Assam Chief Minister (CM) Himanta Biswa Sarma in an interview stated that peace talks with United Liberation Front of Asom-Independent (ULFA-I) if the latter aborts the sovereignty demand and discuss other issues and grievances, reports The Morung Express on July 2. Assam CM who soon after taking oath on May 10 had appealed to ULFA-I to come forward for peace talks, stated that ULFA’s ‘commander-in-chief’, Paresh Baruah’s insistence on sovereignty talk will not let the peace talk progress smoothly. CM further clarified that taking the oath of sovereignty himself, it’s not possible to discuss the demand of Paresh Baruah on the sovereignty issues.

According to sources, the grenade was placed at the gate of Kakchingtabam Shivakumar, a Police Constable in Narcotic Cell of Imphal East District. On July 3, ‘organization secretary’ of United Kuki Liberation Front (UKLF) Thangboi Haokip alias T. L. Jacob Thadou (age 46) and one of his associates, identified as Anthony Khammailen Mate (age 20), were arrested by a team of Police commandos in Kakching District, reports Nagaland Post. Thangboi Haokip is also the convener of the United People’s Front (UPF), the umbrella body of some Kuki based armed groups which UKLF is a constituent. The Police also seized arms and ammunition including one AK-47 rifle with three magazines loaded with 40 live rounds and one and four live rounds. One Vivo mobile handset, two seals marked (chief/chairman Phaijang Village Authority, Chakpikarong Block, Chandel District and one four-wheeler were also recovered from them, the Police said. They were arrested in connection with an incident of extortion in Sugnu Police station area on July 2. UKLF is under Suspension of Operation (SoO) truce with the government.

Two Smith and Wesson M&P AR 15/22 with four magazines, one AK 47 rifle with two magazines and 210 rounds, an M-16 rifle with a magazine, two grenades, a 9mm pistol with 10 rounds, eight detonators and other ‘warlike’ stores were recovered.

In a statement, ‘additional secretary MIP [Ministry of Information and Publicity]’, Pilato Wotsa of the Nikki Sumi faction stated that Working Committee of NNPGs is making baseless allegations against the outfit’s sincere efforts to bring about peace and tranquillity as desired by the Naga people. Further, the outfit stressed on by taking all stakeholders on board instead of levelling allegations against one another to achieve the peace desired by the Naga people. Assam Chief Minister (CM) Himanta Biswa Sarma on July 12 informed the State Assembly that at least 3,439 militants, belonging to different outfits, including United Liberation Front of Asom-Independent (ULFA-I), have surrendered in Assam in the last five years since 2016, reports Northeast NOW. He also informed that till July 6, 2021, a total of 748 arms and 19,299 ammunitions were deposited by the surrendered militants. He further added that a total of 1,306 arms, 20,722 different ammunition, 89 bombs, 599 grenades and 121.72 kilograms of explosives have been seized till July 6, 2021. The CM said skill development training is being provided to 1,800 of the surrendered militants. Also, 1,192 militants have been provided INR 100,000 each to take up some livelihood projects. Sarma said that the Assam Government has been in talks with 11 militant outfits including ULFA, Kuki Revolutionary Army (KRA), United Kukigram Defence Army (UKDA), Hmar People’s Convention- Democratic (HPC-D), Adivasi People’s Army (APA) and the All-Adivasi National Liberation Army (AANLA).

The militant identified as Meyiwapang alias Wapangmeren had joined the outfit in May 2021 and was involved in extorting money from various shops in Mokokchung main town area. As per his interrogation, Wapangmeren have extorted a sum of INR 11,000 from two shops in Mokokchung Town. Some demand slips and incriminating documents were seized from his possession.

The surrendered militants were received by the Bodoland Territorial Council (BTC) chief Pramod Boro, Assam’s Water Resources Minister Pijush Hazarika, Chief Minister’s political advisor Jayanta Malla Baruah and Special Director General of Police (DGP) (Law and Order) GP Singh. The remaining militants of the outfit are likely to surrender within a week. According to sources, due to extensive anti-insurgency operations along the Assam-Arunachal border in Udalguri District, the group was forced to surrender. In the last five months, the NLFB have been hiding in the jungles bordering Arunachal Pradesh and Myanmar and surviving primarily on attempted extortions. Earlier National Investigation Agency (NIA) had a bounty of INR 10, 00,000 on Batha. He earlier with the banned National Democratic Front of Bodoland (NDFB), had laid down arms along with 1,615 insurgents of the NDFB in January 2020 (after the signing of the third Bodo Peace Accord), and later went underground and in March 2021, announced the formation of the NLFB.

During a search operation, self-styled ‘sergeant major’ Komthok Ngongpa and self-styled ‘private’ Chungaung, both natives of Nyamyong District in Myanmar, were arrested along with a huge quantity of arms and ammunition, including two .32 mm pistols, 1,500 grams of IED, live ammunitions of AK 47, .32 mm pistols, a 9 mm pistol, and miscellaneous items like ration, clothing and NSCN documents. The duo arrestees were instructed by their outfit to infiltrate into the Indian territory in Lazu to carry out extortion activities and execute sabotage and nefarious activities against the security forces in south Arunachal by self-styled ‘lieutenant colonel’ Thokwang Hodong. Prior to their arrests, the two militants had successfully extorted money from Raho and Sinnu villages in the district.

According to Mizoram Home Secretary Lalbiaksangi, due to this damage, the only railway track connecting the Bairabi railway station in Mizoram was blocked. In a letter to the Union Home Secretary Ajay Kumar Bhalla, Lalbiaksangi alleged that Assam has blocked National Highway – 306 and other road connecting Mizoram with the rest of the country and with the help of miscreants destroyed the railway track, ‘blocking the only alternate route for entry of goods and supplies into the state’ and causing an economic blockade. Earlier on July 27, Assam Chief Minister (CM), Himanta Biswa Sarma, had claimed that Mizoram Police had opened fire with light machine guns (LMGs) during the clashes.

The two militants fired at the Security Forces (SF) when asked to surrender. In retaliatory firing, the two militant were shot down. Following the encounter, a cache of arms and ammunition including two automatic assault rifles, besides an MQ series rifle, an M-16 rifle, two country-made guns, one 9 mm pistol, one Chinese hand grenade, ammunition, INR 11,200 in cash, and other warlike stores were recovered from the spot. A joint operation of District Police and Khonsa battalion of the Assam Rifles (AR) was launched in the area following information about a group of about 10 rebels of the outfit, led by self-styled ‘captain’ Rocky Thapa, actively extorting money from the villagers of Kollam, Lomlo, Kolagaon and Lamsa in Khonsa and Deomali circles of the District.

On July 30, Assam Chief Minister (CM) Himanta Biswa Sarma announced that ‘the non-heinous crime cases against the surrendered National Democratic Front of Bodoland (NDFB) militants will be disposed of soon and all NIA cases will be transferred to the police to make a congenial peace’, reports Northeast Now. Speaking at the programme at Goibari in Basugaon of Chirang District of Assam to pay homage to former All Bodo Students Union (ABSU) president Jwhwlao Swmbla Basumatary, who was assassinated in 1996, CM Sarma stated that the Assam government will spend INR 160, 00, 00,000 to rehabilitate the surrendered militants of all the factions of the now-disbanded NDFB and also pay an ex-gratia of INR 5, 00,000 to the next of the kin of those killed in the Bodoland movement. He further said that the disgruntled groups, which so far kept themselves away from the peace process, now have started coming back to the mainstream to help the government in establishing permanent peace in the Bodo areas. On January 27, 2020, All Bodo Students Union (ABSU), United Bodo People's Organisation (UBPO) and all the factions of the NDFB signed a peace accord with the government, providing political and economic bonanza to the Bodoland region sans a separate state or Union territory. In accordance with the peace accord, criminal cases against the members of NDFB for non-heinous crimes were slated to be withdrawn by the Assam government.
