Global Terrorism Index (GTI) published by Institute for Economics and Peace shows that on a scale of one to ten, India scores 7.484 at eighth position, New Indian Express reports on December 2. The report said, “In 2015, India had the highest number of attacks since 2000, whilst paradoxically it had the second lowest number of deaths for a single year since 2000.” Almost 80 per cent of the attacks had no casualties.The disparity between fatalities and attacks perhaps indicate that the nature of terrorism in India is different. Most of these groups seem to be looking for political recognition rather than killing people. For example, around 10 attacks came from the People’s Liberation Army (PLA) in India which resulted in no casualties.In plain numbers, India saw 289 deaths from 800 attacks, which accounts for 7 per cent of terror attacks globally. Most of these attacks were targeted towards the government which is also the case in other South Asian countries such as Pakistan, Afghanistan and Iraq. According to the report, the two most deadly terror groups of 2015 are Lashkar-e-Taiba (LeT) and Hizbul Mujahedeen (HM). Another surprising factor from the report is that among the 49 different terrorist groups that engaged in terrorism, “four of them accounted for 72 per cent of all deaths”. Predictably, the main source of Islamist terrorism comes from the Kashmir dispute with Pakistan. LeT and Hizbul Mujahedeen killed 33 civilians in 2015.

Government has urged China to reverse its technical hold on India's request, which is co-sponsored by several prominent countries, to get Jaish-e-Mohammad (JeM) chief Masood Azhar designated as terrorist by the United Nations, Minister of State for External Affairs M J Akbar said on December 1, Times of India reports. In a written reply to a question in the Rajya Sabha, Akbar said China has often repeated its concern on spread of terrorism and their desire to cooperate with India on this issue. "Government has consistently highlighted to China regarding the threat of cross border terrorism emanating from Pakistan and affecting the region, including India. Specifically, we have emphasised forcefully that while the Pakistan-based Jaish-e-Mohammed has been proscribed by the UNSC Sanctions Committee...for its well known terror activities and links to the al-Qaida, the designation of JeM's main leader, financier and motivator Azhar has been repeatedly put on a technical hold. Accordingly, we have urged China to reverse its technical hold on India's request to list Azhar under 1267 provisions. India's request is co-sponsored by several prominent countries," the minister added.

India will never accept continuing cross-border terrorism as the new normal in Indo-Pak bilateral relationship, said the Government on December 1, reports Times of India. Reiterating the significance of the need to address the issue of terrorism, Ministry of External Affairs (MEA) said that the terror attack on an Army camp at Nagrota in Jammu District was the latest example of Pakistan's use of terrorism as an instrument of state policy. MEA spokesperson Vikas Swarup on being asked if there would be bilateral talks on the sidelines of the Heart of Asia (HoA) Conference in Amritsar (Punjab, India) on December 3 and 4, said, "We have not received any request from Pakistan for a bilateral meeting. India has always been open to talks, but obviously it cannot be that talks take place in an atmosphere of continued terrorism. India will never accept continued terrorism as the new normal in the bilateral relationship." Asked about the increasing number of terror attacks after India's surgical strikes on September 29, Swarup said, "It was our assessment at that point of time that there was an imminent threat based on hard intelligence about the location of armed terrorists who were ready to infiltrate from across the LoC [Line of Control] and carry out terrorist activities on our side. This imminent threat was successfully neutralised through the surgical strikes. We should not look only at what happened but also at what did not happen, what was prevented through successful neutralisation of terrorists."

Lashkar-e-Taiba (LeT) operative, Abdul Karim Tunda on December 1 was acquitted in the Panipat bomb blast case of 1997 on the grounds of lack of evidence in the case, reports The Times of India. He will, however, stay behind bars as he is facing several other similar cases. Tunda, was booked under conspiracy charges into the matter. Tunda was arrested by Delhi Police from India-Nepal border in 2013. The CBI had charged him with organizing LeT's major terror attacks outside Jammu and Kashmir. He is accused in 43 bomb blasts in Mumbai, Hyderabad, Delhi, Rohtak and Jalandhar in which over 20 persons were killed and over 400 injured.

The eight suspected SIMI (Students Islamic Movement of India) operatives who were killed in an alleged encounter after their escape from Bhopal Central Jail on October 31, dreamed of fighting for Islamic State (IS), according to Police sources, Hindustan Times reports on December 2. This was disclosed to the Police by nine other SIMI activists who are lodged in the jail, said sources privy to the jailbreak investigations.The escapees, especially Aqeel Khilji, Amjad, Zakir and Mehboob, harboured wish of joining the IS fighters in Syria, sources said quoting the SIMI men.Despite knowing about the shrinking IS base in Iraq and Syria, the eight were determined to go to that country, police said. Police also claimed that the SIMI men had often planned to flee India via Nepal with the help of contacts in Uttar Pradesh and eastern India.

Three persons, Abhinav Verma, Vishakha Verma and Suman Nagpal were caught along with Fake Indian Currency Note (FICN) amounting to INR 42,00,000 in the recent INR 2,000 note denomination in Mohali on December 2, reports ahmedabadmirror. The trio, along with two others, were duping people by exchanging the demonetised INR 500 and 1,000 notes for the fake INR 2,000 notes. They were charging 30 per cent commission for the exchange. China on December 3 said it will remain in touch with India and “relevant parties” on Beijing blocking India’s bid for a UN ban on Pakistan-based Jaish-e-Mohammed (JeM) 'chief' Masood Azhar, as it mulled further options after its technical hold on the ban expires this month, reports siasat.com. “On the issue of listing in the UNSC 1267 Committee, I have already explained China’s position many times,” Chinese Foreign Ministry spokesman Geng Shuang stated. “China will continue to keep in touch with relevant parties including India on this issue,” he said in a written response to Minister of State for External Affairs M J Akbar’s comments that India has urged China to reverse its technical hold on New Delhi’s request.Akbar also said in the Rajya Sabha (Upper House of Indian Parliament) on December 2, that India’s request on Azhar’s ban is co-sponsored by several prominent countries. In the first half of 2016, the Indian Statistical Institute had pegged the face value of fake notes in circulation at INR 400 crore — INR 1,000 notes accounted for 50 per cent of the sum, while the old INR 500 accounted for at least 25 per cent. The quantum of old Rs500 and Rs1,000 notes that had earlier been printed has gone to waste. They still have not been able to print the new notes,” a senior BSF official said stated.However, on the India-Pakistan border, security forces said the situation was much more grim.The smuggling of FICN had come down over time, but had made way for an almost impenetrable narcotics network, which, according to BSF officials, had its biggest clientele in Punjab.This, the officials explained, was because of two reasons: India’s border with Pakistan is much more tightly guarded, because of the current security situation, than the border in the east because Bangladesh is a friendly nation. So, when smugglers operate their network in the west, it is primarily for higher-risk goods such as heroin and other narcotics, than for FICN. Second, the economy in western India is more affluent, which means more people are able to afford illegal narcotics.

Growing activities of Islamic State (IS) in Indian subcontinent, increased presence of Jehadi groups in Bangladesh and sharing of intelligence also dominated the Indo-Bangladesh Home Secretary level talks held in New Delhi. During the meeting, the two sides discussed working of institutional arrangements, security related issues, cooperation in prevention of illegal activities along the borders, border management issues, an official statement said. Union Home Secretary Rajiv Mehrishi and his Bangladeshi counterpart Mozammel Haque Khan led their respective teams in the talks.The talks were held in a cordial atmosphere and conducive to greater cooperation between the two countries, the statement said. Both sides flagged the menace of smuggling of cattle, narcotics and arms through the porous Indo-Bangladesh border and agreed to work together to check them. Bangladesh side requested for Indian cooperation in nabbing its most wanted criminals, especially those who were involved in war crimes and assassination of Bangladesh founder Sheikh Mujibur Rahman. Addressing the IAEA Ministerial Conference on Nuclear Security in Vienna, Minister of State (External Affairs) M J Akbar said, “We, in India, will continue to evolve technology against nuclear terrorism not only in terms of physical protection measures, but also to guard against cyber intrusion and sabotage. We will also continue to maintain and enhance export controls, in particular intangible controls, to complement nuclear security measures. We invite the Agency to take the lead in promoting work on the technology dimension of nuclear security.”He said recent developments showed that terrorist use of WMD materials is not a theoretical concern. “A breach of nuclear security could lead to unimaginable consequences. India recorded 289 terrorism-related deaths in 2015, a 45 per cent decline over 2014. However, the number of Indian Army and paramilitary soldiers killed this year is at an eight-year high. As many as 797 terrorist attacks were recorded in India in 2015, up 4 per cent since 2014, the report said. While the 2015 attacks were the highest since 2000, 80 per cent were non-lethal. Overall, 49 different terrorist groups were engaged in attacks but 31 of these failed to kill anyone. “This suggests that groups are seeking to remind governments of their presence without provoking significant military reactions,” the report said. India experienced 7% of all terrorist attacks around the world, the fourth highest after Iraq (20%), Afghanistan (14%) and Pakistan (8%). India, in 2015, had fewer terror attacks (797) than only Iraq (2,415), Afghanistan (1,715) and Pakistan (1,008). India suffered twice as many attacks as Syria (384).

A key IS planner from its External Operations division, known by his alias Abu Isa al Amriki, has been identified by the NIA as one of the main handlers who indoctrinated and recruited five Hyderabad men who conspired to form an IS-inspired module.Amriki will be named in the charge sheet on the Hyderabad module to be filed this month, as one of the handlers from the IS directed to recruit from India, senior NIA officials told. The NIA, in June, arrested five men – Ibrahim and Ilyas Yazdani, Habib Mohammad, Mohammad Irfan and Abdullah Bin Ahmad. They were carrying explosives and weapons for allegedly carrying out terror attacks in the name of IS.Amriki, believed to be an American citizen, was a Sudanese national and was also known as Abu Saad al Sudani. He was killed in an airstrike by US coalition forces on April 22, 2016 along with his wife Umm Isa al Amriki, an Australian national. Pentagon has also confirmed Amriki's role as a planner in the IS' external operations division, headed by Abu Mohammad al-Adnani mastermind behind the deadly attacks in France, the US, Belgium and Turkey."Forensic investigation on chat messages, emails, online communication and interrogation of the five suspects has revealed that they received instructions from IS operatives. Based on the IP addresses, the language in chat messages, conversations and accent, we have established that Amirki was one of the handlers. There is also a second handler based in Syria, who seems to be of Indian origin,'' asenior NIA officer said.Amriki is booked as a conspirator in the New York New Year's eve attack in 2015, wherein accused Emanuel L Lutchman, an American citizen from Rochester, New York, pleaded guilty of planning to carry out terrorist attack in the name of IS.The NIA officer said that the modus operandi followed by Amriki in recruiting Lutchman and the Hyderabad men online was strikingly similar. Amriki introduced himself as an IS member based in Syria and encouraged Ibrahim to travel to the Caliphate and join the IS.After the two failed attempts to travel to Syria via Greece and Turkey, Ibrahim came into contact with a second handler – an Urdu speaking IS fighter, whose leads were given by Amriki – in November. The second handler convinced Ibrahim that there was no need to travel to Syria and he should stay in India and continue to do his work (jihad). This included recruiting more members, setting up a module, procuring explosives and carrying out terror attacks.The five suspects also issued a bayah (pledge of allegiance) in the name of IS leader Abu Bakar al Baghdadi, signed and sent through email to the second handler. NIA says he is still active online and he is operating and responding from IS-controlled areas, possibly Aleppo or Raqqa.

The team arrived at the National Investigation Agency (NIA) office in Kolkata. Musa was arrested in July, 2016 by the Criminal Investigation Department (CID). Musa was one of the six operatives of Jama'atul Mujahideen Bangladesh (JMB) who were arrested by Kolkata Police's Special Task Force (STF) and CID in connection to the Khagragarh blast incident.Indian Express adds that, after a “marathon interrogation” by FBI, Musa who is said to have planned attacks against US nationals in India on behalf of the JMB was sent back to judicial custody on December 9. Sources said the American agency grilled him regarding his involvement in the Dhaka cafe attack on July 1 as those killed were mostly foreigners. The FBI allegedly also asked him about how IS lured youths to join the outfit. Musa allegedly told them that creating hatred for “white people” in the minds of the youth was one of their targets.The interrogation, said to be a part of FBI’s global study and monitoring of detainees with links to IS operatives, mainly concentrated on Musa’s international connections, said sources. The agency tried to trace their network and channel of communication across the border, said sources. Musa was also allegedly questioned about top IS leaders Safi Arma and Abu Suleiman. He allegedly revealed that Arma was in touch with IS operatives from three countries.The FBI also tried to trace routes through which the IS supplied explosives. The sleuths allegedly quizzed Musa about IS’ many contacts, including in South Asia. “Interrogating Musa was a part of US’ interest in getting involved with anti-militancy investigations,” said a source. According to NIA sources, the FBI had wanted to interrogate those arrested in connection with the Dhaka attack earlier as well, but the Bangladesh government had not responded favourably to its request.

Experts cautioned that the declining number didn’t mean New Delhi has become less vulnerable to attacks, especially from Pakistan-based militant outfits such the Jaish-e-Mohammed (JeM) and Lashkar-e-Taiba (LeT). The Jaish and Lashkar enjoy patronage from the Pakistani establishment and army, and are involved in this year’s Pathankot air base and Uri army camp attacks in which about two dozen Indian soldiers were killed. Pakistan denies the charge.The Intelligence Bureau (IB) and Research and Analysis Wing (R&AW) alerted Delhi Police 306 times about possible terrorist attacks since 2012, which recorded the highest number of warnings at 77. In comparison, only 29 alerts have surfaced till September, 2016 a Delhi Police response to a right to information query revealed. “Broadly, we can divide these inputs into two parts. One is of general nature. Say possibilities of attack during Independence Day and Republic Day. We circulate these inputs to keep our forces on the toes,” a senior Delhi police officer said. He added, “The second type is specific. For instance, X person is coming to Delhi and staying in a particular hotel. We investigate and report back to the agency about the authenticity of the alert. No information is available on the authenticity of each and every alert.”Another aspect attributed to the decreasing alerts is the growing presence of Islamic State (IS) and al Qaeda sympathizers, and home-grown militants. Intelligence agencies don’t share alerts in such cases, but take action with the help of local Police. Delhi Police arrested about a dozen militants in 2016; among them six IS sympathisers and two are from the al Qaeda in Indian Subcontinent (AQIS). “None of them came directly from Pakistan. Agencies get information about Pakistan-based terrorist through local informers and technical intervention such as call interception, including months of work such as data encryption as ISIS members interact through social media,” an officer said. Such cases go beyond the realm of alert, but invite actionable input that requires direct collaboration between the intelligence agency and police to arrest the militant. “That explains why number of terrorism-related alerts is going down, though IS members are getting arrested increasingly,” the officer said.

NIA officials have found glaring similarities in the modus operandi employed by al Amriki in at least two instances, Hyderabad module involving five men and a case of a lone wolf in Kolkata where the suspects were ready to commit terror acts in the name of IS. It has now prompted the US Federal Bureau of Investigation (FBI) to keep a close eye and coordinate with the NIA on the Indian IS related cases.A team of FBI officials arrived in Kolkata (West Bengal), last week, to interrogate IS suspect Mohammad Masiuddin alias Musa, who was instructed by his handler to target foreigners particularly US nationals, behead them with machete and make videos of the act. In December 2015, the FBI uncovered a plot involving American citizens to attack revellers on new year’s eve with machete and knives in the name of IS. The man who masterminded the new year plot, Amriki, is now found to have influenced Hyderabad resident Ibrahim Yazdani. “We are in touch with the FBI and American authorities on the investigation in the IS cases. They have refused to accept Amriki as an American national (he is described as Sudanese) but have charged him in the New York case,’’ a senior NIA official said. He added that Amriki was using the social media platforms to influence people worldwide including US and Indian nationals to join IS in Syria or make terror attacks in their home country.

The disappearance of Tambe came to light after his brother Saud Noor Mohammad Tambe approached ATS. The brothers are from Ratnagiri District and were living in Mumbra.Tambe became friends with Ali while working in Saudi Arabia. So far, ATS has found that Tambe went to school at the National High School and Junior College in Ratnagiri, before moving to Mumbai to study chemistry at the Mumbai University. He was good at academics, played volleyball and took part in science quizzes. He also volunteered for a charitable organisation and studied cargo services for his undergraduation.Investigators said Tambe had always been employed at good firms. He started working in 2009, went on to join an airline as a cargo supervisor in 2010 and then moved to Iraq to work as a warehouse executive in 2011. In October 2012, Tambe moved to Dubai, where he worked as a logistics officer. Somewhere around December 2015, he moved to Saudi Arabia for a logistics officer profile. This is when he is said to have met Ali.

Five Indian Mujahideen (IM) operatives, including co-founder Yasin Bhatkal, were on December 13 convicted by a special National Investigation Agency (NIA) court in Hyderabad in connection with the 2013 blasts in Dilsukhnagar, Hyderabad, reports Indian Express. The other four convicts are Zia-ur-Rehman alias Waqas from Pakistan, Asadullah Akhtar alias Haddi from Uttar Pradesh, Tahaseen Akhtar from Bihar and Aijaz Sheikh from Maharashtra. They are at present lodged in Cherlapally prison, where the special court heard the case. The sentencing has been posted for December 19, 2016. IM founder Riyaz Bhatkal, the prime accused in the case, is absconding.The six were charged under various sections of the Indian Penal Code (IPC), Explosives Substances Act and Unlawful Activities Prevention Act (UAPA), 1967. The trial began on August 24, 2015. By the time final arguments concluded in November, the NIA court had examined 453 witnesses and over 150 documents. The court reserved its judgment for November 21, and then posted it for December 13.In its first chargesheet, the NIA accused Yasin Bhatkal alias Mohammed Ahmed Siddibappa and Asadullah Akhtar of conspiring to plant bombs at two places. Akhtar and Bhatkal were arrested by the NIA on August 29, 2013, from the Nepal border in Bihar. Akhtar was also accused of smuggling explosives from Mangaluru to Hyderabad. The second chargesheet was filed after Zia-ur-Rehman and Tahaseen Akhtar were arrested in March 2014. The NIA said that Riyaz Bhatkal had sent the explosives and money to Mangaluru, where Asadullah and Rehman took the consignment from an unknown person. They brought it to Hyderabad, where they joined Tahaseen and prepared two IEDs using pressure cookers. According to the chargesheet, they conducted a test blast at Abdullahpurmet on the outskirts of Hyderabad. On February 21, 2013, they placed the two IEDs on the two bicycles — purchased by them on February 20, 2013 — and parked them at the busy Venkatadri and Konak theatres in Dilsukhnagar. The IEDs exploded at 7 pm. Director General of NIA Sharad Kumar said this was the first conviction of IM cadres. “We will appeal for maximum punishment,’’ he said.

ATS officials are now trying to find out if Ali, who had earlier visited India with Tabrez, met or brainwashed more local youths. The ATS teams are making enquiries with Tabrez's family members, relatives and friends in this regard. "We will investigate Ali's motive to visit India," an ATS official said. ATS has also seized various gadgets belonging to Tabrez's family members, through which he used to communicate with his mother, brother and wife. The gadgets, including mobile phone handsets and a laptop, are sent to Forensic Science Laboratory (FSL) to find out details about the communication.

Officials said Riyaz is currently living a lavish life at a house in Karachi.Riyaz's financial prosperity, a result of deciding to sail with the ISI, is what led to the IM split, an NIA source said. His decision was contrary to that of former IM members such as Shafi Armar who is reportedly in Syria luring Indians to join the ranks of the Islamic State (IS) - and others, who wanted to further the cause of either al Qaeda or the IS. As Riyaz reportedly has a passport issued by Pakistan, NIA officials are finding it difficult to track his movements and nab him.To execute the blasts, Riyaz sent INR 1.25 lakh through hawala (illegal money transaction) and a legitimate money transfer channel. After the blasts, he wired nearly INR 70,000 to his associates from the United Arab Emirates (UAE). Riyaz was constantly in touch with Yasin Bhatkal, who kept changing his location, before executing the Dilsukhnagar terror strike from Pakistan, the NIA source said.

The notice, which is an arrest warrant circulated by Interpol on behalf of the government of a particular country and serves as a request from one country to another to arrest and deport the wanted individual, will enable the NIA to track the missing persons with assistance from police agencies, which act as Interpol in Afghanistan.NIA officials said an application for the notice was filed a few weeks ago. “NCB would proceed on the application against the absconding accused in the missing person cases reported in Kasargod and Palakkad. It will be sent to the Interpol Secretariat for issuing red corner notices. There is a non-bailable arrest warrant pending against the 19 accused,” said an NIA official. The official added that once the notice is issued, agencies acting as Interpol in Afghanistan would assist in tracking them.“They can also be nabbed easily at airports, should they choose to fly. We suspect the accused have reached Nangarhar Province in Afghanistan, where IS has gained a foothold after Syria, Iraq and North African countries. Hence tracking them would not be easy,” the official said. In all, 22 persons - 14 men, five women and three children - were reported absconding from Kasargod and Palakkad. The children were not named as accused in the case.Earlier, the Interpol issued RCNs against 23 Keralites - 20 men and 3 women. With the addition of 19 more persons, Kerala would be one of the Indian states with highest number of wanted persons in the country against who RCN has been issued. According to Police, the accused, had entered India on a valid tourist visa and had obtained the fake notes from Pakistan. Burhanuddin, first claimed to be a Mumbai resident, when he was apprehended at Surat Railway station. “Later, during his primary questioning and frisking, police recovered his Pakistani passport, which confirmed his nationality,” Western Railway Superintendent of Police (SP), Vadodara division, Sharad Singhal, said. “Burhanuddin’s passport confirmed that he is a Pakistani national and not a resident of Mumbai. Stamps on his passport suggested that he entered India via Attari border in Punjab on December 12 and then headed to Mumbai by a train. We recovered 100 fake notes of old Rs 500 currency. We also found three notes of USD 100 with him,” Singhal said. “Burhanuddin came to India on a valid tourist visa, which has not expired. He told us that he had acquired these fake notes from Pakistan. We will seek his remand from court to investigate his intentions to visit India with such fake notes,” said Singhal.

Fake Indian Currency Note (FICN) case records in West Bengal for the six-month period between May and October reveal that North 24-Parganas District has emerged as a close second behind Malda District in the circulation of counterfeit currency, Hindustan Times reports on December 16. Different Police Stations in North 24-Parganas registered 31 FICN cases during the six-month window. Murshidabad Police Stations registered 24 cases. Malda topped the list with 45. Bardhaman was the fourth with 16 cases.A few years ago, North 24-Parganas was not prominent on the fake note map at all. According to Reserve Bank (RBI) records, INR 521,155 counterfeit notes with face value of INR 20.16 million were seized in 2011-12. On the basis of data obtained from different central and state agencies, RBI found that over 80 per cent of these notes came in through Malda, Murshidabad and Nadia districts. All these districts, Malda, Murshidabad, Nadia and North 24-Parganas share a border with Bangladesh.In North 24-Parganas, FICNs were seized in areas such as Jagaddal, Belghoria, Noapara, Naihati, Basirhat, Baduria, Swarupnagar, Habra, Gaighata, Bongaon, Barasat and Baduria. In Bardhaman, FICN face value of INR 181,300 has been seized from Kulti, Durgapur, Hirapur, Galsi, Jamuria, Bardhaman and Asansol. In Malda, FICN was seized mainly in the established hubs of Kaliachak, Baishnabnagar, Chanchol, English bazar and Malda.RBI and income tax authorities have already alerted banks about the fake notes that could be deposited in banks after demonetisation. The banks were asked to install CCTV at the cash counter to identify the persons depositing cash. The banks were also asked to install FICN scanner in the bank to identify the FICN notes.

Following the government’s demonetisation move last month, the Union Ministry of Home Affairs (UMHA) had asked intelligence agencies to closely monitor its impact on circulation of FICN and terror funding. According to government estimates, there is INR 400 crore of FICN in circulation in the economy at any given point of time. Following the demonetisation, circulation of FICN has been severely hit, intelligence agencies have informed the government.According to a recent report on impact of demonetisation on FICN and terror funding, the Intelligence Bureau stated that by the time, which is almost two years, Pakistani agencies are able to fine tune production of new Indian currency security agencies, particularly in states, should enhance their capacity to deal with menace even in the long run.The intelligence agency, in its report, has also advised that the RBI should once again review the safety features in the INR 500 and INR 2,000 notes and introduce new or change some of them following the duration that it suspects the Pak agencies will take to develop counterfeit currency. “The demonetisation drive is a great opportunity to completely remove menace of fake currency. According to our estimate, it will take close to two years for ISI and its terror operatives to develop good quality fakes. So by the time they develop the expertise for the same, the RBI should introduce new features and then it should make it a routine exercise,” a senior intelligence official said.

According to top sources in the Indian security establishment, US agencies have been tracking the activities of Armar, who they suspect is in touch with radicalised American youth either looking to join or already recruited by IS. They also suspect Armar may be planning to target US interests and American citizens in India and elsewhere.After questioning Musa FBI investigators shared their assessment on the IS operative with the National Investigation Agency (NIA).The FBI officers, based on the sustained interrogation, concluded that Musa was a "potential suicide bomber" who was highly motivated to carry out a terror mission, according to sources. However, the officer added that FBI's prime concern is Armar, who is based somewhere in Syria and could be conspiring to target Americans and other foreign nationals. Even though FBI didn't share with Indian investigators what exactly they had got against Armar to make this trip, officials say US investigators might be wary of Armar preparing 'lone wolf' bombers to attack Americans.

The duo was first deported to Mumbai, where the Anti-Terror Squad (ATS) questioned and released them after cross-checking their antecedents. An officer from the Telangana Police said, "We questioned and let them off. We cannot say if they had any plans to join terror outfits. Hamid and Gufran were employed in Saudi Arabia for a few years before they moved to Turkey, where they were held for the lack of required documents. The NIA’s Mumbai unit, following the pipe bomb conspiracy case, had arrested the alleged masterminds in January 2016. It had also filed the charge sheet against the accused.In a chargesheet filed against city-based IS terror suspect Mohammed Nafees Khan (Accussed No. 2) of Tolichowki and others, the NIA has said: “In September 11, 2015, during the coordination meeting in Sharanpur in Uttar Pradesh regarding expansion of base of the IS in India, one of the accused Md Azhar Khan alias Ikrama (Accused 16) of Madhya Pradesh had suggested that, since their fight was against the security forces, they should adopt the guerrilla tactics as was being done by the Maoists. In the said meeting, it was discussed that they should purchase a piece of land in a remote area to operate in clandestine manner”. Earlier, on December 13, the court convicted the five operatives, including IM co-founder Mohammad Ahmed Sidibapa alias Yasin Bhatkal, Pakistani national Zia-ur-Rahman alias Waqas, Asadullah Akh-tar alias Haddi, Tahaseen Akhtar alias Monu and Ajaz Shaikh, who are at present in judicial custody and lodged in the Cherlapally Central Prison here.The court convicted Yasin Bhatkal and others under various sections of Indian Penal Code (IPC), Arms Act, Unlawful Activities (Prevention) Act (UAPA). The NIA special court, after hearing the defence and prosecution’s arguments, pronounced the quantum of sentence. According to NIA, Riyaz Bhatkal arranged for explosive substances and directed Asadullah Akhtar and Zia-ur-Rahman at Mangalore to receive the same.After receiving the explosive materials and the money sent by Riyaz through hawala and money transfer channels, Asadullah Akhtar and Waqas reached Hyderabad and joined Tahseen Akhtar, who was already hiding there, it had said. Together they prepared two IEDs after procuring the other required materials as well as two cycles for mounting the IEDs from Hyderabad, the agency had said. After preparation of the IEDs on February 21, 2013, the accused mounted two bombs on two bicycles. The module was planning major attacks on VVIPs, religious places, crowded markets, government buildings including police stations and had even collected several kilograms of explosives for the purpose. The outfit'S leader Ibrahim Yazdani, who was in continuous touch with ISIS's principal recruiter for India - Shafi Armar - was specifically inspired by controversial Islamic preacher Zakir Naik and had even gone to Mumbai (Maharashtra) to attend one of Islamic Research Foundation (IRF) camp as a volunteer. Yazdani went for the IRF camp in 2010 and listened to his speeches. He had been following Naik's speeches since 2004. The other members of the outfit were also radicalized online by watching videos of the ISIS, bayans (discourses and lectures) of radical Islamic preachers such as Anwar Awlaki, Abdu Sami Qasmi, Meraj Rabbani, Tausif ur Rehman, Jerjees Ansari and Zakir Naik.NIA charge sheet says that the module members downloaded and followed the ISIS propaganda videos, ISIS magazine - "Dabiq", which convinced them that the ISIS was fighting for the rights of the Sunnis. "The group associated with the terrorist organization called the Islamic State of Iraq and Syria (the ISIS) and pledged their allegiance through the Bay'ah (oath of allegiance) to Abu Bakr al-Baghdadi, the self-proclaimed Caliph of the Islamic State and formed a group called Junood-ul Khilafa Fi Bilad Al Hind (Army of the Caliph from the South India)," says NIA chargesheet.

Earlier, Saudi Arabia has deported Abdul Salam, a resident of Malappuram District in Kerala, is wanted in connection with a 2013 case.The case relates to conspiracy to smuggle FICN worth of INR 9.75 lakh, which were recovered from one Abid Chullikulavan Hassan by Customs wing Kochi at Nedumbasserry International Airport in Kochi in Ernakulum District in 2013. NIA took over the probe in July 2014. Abdul Salam was part of the criminal conspiracy to smuggle high quality counterfeit Indian currency notes to India from UAE and had facilitated smuggling of the contraband through Abid Chullikulavan Hassan.

After arresting him at the IGI airport, he was brought from New Delhi to Kochi and produced before the National Investigation Agency (NIA) court. The court sent him to the agency's custody for three days. Salam worked with members of Dawood Ibrahim's gang and was instrumental in bringing in a sum of INR 9.75 lakh worth FICN to the country.Abdul Salam from Wandoor in Malappuram District was the third accused in the case. “There was also an Interpol red corner notice issued against him," said an NIA official. Salam, who was engaged in hotel business, was absconding ever since the case was lodged against him. On January 26, 2013 when around 1,950 counterfeit notes in the denominations of INR 500 were recovered from a man, Abid Hassan, who arrived at the Cochin airport from Dubai. Aftab Bhatki, a member of Dawood Ibrahim's crime syndicate had arranged the counterfeit notes. Aftab is still absconding. Salam had arranged the carrier for transporting the notes from Dubai to Kerala. The agency had found that the notes were printed in Pakistan.

A group of alleged Islamic State (IS) sympathisers, conspiring to target Police Stations in Hyderabad (Telangana), used a host of encrypted applications, including one developed by al Qaeda’s propaganda arm, in order to keep their communication secure, the National Investigation Agency (NIA) said, reports The Hindustan Times on December 26. Al-Fajr Media Centre distributes al Qaeda’s online propaganda material. Its technical branch al-Fajr Technical Committee was established in 2012. Two years later, it released an Android version of it is encryption programme called Amn al-Mujahid (security of mujahid) for mobile phones. “Two members of the (IS sympathiser) group, Mohammed Ibrahim Yazdani and Abdulla Bin Ahmed al-Amoodi had downloaded Amn al-Mujahid encryption on their mobile phones,” says the NIA charge sheet against eight members of the group. Even then, they never discussed their plans on these applications and preferred face-to-face meeting to discuss their targets, the agency noted. The group also used Tor applications like ‘Orbot’ and ‘Orfox’, which hide a user’s internet usage by bouncing it through a series of computers around the world. “We will have to continuously update our knowledge and technology to keep track of the suspect communication,” an NIA official said. The charge sheet said two handlers of the group - one of them is suspected to an Indian named Shafi Armar who is originally a native of Bhatkal (Karnataka) and a former member of terror outfit Indian Mujahideen (IM) - kept them informed about the latest tools to keep their communication secure. Armar moved to IS-held area in Syria two years back. The charge sheet said the group members had plans to target Policemen and Police Stations in Hyderabad and used navigation and map application ‘OsmAnd+’ to plot their targets. One of the group members, Muzaffar Hussain Rizwan was found with a digital document containing three Global Positioning System co-ordinates saved in it. These corresponded to Kamathipura, Afzalganj and Bahadurpura Police Stations in Hyderabad when plotted on the Google map, says the charge sheet. Rizwan, during interrogation, confirmed that he was tasked with surveying the Police Stations.These coordinates of the police stations were later sent to the IS handler in Syria using Pidgin application which allows users to log into multiple chat accounts simultaneously. For making Voice-over Internet Protocol (VoIP) calls, the group was asked to use ‘Nymgo’ application. Besides, the group was also using ‘Chatsecure’ and ‘Trillian’, considered secure chat applications, and Tutanota email that provide end-to-end encryption. According to the NIA, the group was also planning to target religious places in Hyderabad to foment communal tension in the city.

Anwar al-Awlaki, who was also the first US national to have been killed in drone strikes in September 2011, was one of the biggest motivators and a recruiter for al Qaeda for a very long time. NIA chargesheet adds that "Musa entered into a criminal conspiracy to carry out terrorist activities by way of robbing/raping/killing/beheading members and servants of one influential and well to do family, to publicize the presence of the IS in India and to spread terror among the people in India." After several attacks on the western border, the ISI plans to open a new front in eastern India by launching an attack from a secret terror launch pad. Indian intelligence sources said that ISI has recently set up a terror camp in Mae Sot, which is situated on Thailand-Myanmar border. Intelligence sources have further revealed that ISI is using Taliban fighters to train Rohingya Muslims to launch terror attacks.The terror launch pad in Mae Sot will be used to launch attacks on India and Bangladesh. "During 1997, his elder brother Upkar Luthra came in contact with one Gulshan Gambhir of Dehradun, who gave him the idea to enter the illegal trade of manufacturing of counterfeiting coins of five rupees. In 1999, Upkar was arrested with the counterfeited coins of five rupees but he did not disclose Sweekars name. Soon after being released, Upkar again established another unit for making counterfeit coins but was arrested. He didn't disclose his brother's name," said Yadav.

The Detection of Crime Branch (DCB) of Rajkot Police cracked a racket of printing Fake Indian Currency Note (FICN) on December 26 and arrested two persons who allegedly had FICN of INR 26,10,000 face value in their possession, reports Indian Express. Following a tip-off, a team of DCB officials stopped a Swift car at Hanuman Madhi Chowk on Raiya Road at 7.45 am. During search of the vehicle, Police found 1,300 counterfeit notes of INR 2,000 denomination and 20 fake notes of INR 500 denominations. These FICN with cumulative face value of INR 26,10,000 were hidden in the speaker box of the car, city Police Commissioner Anupam Singh Gehlot said.The accused were identified as Hruday Jagani (29), resident of Devasya Bungalow in Bopal area of Ahmedabad, and Lakshman Chauhan (24), resident of Balasar village in Rapar taluka of Kutch District. Police also seized a high-quality printer from the car. Gehlot said that Jagani had knowledge of precision printing and therefore used to print counterfeit currency notes. “Their modus operandi to push counterfeit notes into circulation was to insert them in wades of original notes. For example, they used to insert fake notes worth Rs 15,000 to Rs 20,000 in bills with face value of Rs 2 lakh,” the Commissioner further said.

One of the accused, who is a resident of the United Kingdom, claimed that he had brought the counterfeit notes from London, Police said.Accused Jakir Yakub Patel, 40, a native of Bhadkodra in Jambusar of Bharuch district, who now lives in Slough in London, told police he was a maulavi at a madrasa (Islamic Seminary) in UK where he teaches Urdu and English. The other two accused arrested were Sarfaraz Yakub Patel, 35, brother of Jakir, and Faizal Ibrahim Patel, 26. Both are electricians by profession. However, Sarfaraz, who lives in Limbayat, also announces prayer time on the loud speaker at Madina Mosque of Limbayat. Police had received specific information about Faizal which said he was searching for some person who could exchange the demonetized notes with new currency. The police picked up Faizal and on examining the notes in his possession found them to be fake. Faizal told Police he bought the notes from his friend Sarfaraz and that they were given to him by Jakir. "Jakir is a teacher in a madrasa and had landed at Mumbai airport three days ago. Jakir and Sarfaraz are brothers and Jakir was staying at Sarfaraz's residence in the city," said A M Captain, Police Inspector, detection of crime branch, Surat.

Two anti-India terror organisations, Indian Mujahideen (IM) and al-Qaeda in the Indian Subcontinent (AQIS) have been added to Canada’s list of proscribed groups on December 28, reports Hindustan Times. Both groups were designated as terrorist entities under Canada’s Criminal Code. The announcement was made by public safety and emergency preparedness minister Ralph Goodale. In a statement, the nodal department Public Safety Canada said the IM had “organised training in Pakistan with militant Islamist groups such as Lashkar-e-Tayyiba [LeT] - a listed entity under the Criminal Code”.Following the listing, Canada will act against groups or individuals funding or associating with these two terror organisations. The statement said, “The Criminal Code mandates potentially severe penalties for persons and organisations that deal in the property or finances of a listed entity.“It is a crime to knowingly participate in, or contribute to, any activity of a listed entity for the purpose of enhancing the ability of the entity to facilitate or carry out a terrorist activity.” Public Safety Canada noted the “actions” of the two groups “meet the legal threshold set out in the Criminal Code”.The statement added: “The IM’s stated goal is to carry out terrorist actions against non-Muslims for their oppression of Muslims. The group’s primary method of attack is multiple coordinated bombings in crowded areas against economic and civilian targets to maximise terror and casualties.” Describing the IM as “a Sunni Islamist militant group, consisting primarily of former members of the Students Islamic Movement of India (SIMI)”, the agency noted it “is best understood as a label for a relatively amorphous, decentralised network that operates through a number of modules across India”.Following a mandatory two-year review period for listing entities, other terrorist groups such as the Lashkar-e-Taiba (LeT), Jaish-e-Muhammad (JeM) and Harkat-ul-Mujahideen remain on the Canadian list, which now totals 53 entities, including Khalistani groups such as Babbar Khalsa International (BKI) and International Sikh Youth Federation (ISYF).The LeT designation includes fronts of the group, including Jamaat-ud-Dawa (JuD), Paasban-e-Kashmir (Kashmir Brigade) and Falah-e-Insaniat Foundation (FIF). The LeT’s student wing, Al-Muhammadia Students, listed recently by the US government as a foreign terrorist organisation, does not yet figure in the Canadian list.

Reacting sharply, MEA Spokesperson Vikas Swarup said the decision by Beijing is surprising as China itself has been affected by the scourge of terrorism and has declared opposition to all forms of terrorism. As a consequence of this decision, the UN Security Council has again been prevented from acting against the leader of a listed terrorist organization. "The inability of the international community to list its leader Masood Azhar is an unfortunate blow to the concerted efforts to effectively counter all forms of terrorism, and confirms prevalence of double standards in the fight against terrorism,’ MEA said in a statement issued in the evening.Officials said that with China blocking India's proposal, which was submitted in February to the 1267 Sanctions Committee of the UN Security Council, New Delhi has to make a fresh listing request for Azhar to be banned by the global body. After its submission, China twice imposed "technical" hold on the Indian proposal. However, India said it will continue to push forward with resolute determination "through the use of all options available with us to bring perpetrators of terrorist violence to justice".External Affairs Ministry also said, "We note with concern China's decision to block the proposal to list Masood Azhar. The international community is aware that the Pakistan-based Jaish-e-Mohammed which is proscribed by the United Nations has been responsible for innumerable terrorist attacks on India including the Pathankot Air Base attack.""As a consequence of this decision, the UN Security Council has again been prevented from acting against the leader of a listed terrorist organisation.
