After an Islamic State (IS) propaganda video featuring six Indians surfaced a fortnight ago, the Al Qaeda in Indian Subcontinent (AQIS), which is headed by Asim Umar, released a 26-minute audio message titled, ‘Without Shariah, War is Mere Strife’, “cautioning fighters against harming innocent Muslims”, reports The Hindu on June 2. Umar, the head of AQIS identified by security agencies as Sanaullah Haq from Sambhal in Uttar Pradesh and said to be based in the Afghanistan-Pakistan region, said in this Urdu post, “targeting innocent Muslims as well women and children of the enemy contradicts Islamic Shari’ah, and will prevent the fighter who perpetrates such an act from attaining the rewards of jihad.” The audio message of has Arabic, English and Bengali subtitles. The message said that it had been produced by the As-Sahab Media Foundation. An unnamed intelligence official said that the audio message as well as the timing of its release was “intriguing.” “AQIS has no traction among Indians. Al Qaeda chief Ayman Al Zawahiri has also said something similar in the past about alienating the masses through such mindless killings. In India, we do not have fighters as such. Who is the target audience then? It might be of some appeal to neighbouring Bangladesh as there have been killings of gay activists, Hindu priests and liberal bloggers there and AQIS has claimed responsibility,” the intelligence official said. However, another unnamed official said the authenticity of the audio message was being looked into. “It could be the work of an agent from an intelligence agency across the border. May be the Pakistan’s Inter-Services Intelligence (ISI) is trying to do this under the AQIS garb,” said the official.

Visakhapatnam in Andhra Pradesh (AP) has become a potential target for terrorist groups, there has been a general alert in Visakhapatnam in Andhra Pradesh following chatter being picked up by the Intelligence Bureau (IB) suggesting Lashkar-e-Taiba (LeT) operatives would be launched from Sri Lanka to strike, oneindia.com reports on June 2. The matter had come up for discussion during the law and order review meeting that AP chief minister, Chandrababu Naidu held with top Police officials. Naidu was told that vital installations in Visakhapatnam are high on the radar of terrorist groups. Targeting the coast from Sri Lanka, the first time that the ploy to target the coastal areas in Southern India came to light was following the arrest of a Sri Lankan national in Tamil Nadu. It was learnt that the Inter-Services Intelligence (ISI) had set up base in Sri Lanka with an intention of sending in its recruits to South India. At that time investigations had shown that the target was Tamil Nadu. However now fresh inputs suggest that there is a plan afloat to target Visakhapatnam which has a major port. The Eastern Naval Command too is under the radar of terrorist groups. These inputs have led to enhanced security. The coastal areas have become extremely vulnerable to terror strikes, says an Intelligence Bureau official. He further added that the ISI had set up a module in Sri Lanka with a specific intention of targeting South Indian states. They had their eyes fixed on Tamil Nadu, but the plan was foiled. However, now fresh inputs suggest that they are likely to send men to conduct a reconnaissance of areas with vital installations in Andhra Pradesh.

Ahead of Prime Minister Narendra Modi’s visit to the United States, the Union Ministry of Home Affairs (UMHA) signed an agreement on June 2 to join the global terror database maintained by the Terrorist Screening Center (TSC) of the U.S., reports The Hindu. Modi will be on a two-day visit to the country on June 7 and 8. “An arrangement between the authorised governmental agencies of the Government of India and the Government of the United States of America for exchange of terrorist screening information was signed here today. The arrangement was signed by Union Home Secretary Rajiv Mehrishi and Richard Verma, Ambassador of the United States of America to India,” a press statement issued by the UMHA said. The U.S. has already finalised such agreements with 30 countries and the Terrorist Screening Center has details of 11,000 terror suspects on its database, including nationality, date of birth, photos, finger prints (if any) and passport number. Under this arrangement, both sides will give each other access to terrorism screening information through designated contact points, subject to domestic laws and regulations, said the statement. The proposal was initially made by the U.S. in 2012, but had made little progress due to objections raised by security agencies.

The National Investigation Agency (NIA) on June 2 filed a charge sheet against a 23-year-old hacker from Tamil Nadu, identified as Mohammed Naser who went to Sudan to join the terrorist outfit Islamic State (IS), reports The Hindu. According to the charge sheet, a text message sent by the accused, Mohammed Naser, to his father has been listed among the key pieces of evidence against him. When he reached Sudan via Dubai on September 25, 2015, he allegedly sent a text message to his father: “Pray for me, for I will never forget you in my prayer…my prayer that we meet again if not in this world then in jannat (paradise)…I have reached to the Islamic State. I know it might sound kind of crazy for you but your son really had to take this bold step to get out of the corrupt system which has democracy first on its list. There is no comeback.”A resident of Thanjavur (Thanjavur District), Mohammed Naser first went to Dubai in October 2014, where his father was working. He came back to India when his 90-day visa expired. He went to Dubai again in May 2015 on an employment visa. Meanwhile in February the same year when he was in India, Naser came into contact with a Twitter handle- Dawlah, which promoted IS propaganda. He expressed his desire to travel to Syria and the user recommended his name to join a WhatsApp group, ‘Islam Q And A.’ Later in April, he switched to Telegram, a secure web-based application, after he came to know that it was difficult to intercept. “He was part of various IS chat groups and expressed his desire several times to do hijrat [migrate]. No one replied to his messages. It was in August 2015 he came into contact with another Twitter handle-madmullah which arranged his visa for Sudan,” said a senior NIA official.

A special court in New Delhi on June 3 sent Indian Mujahideen's (IM) alleged key operative, Abdul Wahid Siddibapa to judicial custody till July 1 after National Investigating Agency (NIA) submitted that his further custodial interrogation was not required in the case, reports DNA. Siddibapa, a resident of Bhatkal in Karnataka, was produced before Special Judge Rakesh Pandit on expiry of his seven-day NIA custody. Siddibapa, cousin of IM co-founder Yasin Bhatkal, was arrested at Indira Gandhi International Airport on May 20 after his arrival from Dubai.Earlier while seeking his further remand by 15 days, the NIA had told the court that during the interrogation, the accused said that he was the handler in several transactions through hawala for terror activities. It had submitted that after the disclosure made by Siddibapa, a number of teams have been sent to several spots for verification of fund transactions in places like Mumbai. It had also told the court that several other places, including Dubai, also needed to be verified in connection with fund transaction and teams will be sent to these places soon. NIA had alleged that Siddibapa played an active role as the main conduit in the chain of fund supply from Pakistan via Dubai to other IM operatives based in India for commission of terrorist acts.

Pakistan-based group is suspected to be behind cyber attacks on Indian government officials, luring them with emails referencing seventh Central Pay Commission, a software security firm FireEye has claimed, reports The Times of India. "On May 18, 2016, the group registered a fake news website and sent spear phishing emails to Indian government officials. The emails referenced the Indian government's seventh Central Pay Commission, a topic of interest among officials," FireEye said in a statement."FireEye has not previously observed this malicious tool used by these threat actors... Only one of the recipient email addresses was publicly listed on a website, suggesting that the actor harvested the other non-public addressees through other means," the statement said. The suspected Pakistan-based threat group has been active for several years, conducting suspected intelligence collection operations against South Asian political and military targets, it added. The group is the same that FireEye revealed in March to have conducted cyber attacks against Indian targets and Pakistani dissidents since 2013, it said.

India and Qatar on June 6 agreed to share intelligence to combat'hawala' (illegal money transactions) and terror financing as the two countries signed seven agreements and decided to move beyond the trading relationship and get into strategic investments, reports NDTV. The two sides highlighted the need to "isolate" the sponsors and supporters of terrorism and agreed that urgent action against all such entities, which support terrorism and use it as an instrument of policy, must be taken. At the end of wide-ranging talks, Prime Minister Narendra Modi, who is on a two-day visit, had with Emir of Qatar Sheikh Tamim bin Hamad Al-Thani and Qatari leadership, the two sides decided to constitute an inter-ministerial high-level joint committee to regularly review all bilateral matters, as well as regional and global issues of mutual interest. The two leaders exchanged views on the security situation in West Asia, Middle East and South Asia while expressing "grave" concern over the situation in Syria, Iraq, Libya and Yemen. They reiterated the importance of peaceful resolution of these issues through dialogue and political negotiations. An MoU was signed between the Finance Intelligence Unit-India (FIU) and Qatar Financial Information Unit to share intelligence on illegal movement of money, termed as 'hawala'. "The two sides further agreed to take action against illegal transfer of money," a joint statement issued after the talks said. There is a lot of money flow and investment from Qatar. A number of black money investigations have taken Indian authorities to Qatar's shores and such an MoU is seen as a move to help combat money offences. Under this pact, the two sides also agreed to exchange financial intelligence to combat terrorism financing and other economic offences.

The special NIA (National Investigation Agency) court June 6 rejected the bail plea of four accused in the 2006 Malegaon bomb blast case, reports PTI. Special NIA Judge V.V. Patil rejected the bail applications of Manor Singh, Rajendra Chaudhry, Dhan Singh and Lokesh Sharma. The four accused in the bail plea said that they were falsely implicated in the 2006 Malegaon blast case and there was no evidence against them. The defence lawyers argued that many things which the NIA claimed to have recovered from the accused were easily available in the market. However, the prosecution argued that there was ample evidence against the accused and the case is very serious in nature. Hence, they should not be given bail.

Indian Prime Minister Narendra Modi on June 8 said terrorism was being “incubated in India’s neighbourhood” and pressed for action without making any distinction against groups like Lashkar-e-Taiba (LeT), Taliban and Islamic State (IS) who share the “same philosophy of hate, murder and killings”, reports Business Standard. In his address to the joint sitting of US Congress, he said terrorism has to be fought with “one voice” as he commended the American Parliament for sending out a clear message by refusing to “reward” those who preach and practice terrorism for political gains, an apparent reference to the blocking of sale of 8 F-16 fighter jets to Pakistan.“In the territory stretching from West of India’s border to Africa, it may go by different names, from Laskhar-e-Toiba, to Taliban to ISIS. But, its philosophy is common: Of hate, murder and violence. Although its shadow is spreading across the world, it is incubated in India's neighbourhood,” he added. Modi further said the cooperation should be based on a policy that “isolates those who harbour, support and sponsor terrorists; that does not distinguish between ‘good’ and ‘bad’ terrorists; and that delinks religion from terrorism. “The prime minister noted that both the countries have lost civilians and soldiers in combating terrorism and highlighted how the US stood by India in the aftermath of terror attack in Mumbai in November 2008, which originated from Pakistan.”

India is ranked low at 141st place out of 163 countries on a Global Peace Index, making it less peaceful than countries like Burundi, Serbia and Burkina Faso, with violence taking a USD 680-billion toll on its economy in 2015, news18.com reports on June 10. India has moved up two position from 2015 but the study said the country's peace score has "deteriorated" over the past year -- which means the slight rise in ranking could be due to worse performance of others. The report said that in the last decade, India's position has deteriorated when it comes to peace "by 5% largely due to deteriorations in the indicators measuring UN peacekeeping funding and the level of political terror". Within South Asia, Bhutan was ranked best (13th overall rank), while India was fifth followed by Pakistan at sixth (overall 153rd) and Afghanistan at sixth place (global 160th).

Six months after Mohammed Asif was arrested by Delhi's Special Cell unit, Delhi Police submitted its chargesheet accusing 17 operatives, out of which, 12 are absconding, for allegedly conspiring, recruiting Indian youths and establishing a base of terror outfit Al Qaeda in Indian Subcontinent (AQIS), dnaindia.com reports o June 11. Through its investigation in the past six months, the probe agency alleged that AQIS through its 'chief' Sanaul Haq was trying to set up base in India. In the more than a thousand-page charge sheet filed before Additional Sessions Judge (ASJ) Reetesh Singh at Patiala Court, Delhi Police charged the five arrested accused -- Mohammad Asif, Zafar Masood, Mohammad Abdul Rehman, Syed Anzar Shah and Abdul Sami, for alleged offences under the provisions of Unlawful Activities (Prevention) Act (UAPA). The five accused were arrested between December 2015 and January 2016 from various parts of the country.Besides these five, Police have also charged 12 others who are absconding and have a non-bailable warrant (NBW) issued against them by the court. The absconding accused are AQIS 'chief' Sanaul Haq, Syed Akhtar and Usman, who are believed to be working directly for Haq and others that include Mohammad Sharjeel Akhtar, Mohammad Rehan, Abu Sufiyan, Syed Mohammad Arshiyan, Syed Mohammad Zishan Ali, Sabeel Ahmed, Mohammad Shahid Faisal, Farhatullah Ghori and Mohammad Umar.In the charge sheet, Delhi Police have outlined Asif's journey from working in a building materials supply shop in Western Uttar Pradesh's Sambhal district to becoming the head of the Indian Chapter of AQIS. Based on Asif's interrogation and testimony, authorities apprehended Masood, Rehman and Shah from various parts of the country. Through its investigation in the past six months, the probe agency alleged that AQIS through its 'chief' Haq was trying to set up base in India. Asif, also from Sambhal like Haq, was one the main propagators. In order to set up a module in India, in the first decade of the 21st century, Asif traveled to Waziristan, Pakistan, through Iran and Turkey where he received Deeni (religious training), though, he was exempt from rigorous Askari (battle and weapons training) due to his advanced stage. There he met leaders of various other banned terror outfits including leaders from Indian Mujahideen (IM), Harkat-ul-Mujahideen (HuM), Jaish-e-Mohammed (JeM), Lashkar-e-Taiba (LeT) and others. It has been alleged that the accused were in touch with each other through email, Skype and various other social media platforms. During the investigation, experts from the Cyber Forensic Division, CERT-In (Indian Computer Emergency Response Team) and Department of Electronics & Information Technology were called to verify the data - the report of which would be found in the supplementary charge sheet.Asif's account of his travels and his communication have been verified through airline tickets, emails and a note by the Ministry of External Affairs (MEA) that confirms Asif had applied for an emergency passport at the Indian Mission in Istanbul, Turkey claiming he was a tourist and had lost his passport. Of the 17 accused, six hail from Sambhal District of Uttar Pradesh (UP) and are known to be either childhood friends or neighbours. The Hindu adds that out of the 17, one Abdul Rehman, had met Jamat-ud-Dawa (JuD) 'chief' Hafiz Saeed in Lahore, Pakistan in 2015. An investigator told that Abdul Rehman, who was a teacher at a madrasa (Islamic Seminary) in Odisha’s Cuttack prior to his arrest on December 17, 2015 had met both Saeed and Zaki-ur-Rehman Lakhvi while on an illegal visit to Pakistan in the early part of 2015. “Two other AQIS members Farhatullah Gauri and Rashid had taken Rehman to Rawalpindi jail where he met Zaki-ur-Rehman Lakhvi, the chief of Lashker-e-Taiba’s armed wing. During his discussions, Lakhvi mooted the idea that since Abdul Rehman is a religious preacher, he should create an organisation like JuD in India and invite more Muslims to take part in jihad,” said the Delhi Police Special Cell source. He said all monetary assistance was promised by Lakhvi who also asked Rehman to stay in touch with Sajid Mir alias Kasim, another key figure behind the 26/11 (November 26, 2008) Mumbai attacks

Pakistan's Inter-Services Intelligence (ISI) had paid Riyaz Bhatkal INR 26 crore to carry out blasts in India, investigations have revealed, oneindia.com reports on June 16. Riyaz Bhatkal also got a bungalow in Karachi, Pakistan security investigations have also revealed. This now appears to be the source of the problem which led to such a major split in the Indian Mujahideen (IM). Yasin Bhatkal had always complained that he had to do the dirty work on the field while Riyaz and his brother Iqbal enjoyed life in a secure bungalow. Moreover, in latest revelations, IM's hawala pointsman Abdul Wahid Siddibappa, who sent money between 2011 and 2013 for most of the blasts carried out by the outfit in India, claimed that Pakistan-based Iqbal Bhatkal used to threaten cadres that they would be shot if they didn't follow his orders or showed signs of deviating from the path of jihad, The Times of India reports on June 16. Siddibappa, who was deported from the UAE last month, told his interrogators that if any member, after joining IM, tried to defect or leave the group, he would be threatened with dire consequences. Siddibappa, also from Bhatkal and related to Riyaz and Iqbal, said Iqbal was a "gunda" and a "short-tempered" person. Siddibappa claimed that Afeef Jilani, another senior IM member, had a fight with Riyaz and Iqbal because the latter married a woman in Pakistan. Afeef was left "half dead", he claimed.

Intelligence agencies have warned the government about terror threat to port and small islands spread across the Bay of Bengal and the Arabian Sea, as according to intelligence inputs, terrorists are on the lookout for launching an attack similar to the 26/11 (November 26, 2008) Mumbai attack on these vulnerable targets, India Today reports on June 17. Sources in the Intelligence Bureau (IB) said that about 180 small ports and islands are on the hit list of terror organisations active in the region. Militants may take advantage of slack security at these locations to strike, intelligence reports said. Intelligence agencies have warned the government that over 180 ports in states like Gujarat, Maharashtra, Tamil Nadu, Karnataka and Kerala are on the terror hit list. Terrorists have also identified 30 such islands where they can strike.Intelligence inputs received from terror groups have also revealed that militants may use Indian ships operating close to the coastal areas to launch an attack. Terrorists have also identified at least 10 small isolated islands which can be used to carry out their sinister plans.

Iran is “encouraging” terrorism against Israel, “including” in Delhi and its concerns in this regard have been conveyed to the Indian government, Israeli Ambassador Daniel Carmon on June 16 said, reports Indian Express. He further said, “Iran is encouraging terrorism including in this very city. We had unfortunately an attack in 2012 against a diplomat of Israel embassy. Iran is encouraging instability in our region, Iran is developing capabilities...Iran is practically on the borders with Israel and I think the world knows and if we have not been vocal enough to express what we feel about Iran then we have failed. But I think we have not failed. Our hosts in India, our counterparts know exactly what we feel about Iran".The envoy said during an interaction here that Israel does not feel “left out or abandoned” over India’s deepening ties with Iran. India and Israel have a lot going on, he said, adding that the visit of his country’s President to India is pending. He also called for united efforts in combating terror. “Terror is terror is terror. I think the phrase that I have learnt in India is a very important one that there is no good terror or bad terror. Terrorism anywhere should be fought and denounced. It is one of the challenges we face and have to confront,” Carmon said.

Maharashtra Government has challenged the discharge of nine accused in Malegaon 2006 bomb blast case before the Bombay high court, Hindustan Times reports on June 17. Public prosecutor Sandip Shinde on June 17 informed the division bench of Justice Abhay Oka and Justice Amjad Sayed that the government had filed an appeal challenging the discharge of the accused. On April 25, 2016 a special National Investigation Agency (NIA) court discharged nine arrested by the Anti-Terrorism Squad (ATS) in connection with the Malegaon blasts, observing that “they became scapegoats at the hands of the ATS.”The accused were Noorul Huda Samsodhoha, Shabbir Masiullah, Raees Ahmad Mansuri, Dr. Farogh Magdumi, Shaikh Mohdmad Ali, Asif Khan, Mohammad Zahid Abdul Majid, Abrar Ahmad and Dr Salman Aimi. Masiullah died long before the discharge order was passed. The ATS had alleged that the accused were members of the banned organisation Students Islamic Movement of India (SIMI) and the conspiracy to carry out the blasts was ‘to ensure an explosion in such a manner, and on such an occasion, which would infuriate the Muslim community to commit communal riots and disturb the public order.’

Union Home Minister (UHM) Rajnath Singh on June 16 (today) insisted on the need to make India's coastal security fool proof and impregnable, reports Zee News. During his meeting with top officials of nine coastal states and four Union Territories to review coastal security, Singh said the vulnerability of India's coasts was exposed in 1993 when explosives were smuggled to Raigadh (Maharashtra) and then in 2008 when terrorists attacked Mumbai. He, however, underlined that a number of initiatives have been taken to strengthen the coastal security after terror struck Mumbai in 2008. The meet will discuss an expeditious implementation of coastal security schemes, institutional set-up in the participating states and UTs to review coastal security, constitution of state maritime boards, security of non-major ports and single-point mooring, coastal mapping, and islands' security. The issues to be deliberated upon also include distributing Biometric Identity Cards and Card Readers among the fisherfolk, colour coding of fishing and other boats, monitoring of fish landing points and crossing of International Maritime Boundary Line by the fishermen.

Exuding confidence that the Comprehensive Convention on International Terrorism (CCIT) would be approved very soon, External Affairs Minister Sushma Swaraj on June 19 said one must not distinguish between good terrorists and bad terrorists, adding India has put forth its concerns to China which had blocked a ban on Jaish-e-Mohammad (JeM) 'chief' Masood Azhar in the UN, preventing him from being put on the UN terror list.Swaraj said this act of Beijing acts as a hindrance in the global fight against terrorism. "The differences which are prevalent in context of the definition, we are holding parleys on this that one must not differentiate between good terrorists and bad terrorists. A terrorist is a terrorist. And a terrorist does not commit crime against a country, but against the humanity. And I had put forth this point in front of China publically and also during the Russia India China (RIC) meeting," Swaraj said during a press conference here.Swaraj further said the gulf nations like Dubai, Saudi Arabia and Qatar, which earlier had different views with regard to the definition on terrorism, have agreed to our ideology which in itself is a great achievement for us. "And the kind of support we are getting is immense as almost all nations are with us on our definition on terrorism that we should not differentiate between good and bad terrorist and that people or entities which are financing terrorist or are providing safe havens to terrorist should be brought under this definition," he added. CCIT, a treaty proposed by India in 1996, aimed to ban terrorists and make it binding for countries to deny funds and safe haven to them.

The second-in-command of Islamic State's (IS) India unit Junood-al Khalifa-al-Hind, Rizwan Ahmed alias Khalid, is undergoing intense questioning by National Investigation Agency (NIA), which is trying to elicit details of the outfit's recruits and unravel their terror plot, besides getting to know about all those who travelled to IS territory in Iraq and Syria. Associated with the IS since 2015, 19-year-old Rizwan, a resident of Kushi Nagar in Uttar Pradesh, was in direct touch with Yousuf-Al Hindi, code name for Shafi Armar, the alleged co-founder of the India arm of IS. Rizwan travelled across the country to meet other senior members of the outfit - Muddabir Sheikh, Nafees Khan and Zarar - and propagate its agenda of jihad (holy war). The India 'emir' (head) of Islamic State module, Muddabir Sheikh - arrested by NIA and states police forces earlier this year - had first met Rizwan in Saharanpur last year on the directions of Armar. They were asked to expand the organisation and streamline its operations apart from assigning roles for fund-raising, recruitment, logistics and propaganda to other recruits. A senior officer said, "Rizwan was among the important people in the ring. He interacted with Yousuf al-Hindi regularly and looked after the travel of recruits, probably to other countries for sending them to caliphate. We are questioning him about the missing/absconding members of the outfit."

India on June 21 demanded the UN to slap sanctions against the new Taliban leader in Afghanistan, Mawlawi Haibatullah Akhundzada saying it is "sheer folly" that the leader of a proscribed entity is not yet designated as a terrorist individual, reports Business Standard. "It is sheer folly that the leader of a proscribed entity is not yet designated as a terrorist individual," India's Permanent Representative to the UN Ambassador Syed Akbaruddin said at a Security Council debate on the UN Assistance Mission in Afghanistan (UNAMA).Supporting New Zealand's position that the anamoly should be corrected, Akbaruddin said the new Taliban leader should be sanctioned. The Taliban had named Mawlawi Haibatullah Akhundzada, a conservative cleric in his 50s, as its new leader after Mullah Akhtar Mansour was killed in an American drone strike last month. US State Department's Deputy Spokesperson Mark Toner had said in a press briefing then that Akhundzada was not on any kind of a terrorist designated list.Akbaruddin further emphasised that groups and individuals perpetrating violence against the people and government of Afghanistan cannot have safe havens and should not be allowed to exercise control and wield influence over any part of Afghanistan's territory. "This, in our view, is critical for lasting peace in the country," he said adding that effective implementation of the Security Council sanctions regime including the 1267 ISIL/Al-Qaeda Sanctions and 1988 Taliban's regime should also be carried out "consistently and with perseverance" for it to serve as a strong deterrent to the listed entities and individuals.

Pakistan's concerns on India's role in Afghanistan are "overestimated," the Special US Representative for Afghanistan and Pakistan, Richard Olson stated on June 21, reports The Times of India. He warned that Pakistan will not have a "bright future" unless it takes action against terror groups like Afghan Taliban and the Haqqani network."India has been a supportive partner for Afghanistan. It has provided a limited amount but important military assistance (to Afghanistan)," Olson added."I sometime feel that the degree of Indian influence on Afghanistan may be overestimated in Pakistan," Olson said when asked about apprehensions about Indian influence in Afghanistan. The fact is, he said, there are "four Indian consulates in Afghanistan" as against the Pakistani narrative. Noting that Pakistan has its own security concerns, Olson said that the United States believes that "Pakistan will not be secure, until and unless" it takes actions against terrorist organisations, in particular the Afghan Taliban and the Haqqani network that take terrorist actions against its neighbours.

Terrorists are hiding in villages close to the Pathankot airbase in Punjab and may attack it again, the Parliamentary Standing Committee (PSC) on Home Affairs said in Jammu on June 21, sending alarming bells ringing in Punjab and Jammu and Kashmir, reports Asian Age. The panel said the Government has been informed about its fears and security at the strategically important yet vulnerable facility has been increased. However, Home ministry sources in New Delhi claimed there was no concrete intelligence input to suggest that some militants had sneaked in from across the border in the Pathankot region and were hiding near the Air Force base to launch another attack. Sources said that ever since the January attack security, particularly border patrolling, along the India-Pakistan border in Punjab had already been considerably enhanced.“After going back from Pathankot, we made our suggestions to the government and said that there can be a further attack on Pathankot. We were told by the villagers that some terrorists were still hiding in the villages there,” committee chairman P. Bhattacharya stated on June 21. He added that after the recommendation of the committee, the government has alerted the Border Security Force (BSF), Central Reserve Police Force (CRPF) and Army and handed over security of the airbase to them.

As many as 285 Indian nationals have been named in a list of 4000 odd targets put forth by the pro-Islamic State (IS) group, Asian Age reports on June 23. This isn’t the first time when a terror group has propounded such a list. According to a report, the target list has been produced by pro-IS United Cyber Caliphate and released on Telegram, the terror outfit’s private channel. The list has names and personal details of individuals to be killed. The data has been collated from open sources available online. The entire list has been presented in an excel sheet format with names and addresses of as many as 4681 people from across the world. Not only Indians, but also people hailing from US, Britain, Canada and France have been named.Though the approach undertaken by the group seems to be unsophisticated, its allegiance with IS creates potential of having direct effect on the real world, according to analysts. On the other hand, the Jihadi intelligence agencies have belittled the threat posed by the list. The tactic behind the list seems to be in tandem with IS’s philosophy, which calls for individuals who can’t make it to Syria and Iraq for Jihad to act in their countries, to kill people averse of Islam. An imagery with words like ‘O individual wolves out there in the world. Kill the cross wherever you find it’ and ‘kill them strongly...kill the hardly’ has been produced by the group along with the list. Besides hashtags like - Very important kill list and kill them immediately were also flashed in the aforementioned propaganda image.

Counter-terror agencies now suspect that this may be the traditional route through which many more Indian jihadis may have entered Pakistan to enlist in the terror camps in the restive FATA (Federally Administered Tribal Areas) region. The revelations have come from the confessions of Mohammad Asif, the arrested India-head of al-Qaeda in Indian Subcontinent (AQIS). Asif has told his interrogators that he, along with two associates Mohammad Sharjeel Akhtar and Mohammad Rehan, had used this route. An associate told the trio to go past the Iranian border check-post on the pretext of visiting the mosque which was located inside Iran but after the border post. “The backside of the mosque opened inside Pakistan,” Asif has said. After getting a three-month Iranian visa on the pretext of pilgrimage to pay ‘ziyarat’ (obeisance) at the tomb of the Iranian leader Ayotollah Khomenei, the trio was taken from Teheran airport by bus to Zahedan and then to another place called Saravan and thence to the Rituk border. From a bus station in the Pakistan border, the next stop was Quetta, Balochistan followed by a bus ride to Pishin and then a two-day drive to Ghazni in Afghanistan. The trio’s next stop was at Azan Warsak, South Waziristan, Pakistan before reaching Miranshah in North Waziristan on July 22, 2013. During his about eight-month stay in the training camp, Asif met many youth mainly from Karachi, Sindh but there were quite a few Indians too.In one instance, Asif came across two young boys who said they were from Maldives, but Asif thought they were concealing their identities as their accents were distinctively from eastern Uttar Pradesh. While Akhtar and Rehan underwent extensive courses and trainings, Asif was not selected for further training because of his advanced age and instead sent back to India with the mandate of enlisting new recruits for AQIS. Sharjeel and Rehan along with five Pakistani youth were sent for ‘Askari’ training in the Datta Khel mountains where they had to undergo a month-long training which was divided into three stages. The first stage was of one week duration and consisted of outdoor activities like exercises and running. The next stage comprised of theoretical lessons and indoor classes like assembling and dismantling of arms like Kalashnikov rifles and pistols while the third stage consisted of weapon firing. After a month would start a few more training programmes including making IEDs, etc.Asif was arrested on December 14, 2015, by Delhi Police when he had come to the national capital from Sambhal to meet newly-motivated youth intending to join AQIS.It is on the basis of Asif’s confessions that the Indian agencies have concluded that the AQIS head Asim Umar is none other Shanul Haque, a resident of Deepa Sarai, Sambhal. Umar had left India for Pakistan in 1995 and had initially joined the Harkat-ul-Mujahideen (HuM). Presently, he is believed to be staying in hideouts in the mountains of Shaobal, near Datta Khel, North Waziristan, although Pakistan has claimed to have claimed that area back from the jihadi groups.

The Ficci-Pinkerton India Risk Survey, which mapped 12 key risks that pose threat to the economic ecosystem of the country, ranked strikes, closures and unrest; information and cyber insecurity; and crime among the top five threats to business operations, reports Business Standard. Besides, terrorism and insurgency; corruption, bribery and corporate frauds also hampered the businesses, it said. "The devastation that takes place from terror attacks can easily disrupt the entire business operations. A major fear is the rise of terrorist activities in the Middle East and its expansion to the Indian subcontinent," the survey noted.Along with terrorism, insurgency by leftist guerrilla groups and other ethnic insurgencies in various parts of India pose major risks for business establishments and operations, it added. The risk of political and governance instability was ranked sixth in the survey. Another area of concern voiced by various industry bodies was retrospective tax demands served on many multinational corporations.

The recent arrest of four persons by the City Task Force (CTF), in Vishakhapatnam, Andhra Pradesh for trying to smuggle and distribute Fake Indian Currency Notes (FICN), has become a worrying factor for the city Police, The Hindu reports on June 25. According to sources in the department, senior Police officers are contemplating asking Intelligence Bureau (IB) or CBI or the Terror Funding and Fake Currency Cell at the National Investigation Agency (NIA) to investigate the case, as the source of procuring the FICN is beyond the boundaries of the State.More importantly, sources said the FICN seized was not like the earlier ones and had a clear signature of Pakistan’s ISI (Inter-Services Intelligence). “The fake currency rackets that we had busted earlier were mostly cheating cases or the FICN seized were not very close to the original notes and were mostly printed domestically. But in this case, the FICN seized complied close to 90 per cent of the security parameters of the original ones. Such notes have international connections,” said a senior Police officer. The CTF seized FICN of face value of INR 6,78,000 from the four accused, and according to a senior officer from the State’s Intelligence Department such notes make way into the country from Pakistan via Gulf and the South-East Asian countries.

The Special Cell of Delhi Police has seized four kilograms of heroin worth INR 16 crore in the international market and arrested three members of a drug cartel having links with Malda (West Bengal)-based drug suppliers on June 23, and their kingpin on June 26, reports Financial Express. The gang, whose members belonged to West Bengal, was under surveillance of the cell for the past four months and it was found that they were supplying the heroin to Bareilly and Delhi, DCP (Special Cell) Sanjeev Kumar Yadav said. On specific input, a team arrested two members of the gang — Ganesh Haldhar and Manik Biswas and a Bareilly based receiver Johri on June 23 near Gokalpuri flyover in northeast Delhi. Four kilograms of fine quality heroin was recovered from them, he said. During their interrogation, the trio revealed information about the kingpin of the gang, Samir Mallik, Yadav said. They also revealed that Mallik procured heroin from a drug supplier in Malda. A team of Special Cell travelled to West Bengal and carried out several raids and apprehended Mallik on June 26, he said. The heroin is brought from Malda District as there is large scale illegal cultivation of opium in the area surrounding Kaliachak, which was in news recently for widespread rioting allegedly by the drug mafia, he added. The riots in Malda were allegedly a well-planned conspiracy to destroy the records of drug mafia kept at the Kaliachak Police Station in the District, Yadav said. Malda District has emerged as an “epicenter” of illegal drug and counterfeit currency trade due to its strategic location along the international border, he said. It is alleged that a large portion of this drug money goes into buying sophisticated weapons smuggled through the porous Bangladesh border, the officer added.

Engineering student Aashiq Ahmed, arrested by the National Investigation Agency (NIA) from Hooghly in West Bengal for being part of Islamic State (IS), had plans to kill the Trinamool Congress MLA (Member of Legislative Assembly) from Hooghly, Asima Patra, as he suspected her role in the murder of another TMC leader Kazi Naseeruddin in 2013, Economic Times reports on June 28.Naseeruddin was arrested by Dhanekala Police Station in 2013 and died in custody. According to Aashiq, Naseeruddin was a "very powerful and popular leader from his locality. He was implicated in a false case in connivance with the local police and murdered inside the police lock-up," he is believed to have said. According to NIA, Aashiq had plans to kidnap the MLA and demand extortion for her release as part of Mal-e-Ganimat (war-booty).He also intended to provide a portion of the extorted money to the family of Naseeruddin in order to help the family raise his minor children, said a senior official who questioned Aashiq. However, he was advised by another member of IS inspired radical outfit Junoode-Khalifa-e-Hind to put his plans on hold for the time being. Aashiq claimed that he also had plans to target a former TMC leader Jiten Sarkar for his alleged role in instigating the tribal people staying near a cemetery not to allow Muslims perform last rites at the cemetery.According to him, he was drawn towards IS when he started reading a book in 2014 that detailed the rise of Imam Mehdi at a place called Khurasan in Afghanistan. Aashiq later opened a Facebook account and started liking posts related to IS and browsed through pages with title such as "Children of Gaza in Smile and Tears", "Support for Palestine" and "Justice for Palestine". He later came in contact with Mohammad Nafees who introduced him to Shafi Armar alias Yusuf-al-Hindi. Armar is a former Indian Mujahideen (IM) 'commander' who is now believed to be operating from Syria and had pledged allegiance to the Abu-Bakr-al-Baghdadi-led caliphate.

Prime Minister Narendra Modi on June 27 said India will have to be "alert and conscious" all the time but wondered with whom in Pakistan red lines can be drawn for conducting talks, with the elected government or "other actors", reports The Times of India. He also said that India would have to drive home the advantage on the fact that the world is now convinced of its views on terrorism from across the border by continuing to put forth its views on this matter."The first thing is that with whom in Pakistan you will decide about laxman rekha — with an elected government or with other actors. So India will have to be alert and conscious all the time. There should not be any laxity and negligence," he told. Modi was asked what is the 'lakshman rekha' for holding talks Pakistan because in 2014 it was said it will be only talks between the two countries and not with Hurriyat, the second was 26/11 and now Pathankot. He said because of his consistent efforts like the visit to Lahore or inviting the Pakistan Prime Minister here that he no longer has to convince the world about India's stand on terrorism."The world in one voice is praising India's role. Pakistan is finding it difficult to answer. The world is watching. If we remain an obstacle then we will have to convince the world that we are not like this...Earlier the world would not buy India's theory on terrorism and sometime it would even treat it as out law and order problem. Now the whole world is accepting what India says on terrorism. It is accepting the loss caused to India by terrorism, the loss caused to humanity by terrorism. I believe India will have to continue putting forth its view on this matter," the Prime Minister said.

TATP was recovered from the Abdullah bin Ahmed Al Amoodi alias Fahad’s house in Hyderabad. NIA said that IS module leader Mohammed Ibrahim Yazdani alias Ibbu procured large amounts of acetone hydrogen peroxide and sulphuric acid, which are the main ingredients in TATP. The explosive have become popular among Al-Qaeda and IS the ingredients are easily available in medical and cosmetic stores. The IS module arrested from Hyderabad was preparing IEDs (Improvised Explosive Device) for commission of terror acts and were being guided by an online handler suspected to be based in Iraq/Syria. NIA recovered firearms, ammunition, precursor chemicals for making explosives, digital exhibits and INR 15,00,000 cash from the searched locations. NIA also seized two semi-automatic pistols with ammunition, an air gun with telescopic sight and shooting practice target boards, a large number of digital items including six laptops, about 40 mobile phones, 32 SIM cards, and a large number of hard disks, memory cards, pen drives, and digital tabs.New Indian Express adds that the operatives had plans to carry out terror strikes in various parts of the country after executing their nefarious designs in Hyderabad. They had tentatively planned to carry out multiple bomb blasts Hyderabad on Saturday (July 2) evening.Further, according to dailymail.uk, with the five arrests from Hyderabad, the number of IS recruits in custody has gone up to 54. Recent arrests and intelligence reviews show that the terror group is working on a franchise model, urging young Muslim youths to carry out local strikes. NIA says the rookies were in touch with a former Indian Mujahideen (IM) operative who is now part of IS, and were plotting terror strikes and communal clashes.

A report on June 30 claimed that Lashkar-e-Taiba (LeT) and Jaish-e-Mohammad (JeM) have set up terror camps in Pakistan's Punjab province, which is adjacent to the Indian borders, according to Zee News. The report said the terrorists are being trained by Pakistani Army. Report further stated that the terrorists belonging to the dreaded Pakistan based terror groups are trying to infiltrate and planning to execute Pathankot-type attack in India. Moreover, Pakistan has not taken "sufficient action" against terror groups like LeT and JeM, the US recently said, while noting that these outfits continue to operate, train, organise and fundraise in that country. The US State Department in its annual 'Country Reports on Terrorism - 2015' report said some UN-designated terrorist groups, such as Lashkar and Jama'at-ud-Dawa (JuD) and Falah-e-Insaniyat Foundation (FIF) were able to raise funds and hold rallies in Pakistan.

The United States (US) on June 30, designated al-Qaeda in the Indian Subcontinent (AQIS) as a “foreign terrorist organisation” (FTO) and added its 'chief' Asim Umar to its list of global terrorists, reports Indian Express. The US State Department’s Bureau of Counterterrorism announced the designation, coinciding with the visit to India by US Under Secretary for Political Affairs, Thomas Shannon. He met Union Home Minister Rajnath Singh and NSA Ajit K Doval, a day after meeting counterpart Foreign Secretary S Jaishankar.“Today’s action notifies the US public and the international community that AQIS and Umar are actively engaged in terrorism. Designations of terrorist individuals and groups expose and isolate organisations and individuals, and result in denial of access to the US financial system. Moreover, designations can assist or complement the law enforcement actions of other US agencies and other governments,” a US State Department spokesperson said.Following the announcement, a South Block official said: “This reflects the close and strong counter-terrorism cooperation between the two countries, which has been elevated in recent years.” Sources said Indian security and intelligence agencies have worked closely with American counterparts to provide information on AQIS and Umar, which formed the basis for the designation. Officials pointed out that the recent Indo-US joint statement said that the leaders of the two countries committed to strengthen cooperation against terrorist threats from extremist groups such as Al-Qa’ida, Da’esh/ISIL, Jaish-e-Mohammad (JeM), Lashkar-e-Taiba (LeT), D Company and their affiliates, including through deepened collaboration on UN terrorist designations. The State Department’s designation prohibits US citizens from engaging in transactions with AQIS and Umar and the freezing of all of their properties and interests in the US, or which come within US or possession of control of US persons, the State Department statement said. The consequences of AQIS designation include a prohibition against knowingly providing, or attempting or conspiring to provide, material support or resources to the organisation, the statement said. Umar is a former member of another US designated FTO, Harkat-ul-Mujahideen (HuM).
