 676 security personnel.

Five militants were killed when Security Forces (SFs) pounded their hideouts in the Shireen Darra mountains of Orakzai Agency with heavy weapons on November 2, reports The News. Sources said the militants fired 10 rockets from the mountain peaks in Shireen Darra and one of the shells landed close to the Levies Force check post adjacent to the Headquarters Chowk. A civilian identified as Din Gul died and four Levies soldiers sustained injuries in the attack. SFs killed five militants in retaliatory fire.

The JuA ‘spokesman’, Ehsanullah Ehsan, claimed a suicide bomber Hanifullah carried out the Wagah attack. “It was a suicide attack and the target were the Pakistani security forces protecting the Shia community,” he said. “We learnt that a so-called militant organisation Jundallah has claimed responsibility but it’s not true. This is not the same Jundallah engaged in targeting the Shia community in Iran. This is a fake group that doesn’t even have a single suicide bomber,” the spokesman insisted. And finally, a group introducing itself as the TTP’s Mahar Mehsud faction phoned reporters to claim responsibility for the attack.The Federal Minister of Interior Chaudhry Nisar Ali Khan on November 2 said that the Ministry of Interior had issued a warning of a suicide bombing in Lahore and an investigation would be initiated against those who had not taken the necessary steps to avert this tragedy, reports The News. Seven peace volunteers were killed and two injured in twin bomb attacks on peace militia volunteers in the Safi tehsil (revenue unit) of Mohmand Agency in Federally Administered Tribal Areas (FATA) on November 7, reports The Express Tribune. The first Improvised Explosive Device (IED) planted by the roadside was detonated when two volunteers of a peace committee drove past on a motorcycle in the Chinari area. The volunteers, identified as Mussawar and Nazeer were critically wounded. When the injured were being shifted to a nearby coach, a second IED went off, killing Mussawar, Nazeer and five others, including coach driver Akhtar Gul, Muswair Vilayat Khan and Ali Saeed. Mussawar, Nazeer are said to be relatives of peace committee leader Darya Khan. The Jamaatul Ahrar fraction of Tehreek-e-Taliban Pakistan (TTP) claimed responsibility for the attack. “It was carried out to avenge the tyranny and humiliation enforced upon oppressed Muslims by these thugs,” the group’s ‘spokesman’, Ehsanullah Ehsan, said in a statement emailed to the media. They should arm themselves and start physical and spiritual preparations,” said Fazalullah. The TTP chief also announced the appointment of Commander Mansoor Mohmand as new chief of TTP in Mohmand Agency. Mohmand replaces Omar Khalid Khurasani, who had formed the splinter group Tehreek-e-Taliban Pakistan Jamaatul Ahrar in August with some other members including Ehsanullah Ehsan, the former TTP spokesperson.With the Operation Khyber-1 against the LI in Khyber Agency completing its three weeks, the number of displaced families from both Tirah and Bara has reached 34,054, reports Dawn. According to the FATA Disaster Management Authority (FDMA) data released on Friday, 245,482 people, including 136,713 children and 55,229 women, moved out of Akkakhel, Sipah, Akkakhel and Kamarkhel areas of Tirah and Bara during the last three weeks. The exercise has been done after the Karachi Central Jail break plot in October 2014. Seven of the eight jails include, Kot Lakhpat jail (Lahore), Faisalabad jail, Mianwali jail, Adiala jail (Rawalpindi), Sahiwal jail, Multan jail and Bahawalpur jail. In connection with the wall chalking, the DIG admitted that such chalking had been seen within the jurisdiction of the Jamshed Quarters and Sohrab Goth Police Stations. It merely stated that IS had arrived in the city, he added. “No concrete evidence has been found so far that could suggest the presence of IS, or Daish, in the metropolis,” he said. Nor any person had been detained for having links with the outfit, added. However, DIG Shaikh said the Police had started a probe into it to know about the possible presence of the outfit.

The petitions were filed by relatives of the internees. A bench comprising Chief Justice Mazhar Alam Miankhel and Justice Haider Ali Khan observed that the detainees had been interned under a law, the Action (in aid of civil power) Regulation 2011, and had been declared ‘black’ suggesting that evidence were available against them of involvement in acts of terrorism and therefore, it could not proceed in their cases. It, however, observed that if petitioners faced problems in visiting internees or were denied rights, they could get back to the court yet again. A new global study by London-based Institute for Economics and Peace has ranked Pakistan third on the Global Terrorism Index (GTI) list, Dawn reported on November 18. The report said Iraq was the country hit hardest by terrorism, with 2,492 attacks that killed more than 6,300 people. It was followed by Afghanistan and Pakistan, with Nigeria and Syria in fourth and fifth place respectively. With 10,000 worldwide attacks in 2013, the report says Pakistan in particular saw a 37 per cent increase in deaths and 28 per cent increase in injuries since 2012. The report also said that deaths resulting from terror incidents in Pakistan, Iraq, Afghanistan, Nigeria and Syria account for more than 80 per cent of the total deaths from attacks. The report also says that the Tehreek-e-Taliban Pakistan (TTP) between 2000 and 2013 has claimed 778 attacks, of which 12 per cent were carried out by suicide bombers. It also says that the Taliban have the highest number of fighters, estimated to be between 36,000 to 60,000.

(27), wanted by the United States (US), from undisclosed location, on November 21 saying that all obstacles in his long-running extradition case had been cleared, reports Daily Times. “Sabir K. was detained again last Thursday (November 20, 2014) night on the order of the public prosecutor’s office for extradition to the US,” the office said in a statement. Earlier, in July 2013 a Dutch court blocked his extradition to stand trial for alleged acts of terrorism including planning a suicide attack on a US military base in Kunar province of Afghanistan in 2010. The Dutch court in its verdict said that “certain questions were raised about the role played by the United States in Sabir K.’s arrest in Pakistan”. Without proof that the US was not involved in his alleged torture, extradition would be illegal, the court said. However, the Dutch authorities on November 21 said that they received a letter from the US Department of Justice last month which denied any involvement in Sabir K’s detention in Pakistan.

The Court has ordered inclusion of former Chief Justice of Pakistan Abdul Hameed Dogar, the then Prime Minister Shaukat Aziz and the then Law Minister and incumbent Federal Minister for Science and Technology Zahid Hamid who stepped down after the court’s decision came on November 21. The Special Court ordered to include co-accused in the matter and proceed against those people who advised Musharraf to impose emergency on November 3, 2007. Accepting Musharraf’s plea, the Court gave the Federal Government 15 days to submit a report to it in this regard so the investigations could be started once again, including against the three co-conspirators. Meanwhile, the Government on November 21 promulgated an ordinance, “Establishment and Regulation of Security Zone 2014” for security measures in the Red Zone of the Federal Capital, Islamabad, reports Daily Times. Under the ordinance there will be a ban on the assembly of five or more persons in the Red Zone. The violators of the ban will face three years imprisonment and PKR 10,000 fine. A local Anti-Terrorism Court (ATC) on November 22 acquitted chief of the Tehreek Nifaz-e-Shariah Mohammadi Maulana (TNSM) Sufi Mohammad and around 30 of his associates in two more terrorism cases, reported Dawn. The cases were about attacks on a Frontier Corps (FC) convoy and a Swat Police Station around 19 years ago. However, Sufi Mohammad will continue to be behind bars for facing two more cases. One of the two cases is about sedition over a speech at Grassy Ground Swat in February 2009 when the Government had made a deal with him for restoration of peace in Malakand Region. Adil Majeed, lawyer for Sufi Mohammad, said no evidence had so far been recorded against his client in both cases. The trial of Sufi Mohammad in different terrorism cases have been conducted inside the Peshawar Central Prison for security reasons. He has been kept in that prison since his arrest in 2009 when final phase of military operation against militants was launched in Malakand Region. Until now, Sufi Mohammad and several of his associates have been acquitted by the ATC in 10 cases of terrorism.

According to details, the accused, including Pir Fazlullah and his three sons, were arrested along with six other accomplices for demanding extortion money from a trader. President of the Anjuman-e-Tajiran, Bara Market, Ghulam Rasul had lodged a case with the Police on September 18, 2014 that he had been receiving calls from unknown persons demanding extortion money. The trader told the Police that Fazlullah had sent his men for negotiating the ransom amount with the extortionists after the traders received extortion calls. Earlier on October 16, 2014, a Lahore High Court confirmed the death sentence of Asia Bibi, rejecting the appeal against her death sentence. “On behalf of Asia Bibi I have today filed an appeal in the Supreme Court," defense attorney Saiful Malook said. Malook said that in the petition his client has asked the court to reconsider deficiencies in the case including allegedly manipulated evidence and a delay between the time of the incident and its investigation by Police. Malook added that the blasphemy allegation was concocted by Bibi's enemies to target her and had no basis in fact. Meanwhile, the leader of House in the Senate Raja Zafarul Haq on November 24 expressed his concern over growing cases of blasphemy in the country and stressed the need for a long-tem solution to the problem, reported Dawn. “There is a need to set up interfaith committees at the District level to deal with the issue,” he said at a meeting of the Senate Standing Committee on Religious Affairs, but regretted that his party, Pakistan Muslim League-Nawaz (PML-N), was not taking the proposal seriously.

Confronted with official figures of the state of worsening law and order situation, the KP Government on November 24 admitted increase in incidents of extortion, targeted killings and grenade attacks in the province, reports Dawn. Also, a senior minister speaking on a point of order in the provincial assembly acknowledged that financial irregularities were taking place in government departments, including communication and works and local Government ones. Taking floor on an adjournment motion in the house, Public Health Engineering Minister Shah Farman said: “I agree that cases of extortion, grenade attacks and firing have increased in the province.” Shah Farman however claimed that there was decline in suicide attacks, car bombs and explosions in current year as compared to 2013 and 2012. He said a total of 14 suicide attacks, 218 bomb blasts and three car bomb explosions had been reported in 2014 while in 2013, 18 suicide attacks, 284 bomb blasts and six car bomb blasts had occurred across the province. Giving data about acts of terrorism and other crimes occurred in the province between January and October 15, the Qaumi Watan Party (QWP) Sikandar Khan Sherpao said a total of 520 acts of terrorism, 291 cases of extortion, 1102 cases of abduction, and 831 cases of car lifting had taken place during the period. “A total of 190,454 crimes have been registered in the period,” he said. Sikandar said 150 workers administering polio vaccines had come under attack, while 532 civilians had died in acts of terrorism in the same period, while targeted killing of Shias and Sikh was on the rise.

"Though many states are downsizing their stockpiles, Asia is witnessing a buildup. Pakistan has the fastest-growing nuclear programme in the world. By 2020, it could have a stockpile of fissile material that, if weaponized, could produce as many as 200 nuclear devices," the CFR said. The report, authored by George Mason University's Gregory Koblentz, has identified South Asia as the region "most at risk of a breakdown in strategic stability due to an explosive mixture of unresolved territorial disputes, cross-border terrorism, and growing nuclear arsenals." Pakistan, the report said, has deployed or is developing 11 delivery systems for its nuclear warheads, including aircraft, ballistic missiles and cruise missiles. "Pakistan has not formally declared the conditions under which it would use nuclear weapons but has indicated that it seeks primarily to deter India from threatening its territorial integrity or the ability of its military to defend its territory," the report added.

The Aabpara Station House Officer (SHO) Khalid Awan confirmed the report, saying that Mariah Khan was shifting the explosive material to a hideout near Masjid-e-Shohda when he was intercepted by Police. The Chief Justice of Pakistan (CJP), Nasirul Mulk on November 25 observed that the Supreme Court could not overlook the problems being faced by the minorities and issued notices to the Attorney General of Pakistan and the four Provincial Advocate Generals seeking their respective reports on the implementation of the apex court’s directives for the protection of minority rights, reports The News. A three-member bench of the Supreme Court, headed by the Chief Justice, resumed hearing related to the implementation of its June 19, 2014, directives for protection of minority worship places in the country. The court was informed that Prime Minister Nawaz Sharif had directed the Departments concerned to ensure protection of the constitutional rights of minorities in the country. Representative of Minorities Dr. Ramesh Kumar alleged that the Federal and Provincial Governments had failed to implement the landmark judgment of the apex court in the instant matter, adding that nobody was ready to address their issues in the Government offices. Highly placed intelligence sources had told Dawn that the unmanned aircraft fired four missiles on a compound in Nazyan village in southeastern Afghanistan in the night of November 24, killing at least five Pakistani and Afghan militants near the Pak-Afghan border. Sources said intelligence reports suggested Mullah Fazlullah had been in the area near the zero-line for over a day. The Investigation Wing of the Khyber Pakhtunkhwa Police on November 25 told the Inspector General of Police (IGP) that terrorist attacks have recorded a decrease during the current year compared to 2013, reports The News. IGP Nasir Khan Durrani held a meeting at the Central Police Office to review the overall crime situation and the working of Investigation Wing of KP Police during 2014. The meeting was held after Lutfur Rahman, Opposition Leader in Khyber Pakhtunkhwa Assembly, said on Monday 900 percent increase was reported in extortion cases. Additional IGP Investigation, DIGs Investigation, SP CRO and SPs Investigations from across the province attended the meeting. The Investigation Wing claimed there has been a substantial decrease in instances of IED blasts, vehicle-borne IEDs and suicide attacks in 2014 with the total number of terrorist attacks having reduced to 438 in the said period compared to a total of 468 cases of terrorism reported during the corresponding period in 2013. With an overall 7 percent decrease in the total number of terrorism incidents reported during 2014, there has been a staggering 45 percent decrease in suicide attacks that have come down to 10 in comparison to 18 suicide attacks in the last year. Around 50 percent decrease was recorded in vehicle-borne IED attacks that have come down to 3 compared to 6 vehicle-borne IED attacks in the last year, 25 percent decrease in IED blasts which have come down to 218 compared to a total of 284 IED attacks during the past year and 30 percent reduction in rocket attacks that have come down to 14 compared to 20 attacks in 2013. The report identified an increase in the incidents of target killing during the said period. The target killers of individuals have increased from 113 to 131 compared to the corresponding period in 2013. According to the details, during the said period, KP Police successfully repulsed 103 terrorist attacks, diffused 316 suicide jackets and IEDs and arrested 174 terrorists. Similarly, 26 hardened terrorists were killed during encounters with the police. However, during the current year, a considerable increase was observed in the registered cases of extortion as a total of 285 cases of extortion were registered in the province during the current year. Reportedly, extortion is an offence which was deliberately underreported during the past five years. The IGP urged all SP Investigations to give special attention to the cases of extortion. The Additional IG Investigation informed the IGP that during the current year KP police worked out 154 cases of extortion.

Mr Asif warned that Pakistan had to be very careful. “We are still paying the price for our intervention in Afghanistan. Several militant hideouts were destroyed in Hassan Khel area of Frontier Region (FR) Peshawar during a SFs operation on November 30, reports The Express Tribune. The operation was launched after midnight of November 29 when a large contingent of the Pakistan Army, armed with mortar batteries, stealthily entered the area and surrounded the hilly terrain. Army targeted militant hideouts deep within the mountain ranges by early morning. The militants offered some resistance before disappearing into the heavily-forested hills.

The National Crisis Management Cell (NCMC) fears that around 1,000 proclaimed absconders have joined militant groups operating from Awaran District in Balochistan, North Waziristan Agency, other tribal regions of Federally Administered Tribal Areas (FATA) and Khyber Pakhtunkhwa, reported The Express Tribune on December 1. These absconders are either wanted by Islamabad Police or Anti-Terrorism Courts (ATCs) within Islamabad, officials claimed. A senior official who prepared a list of these absconders said that one Sharif Khan (31), joined Haji Namdar group for jihad in North Waziristan Agency after he was declared a absconder by the ATC-I, Islamabad in 2011. His brother, Junaid Khan (29), joined Lashkar-e-Islam (LI) of Mangal Bagh in Khyber Agency after Islamabad Police declared him a proclaimed absconder. Both brothers were wanted by Secretariat Police and numerous ATCs due to their involvement in planning several suicide attacks in Islamabad, Peshawar and Rawalpindi, he said. NCMC officials claimed that both brothers are now believed to be fighting against Law Enforcement Agencies in North Waziristan and other tribal agencies.
