A Sessions Court at Delhi on March 5, discharged suspected Lashkar-e-Taiba (LeT) bomb expert Abdul Karim Tunda and three others due to lack of evidence, who were accused of helping terrorists from Pakistan and Bangladesh infiltrate India in 1997 to carry out terror attacks, reports scroll.in. The verdict was announced for the fourth and final case filed by the Special Cell of the Delhi Police against Tunda. He was one of the 20 terrorists India had asked Pakistan to hand over after the 26/11 (November 26, 2008) attacks in Mumbai.While the Delhi Police had named Tunda in 20 cases, they filed only four chargesheets against him. The court also released his father-in-law Mohammad Zakaria and their two alleged aides Allauddin and Bashiruddin. Tunda was discharged in connection with three other terror cases last year, including one from 1994 that was filed under the Terrorist and Disruptive Activities (Prevention) Act. The Special Cell challenged this verdict in the Supreme Court.The other incidents Tunda was charged for were related to a blast in Karol Bagh in Delhi in 1997 and two blasts in Sadar Bazaar the same year. He was arrested from the Indo-Nepal border at Banbasa, Uttarakhand, on August 16, 2013. Zakaria, Allauddin and Bashiruddin were lodged in jails in West Bengal in connection with cases filed there against them.

Two of the 14 teenagers who had gone missing after the 2002 communal riots in Ahmedabad (Gujarat) have been traced to Pakistan, The Times of India reports on March 6. This has been revealed by Gujarat Police which with the help of central agencies located the teenagers. Sources from the Gujarat Police said the duo that has been traced to Bawahalpur, the place where Lashkar-e-Taiba (LeT) headquarters is located in Pakistan, is from eastern Ahmedabad which witnessed major riots in 2002."We have also got leads about the third youth and are verifying his identity," said a top Gujarat Police official. Highly placed police sources said they had the photographs of the 14 youngsters who had gone missing after the riots...We interrogated a few persons recently and showed them the photographs. They have identified two of them. More shocking is the fact that both the Ahmedabad youths are into terror training imparted to other youths in Pakistan".The sources confirmed that they have reports that the two youths are in direct contact with Pakistan-based Indian Mujahideen (IM) operative Amir Raza Khan and Iqbal Bhatkal and are planning major terror strikes in India including Gujarat during early next year. "We are worried as the coming year will be the election year for Gujarat and there will be heavy VVIP movement then. We are in contact with central agencies and are working to avert such possible strikes" the official added.

Delhi High Courtrefused to grant bail to one of the five accused arrested for allegedly supplying sensitive documents to Inter-State Intelligence (ISI) operatives of Pakistan, saying allegations against him were "very serious in nature", Asian Age reports on March 7. Justice P S Teji denied relief at this stage to accused Fareed Khan, an Army Constable who allegedly shared secret information with other co-accused who used to forward them to Pakistan based intelligence operatives for monetary gains."In light of the facts and circumstances, this court is of the view that the allegations against the petitioner are very serious in nature, he is involved with other co-accused in supplying the information relating to Indian national security to Pakistani intelligence agency ISI...In the kind of cases in which petitioner's involvement is disclosed by the main accused and recovery of documents from the petitioner, in the considered opinion of this court the submission of Additional Public Prosecutor ... regarding misuse of liberty of bail either by fleeing from justice or by tampering with evidence or by indulging again in anti-national activities, cannot be ruled out at this stage, especially when the trial is at an initial stage," the court said.It said after careful scrutiny of the case and examining the contents of the petition and the FIR, "this court observes that the name of the petitioner is disclosed by the main accused Kaifaitullah Khan, who was the ISI Agent." All the five accused were arrested in connection with alleged supply of secret Indian documents to an operative of Pakistan's ISI.

However, he said “there was enough credible sourcing for the matter to be taken very seriously”. Naseer Janjua conveyed the warning to his Indian counterpart, Ajit Doval, on March 5, following which NSG special forces were deployed to Gujarat to back up state Police.India, a diplomat said, believes the intelligence was provided “to pre-empt a potential crisis in bilateral relations, even war”. “Lots of pressure has been mounted by India and the United States, and perhaps it is paying off,” said the source. The intelligence on the possible attack in Gujarat is just the second exchange of its kind between the two countries, coming over a decade after India’s Research and Analysis Wing (R&AW) passed on the contents of intercepted phone calls warning of a December 15, 2003 assassination attempt on Pakistan’s then President, General Pervez Musharraf.

Temples, key buildings, shopping malls, popular markets and military installations all are under security radar of the Delhi Police and other security agencies amid an intelligence input that terrorists could carry out a strike in the city and National Capital Region (NCR) region on March 7, on the occasion of Mahashivaratri.As per the Intelligence Bureau (IB) alert, 10 terrorists belonging to the Lashkar-e-Toiba (LeT) or Jaish-e-Mohammed (JeM) terror groups are believed to have sneaked into the Indian territory through the Gujarat border. It is suspected that the terror operatives are planning to target Delhi, especially because the Parliament is in session.The Delhi Police are ensuring that CCTV cameras at all places with high footfall, like popular markets in the city and Metro stations, are functional. Patrolling across the city has been intensified. The terror alert followed discovery of an abandoned boat off the coast of Gujarat.High alert has also been sounded in Gujarat and Jammu and Kashmir, apart from Delhi. Security around major religious sites in Gujarat like Somnath Temple and Akshardham and in metro cities -- Mumbai, Delhi, Chennai, Kolkata and Bengaluru – has also been increased.Vital installations across the metros like railway stations and airports are also being secured. The Indian Coast Guard has enhanced surveillance along the West coast, more specifically in the seas off Gujarat, following inputs that 10 suspected Lashkar-e-Taiba (LeT) and Jaish-e-Mohammad (JeM) terrorists could have entered India from Pakistan to launch an attack, IBNLive reports on March 7."We have enhanced our air and sea surveillance following the security threat. Our surveillance is always 24x7, but since the input has come directly from the NSA, we are more cautious," said a senior Coast Guard official. Four National Security Guard (NSG) teams were rushed to Gujarat following the input which mentions about 10 terrorists of LeT and JeM having entered India via Gujarat and that they could carry out a terror strike in Delhi. A gang of five operatives of the Students Islamic Movement of India (SIMI) had broken out of the Khandwa jail in Madhya Pradesh in 2013. While two were killed in an encounter at Telangana recently, three others were nabbed in Odisha last month. The NIA has been questioning the trio since the past week and had found that they had stayed in Karnataka for a considerable amount of time. It was found that they had taken up accommodation in towns such as Yadgir, Dharwad and Hospet. Further it was also found that these persons were staying in Karnataka when they planned the robbery at Karimnagar in Telangana.The NIA team in Karnataka will look for more clues relating to the case. Further the NIA is also trying to find out if there is a link between these persons and the Chennai train blasts. The Chennai blasts is unsolved and the NIA feels that it may be connected to these persons. The allegations against these persons is that they had carried out the Chennai, Bijnor blasts apart from robberies at Madhya Pradesh, Uttar Pradesh and Karimnagar. It may be recalled that the loot from Madhya Pradesh was paid off to a Jharkhand module which is behind the Patna and Bodhgaya attacks in Bihar.

Gujarat Police would get new weapons, vehicles and technology for conventional and unconventional crime-fighting.As per the state budget allocations, under the head Police modernization, Gujarat Police would get INR 41 crore in 60:40 centre-state allocation ratio, out of which INR 10.25 crore would go towards procuring AK rifles (Avtomat Kalashnikova) and Excalibur, the upgraded variant of INSAS rifles made in India. Officials said that the state armed Police have conducted trials for Excalibur and have suggested a few design changes, after which the procurement would be made. "The idea is to phase out the old rifles with armed police," said a state Police official. Similarly, INR 45 crore has been allocated for phasing out old police vehicles. An allocation of INR 10 crore has been made to set up a command and control centre at Gandhinagar.

To bring to justice perpetrators of trans-border terror attacks and crimes, a sitting judge of the Supreme Court has proposed the setting up of a common court for South Asia."Could we consider having a common court for these countries that comprises of judges from all these countries that share the matter," Bobde said addressing the United Nations Counter Terrorism Committee in New York. In his address on need for common courts for cross-border terror cases, Bobde referred to the November 26, 2008 Mumbai terror attack case. 166 people lost their lives when 10 Pakistani terrorists attacked Mumbai. He spoke of how terrorists, trained, armed and launched from Pakistan, had attacked Mumbai and were guided by their handlers in Pakistan throughout the three-daylong terror strike. "This was their advantage (plot hatched in Pakistan and handlers across the border) and the disadvantage India had was that they did not know what the plan was and where the attackers would go next," Bobde added."A court consisting of judges of all SAARC countries in the region will perhaps ensure swifter justice as it will ensure collaboration on trans-border cases," sources said. "Justice Bobde also suggested a secure website that can provide judges of the member countries access to information available to other judges (in the SAARC region) on modus operandi of terror group, arms and equipment used by terrorists and their handlers," sources added. 'Fake Indian Currency Note (FICN) compilation system' portal will help the NCRB in acquiring data from all states and other agencies to have a complete picture about the circulation of counterfeit notes in the country.The NCRB mandated to empower the Indian Police with information technology (IT) and is responsible for collecting, analysing the crime data of the country, facilitates Investigating Officers with updated IT tools and information in investigation of crimes. The Union Ministry of Home Affairs (UMHA) has entrusted the NCRB with the responsibility of implementing its flagship plan programme Crime and Criminal Tracking Network System (CCTNS) by March 31, 2017.The scheme envisages connecting all the Police Stations through their computerisation. At present, of the 16,000 Police Stations and offices in the country, 10,000 Police Stations and offices have already been connected through this system. The Special Cell of Delhi Police informed the court that Kasmi, who was arrested on December 17, 2015 in the case for allegedly radicalising youths and propagating the terror agenda of the outfit, had set up a training base which was yet to be located."There are specific inputs that Maulana Abdul Rehman Kasmi, in cooperation with others, has set up a training base somewhere in Jharkhand forests which is yet to be located. The investigation in this aspect is at an advanced stage and teams are examining several leads to corroborate the inputs," the Police said in its plea seeking extension of period of probe into the case till June 10. The Police also alleged that there were specific inputs that wanted accused Abu Sufiyan, a resident of Jharkhand, had traveled to Pakistan along with arrested accused Mohammad Sami.It claimed that Sufiyan has returned after receiving training at Lashkar-e-Taiba (LeT) and AQIS facilities and his apprehension was crucial to find out the missing links of the larger conspiracy. The incident on hand has been reported from the Karimnagar District of Telangana. A car laden with fake currency worth INR 2,30,000 had been seized and the police also took into custody four persons. It was found that these persons had visited Malda and sourced the fake notes. Investigations also showed that two persons had brought down one consignment by train while the other by bus.A majority of FICNs are pushed directly into Bangladesh from Pakistan from where it is sent to India. Malda has been the landing point due to the proximity to the Bangladesh border. There has been a demand for these notes which land in West Bengal as they are of very high quality and it is very difficult to tell the difference between the original and the fake. National Investigation Agency (NIA) officials who have been probing these cases say that they will take a closer look at the one being investigated in Telangana as well. Ministry of External Affairs (MEA) urged the Union Ministry of Home Affairs (UMHA) and the National Investigation Agency (NIA) to help build a firm case against Hizbul Mujahideen (HM) 'chief' Syed Salahuddin.India had approached the United Nations Security Council’s (UNSC) sanctions committee in February to act against Maulana Masood Azhar, who heads the Jaish-e-Mohammed (JeM) group that is blamed for an attack on Pathankot airbase (January 2, 2016). Sources say Indian efforts this time are unprecedented, but the task is challenging because the country has never succeeded in getting anyone designated as a terrorist by the UN panel. Last time, China torpedoed its efforts to put Azhar in the sanctions list.Indian officials said efforts to get 11 individuals and entities named could test other countries’ resolve to have concrete counterterrorism measures, which New Delhi hopes wouldn’t fail. “If we succeed in some cases, it will have a global significance,” said an official. “Terrorism emanating from the region is not merely an India-Pakistan issue.” The naming process involves proving how these entities and individuals are associated with UN-proscribed organisations such as al Qaeda, Islamic State (IS) and Taliban. He is alleged to be part of the Junud-al-Khilafa-e-Hind (JKH), a self-appointed IS “franchise” run on the directions of former Indian Mujahideen (IM) operative Shafi Armar.Sources said Ahmed came in contact with Mohammed Nafees Khan, ‘finance chief’ of JKH, while surfing jihadi videos over the internet. Khan, who is currently under arrest, reportedly met Ahmed in Kolkata and got him appointed as ‘chief’ of JKH’s Bengal unit. “Ahmed took Khan around Kolkata to identify vital installations that could be targeted by JKH. Ahmed also expressed his intention to target a TMC MLA for the murder of a Muslim political rival. However, all these plans were still at a nascent stage,” said an NIA officer.“On instructions from Khan, Ahmed also got in touch with five youths in West Bengal and was motivating them to join jihadi activity,” said an NIA officer. Meanwhile, the Union Ministry of Home Affairs (UMHA) handed over the cases of suspected IS operatives in custody of Delhi Police and Maharashtra ATS to the NIA. Since all the accused were part of the same group, a decision was taken to hand over the cases to NIA, which has registered an “open FIR” against the IS. “The agency will soon take custody of the accused with the two police forces,” said an UMHA official.

CB-CID officials said that the three had procured the notes from a person residing in Malda District of West Bengal.The CB-CID sources indicated that the counterfeit notes could have originated from Bangladesh, the country through which fake Indian notes printed in Pakistan has been finding way to India through porous border. The arrested told the Police that they were planning to push the counterfeit notes into the circulation in Koyambedu market and also in north Chennai. “Suspect Ismail was involved in similar case earlier. In the final report of the case filed before the NIA Court, the NIA has included Dawood Ibrahim’s henchman Aftab Batki, who heads the FICN network of the gang, as accused. A red corner notice by the Interpol is pending against Aftab.The conspiracy pertaining to the smuggling of fake currency notes through the Nedumbassery airport started in October 2012. It all began when Manjeri-native Kunjumuhammad who was lodged in the Arthur Road Prison, Mumbai, in connection with a narcotic case struck a deal with Kasargode-native K M Abdullah who was accused in the sensational Hamza murder case. “Abdullah gave Kinjumuhammed the mobile number of Aftab, who handles Dawood’s fake currency business across India with many cases pending against him,” stated the NIA report.Later, Abdullah introduced Kunjumuhammed to Antony Das of Valparai, Coimbatore, and Perinjanam-native Muhammed Haneefa, and they hatched the conspiracy to smuggle high-quality fake currency notes from the Gulf to India. In October 2012, Antony Das invested `4 lakh for the operation, and sent the money to Kunjumuhammed who was in West Asia.Kunjumuhammed then contacted Aftab in Pakistam and arranged the fake Indian currency notes that were in the safe custody of Mohammed Haneefa in Dubai. Later, Kunjumuhammed arranged Abid Chullikulavan as carrier of the fake currency notes with the help of Abdul Salam, and offered him `50,000 as commission. In January 2013, Customs officials arrested Abid when he arrived at the Nedumbassery airport with the fake Indian currency notes, handed over to him by Antony Das.According to the NIA report, “counterfeiting of high-quality Indian currency notes is rampant by Dawood Ibrahim’s crime syndicate, with the aim of weakening the Indian economy.” A former NIA official said investigation of many cases registered in other parts of country had established the nexus between Pakistan’s Inter-Services Intelligence (ISI) and Dawood’s crime syndicate. “The fake notes are printed using highly sophisticated machines set up exclusively for the purpose. Even the minutest details of the original Indian currency notes are duplicated with perfection. So far, Pakistan is the only country where fake Indian currencies are found to have been printed,” added the report.

He informed the court that he had visited the Sena Bhawan in Mumbai twice in 2011 as part of the attempt to kill Thackeray. “I visited Sena Bhavan twice on the instructions of my supervisor Sajid Mir (of LeT), and the target was to kill the Shiv Sena chief,” Headley said. Headley also revealed that the LeT had tried to kill Thackeray even before the 26/11 attacks.“There was an attempt (to kill Bal Thackeray) but he was unharmed. The assailant was arrested but fled from custody later on,” he said during a cross examination in the court. Headley also spilled the beans on how once US financed his trip to Pakistan and also claimed that he had "donated" about INR 70,00,000 to LeT till 2006, two years before the Mumbai attacks.He, however, contradicted reports that he had received money from LeT. "I never received money from LeT... This is complete nonsense. I gave funds to LeT myself. I had donated more than 60 to 70 lakh Pakistani Rupees to LeT throughout the period I was associated with them. My last donation was in 2006," Headley told the court. He also said that after his arrest in 1998, the Drug Enforcement Authority (DEA) of the US had financed his trip.Also, the terrorist, who faced conviction twice in 1988 and 1998 for alleged drug smuggling before the Mumbai siege, had indulged in criminal activities and violated his plea bargain agreements with the US government, the court was told. Headley, who is serving a 35-year jail term in the US, also told the court that Tahawwur Rana, his associate and a Pakistani native who operated an immigration business in Chicago, was aware that he was an operative of LeT. Headley had also disclosed that Rana had once come to Mumbai just prior to the 26/11 strikes, and that the latter continued his association with him till Headley's arrest.IBNLive adds that Headley hated India and Indians since childhood. Following a DNA test, the Belgian authorities identified him as the sole Indian victim of the terror strikes that have killed 35 people and injured over 300.Ganesan's last call had been traced to the Metro in the Belgian capital. He took the Metro route for work every day and had last spoken to his Mumbai-based parents over Skype just an hour before the attacks. A friend said he had even marked himself safe on Facebook after the two blasts at the Zaventem airport. He however, went missing after a third bomb went off at Maelbeek Metro station on the rue de la Loi, close to the European Union (EU) Headquarters, nearly an hour later.Authorities from the Indian Embassy in Belgium said Ganesan's body, which had been kept at the military hospital in Brussels, will be handed over to his younger brother Chandrasekar and parents Annapoorni and Ganesan C, all of whom are currently there. The audio clip purportedly contains the voice of Mufti Abdul Rauf Asghar, brother of JeM ‘chief’ Maulana Masood Azhar, claiming to have send ‘mujahideen’ (holy warriors) to attack the Pathankot airbase and making fun of India’s response. “They listened attentively…did not question the evidence provided by us,” said Sharad Kumar, the Chief of India’s National Investigation Agency (NIA).umar was present when the clip was played for the Pakistani team. The team visited the airbase on March 29 as part of its investigations into the attack. “The audio clip of Rauf is an important part of the evidence gathered by NIA during its probe into the January 2 airbase attack as it shows Jaish owning up responsibility of sending attackers,” Kumar said.The clip was uploaded on a Jaish-linked website ‘rangonoor.com’. Jaish also uses another website ‘alqalamonline.com’ for its jihadi propaganda. Write-ups by one ‘Saadi’ which Indian investigators believe to be a pen name of Masood Azhar, appear regularly on alqalamonline.com. During the probe, the NIA found that both the websites are hosted on a service provider called ‘siteground.com’ in Pakistan and a credit card used to payment. The card is in the name of Nasim Ahmad, who we believe is a frontman of the Jaish ‘chief’ and his brother Rauf, said an investigator on the condition of anonymity. Kumar said the NIA will seek access to Maulana Masood Azhar and his brother Rauf besides their voice samples.“We would also like to visit Bahawalpur, where Jaish is headquartered. We expect Pakistan will agree to our demand,” Kumar added. India has already provided intercepted phone calls purported to have been made by the Pathankot attackers to family members and handlers based in Pakistan.

On March 30, two persons, identified as Kalu Mori, a manager of Bhavnagar District Cooperative Bank and Bhagwan Chauhana were arrested in Bhavnagar for allegedly running a Fake Indian Currency Note (FICN) racket, reports The Times of India. Mori is the manager of the bank's Shetrunji Dam branch in Palitana town. "On Wednesday, we raided Chauhan's residence and recovered 61 fake currency notes. During questioning, he revealed that Mori was also involved in the crime and raided his house too. We found 27 fake notes of Rs 500 denomination each from there and arrested him,'' said Ketan Rathod, in-charge Police Inspector. Giving details of their modus operandi, official sources said that Chauhan gave FICN to Mori who deposited them in the bank. "They took advantage of March ending as people are in a hurry to count the money and fake notes would easily be passed on as real," said a Police official. "Chauhan's brother Dilip, who lives in Bhavnagar and Lalji Patel are involved. Chauhan and Mori were getting fake notes from Patel. Once we nab him, we will know the source of the counterfeit notes and unravel the entire racket,'' said Police.

The Gujarat High Court on March 30 upheld the order of a trial court which had dropped criminal proceedings against Asgar Ali and Mohammed Abdul Rauf in connection with the 2003 alleged “Inter-Services Intelligence-ISI or jihadi Conspiracy” case to avenge the 2002 riots, reports Indian Express. “Asgar Ali and Mohammed Rauf had already been convicted in Haren Pandya murder case in which they were later acquitted. The police had booked them in the ISI conspiracy case, but there was no new material against them. The evidence the police had produced in conspiracy case were identical to what they had in Haren Pandya murder case. This amounted to double jeopardy under section 300 of CrPC and on this ground the sessions court dropped the proceedings against them,” said lawyer Chandrashekhar Gupta, who appeared for Asgar Ali.

China has once again blocked India' bid at the United Nations (UN) to ban Jaish-e-Mohammed (JeM) 'chief' Maulana Masood Azhar, the mastermind of the Pathankot terror attack, NDTV reports on April 1. According to highly placed sources in New Delhi, just hours before the deadline earlier today (April 1), China requested the UN Committee, which is considering a ban on the chief of the Pakistan-based terror outfit JeM, to keep on hold the designation. After the Pathankot attack on January 2, India in February, 2016 wrote to the UN calling for immediate action to list Azhar under the al Qaeda Sanctions Committee.The submission was armed with strong evidence of the outfit's terror activities and its role in the Pathankot attack that killed seven Indian military personnel. India also told the UN Sanctions Committee that not listing Azhar would expose it and other countries in South Asia to threats from the terror group and its leader. The India submission was considered by the Counter-Terrorism Executive Directorate (CTED) for technical aspects of the evidence provided. The technical team then with the support of the US, UK and France had sent it to all the members, sources said.All were told that if there are no objections the designation will be announced after the expiry of the deadline, the sources said. "However, hours before the deadline, China requested the Committee to hold up the banning of the JeM chief," the sources added.

The Indian Government has decided not to join a U.S. maintained global terror database in the face of objections from the intelligence agencies, The Hindu reports on April 1. Unhindered access to the Americans to the database of terror suspects in India, which includes their biometric details, was opposed by both the Research and Analysis Wing (R&AW) and the Intelligence Bureau (IB), a senior official in the security establishment said. The proposal has been stuck since it was initially proposed by the U.S. in 2012. There have been several rounds of discussions between India and the U.S. in the past one year on the issue. Both sides narrowed down their differences on several key aspects. The aim was to sign the pact in the next Homeland Security Dialogue to be attended by Union Home Minister Rajnath Singh and his U.S. counterpart Jeh Johnson, Secretary of Homeland Security.

The trail of Fake Indian Currency Notes (FICNs) entering Mumbai has led the Police to new players, illegal Bangladeshi migrants working as construction labourers and house help, Hindustan Times reports on April 1. According to sources, the porous international border in West Bengal’s Malda District is the main route for smuggling FICN into the country. Illegal migrants, Police claimed, visit their villages in Bangladesh frequently and carry fake currency notes on their way back into the city, which they eventually spend in the city.In the first two months of 2016, the Mumbai Police have seized FICN worth INR 318,000 in five separate cases. Nine people have been arrested.“The Malda border has a wall separating the two countries. The smugglers throw stacks of counterfeit currency across the wall, which are then collected by smugglers on the Indian side of the border, most of them locals from villages along the border. Small bundles of the fake currency notes are given to handlers, who transport it to various parts of the country. Crossing over to India costs anywhere between Rs2,000 and Rs5,000. Getting counterfeit currency into the city is not very difficult from there,” said a Crime Branch officer. “The Indo-Bangladesh border acts as the main channel for smuggling. Nowadays, most of the handlers are from Chhattisgarh and Jharkhand,” said Dhananjay Kulkarni, Deputy Commissioner and Mumbai Police spokesperson.
