The Maharashtra anti-terrorism squad (ATS), during its ongoing probe, has found that Shafi Armar alias Yusuf, who defected from Indian Mujahideen (IM) to join Islamic State (IS) has been pivotal in indoctrinating youths in India, had made detailed plans through Mudabbir Sheikh, 'chief' of the IS' Indian wing, his deputy Khalid Ahmed Ali Nawazuddin alias Rizwan and men under their command, India Today reports on February 2. According to the Maharashtra ATS, Khalid was asked to hunt for safe houses in the state and he even got in touch with a realty broker in Goa and hired a house for INR 10,000 at Madgaon. Mumbai, Pune and Goa were the primary targets for the attack on crucial Army, Navy and Air Force installations, sources said. According to sources, IS also had plans to target foreigners in Goa and Maharashtra.

Three employees of Postal department were arrested and one detained in Barmer and Jaisalmer Districts for allegedly sharing information related with Indian Army with a Pakistani spy, a top police officer said on February 1, reports Zee News. "State intelligence unit with the help of local police picked up the employees for interrogation. They allegedly shared Army related information to a Pakistani spy," Additional Director General of Police (Intelligence) UR Sahoo stated. Two men, Islamuddin and CR Dahiya were arrested and one woman, identified as Pramila detained in Balotara area of Barmer while one man, Narendra Sharma was arrested in Jaisalmer. They all are posted with local post offices in Balotara (Barmer) and Pokaran (Jaisalmer) and had shared information through emails.

Azhar Iqbal, a suspected member of the India wing of the Islamic State (IS), studied at the famous Islamic seminary Darul Uloom, Deoband, for seven years before being suspended for indiscipline in December, 2015, Hindustan Times reports on February 3. Iqbal, 23, was arrested from Bhopal on February 1 by the National Investigation Agency (NIA).“Iqbal allegedly was in the higher category of members of the group — Junoon al Khilafa-e-Hind — as he was tasked with finding new recruits. It is learnt that he was in touch with Yusuf al-Hindi alias Shafi Armar, who originally was an Indian Mujahideen member but later shifted to the IS-held areas in Syria and Iraq,” said Union Home Ministry (UHM) official. “Iqbal knew at least two of the four suspects arrested by the Delhi police from Uttarakhand a few weeks back. He studied in the Deoband seminary", Ashraf Usmani, spokesperson of Darul Uloom, Deoband, said Iqbal hadn’t displayed signs of extremist views while at the seminary.“Though we never found him to be radical in his views, but there were a few serious complaints of indiscipline against him. He was studying to be an Alim (a learned man) at Deoband from 2008 onwards. Due to indiscipline, he was suspended from the seminary,” said Usmani. Investigators have found that the head of the group, Mumbai resident Muddabir Sheikh, who was anointed Ameer-e-Hind, also visited Deoband to meet Iqbal.

Dawood Ibrahim is the only "Indian national" on an updated list of financial sanctions by the UK that also includes Sikh terror groups, Midday reports on February 3. Dawood, against whom an international arrest warrant has been issued, appears on the UK Treasury department’s ‘Consolidated List of Financial Sanctions Targets in the UK’, with four recorded addresses in Pakistan, all in Karachi."Dawood Ibrahim Kaskar" is recorded to have lived at: House No 37, 30th Street - defence, Housing Authority, Karachi, Pakistan; House no. 29, Margalla Road, F 6/2 Street no. 22, Karachi, Pakistan; Noorabad, Karachi, Pakistan (Palatial bungalow in the hilly area); and White House, Near Saudi Mosque, Clifton, Karachi, Pakistan. His nationality is listed as "Indian", with a recorded Indian passport which was subsequently revoked by the government of India and then goes on to list a string of Indian and Pakistani passports acquired by him and misused. Dawood has time and again been reported to be based in Pakistan but Islamabad has denied his presence. Financial sanctions in force in the UK could apply to individuals, entities and governments who may be resident in the UK or abroad.

Karnataka’s coastal town of Bhatkal, once known as recruiting ground for Indian Mujahideen (IM), is now being seen in the security establishment to be emerging as a possible incubator of the Islamic State’s (IS) Indian terror module after a string of arrests from the town and nearby areas in Karnataka india.com reports on February 3. Shafi Armar, who, intelligence agencies say is the main recruiter of Indian men lured to the IS ideology, also belongs to Bhatkal where he was born and lived with his two brothers, before leaving India in 2009. “All the arrested suspected terrorists having links with Bhatkal are being quizzed to ascertain their role in the module. Interrogators are also trying to find out the exact number of people recruited from the town,” the sources said. The sources privy to the investigation, however, said that the arrested IS suspects were not only asked to target Bhatkal to recruit members but to seek sympathisers across India for which they had organised several meetings in Lucknow, Mumbai, Mangalore, Tumkur (in Karnataka), Haridwar and Hyderabad. Another official, said that the main India-module recruiter of IS has been targeting his former IM aides who belong to Bhatkal and nearby towns in Karnataka.

Aziz was detained in a jail last night and was deported. Telangana Police is interrogating the terrorist. Aziz had been serving jail term in Saudi Arabia and was deported to India on February 2, following which after ATS and Telangana Police took him into their custody. Telangana Police will apply for his transit remand in court.

BSF troopers confiscated two SIM cards, few Bangladesh currencies and a chit containing an address in Kaliachak from Reza, later he was handed over to English Bazaar Police. Police sources informed that the arrested Bangladesh national, who is a inhabitant of shialbari village of Shibganj Police station under ChapaiNababganj District in Bangladesh, tried to mislead the police by offering several different reasons for intruding to India.Police are concerned after address of an Indian citizen living in Kaliachak was recovered from him. “We have to ascertain whether the youth was a member of a fake-currency peddling racket,” a Police official added. Azhar was a key recruiter for IS in the Hindi heartland, the officer added. Azhar was also closely associated with Mudabbir Mushtaq Shaikh, believed to be IS's primary recruiter in India. NIA sources said they would verify if Azhar went to Nepal or any neighbouring country from Uttar Pradesh (UP). He attended several meetings of terror groups in UP, aimed at carrying out attacks."Azhar and other suspects were in constant touch with ISIS members in Syria through Internet chatting applications like 'Signal' and 'Trillion' and were using social networking sites to motivate youths to join ISIS," said crime branch official. His mobile phone has been recovered. Azhar had created a WhatsApp group to be in touch with other members of the group.Azhar came to Bhopal after five years. Crime branch officials said they are yet to establish his criminal record in Bhopal and other parts of state. Azhar was not surprised when police picked him up, but during interrogation he pleaded innocence and said it was by mistake that he came in contact with the terror outfit and took part in meetings. "Both the IDs were accessed earlier from about 200 IP addresses across the country. Some of these are suspected to be from Gujarat," said a senior cyber expert of the city crime branch. The terrorists had a unique style of communicating through e-mail. "Every member of the terror outfit was given the email id and the password. They used to access the mail, write their message and save it in the draft folder for others to open the mail and read it. The mails were not sent to avoid midway surveillance," said ATS official.

The Delhi Police said that Shaikh, 28, who used to drive an autorickshaw in Mumbai, had been working for IS, and was trying to flee to Nepal. He was also working as a 'courier' for the terror outfit, carrying hawala (illegal money transaction) money from one sleeper cell to another in different parts of the country. He was remanded in the Delhi Police custody till February 10.Shaikh, along with two others from Malwani - Noor Mohammad and Wajid Shaikh, had gone missing on December 15, 2015. The three had decided to join IS after another Malwani man, 23-year-old Ayaz Sultan, went missing on October 30. The Maharashtra Anti-Terrorism Squad (ATS) said that Sultan had escaped to Afghanistan, and on to Syria.Sources in the Maharashtra ATS and the National Investigation Agency (NIA) said that Mohsin was primarily being handled by Uttar Pradesh resident Khalid Ahmed, the number two in IS's India module, and an Indian Mujahideen (IM) recruit who has now aligned himself with Daesh. "Khalid asked Mohsin to remain in touch with their handlers in Syria, and use his expertise to steal army vehicles. Mohsin was also in touch with the hawala operators, who used him to send money to Daesh recruits all over India," an NIA source said. "During interrogation, Mudabbir Shaikh also revealed that Mohsin was asked to steal army vehicles," the source added. The investigating agencies also believe that Mohsin was also in touch with Ayaz Sultan, who escaped to Syria from Afghanistan.Sources said that Shaikh was given INR 1,50,000 by a Daesh operative in Lucknow, out of which he gave Rs 50,000 to four people who were arrested by the Delhi Police in Haridwar last month. All of them were found to have links with a former Indian Mujahideen militant who later went to fight for Daesh, and were a part of the plot targeting the Ardh Kumbh Mela at Haridwar, especially the trains headed there, along with some strategic locations in Delhi. The suspects were identified as Akhlaq ur-Rehman, Mohammed Osama, Mohammed Azim Shah and Mehroz.

The NIA said in its remand application that the accused have disclosed during their interrogation "their involvement in this case about recruiting and financing persons willing to join the Caliphate of ISIS at Syria"."They were also found to be in communication with some active members through chatting applications 'Signal', 'Trillion' and 'Skype' in order to motivate them to join ISIS in furtherance of activities of its ideologies, thereby luring youths to join this proscribed terrorist organisation. "The identity and role of such associates is being ascertained," NIA said.The eleven accused who were remanded in seven days NIA custody are Mohd Aleem, Mohd Obaidullah Khan, Nafees Khan, Mohd Shareef Moinuddin Khan, Asif Ali, Najmul Huda, Mudabbir Mushtaq Shaikh, Mohd Abdul Ahad, Suhail Ahmed, Syed Mujahid and Mohd Hussain Khan. Besides these 11 accused, four other co-accused -- Mohd Afzal, Imran, Abu Anas and Nasser Packeer -- were also produced before the court which remanded them in judicial custody. The agency is currently trying to figure out whether the network was linked to Jamaat-ul-Mujahideen Bangladesh (JMB). "While interrogating the arrested persons, we found references to West Bengal. It seems that they had planned to procure weapons from the state," an NIA official said.According to sources, NIA investigators initially did not get any lead on the JMB movements in West Bengal. But with time, more leads started coming in after the sleuths went through the mobile phone conversations of the arrested persons. While going through the conversations, investigators found that the arrested persons, allegedly IS operatives, wanted to procure weapons from West Bengal. The operatives also reportedly found a safe route to procure the weapons from the state.Sources said that Fake currency and gold smuggling rackets are already active in the border Districts of Bangladesh. Intelligence inputs also confirm that there are illegal arms racket operating in the same area. Earlier, these rackets have supplied arms and explosives to militant and terror units operating in eastern and north-eastern states. A sizeable chunk of unaccounted cash was also recovered from the arrested persons, which made investigators assume that there might have been financial transactions between the IS operatives and arms rackets.Apart from carrying out explosions in several parts of the country, the group had also planned to conduct camps and jihadi workshops. From the intercepts, NIA officials came to know that the arrested module was planning to establish a channel of procurement of explosives and weapons. "We are yet to know whether they were trying to smuggle in weapons from neighbouring countries or from within the state. But it is so far clear that they were trying to create a channel that would have helped other terror modules too," an NIA official said.

Syria's Ambassador to India Riad Kamel Abbas has warned that terror outfits such as Islamic State (IS) are luring Indian Muslim migrant workers with phony job offers in Gulf countries, The Times of India reports on February 8. Abbas told that migrant workers from India and other countries are lured "under the false pretext of getting them jobs as drivers or pharmacists." However, when they get there, "the workers are gathered and put in (terror training) camps. This is not specific to India, this happens to people from several countries."Asked if jihadi propaganda was drawing more and more Indians to IS, Abbas said that those who were recruited by the group earlier are now calling their friends and relatives within the country. "Earlier IS would recruit Indians living outside the country like in Dubai or Saudi Arabia. Then they were asked to call their friends in India and describe the situation like it was Heaven itself," he said. When the Indians arrive there, they find the situation on ground very different from what was the described to them, he said.Abbas blamed the poverty, lack of employment and ignorance for youngsters being misled by the jihad" (holy war) espoused by the IS. "Many Muslim scholars do not impart he necessary knowledge o youngsters on what it is o fight in the name of Al ah and who are the right people to follow," he said. However, he added, "Indian society is not vulnerable for large scale infiltration by terrorist groups" as Indian security agencies are "strong enough to keep an eye on such activities". Taking off from where they had left in August, 2015 when Prime Minister Narendra Modi visited the UAE, the joint statement, issued on the visit of Abu Dhabi Crown Prince Sheikh Mohamed bin Zayed Al Nahyan, said any link between extremism or terrorism and religion should be strongly rejected by the international community."They (the two leaders) reiterated their condemnation for efforts, including by states, to use religion to justify, support and sponsor terrorism against other countries, or to use terrorism as instrument of state policy," the statement said. "They further deplored efforts by countries to give religious and sectarian colour to political issues and pointed out the responsibility of all states to control the activities of the socalled 'non-state actors', and to cut all support to terrorists operating and perpetrating terrorism from their territories against other states," it added.The two countries have also decided to launch an annual policy dialogue to discuss peace and security in the region. Modi and Sheikh Mohamed also discussed the growing phenomenon of religious intolerance and radicalisation and pitched for sincere efforts to check these, besides agreeing to take steps to contain these bilaterally. The threat posed by Islamic State (IS) also figured in talks on February 11. Even more important than what we face is how we respond to the threat,” he said. “What we are tackling is not merely a local problem that can be addressed unilaterally; it is a global contagion. The infiltrators hid in a forested area close to the border for almost six hours, before starting for their target at 8pm. The terrorists, after crossing over from Bamiyal, waited for it to be dark before they proceeded. The NIA, upon searching the area near the infiltration point, recovered discarded food packets carefully buried by the terrorists. All the packets had Pakistani markings and manufacturing dates of November and December 2015. According to sources, the terrorists were escorted by their Jaish-e-Mohammad (JeM) handler Kashif Jaan, who belongs to Pakistan's Bahawalpur, to the infiltration point. Only two of the four attackers whose bodies were recovered have been identified, by the names Nasir and Salim. Nasir had made a call to his mother in Pakistan from one of the cellphones snatched from Superintendent of Police Salwinder Singh's car, while Salim's name came up during one of the conversations with the handlers.

The NBW was issued after a request by the National Investigation Agency (NIA). In 2007, Dr Sabeel was deported to India from the UK after his brother Kafeel Ahmed was found to be involved in the Glasgow airport terror attack. On the basis of the NBW, the NIA will now seek an Interpol red corner notice for the arrest of Dr Sabeel, who is said to be working at the King Fahd Hospital in Saudi Arabia.While seeking the warrant, the NIA identified him as the mysterious Dr Motu, who was named by the agency as accused number 21 in a 2012 chargesheet regarding an alleged plot to recruit Indian youths for terror activities. The NIA also informed the special court that the identity and role of Dr Sabeel Ahmed became clear following the arrest and questioning of Asadullah Khan (57) alias Abu Sufiyan, who was deported from Saudi Arabia on December 9, 2015.Hyderabad native Asadullah Khan, according to NIA sources, revealed that Dr Sabeel from Bengaluru participated in meetings in Saudi Arabia in 2011-12 to recruit radical minded Indian youths for terror acts. The NIA has now sought to file a split chargesheet against Dr Sabeel Ahmed (accused no. 21) and Asadullah Khan (accused no. 24) since the trial against 17 of 25 persons arrested in the case has already begun.

Though the total seized value of counterfeit money is INR 34,55,000 in 2015 compared to INR 7,51,000 in 2014, the Police estimate that the seized amount is just below 10 per cent of the actual volume being circulated in the state.Police officials said counterfeit valued around INR 3 to 4 crore was being pumped into the state by the rackets every year and the bulk of it was used for real estate transactions. As per the latest Police data, Kozhikode accounted for highest seizure of FICN, INR 9,04000 lakh in September 2015, followed by Malappuram - INR 2,09000 in June 2015. Officials with the Directorate of Revenue Intelligence (DRI) and National Investigation Agency (NIA) confirmed the increase in the inflow of FICNs to Kerala in the last one year and the seized amount was minuscule.ADGP (Intelligence) A Hemachandran said the fake currency agents have shifted their operations from Dubai to Bangladesh. “Earlier, Dubai was the major transit point for the rackets to source the FICNs but now the rackets operate from Bangladesh. As per reports, Malda in West Bengal has emerged as the nerve centre of the supply chain,” said As per the Police data, FICNs in the denomination of INR 1000 and INR 500 were highest though surprisingly police stumbled upon FICNs in the denomination of INR 10 and INR 20 from Kollam in August 2015.“We have seized 83 notes in the denomination of Rs 10 and eight notes of Rs 20 from Kollam. Even counterfeit of Rs 100 is widely circulated in the state,” police officials said. As per the data, Thiruvananthapuram reported the maximum number of FICN cases,5, followed by Ernakulam and Pathanamthita. Two cases were registered in Thrissur and Kozhikode, while one case was registered in Wayanad, Palakkad, Kollam and Kannur between January and October 2015.The NIA has already tracked the role of Pakistan’s ISI in production and distribution of FICNs via Dubai, Bangladesh and Sri Lanka. “Sri Lankans are the new suppliers of the FICNs. Ports are still the hot destinations for the rackets to smuggle in FICNs. The new strategy is to smuggle in printed sheets of counterfeit and cut them to size in various hideouts in the state,” said an intelligence officer.

External Affairs Minister Sushma Swaraj while replying to a query in Lok Sabha (Lower House of Indian Parliament) said the government was making continued efforts to have terror groups and individuals targeting India designated by United Nations Sanction Committees. “On February 18, 2016, a fresh submission of 11 individuals and one organisation linked to terrorism in India, has been submitted to the 1267/1989/2253 ISIL (Da’esh) and Al-Qaeda Sanctions Committee,” the minister added. Sources were cited by news agencies as saying that the fresh submission includes names of terrorists belonging to Pakistan-based terror outfits affiliated to Al-Qaeda, Taliban and ISIS. However, they did not divulge their names.The UN Committee covers asset freeze, travel ban, arms embargo and listing criteria for ISIL, Al-Qaida and “associated individuals, groups, undertaking and entities”. It also asks that those responsible for committing, organising or supporting terrorist acts must be held accountable.Swaraj also noted that India has signed extradition treaties with 40 countries and entered into extradition agreements and arrangements with nine countries. It was the policy of government to sign extradition treaties, agreements and arrangements with as many countries as possible to bring back from abroad fugitive criminals wanted in India for various crimes including those relating to terrorism, she added.

The meeting that was held at New Delhi decided that the two countries would enhanced sharing of intelligence between the two countries and also maintain a thorough data base to combat this menace.The capabilities of Forensic laboratories shall be enhanced through mutual collaboration between the forensic experts on both sides. Mass awareness program shall be conducted by Central Banks of both the countries in the vulnerable areas to sensitize people about the risk of FICN. Joint Training and Seminars will be organized by both sides on various aspects of identification of FICN and challenges in detection, investigation, and prosecution of FICN related cases.During the deliberations, both sides shared concern of the debilitating economic effects of the trade in Fake Currency Notes (FCNs) on the economies of the two countries and reiterated the resolve to combat the syndicates together in a concerted manner. The Indian side expressed appreciation for the recent successful detection of large consignments of FICN in Bangladesh.In addition, both the sides agreed to share intelligence and information on a real time basis on the activities of the syndicates and operatives involved in smuggling of Fake Currency Notes. The Joint Task Force also exchanged contact details of Superintendents of Police of the districts on international border on the either side, to enhance their connectivity and a Standard Operating Procedure (SOP) was mutually adopted to enhance cooperation between the two sides. The SOP has been signed in pursuance of the MoU signed in June, 2015 to combat the smuggling of Fake Currency Notes which was signed by the Home Secretaries of the two countries during the visit of Prime Minister to Dhaka last year. Empty food packets with Pakistan label have been found at the International Border near a Border Security Force (BSF) outpost in Simbal of Nawanshahr District. The food packets were subsequently handed over to the National Investigation Agency (NIA), which sent it to the Central Forensic Science Laboratory (CFSL) for testing.The food packets, made in Karachi, include dishes like shahi paneer, chicken nehari, dal fry, lahori chole, and more. Forty milk packets with a manufacture date of November 16, 2015 and expiry date of February 8, 2016 were found during a clean up operation, under thick foliage. Seven Indian companies figure in a list of 51 commercial entities from 20 countries that, according to an European Union (EU)-mandated study, are involved in the supply chain of over 700 components used by the Islamic State (IS) to construct Improvised Explosive Devices (IEDs), Indian Express reports on February 26. While four of the seven Indian firms denied having exported explosives or accessories to either Lebanon or Turkey, two confirmed that smaller suppliers of components such as fuses or detonating cords do not export these items directly, but through trading intermediaries or merchant exporters, and are mostly unaware of the final destination of the products.The study, conducted by Conflict Armament Research (CAR), reported that Turkey topped the list of countries with a total of 13 firms involved in the IS supply chain, followed by India with seven companies. The Indian firms were mostly found to be manufacturing detonators, detonating cords and safety fuses. The CAR study, which spanned a period of 20 months, however noted that the components were all “legally exported” under government-issued licences from India to entities in Lebanon and Turkey. The named companies produced, sold, or received critical material, such as chemical precursors, detonating cords, detonators, cables, wires, and other electronic components.Solar Industries, which according to industry players is the biggest exporter among all the named Indian firms, did not respond to an email sent by The Indian Express. When contacted over phone, relevant officials in the company declined to speak on the issue. A spokesperson for Secunderabad-based Ideal Industrial Explosives said, “Neither our company nor our sister company, that is, Ideal Detonators Pvt Limited have exported any products to Lebanon and Turkey. The allegation said to have been published in the (CAR) report is false and baseless.”According to the CAR report, the terror group mostly uses Nokia 105 mobile phone for remote detonation. Apart from Turkey and India, companies from the US, Brazil, Romania, Russia, the Netherlands, China, Switzerland, Austria and Czech Republic were also reported to be involved, it said. The study noted that governments and firms need to do more to track the flow of cables, chemicals and other equipment.

On February 26, a Delhi court discharged two suspected operatives of Indian Mujahideen (IM), Tahseen Akhtar and Zia-ur-Rehman alias Waqas (Pakistani national) in a case relating to the terror group’s conspiracy to carry out strikes in the national capital, due to lack of evidence, reports Hindustan Times. The court, however, framed charges against five accused under the provisions of Unlawful Activities (Prevention) Act (UAPA), the Explosive Substances Act and under section 120-B (criminal conspiracy) of the Indian Penal Code (IPC). The five accused -- Syed Maqbool, Imran Khan, Asad Khan, Syed Feroz and Irfan Mustafa -- were put on trial after they pleaded not guilty to the charges framed against them and the court has now fixed the matter for recording of evidence on March 28, 2016.

Investigation into past activities of the Students Islamic Movement of India (SIMI) operatives revealed that the Khandwa module tried to mobilise support from terror outfits from outside India, New Indian Express reports on February 28. One member had visited Bangladesh while the group head had sent close to INR 3,00,000 to Tehreek-e-Taliban Pakistan (TTP), an outfit based in Pakistan. Sources said, interrogation by Research and Analysis Wing (RAW) and National Investigation Agency (NIA) have found that the SIMI opratives used certain members of the Singhi community from Raipur to send the money to TTP.Sheikh Aijzuddin, one of the operatives who died in an encounter with Telangana Police in April, 2015, had visited Bangladesh to seek assistance from groups operating from there.The Special Task Force (STF) has sought mobile call details of the SIMI operatives which are under verification. Meanwhile, Madhya Pradesh and Maharashtra Police have submitted petitions before a court in Rourkela (Odisha) seeking custody of the five whose remand with STF ends on February 29, 2016.

Southern Army Commander Lieutenant General Bipin Rawat said on February 26, "We are getting a lot of calls from Pakistani agents. They call up anybody to ask information. Earlier, such calls were restricted to the Indian Army officers but, of late, the scope is expanding to our jawans and anybody who can give defence related information...For instance, railway station masters in forward areas like Jaisalmer and Jodhpur in Rajasthan that witness troop movements, people associated with defence equipment procurement, food and essential supplies and even children of services personnel".
