At least 24 persons including 10 militants, seven Security personnel and civilian each were killed during a clash when Tehreek-e-Taliban Pakistan (TTP) militants attacked the old terminal of Jinnah International Airport in Karachi, the provincial capital of Sindh on June 8, reports The News. Authorities said all 10 militants had been killed and that the bodies of 14 victims, including security personnel and four airport workers, had been identified at the city´s main hospital. TTP accepted the responsibility of the attack. Officials said the gunmen entered from two sides of the airport -- the terminal used for the hajj pilgrimage, and an engineering section close to an old terminal that is no longer in use - at around 11:00 pm on June 8. After the attack was quelled, a bomb disposal expert was seen walking from the site carrying a suicide vest and a bag full of hand grenades."Seven terrorists were killed by the security forces while three blew themselves up," Rizwan Akhter, Director General of Sindh Rangers said. Militants, some dressed in Army uniform, clashed with the airport´s security force who were backed by Police, paramilitary squads and elite commandos. Smoke was seen billowing from the airport as fires raged close to planes parked on the runway. A senior intelligence official said it appeared the militants had aimed to hijack a plane that passengers were boarding at the main terminal, but that when they were repelled they went on the rampage. "The passenger plane at Jinnah terminal was their target and when they failed to reach there they destroyed two private terminals in frustration," he commented.

Meanwhile, over 6,000 people from Ahmedzai Wazir and other clans have taken refuge in Khost province of Afghanistan’s in the aftermath of the recent targeted military action, suggesting the North Waziristan Agency (NWA) tribesmen consider the neighbouring country safer than their own, Dawn reported on June 13. “Keeping in view the long stay and plight of thousands of internally displaced persons (IDPs) of FATA in and off relief camps, I have made my mind to take my family to Afghanistan instead of keeping them in grimy tents in the adjacent Bannu District,” said a tribal elder from Miranshah. Several families have already crossed over to Afghanistan due to uncertainty. Afghan official says 6,642 reach Khost from NWA, ready to welcome more IDPs from other tribal agencies, including South Waziristan, Orakzai, Kurram and Khyber, have been living in awful conditions in and off camps for seven years. Over 160,000 displaced families from FATA have been registered in Khyber Pakhtunkhwa. The Tehreek-e-Taliban Pakistan North Waziristan chapter chief Hafiz Gul Bahadur has already asked the local residents to move to areas close to Afghan border instead of proceeding to relief camps in Khyber Pakhtunkhwa. When contacted, an official of the Afghan Government confirmed the arrival of 6,642 people, including 1,492 children from North Waziristan Agency in Khost province, where, he said, basic facilities have been provided to them.

The Washington has launched renewed efforts to pressurize Pakistan for a military operation in North Waziristan Agency (NWA) and now much depends on the Pakistani civilian and military top leadership to respond to the demand, which would have an extremely seriously fallout for Pakistan, The News reports on June 14. The recent move by US Congress to link military assistance to Pakistan in the next fiscal year with military operations in North Waziristan is seen as a frustrated effort by Washington to do what Pakistan has been successfully resisting for the last several years. Although, neither the Government nor the military has as yet shown any reaction on this move from the US, the Pakistan Tehreek-i-Insaf (PTI) chief Imran Khan has strongly condemned this and called it a US effort to bribe Pakistan to launch military operation in NWA. Reiterating his party’s stance on peace talks with militants, PTI Chief Imran Khan on June 12 said that an offensive in North Waziristan would unite militant forces against the Pakistani state, reports Dawn. "Conducting such a military operation when most of the groups in NWA want talks is suicidal," Imran said in a statement, adding that most groups in North Waziristan desire peace talks with the Government.

Indian Mujahideen (IM) operative Haider Ali revealed before the intelligence agency that he and another IM operative Tehsin had trained 15 persons as suicide bombers (fidayeen) in Seethio forest of Ranchi District in Jharkhand, The Times of India reports on June 15. Haider, on Police remand, was taken to Ranchi by the National Investigation Agency (NIA) and Intelligence Bureau (IB) officials to ascertain the spot where he trained the youths for fidayeen attack. He said the 15 would attack any particular place or person on the order of Lashkar-e-Toiba (LeT) unit operating from Karachi in Pakistan. Informed sources, however, said he did not divulge the whereabouts of the 15 suicide bombers. Sources said Haider had, in fact, trained around 3,000 persons in Seethio forest over a period of time. While others were trained in firing shots from pistols of different bore and Self Loading Rifles (SLRs), 15 were trained as suicide bombers. Haider also demonstrated to the officials how to use suicide jacket and how he trained the youths. Sources further said when the NIA team reached the spot in the forest, they found some life jackets in which suicide bombers hide bombs and explosives. A few jackets were also test-fired by the NIA officials with the purpose of diffusing it after hanging those from a tree.

The National Counter-Terrorism Authority (NACTA) Act was passed in March 2013 but not a single meeting of the authority’s high-powered Board of Governors (BoG), headed by the Prime Minister and comprising all the key Government players including spymasters, has been held as yet, The News reports on June 18. With terrorism haunting the country, NACTA direly needs a push from its board of Governors to take major counter-terrorism policy decisions besides ensuring close coordination of agencies and improving the capacity of law enforcing agencies to check the terror attacks. The implementation of the recently-approved National Internal Security Policy (NISP), which envisages multi-dimensional measures to effectively address the incapacity of the state to counter terrorism, is also dependent on the authority’s decisions and approvals. Even otherwise, legally speaking, the NACTA BoG is bound under the law to meet at least once in each quarter of a year — four times a year. Ironically, despite this legal position, the NACTA BoG never met before or during the present Pakistan Muslim League – Nawaz (PML-N) regime, which has completed one year.

Meanwhile, around 164,000 Internally Displaced Persons (IDPs) who fled from the conflict zone of NWA reached Bannu in Khyber Pakhtunkhwa (KP), The News reports on June 20. While a top Government official confirmed the arrival of 164,000 refugees in Bannu, political sources in FATA said that several thousand residents of NWA have opted to leave for Afghanistan’s province of Khost in search of shelter. According to eye witnesses, refugees arriving in Bannu are greeted by a plethora of problems ranging from lack of transport to shortage of food and medicine and rude attitude of law enforcing agencies. “Several thousand vehicles carrying displaced people could be seen crawling from Mir Ali to Bannu. The journey which normally takes one and half hour is taking 12 to 15 hours today owing to crowded roads and increased number of check-posts,” said Liaqat Ali, a local resident of Bannu.

Out of more than 400 large United States (US) military drones that have crashed in major accidents around the world since 2001, Pakistan has accounted for six of them, The News quoting a year-long The Washington Post investigation reports on June 21. More than half of those accidents occurred in Afghanistan and Iraq. Almost a quarter happened in the US. That figure is almost equivalent to the number of major crashes incurred by the Air Force’s fleet of fighter jets and attack planes during the same period, even though the drones flew far fewer missions and hours, according to Air Force safety statistics. The military divided the major accidents into two categories of severity, based on the amount of damage inflicted to the aircraft or other property. (There are three other categories for more minor accidents.) According to the records, 194 drones fell into the first category - Class A accidents that destroyed the aircraft or caused, under current standards, at least USD 2 million in damage.

Yet another amendment to the US Defence appropriations bill was offered on June 20 asking the lawmakers to stop any and all financial assistance to Pakistan, reports The News. The amendment argued by Congressman Dana Rohrabacher states that Pakistan’s Government had undermined efforts to counter terrorism. “It is a farce to believe that our aid, sometimes deceptively labelled as ‘reimbursements,’ is buying Pakistan’s cooperation in hunting down terrorists,” the introduction to the amendment said. Defending the amendment, its supporter accused that Pakistan’s establishment sheltered Osama bin Laden, and continued to jail Dr Shakeel Afridi, who helped the Central Intelligence Agency (CIA) locate bin Laden. They criticised weak human rights situation in the country as well, adding that US money was not buying the required cooperation. “Pakistan is not an ally, and any money we send them only strengthens their ability to act against us and against Afghanistan as we withdraw our military. We cannot buy friendship of a government whose strategic interests are not aligned with ours,” the statement issued by the office of Congressman Rohrabacher said.

The United States (US) on June 25 added Lashkar-e-Toiba’s (LeT) affiliates, including the JuD, its frontal organization, to its list of designated terror organisations and slapped sanctions against two LeT leaders, reports Hindustan Times. The State Department has amended LeT's designations to add the aliases: Jamaat-ud-Dawa, Al-Anfal Trust, Tehrik-e-Hurmat-e-Rasool and Tehrik-e-Tahafuz Qibla Awwal, an official statement said. Simultaneously, the Department of Treasury targeted the financial and leadership networks of LeT by designating Nazir Ahmad Chaudhry (Ahmad) and Muhammad Hussein Gill as specially designated global terrorists (SDGTs). Ahmad and Gill are being designated for acting for or on behalf of LeT. Treasury and the Department of State have designated 22 individuals and four entities associated with LeT. "In targeting LeT leadership, on Wednesday's action demonstrates our unrelenting commitment to combating terrorism by disrupting terrorist groups' financial activities," said the Under Secretary of Treasury for terrorism and financial intelligence David S Cohen. Unidentified militants fired on a Pakistan International Airlines (PIA) plane as it was landing at the Bacha Khan International Airport of Peshawar, the provincial capital of Khyber Pakhtunkhwa (KP), in the night of June 25, killing a woman and injuring two others, including a crew member, reports The Express Tribune. PIA flight PK-756 with 178 passengers and crew members on board was travelling from Riyadh, Saudi Arabia. “Unknown gunmen fired a volley of bullets at the airplane when it was preparing to land at the airport,” Superintendent of Police (SP) Cantonment Faisal Kamran said. “The gunmen fired at the airplane from outside the airport vicinity,” he said, quashing speculation that the airport might have been attacked. The PIA official added that the plane was attacked while flying at low altitude near Landi Akhum Ahmad area. He added that the plane was damaged in the attack. The initial investigation to the attack revealed the involvement of banned Tehreek-e-Taliban Pakistan (TTP) Shahid group in the incident, The News reports on June 27. According to the contents of the report prepared by the Police authorities, foreign made M-16 gun was used by the TTP terrorists to fire on the PIA flight. The investigating team has found 24 spent shells of the foreign made gun from Mashu Khel and Suleman Khel areas of Peshawar during the post attack search in the adjoining areas. Another source said that the Tariq Geedar group of the TTP was behind the attack reports Dawn. The source said the group was based in Darra Adamkhel and was headed by one Khalfa. “We have some important leads,” claimed an official. He said that the roof of a school in Sulemankhel, an area near Peshawar, was used for targeting the Airbus when it was landing at the Bacha Khan International Airport.
