Central Bureau of Investigation (CBI) has filed a chargesheet against Dawood Ibrahim and sent letters rogatory to Pakistan, United Arab Emirates (UAE) and United Kingdom (UK) seeking information about Ibrahim's alleged tobacco business set up in Pakistan with help from Indian businessmen, New Indian Express reports on September 2. The agency had filed a charge sheet against him in CBI court in Mumbai. The chargesheet has been filed against Dawood and RM Dhariwal, owner of Manikchand Gutkha, for allegedly supplying of tobacco and tobacco machines to Pakistan through Dubai.The agency stated that of Dawood’s tobacco business is purportedly run by his brother Anees Ibrahim. The agency has also filed charge sheet against Dawood’s brother-in-law A H Antule, henchman Saleem Mohammed Ghaus, besides two prominent tobacco businessmen J M Joshi of Goa Gutkha and R L Dhariwal for allegedly helping Anees Ibrahim set up Gutka plant at Hyderabad in Sindh province of Pakistan.

He has said India and Egypt must work towards greater cooperation on terrorism, even as he told External Affairs Minister Sushma Swaraj that he wished to take anti-terror cooperation to a “whole new level.”He added, “There is a mutual keenness to further enhance our cooperation in this important aspect of our bilateral relations, particularly in light of the emerging threats our respective regions are facing."Mr. Al Sisi also offered support to Delhi at the U.N.’s committee on terror.“One important forum for collaboration and coordination in this area [terrorism] at the multilateral level is the Security Council’s Counter-Terrorism Committee (CTC), of which Egypt is currently president,” Al Sisi said.

The Government is learnt to have prepared a new blueprint to arrest Dawood Ibrahim, who is believed to be hiding in Pakistan for over two decades, India Today reports on September 2. The Government has formed five new investigative teams of 50 officers. The teams have been mandated to dismantle Dawood Ibrahim's business empire spread over several countries. The special teams comprise of officers drawn from the Enforcement Directorate, Income Tax Department, Research and Analysis Wing (RAW) and Interpol wing of the CBI. The team has been asked to monitor Dawood and his gang's movement and activities in Pakistan, UAE and other countries. Moreover, the agencies have identified 11 close associates of Dawood Ibrahim, who run his business across the globe. Seven companies dealing in aviation, power, oil, construction to garment are on the radar of the investigators. Dawood lives with the name of Sheikh Ismail Merchant in Karachi, Pakistan.

In his meeting with Chinese President Xi Jinping, on the sidelines of the G20 summit in Hangzhou city, Indian Prime Minister Narendra Modi raised India's concern over USD 46 billion China-Pakistan Economic Corridor (CPEC), which runs through Pakistan-occupied Kashmir (PoK), and terrorism 'emanating from the region', Zee News reports on September 4. Asserting that fight against terror should not be motivated by "political considerations", Modi said it was of "paramount importance that we respect each other's aspirations, concerns and strategic interests to ensure durable bilateral ties", Ministry of External Affairs (MEA) spokesperson Vikas Swarup told. "In order to promote positive convergence, we would also need to prevent growth of negative perception. For this, the specific actions by both countries would play the major role," Swarup said.Moreover, in an indirect reference to Pakistan, Modi asked the BRICS member nations to "isolate supporters and sponsors of terror". In a meet with the leaders of the BRICS ahead of G20 summit, Modi said "terrorists in South Asia, or anywhere for that matter, do not own banks or weapons factories", reports news 18.com. "Clearly, someone funds and arms them, and BRICS must intensify joint efforts not just to fight terror but to coordinate actions to isolate those who are supporters and sponsors of terror," he said.

India and Egypt on September 3 decided to step up their overall defence and security cooperation to tackle the twin challenges of terrorism and radicalization besides enhancing economic and trade engagements, reports The Times of India. A series of decisions to combat terrorism were taken in wide-ranging talks between Indian Prime Minister Narendra Modi and President of Egypt Abdel Fattah al-Sisi as the two countries have been engaged in staving off the threat of extremism and radicalism.Identifying terrorism as one of the "gravest threats", they decided to have greater information and operational exchanges, apart from ramping up defence cooperation. Both sides also inked a pact on maritime transport which will facilitate maritime commerce and transit of naval vessels."President and I are of one view that growing radicalisation, increasing violence and spread of terror pose a real threat not just to our two countries, but, also to nations and communities across regions. In this context, we agreed to further our defence and security engagement which would aim at expanding defence trade, training and capacity building," Modi said at joint media interaction with Sisi. Modi said both sides have also agreed on greater information and operational exchanges to combat terror. Cooperation on emerging challenges of cyber security and working together to fight drug trafficking, transnational crimes and money-laundering were other key decisions taken at the meeting.

Porbandar local Crime Branch (LCB) Police arrested Dadlimiyan alias Jusabmiyan Panjumiyan Bukhari, one of the main accused, in the Gosabara RDX and arms landing case of 1993, from Virar in Palgarh District, The Times of India reports on September 4. R T Vyas, LCB Police Sub-Inspector, said that Dadlimiyan had escaped to Dubai and lived there for 22 years. However, he had shifted to Mumbai four years ago and was living with a fake identity. "He was living with his wife's sister and was engaged in scrap business for the last four years," Vyas said. He is also an accused in an offence under the Arms Act registered in Dhoraji and Jamnagar.LCB sources said that 15 persons, including Dawood Ibrahim and Abu Salem, are still absconding in the case while 50 have been arrested. The explosives, which were smuggled through Porbandar coast in Gujarat, were allegedly used to trigger serial blasts in Mumbai in 1993.

National Investigation Agency (NIA) has approached US, Germany, New Zealand and Bangladesh seeking information about online conversations of Indian recruit of Islamic State (IS) Mohammad Masiuddin alias Abu Musa's link with Jama'atul Mujahideen Bangladesh (JMB) leaders involved in the Dhaka attack (July 1, 2016) , Zee News reports on September 5. Sources in NIA have said that Musa had interacted with his handlers, including Shafi Armar alias Yousuf al-Hindi, and Mohammad Suleiman among others, using chat apps and channels including Telegram, Surespot, Kik and Thremma. The NIA has approached the four countries Mutual Legal Assistance Treaty (MLAT), and has sought details of Musa's chats and messages.

Sincere efforts are required to mitigate the IED menace. A 'Whole of Nation' effort is the way ahead to keep the citizens of the country safe," the report stated.Analyses of the incidents of IED recovery/blasts for the second quarter of this year, it added, reveal "in most of the incidents, explosive ordnance like grenades and other forms of explosives which are made in ordnance factories were used by terrorists, militants and insurgents of Jammu and Kashmir and North East...In some incidents, Chinese made grenades were also used by militants of Jammu and Kashmir," the report said. It said a total of 93 blast incidents were reported in the second quarter of this year as compared to 92 last year, while 39 people were killed as compared to 60 people last year and 185 injured in comparison to 206 last year (2015)."There was 1 per cent increase in number of blast incidents during the second quarter of 2016 vis-a-vis second quarter of 2015. There was 16 per cent decrease in the number of casualties which took place in blast incidents in the second quarter of 2016 vis-a-vis same period last year," it said.

One such transaction was frozen by a bank in UAE, suspecting it to be hawala money. This particular transaction was routed through India-Dubai-Canada-Dubai-India. When agencies got suspicious of this transaction, the bank was asked about the credentials of the end person. The blast that shook Nellore court was also suspected to be the handiwork of the same group for whom a nationwide manhunt has been launched by several agencies. A top AP intelligence official said, “We think it is a splinter group of al-Umma." He added, “The IEDs (improvised explosive devices) used in the blasts in Andhra Pradesh, Karnataka and Kerala are similar and it strongly indicates that the same terror group is behind these acts". The gazette notification, issued by the Union Ministry of Home Affairs (UMHA), said that Islamic Research Foundation (IRF) has violated certain provisions of Foreign Contribution Regulations Act (FCRA) and therefore "would obtain prior permission from central government before accepting any foreign contribution". The UMHA said the decision has been taken after a preliminary inquiry conducted by it found that the NGO was carrying out activities contrary to the provisions of the FCRA under which it has to function. Yasmin Zaid, the radicalised schoolteacher from Kerala who was arrested at Delhi airport last month before she could board a flight to Kabul (Afghanistan) in her attempt to join Islamic State (IS), has told the National Investigation Agency (NIA) that at least 22 people from Kerala had left India between May and July this year to join the terror outfit, Mumbai Mirror reports on September 13. Yasmin told the interrogators that among the 22 people, six were women and three infants, and all of them exited India in batches, from Bangalore (Karnataka), Hyderabad (Telangana) and Mumbai (Maharashtra). She also provided information on fugitive IS recruiter Abdul Rashid, saying she had in fact married him on May 3 during a nikah conducted over the phone.The NIA sources said that Yasmin told the interrogators that Rashid and his first wife Ayisha were in touch with a couple from the UK, who were actively championing IS on the internet. Yasmin has already told the NIA that IS was running "terror classes" in India, and that 40 people had already been indoctrinated by Rashid, who also persuaded Mumbai graduate Ashfaq Abdul Majid to join the group. "Yasmin revealed that Rashid is a vital cog in Daesh's India operations. In fact, he provided her with Rs 1.5 lakh to facilitate her travel to Afghanistan," an NIA source said.

The Mandapam Station (Ramanathapuram District of Tamil Nadu) of the Indian Coast Guard (ICG) detained a Sri Lankan Tamil, suspected to be a militant of the now defunct Liberation Tigers of Tamil Eelam (LTTE) on September 13, reports Colombo Page. ICG personnel who were on routine patrolling spotted the 41-year-old suspect identified as A. Arul Jayarathinam alias Rajan, a resident of Mullaitivu District in Northern Province, when he was stranded in the third islet in the Gulf of Mannar on September 13, Police sources said. Preliminary enquiries revealed that the suspect had served in the terrorist organization and reached the islet clandestinely on September 12-night. He told the ICG officials that he fled from his native village fearing harassment by the Sri Lankan Armed Forces. The Coast Guard handed him over to the Marine police of the Coastal Security Group.

The blockade has angered Kabul, which has sought trade and transit routes to and from India through Pakistan. It has gone so far as to warn Islamabad that it can retaliate if that is not granted by restricting Pakistan's access to Central Asia.The US, which essentially buys access to Afghanistan through Pakistan with aid (in the form of Coalition Support Funds and through multilateral agency) is trying to broker an agreement. Following his interrogation, Moulana Yusuf alias Abu Khetab and Shahidul Islam were arrested from Bashirhat, and Anwar Hossain Farook and Mohammad Rubel from Bagda road in Bangaon, both in North 24 Parganas District on September 25. “Special Task Force (STF) of Kolkata Police has arrested six Jamaat-ul-Mujahideen Bangladesh terrorists,” Joint Commissioner of Police, Crime, Visal Garg said. “These six are part of the top leadership of JMB,” he said, adding five of them are named in the chargesheet filed by the National Investigation Agency (NIA) in the Khagragarh blast case in Burdwan District on October 2, 2014. Police recovered a laptop, mobile phones, SD cards, wires, detonators, a powder like substance and fake identity documents from them. “The powder like substance can be explosive. The BSF received an information regarding smuggling of FICN in the area of Border Out Post near Kaliachak, in Malda District. During an ambush operation, the personnel observed suspicious movements on both sides of the Indo-Bangladesh Border fence wherein two persons came near the fence from Bangladesh side and threw a bundle over to the Indian side. The suspected Islamic State (IS) 'Indian operations chief' Shafi Armar, who is operating from Syria, is using at least 10 different names while luring local recruiters from India, especially from Hyderabad, into activities of Islamic State, the National Investigation Agency (NIA) officials said, The Times of India reports on September 28. "The list of names, this most wanted terror suspect Armar christened himself are- Chotta Mulla, Ahmed Ali, Anjan Bhai, Naukua, Yusuf-Al-Hindi, Gumnam, Shafi and many more,'' both Telangana and NIA officials told.The findings were made by NIA after probing various IS-related cases registered across India, including at its regional center in Hyderabad. Shafi Armar made a vain attempt to substantially spread IS activities in India, and had roped in two Hyderabadi youths, Arshad Ali of Mehadipatnam and Kadir of Golconda, to Syria in 2015. After the duo reached Syria, the two are acting as intermediaries for both Shafi Armar and the new local prospective recruiters, and scouting for new recruits. The trio, Armar and these two are using mobile applications like Trillian, Surespot and Nimbus and avoided using WhatsApp. Officials in the Intelligence department said the handlers in Syria ask sympathisers to use only these three Apps and sometimes Telegram, for communicating their plans."The only reason the terror suspects use these three mobile applications is in fear of WhatsApp, though it claims that conversations are encrypted from end to end, it might still be breached by the security agencies. Since these three Apps are not mass applications, the chances of them being hacked is remote,'' a cyber security official from Telangana Police said.

"Three countries have joined India in conveying the same message as India," said Vikas Swarup, Ministry of External Affairs (MEA) spokesperson, citing the decision of Bangladesh, Bhutan and Afghanistan to pull out of the conference. The countries have pulled out of the SAARC Summit in Islamabad in November, indirectly blaming Pakistan for creating an environment which is not right for the successful holding of the meet.Vikas Swarup said the SAARC summit will have to be postponed, but a formal announcement can only be made by Nepal. "The summit will be postponed since four nations have decided not to attend the meeting in Islamabad, there's no other way," said Swarup. "SAARC rule is very clear, any one head of state or government decides not to participate in the Summit, it has to be postponed," he said. "Our commitment to Saarc, to regional connectivity, to regional contact and prosperity remains intact," Swarup said, adding, "but we cannot conceive of Saarc summit happening when cross border terrorism and cross interference in our internal affairs continues."

An internal report of the Union Ministry of Home Affairs (UMHA) suggests that terror training camps in Pakistan occupied Kashmir (PoK) have been moved deeper inside Pakistan territory, The Hindu reports on October 1. The development comes a day after India announced that it had carried out surgical strikes across the Line of Control (LoC) and destroyed seven terrorist launch pads. Central security agencies have informed UMHA that at least 12 terror camps belonging to the Lashkar-e-Taiba (LeT), Hizbul Mujahideen (HM) and Jaish-e-Mohammad (JeM) have been shifted from Muzaffarabad in PoK to various areas like Mansehra (Khyber Pakhtunkhwa), Naushehra and Jhelum (both in Pakistan’s Punjab). These camps house around 500 armed militants.“We have been informed by our sources in Pakistan that many terror camps have been vacated and shifted near crowded towns deep inside Pakistan. This has been primarily done to minimise casualties to their assets,” said a senior official. At the terror camps run with the help of the Pakistan Army and the Inter-Services Intelligence (ISI) militants are trained to launch attacks against India, said the official. “While the launch pads are located just along the LoC, where the terrorists halt briefly or wait for an appropriate time to cross over to India, the terror camps are spread over an area and house many people,” said the official.According to him, it was estimated that around 300 cadres belonged to the LeT in these camps. All the camps that were shifted were located at Pir Chanasi, Aksha Maskar and Tabuk near Muzaffarabad in PoK, said the official. The central security agencies have pieced together this report with the help of satellite images, ground reports and inputs from western intelligence agencies.
