Banned militant outfit, Kamtapur Liberation Organisation (KLO), active in Assam and West Bengal, has reportedly expressed its willingness to join the peace process, reports Northeast Now on December 3. According to official sources, KLO’s leader Jiban Singha alias Tamir Das had sent a letter to Assam Government expressing his desire for talks. Following this, Assam Chief Minister Himanta Biswa Sarma in a tweet said, “In Continuation with Govt of India’s efforts to bring lasting peace in the region, I welcome the desire of KLO leadership to join mainstream at an early date to resolve all issues through political dialogues. Govt of Assam would fully reciprocate this goodwill measure.” The militant outfit KLO, which had come into existence in 1995, has been demanding to carve out a separate Kamtapur state comprising six districts — Cooch Behar (or Koch Bihar), Darjeeling, Jalpaiguri, North and South Dinajpur, and Malda of West Bengal and four adjoining districts of western Assam — Kokrajhar, Bongaigaon, Dhubri, and Goalpara.

United Liberation Front of Asom – Independent (ULFA-I), in its bi-monthly mouthpiece, has asked the government to send political envoys and not military officials if it decides to discuss with the approval of its core demand of "restoration of Assam's sovereignty", reports The Times of India on December 3. On December 4, 13 civilians and one security force (SF) personal were killed in a SF operation in place between Oting and Tiru village under Mon District of Nagaland, reports The Hindu. According to Police sources, the firing incident took place when a group of labourers onboard a pick-up vehicle was on its way from Tiru village. Following the inputs about Yung Aung faction of National Socialist Council of Nagaland – Khaplang (NSCN-K-YA) militants in the area, SFs mistakenly fired at the vehicle thinking as the occupants as militants. Six civilians died on the spot. Meanwhile, the incident enraged the locals who attacked the troops and set two of their vehicles on fire. In self-defence, SFs fired at the locals, killing seven civilians and one SF. Meanwhile, the Army’s 3 Corps headquartered on the outskirts of Dimapur town issued a statement on December 5, owning responsibility for the killing of the civilians and assuring “appropriate action”. The Nagaland Government has ordered a high-level probe into the incident by a Special Investigation Team (SIT).

On December 5, three persons including a newly recruited Dimasa National Liberation Army (DNLA) militant was reportedly beaten up mercilessly to death by DNLA militants at Kasmaipur in Maibang of Dima Hasao District in Assam, reports Nagaland Post. According to sources, five newly recruited DNLA militants were thrashed for trying to escape from the designated camp at Kasmaipur on December 5. On the same day, six local youths were abducted and brought to the DNLA camp, where the militants were staying after coming overground, on allegations of stealing and selling parts of an abandoned excavator in the area. The six civilians were also beaten up mercilessly. On December 6, villagers with the help of the Police found two youths killed and four other injured. The five severely injured DNLA recruits were also recovered. Later on December 7, one of the injured DNLA recruit succumbed to the injuries. The two deceased villagers have been identified as Ramsen Langthasa and Bimal Goswami while DNLA militant was identified as Aporat Langthasa. The police has arrested five DNLA militants including the 'deputy c-in-c' who had come overboard for talks on the charge of killing three persons and injuring eight persons. DNLA had declared a unilateral ceasefire for three months on September 7, 2021 as a “goodwill gesture and as a positive response to the call of peace” by Chief Minister Himanta Biswa Sarma. The ‘chairman’ of the militant outfit, Edika Diphusa alias Kharmindao Dimasa, his deputy Juddychan Haflongbar alias America Dimasa, and ‘general secretary’ Prithamjit Jidongsa alias Galao Dimasa, had come overground on September 24.

Following the killing of 13 civilians on December 4 by Assam Rifles, locals protesting against it attacked and set the AR camp on fire. As a result, AR personnel resorted to indiscriminate firing leading to the death of two more civilians.

Ao Senden (Ao HoHo), the apex organization of the Ao Nagas has also called a 6-hour Mokokchung District bandh. The Ao Senden said, “As a mark of solidarity and support towards our Konyak brethren’s who are mourning the death of 13 innocent civilians killed by the Indian security forces at Oting village under Mon district, the Ao Senden hereby order the closure of the Ao morung and declare that there will be no further participation of the Ao contingent at the ongoing Hornbill festival at Kisama with immediate effect till further order." Now, therefore, in exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958 (No.28 of 1958) the Central Government hereby declares that whole of the State of Nagaland to be ‘disturbed area’ for a period of six months with effect from 30th December, 2021 for the purpose of the said Act.” Earlier in June, 2021, the Centre had declared Nagaland as “Disturbed Area” and further extended the operation of the Armed Forces (Special Powers) Act, 1958 for 6 more months. This notification comes at a time when demand for AFSPA following the December 4 incident compelled UMHA to form a seven-member panel to suggest withdrawal of AFSPA. Security Forces (SFs) of Inspector General of Assam Rifles-East (IGAR-E) under Spear Corps, along with local Police, launched an operation and recovered large quantity of explosives and stores three kilometers south of Mawhre village in Siaha District of Mizoram on December 31, 2021, reports East Mojo. The recoveries include 81 kilograms of liquid explosives, 94 kilograms of Belox granular explosives, 395 kilograms of Gelatin rods, 356 rounds of 12-gauge, 70 mm cartridges, 01 IED (Improvised Explosive Device) mechanism, Lead-acid batteries, two Detonators and other stores including foreign origin communication equipment. The recoveries have been handed over to Police for further proceedings.
