Telegraph reports that Interpol issued a red corner notice against ‘chairman’ of the anti-talks faction of the NDFB, Ranjan Daimary, who is wanted as Doimary Ranjan alias Ronsaigra Nabla Doimari alias D.R. Nabla, on January 1. Sources said that Daimary’s name was put on the Interpol list after talks between Centre’s Interlocutor P.C. Haldar and the pro-talks faction of the NDFB. The Interpol accused the anti-talks NDFB chief of “murder, wounding, theft, mischief, criminal conspiracy, violation of explosive substances and firearms acts.” Sources said the serial bomb blasts in Assam on October 30, 2008 led to the red corner notice against Daimary.

A youth, Raja Gupta (22), was abducted by suspected cadres belonging to the Ranjan Daimary faction of the NDFB from his father’s tea estate at Sapoi in Sonitpur District on December 21. Raja’s father, Shankar Gupta, reported the matter to Police on January 2. He had not immediately informed the Police about the abduction of his son, since he was threatened to remain silent by the abductors. Sources said that he had been asked to pay a “hefty amount” by the NDFB for the release of his son.

Two unidentified militants of Ranjan Daimary fraction of the National Democratic Front of Bodoland (NDFB) shot dead a relative of a pro-talks ‘commander’ in Sonitpur District in the night of January 2, according to Telegraph. Police said two militants, armed with AK-47 rifles, came to the house of Udai Mushahari, the brother of NDFB ‘commander’ M. Failou, at Silapur village in the Balijuri area under Sootea Police Station in Sonitpur District along the Assam-Arunachal Pradesh border around 10 pm (IST) and enquired about him from a member of his family. “When Udai came out to see who was looking for him, the assailants sprayed bullets, killing him on the spot,” a Police official said. The militants managed to escape soon after killing Udai. The Police later recovered eight empty cartridges of an AK-47 rifle from the site. Sources said Udai was on the hit list of the Daimary faction as he was suspected to be a Police informer.

Nagaland Post reports that a Cease-Fire Supervisory Board (CFSB) meeting for the National Socialist Council of Nagaland-Khaplang (NSCN-K) was held in Police complex at Chumukedima in Dimapur on January 6. The NSCK-K supervisor of the CFSB, Wangtin Naga, said there cannot be talks on behalf of the Nagas without unity among the different factions. After the meeting, Wangtin informed that a joint reconnaissance, comprising Nagaland Government Officials, District Administration, Police and Assam Rifles, would be carried within the next one week to identify two new designated camps in Kiphire and Tuesang Districts. Wangtin said the designated camp at Poahoa Hills in Mon District was physically occupied since June, 2009 and a request was made to the Union Government for providing electricity and road connectivity. The report adds that the Centre has agreed to have nine designated camps for the NSCN-K out of which four have been physically occupied till date, namely Kehoi, Suruhuto, Athibung and Poahoa Hill. Asked about the arrest of five NSCN-K cadres by Security Forces last week along with nine weapons, Wangtin said armed cadres in Khehoi had shown restraint when the incident took place in the spirit of the cease-fire. He also further informed that all five were released and weapons would also be returned. Wangtin said armed cadres of his faction who were arrested could not be booked under the National Security Act (NSA) as they were not terrorists and their case referred to the CFSB for necessary action. When asked about the reports that the NSCN-K was providing shelter and training to the United Liberation Front of Asom (ULFA), Wangtin dismissed the reports as another ‘military gimmick’. "You can give me the location and it should be business and duty to sanitize it…..and how can I allow some other organization to set up camp in our state?" he countered. On talks between the Centre and ULFA, Wangtin said ULFA should go ahead with the negotiations and place their demand before the Centre as it would be good for the Assamese people.

A massive recovery of 48, 000 ammunition was made in 293 encounters undertaken by the CRPF along with other Security Forces. "Apart from this, about 2,000 kilograms of explosives and 685 arms were also recovered. Seventy four militants were killed in Jammu and Kashmir while in Assam, 58 militants were killed," the CRPF spokesperson Ajay Chaturvedi said in a statement on January 8. He said in left wing extremism areas, 35 Naxalites were killed in Chhattisgarh while in Jharkhand 15 were killed. Orissa accounted for five kills and West Bengal three during the said period. "Two hundred and twelve militants and Naxalites had also surrendered. Maximum 118 militants had surrendered in Tripura, while in Assam 65 gave up arms besides seven in J&K and one in Arunachal Pradesh. "Ten Naxalites in Chhattisgarh and 11 in Maharashtra were also in the surrendered list," the official said, adding, in Chhattisgarh 363 Naxalites were arrested. In west Bengal 349 Naxals were arrested, while in Jharkhand and Orissa the numbers were 180 and 136 respectively. In Maharashtra, 120 Naxals were arrested while in Madhya Pradesh 63 suspects were arrested. Nearly 639 CRPF personnel were injured during the same period while Naxals took away 20 arms and 1,954 ammunition of the force.

Arunachal Pradesh Home Minister Tako Dabi asked for Assam Government’s help for conducting joint counter-insurgency (CI) operations to flush out United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) militants taking shelter in forests along the inter-State border, reports Telegraph. He said the Arunachal Pradesh Government had expressed concern over the heightened activities of the ULFA and NDFB in six Districts of the State: East Siang, West Siang, Lower Dibang Valley, Upper Dibang Valley, Lohit and Papum Pare. The Minister said the State Police had launched three offensives in a span of two months to drive out militants from the forests of these Districts. “The security scenario in Tirap and Changlang has showed signs of improvement with the recent surrender of NSCN rebels in Khonsa. However, the situation in East Siang, West Siang, Lower Dibang Valley, Upper Dibang Valley, Lohit and Papum Pare remains a concern because of the presence of Ulfa and NDFB militants,” the Minister said. “As the home minister of Arunachal Pradesh, I prioritised the matter with urgency and sought help from Assam chief minister Tarun Gogoi to destroy the hideouts in the districts,” Dabi said. “Gogoi assured all possible help from his side and considered a joint strike involving the forces of both the states and the army to tackle the rebels,” the Minister said. Dabi said he had recently toured Mebo and the adjoining areas of East Siang besides Likabali area of West Siang, where the NDFB and ULFA rebels were carrying out extortion activities, for taking stock of the situation. He said the cadres of these outfits were also smuggling timber from the forests in Seijosa of East Kameng and the Balijan area of Papum Pare District. The Home Minister said the Security Forces in Lohit, Upper and Lower Dibang Valleys, which have been the transit routes of ULFA cadres, had been put on high alert. “The substantial presence of Ulfa cadres in East Siang, West Siang, Upper and Lower Dibang valley districts besides movements of NDFB militants in belts of Papum Pare and East Kameng districts have raised security concerns in the state. We are trying our best to tackle the menace,” Deputy Inspector-General of East Range Tashi Lama said. An unnamed Police officer in East Kameng District said NDFB cadres had intensified extortion activities and set up camps in Seijosa. He said the fact that a suspected NDFB cadre was shot dead in a joint operation in the Khanamukh area under Missamari Police Station of Sonitpur District in Assam bordering East Kameng District on January 5 indicated that the Ranjan Daimary faction was quite active in the area.

The Meghalaya Police on January 11 foiled an attempt by a group of seven persons, led by two surrendered National Democratic Front of Bodoland (NDFB) cadres, to abduct a trader for ransom in capital Shillong, reports Sentinel. According to Police sources, the abduction plan was hatched in Assam in the last week of December 2009. The Police managed to lure two members of the gang into the Polo Parking lot before arresting the duo. They were identified as Khwanta Daimary and Bipul Narzary, and both of them were surrendered NDFB cadres. On the basis of confessional statements given by the arrested duo, the Police raided a house at Pynthorumkhrah in Bangladesh Colony, resulting in the arrest of two others who were identified as Malthus Daimary and Bijoy Sujunary. One locally made weapon, six rounds of live ammunition and an NDFB extortion note were recovered from the house. Two other members of the gang, Nickson Khang and Gopal Roy, were later arrested from a motor workshop in Polo area. The Police also arrested one R.S. Sumero who was supposed to drive the car carrying the abducted trader. Meanwhile, two of the arrestees were suspected by the Meghalaya Police to be cadres belonging to anti-talk faction of the NDFB.

The Union Government approved the deployment of 26 additional Assam Rifles battalions on the India-Myanmar border to check the activities of Northeast militants, including United Liberation Front of Asom (ULFA) cadres, who have been fleeing Bangladesh since the Security Forces (SFs) launched a series of raids against them, reports Telegraph. The Additional Director-General of Assam Rifles, Major General J.P. Nehra said in Shillong on January 12 that the additional battalions would be able to tackle Northeast militants taking shelter in Myanmar. General Nehra admitted that there had been an increase in the number of Northeast militants in Myanmar and that shortage of Assam Rifles personnel on the Indo-Myanmar border had hampered vigil. At present, only 15 battalions of the paramilitary force are manning the border from Arunachal Pradesh to Mizoram. Nehra said several hurdles, like rugged terrain and thin presence of security forces, were hindering effective control of the activities of Northeast militant groups on the India-Myanmar border. “The home ministry and other central security agencies have assured us that more forces would be deployed along the border to overcome the hurdles,” he added. Because of the thin deployment of Assam Rifles personnel in the Northeast, Nehra has called upon Arunachal Pradesh, Manipur, Mizoram and Nagaland to co-operate in containing militancy along the border. Nehra said there was a need for better co-ordination between the Assam Rifles and the Myanmar army, whose joint patrolling is now limited to verification of border pillars. He said the Myanmar authorities had assured the Assam Rifles that they were ready to take action against the Northeast militants taking shelter in their country. However, one problem in implementing the promise is the Myanmar army’s inability to reach the inaccessible and rugged terrain where the militants have set up camps.

Sources added that the Government of India recently took up the issue with the Chinese Government and expressed its concern over the developments. In fact, China has denied the fact that the militant groups are procuring weapons from that country. According to information available with India, the Chinese army is going through a process of modernization in a big way and in the process of modernization, the old weapons are often offloaded to the arms dealers and the militant groups take advantage of the situation to procure the same through the clandestine arms dealers. Weapons procured by the militant groups through the arms dealers include AK series rifles, LMG and MI 15 rifles and ammunitions. These weapons, mostly discarded by the Chinese army as a part of the modernization process, are still good enough for the militant groups.

A memorandum submitted to the Mizoram Chief Minister Lal Thanhawla by Mizoram Bru Displaced People’s Forum (MBDPF) in Aizawl rejected the State’s proposal that the Brus on repatriation would settle in the villages they stayed in before taking refuge in Tripura in 1997, sources said on January 12. Mizoram Home Minister R. Lalzirliana rejected the proposal of the Bru leaders to settle them in the two Districts and accused them of refusing to return to Mizoram as they were enjoying comfortable lives in the relief camps, the sources said. The Brus demanded elaborate security arrangement for the community and inclusion of the community in the Primitive Tribals Group, besides being given job reservation. A special development project should be set up manned by a committee with the chairman and member-secretary from the community, they demanded.

Manipur Governor Gurbachan Jagat addressing the State Legislative Assembly said that Manipur continued to grapple with the problem of insurgency and this has severely hampered development and growth of the State. To address the situation, Suspension of Operation (SoO) agreement has been made with Kuki National Organisation (KNO) and United People’s Front (UPF) representing 19 hill-based militant outfits besides constructing 10 designated camps in the State, Jagat said. He said the Government is ready to hold talks with any outfit within the framework of the Constitution of India. There are over 30 militant outfits in Manipur, mentioned the Governor. The strength of the Police Force has increased to 33,031 in 2009 with the creation of one Mahila (Women) and Commando battalion each, Gurbachan said. Further, 10,050 personnel of the Village Defence Force have also been raised over and above the proposed conversion of Police training centre at Pangei into a full-fledged training college in an effort to curb the activities of the militant outfits, he said. In the first eleven months in 2009, 279 militants were killed and 1,368 others arrested and 378 assorted weapons, 130 grenades, 105 lathod bombs, three improvised explosive devices, 123 detonators, 13.71 kilograms of explosives and seven wireless sets were recovered, Governor said.

Meghalaya Police arrested the self-styled 'commander-in-chief' Shembhalang Dkhar and self-styled 'chairman' Roy Kupar Marbaniang of a newly formed militant outfit Hynniewtrep Liberation Front (HLF) from their respective residences at Demthring and Madanriting localities in capital Shillong on January 13, according to Shillong Times. They were arrested after a National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) militant Nickson Khang, who was arrested earlier, revealed the presence of two active militants of the outfit in the city. Police also recovered a cellular phone and a manifesto of the new outfit from Shembhalang Dkhar confirming his links with the new group. Police said that newly formed insurgent group is getting active support from the NSCN-IM which aims at creating a volatile situation in the State. Police sources also added that HLF self-styled 'commander-in-chief' Shembhalang Dkhar had also visited Hebron camp at Dimapur in Nagaland to meet the top leaders of the NSCN-IM on several occasions. The Superintendent of Police (Crime) Vivek Syiem on January 14 said the new insurgent group was supposed to send its 30 cadres to the Hebron camp of the NSCN-IM for training. Another police official also said the present rift between the HNLC and NSCN-IM has compelled the latter to form a new group to expand its network in the State, while adding the insurgent group is also on the look out to form another militant outfit in Garo Hills. Police estimate that the present strength of the HLF might be around 10 cadres. Police sources also confirmed that Nickson Khang, who was arrested on January 10 in connection with the attempted abduction of the son of a city-based trader, was sent by the NSCN-IM to float a new militant outfit in the State for logistical support to the Naga group.

In the wake of the NSCN-IM’s supporting a newly formed Khasi militant outfit, Hynniewtrep Liberation Force, Additional Director-General of Police B. Sources said Barua had been traced to Ruili in Yunan province of China bordering Myanmar. “Most of the arms deals are struck at Ruili and from there the Chinese arms are brought to Bamo in Myanmar, from where they are routed to different places mostly through the Irrawaddy and its tributaries. ULFA and other militant outfits of the northeast also bring their arms and ammunition through this route,” sources said. “Since the Myanmar junta and these rebel groups are in ceasefire, the Indian insurgent outfits like National Socialist Council of Nagaland-Khaplang (NSCN -K), ULFA, and Meitei groups of Manipur have found safe haven in the areas under control of the Kachin and Wa rebels [Myanmar],” added sources. There were reports that the two top HNLC leaders had managed to escape from their base in Bangladesh to Meghalaya to surrender. "We have not received any information about their surrender from the police," Lapang said. He also added that the Government had not made any contact with the cadres of the proscribed militant outfit. There were also reports that the two top militants of the outfit are likely to surrender following an ideological difference with the outfit's ‘commander-in-chief’ Bobby R. While other militants managed to escape, one Ak-56 Rilfes with a magazine loaded with seven live rounds, and one 9-mm pistol loaded with one magazine with three live rounds were recovered from the possessions of the slain militants. One of the two slain militants was subsequently identified as Oinam Joyshankar (29). According to family sources, Joyshankar was a former cadre of the People's Revolutionary Party of Kangleipak (PREPAK) and was recently released from Sajiwa Jail on December 3, 2009.

One, our Party Government has gone all out against the Ranjan Daimary group and they are out to take revenge. Second, the upcoming BTC elections in which the outfit would want to play a crucial role. They were identified as Vanlalfela and Chusarai alias Lalrinfela. One seal bearing a ‘logo’ of the United Liberation Army (ULA) outfit and donation receipt were recovered from their possession. Mizoram Home Minister R. Lalzirliana said that ULA was involved in extorting money at areas of Tripura and Assam bordering Mizoram. He said, “They had even kidnapped businessmen from the plain areas for ransom”. The report adds that Vanlalfela was a cadre of the Bru National Liberation Front (BNLF) and was involved in various crimes. Due to internal rivalry and tensions, Vanlalfela left the BNLF in 2005 and became a cadre of the Bru Liberation Front of Mizoram (BLFM). He, along with 20 other BLFM cadres, refused to surrender when 802 strong cadres of the BLFM surrendered in 2006, the Mizoram Police said. Chisurai joined the BLFM in 2006. He confessed that at least 13 Bru militants are still hiding at a Dima Halim Daogah (DHD) designated camp in Harangajau of North Cachar Hills District, the Police said.

One Austrian grenade and a bomb were recovered from his possession. He hails from Nalanga Pahartoli in Goalpara District. However, the Police have collected information about a four to five-member group of ULFA cadres belonging to ‘109 battalion’ of the outfit entering Guwahati with explosives to carry out strikes before January 26. Sources said, “He [Santosh] was operating under directions from self-styled sergeant major of 109 battalion, Dipak Das alias Dipak Rai, and commander Pradip Basumatary. During interrogation, Rabha said there were three more cadres of the 109 battalion holed up in the city.” Sources also added that their biggest worry was there are two more bombs in the city, which are yet to be found. This arrest assumes significance in the light of ULFA ‘commander-in-chief’ Paresh Barua’s threats of attacks ahead of Republic Day.

"We had been looking for the area commander for the last six years," Superintendent of Police of West Khasi Hills District M. Kharkrang said. The group was planning to embark on an extortion spree. The report adds that in 2009 there were nearly 50 incidents in which the HNLC was involved and in all five persons were killed. According to one shopkeeper, a monetary demand of INR 1, 60,000 was placed by one person, identifying himself as Chingkheinganba, ‘secretary of Imphal East-I/II’ of the PREPAK, through phone calls made to the shopkeepers. The said amount was demanded as annual ‘tax’ of INR 80,000 each for the year 2009 and 2010 and they were given January 21 as the deadline for payment, he stated. The shopkeepers have closed their shops since January 21 in fear of any untoward incident and they are facing lots of hardship owing to such unbearable demands, he said.

Sources said that there have been some disturbing intelligence inputs about the situation in the bordering areas and though, Black Widow (BW) group, surrendered weapons, the situation in the hill district remains a matter of concern. As the National Socialist Council of Nagalim-IM (NSCN-IM) is under cease-fire agreement with the Government of India, the activities of the militants of the group in North Cachar Hills have become a matter of serious concern and it was one of the key points of discussions in the meeting. The Government of India has taken serious note of a newly formed militant group United Tribal Liberation Army (UTLA), which snatched weapons from the headquarters of an Assam Police battalion in Cachar in November, 2010. Sources added that the activities of the newly formed militant outfit were one of the issues discussed. In addition to these, the overall law and order situation was reviewed and the State Government was asked to make optimum utilization of the forces available as it might not be possible for the Centre to rush additional forces whenever required.

Mrinal Hazarika, ‘commander’ of 28th battalion’ of the outfit said, “Both sides should not impose any precondition as it may create hurdles in holding dialogue. The agenda for the talks can be finalised at the negotiating table.” He also appealed to the Government to release the jailed central ULFA leaders to facilitate early talks. “We want Paresh Barua also to join the peace process but one can’t wait for him endlessly. Dialogue must start even if Barua refuses to be a part of the peace process,” he added. “Greater autonomy for Assam will solve the problems. It will function like a federating unit where all indigenous groups will have political roles to play,” he further added.
