Prime Minister (PM) Narendra Modi on April 3 made a fervent appeal to militants in Assam who have not surrendered yet to return to the mainstream as they are needed to create an 'Atmanirbhar Assam', reports The Assam Tribune. PM Modi was addressing an election rally in Bodoland Territorial Region's (BTR) Baksa District, where he said people of the state have rejected violence for development, peace, unity and stability. He further said, "It is our responsibility to ensure the rehabilitation of those who have returned to the mainstream after years of struggle. I also appeal to those who are yet to surrender to return for the future of the state and for their own future, too, as they are needed to create an 'Atmanirbhar Assam'."

The United Liberation Front of Asom (ULFA-I) has released Pranab Kumar Gogoi (51), one of the two employees of Quippo Oil and Gas Infrastructure Limited, near Longvi village in Changlang District of Arunachal Pradesh on April 3, reports East Mojo. Gogoi — a resident of Assam’s Sivasagar District was employed as drilling superintendent with Quippo — and Ram Kumar (35) a native of Bihar— who worked as a radio operator — were abducted from a Quippo rig in Changlang on December 21, 2020, and taken to an undisclosed location in neighboring Myanmar. Changlang, Superintendent of Police (SP), Mihin Gambo, confirmed the development and said, “A team of Arunachal police, which had gone deep inside the jungles, has rescued Pranab Kumar Gogoi. We are interrogating him.”

Ram Kumar who was in captivity for 108 days was intercepted by Assam Rifles at Lungwa village in Mon District of Nagaland. Earlier, South Asia Terrorism Portal (SATP) reported the release of Pranab Kumar Gogoi on April 3 near Longvi village in Changlang District of Arunachal Pradesh. On December 21, 2020, Pranab Kumar Gogoi and Ram Kumar were abducted from Dayun Khumsai drilling area of Arunachal Pradesh for ransom money.

One of the arrested militants tried to lob a grenade at Security Forces (SFs), however, failed. According to official sources, the arrested militants have been extorting money from the businessmen in the area for the last several months, reports Northeast Now. Proscribed Independent faction of the United Liberation Front of Asom (ULFA-I), on April 8, issued a warning to Amalgamated Plantations Pvt Ltd (APPL), the second largest tea producer in the country, to shift all its offices to Assam and hire indigenous youths of the State, failing which the outfit will take action “to prevent it from doing business in Assam”, reports East Mojo. In a statement signed by the member of publicity department of the outfit, Rumel Asom, the ULFA-I said that the company’s head office is outside the State of Assam where no “indigenous” people from Assam were recruited, despite the fact that the company was doing business in Assam and making profit. “It is unfortunate that you have not taken your responsibility with the importance it deserves,” it added. The statement said, “We are aware that you are recruiting your workers from outside Assam instead of the unemployed indigenous youths in Assam. This is contrary to the spirit of a ‘win-win’ relationship between a corporate and the locals.” The statement further read: “We are giving notice with this statement that, with immediately effect you relocate all your administrative offices to Assam and you will recruit only indigenous people of Assam (Thologiri) workers in various positions that open up in your company from now on.” “If you fail to comply with our just demand promptly, we shall take action to prevent your company from doing business in Assam,” the statement said, adding that no one connected with the company would be allowed to travel in the state in their business interest. “We trust that no one in your organization will take it as an empty threat and ignore this notice,” it further said.

Assam Rifles (AR) troops deployed in Manipur arrested an active militant cadre, belonging to the Liberation Tigers of Tribals (LTT) at Bethani area in Noney District of Manipur on April 9, reports Northeast Now on April 12. The AR personnel later handed over the militant cadre to the Police at Patsoi Police Station in Imphal for further investigation. The LTT was formed in 2018, and since its formation in August 2018, has been involved in various militant as well as criminal and illegal activities including abduction, extortion and illegal tax collection. The militant outfit is reportedly active only in a few Districts of Manipur, including Jiribam, Noney, Pherzawl and Tamenglong Districts. The LTT is a non-signatory of Suspension of Operation (SoO) which is a breakaway faction of the United Tribal Liberation Army (UTLA), an armed wing of Kuki National Organisation (KNO).

The Government of India (GoI) and three groups of National Socialist Council of Nagaland (NSCN) extended the Ceasefire agreement for another year, till April, 2022, reports Nagaland Express on April 12. The GoI along with NSCN, Nationalist Socialist Council of Nagaland-Reformation (NSCN-R) and Nyemlang Konyak-led National Socialist Council of Nagaland (NSCN-NK), mutually decided to extend the Ceasefire Agreement with effect from April 28, 2021 till April 27, 2022. Khango Konyak-led faction of the Nationalist Socialist Council of Nagaland-Khaplang (NSCN-K-Konyak) and GoI also decided to extend the ceasefire agreement from April 18, 2021 till April 17, 2022 to bring about a lasting peace in the State of Nagaland. The Ceasefire will be subject to adherence to the Ceasefire Ground rules mutually agreed and signed by the groups and the Ceasefire Ground Rules will be subject to mutual review and amendment with the involvement of the parties, it said.

A Police official on April 12 said that at least 14 lawmakers are among over 2,200 people from Myanmar who are taking refuge in Mizoram after fleeing their country to avoid detention following the military takeover in February, reports East Mojo. The police official said that the 14 lawmakers are from Myanmar’s Chin state and Sagaing region and they belonged to the National League for Democracy (NLD) party, which won the November 2020 election. The Policeman said that at least 2,223 people from Myanmar have sneaked into Mizoram and are currently taking shelter in different parts of the state. Of the 2,223 people, 80 per cent are police personnel, while 20 per cent are other government servants like teachers, firemen and bureaucrats, he said.
