The Paresh Barua group of United Liberation Front of Asom (ULFA) e-mailed a video to the media houses, showing about 50 cadres taking part in a parade in battle fatigue at an unknown hideout surrounded by hills and jungles. The video did not reveal anything about the group’s intention of sending it or its future plans.

It is not possible for the leaders of the militant groups of North East including ‘Commander-in Chief’ of United Liberation Front of Asom (ULFA), Paresh Baruch to stay in China without the knowledge of the Chinese authorities, said former GOC of the 4 Corps of the Army, Lt Gen (Reid) DB Shekhatkar, reports The Assam Tribune. Talking to The Assam Tribune, Lt Gen Shekhatkar, who is well versed with the security scenario in the North East, said that no militant leader can stay in a country like China without any tacit understanding with the authorities and the leaders of the militant groups of the region must have been receiving help from some officials of China. It may be mentioned here that according to reports available with the Government of India, Paresh Baruah and other militant leaders / frequently visit China.

Meghalaya Police in West Khasi Hills District are intensifying operations against militants and dacoit groups who have unleashed a reign of terror by serving demand notes to coal traders, reports The Telegraph. Source said after the onset of the coal trading season in October-November, groups like the Garo National Liberation Army (GNLA) have been making hefty monetary demands from traders in places like Borsora and Shahlang. Such extortion has ingrained a deep sense of insecurity not only among the coal traders but also among labourers. Allegedly, the rampant extortion demands range anything between INR 50,000 and INR 500,000. Such demands also had forced many labourers to flee from their camps in places like Shahlang.

An AK-81 rifle, 162 rounds of ammunition, two hand grenades and INR 43,750 in cash were recovered from him. The arrested militant revealed that ULFA-ATF ‘Vice Chairman’ Paresh Baruah was in the Taka-based camp of the group in Myanmar from January to October last year where at least 250 cadres of the outfit are currently undergoing training.

Militant groups operating in the Northeast have realised that violence will never pay and the only way to solve their problems is peace negotiations, Union Home Minister P. Chidambaram said on January 6, according to The Hindu. “Most militant groups have come to realise that violence will not pay, state will never allow the violence to pay. The state will never allow any violent group to overthrow, overpower the state and talks are the only way to find solutions to their problems,” he said. Chidambaram said it was heartening that most of the militant groups were in the mood to talk and most part of Northeast was free from conflict. He also said that the Centre, in collaboration with State Governments, made efforts to deal with insurgent groups operating in the region through various ways in the last two years. Chidambaram said peace agreements have been signed by the Government with Gorkha Janmukti Morcha in West Bengal, UPDS in Assam and again it was on the verge of concluding another agreement with at least two groups in Assam. “ULFA, both factions of NSCN -- IM and K -- as well as NDFB are in talks mood. The talks are at different degrees. Formal talks are underway with NSCN-IM. Talks have began with ULFA and I am confident that shortly talks will begin with NDFB. Many other smaller groups are in talks mood,” he said. He said most of the Northeast was today conflict-free and there was no violence in most parts of Northeast as 2011 witnessed a new low in the level of violence where in all states together there were only 627 incidents in which 70 civilians and 32 Security Force personnel were killed. “There is a grain of truth (to it). But much has been changed in the Northeast. By any measure, Meghalaya, Mizoram, Sikkim, Arunachal Pradesh and most parts of Assam are conflict free. Conflict is today confined to Manipur, to some extent in Nagaland, and it might be paradoxical to note that the level of violence (in Nagaland) is extremely low, and some parts of Assam,” he said. The Home Minister, however, said there were still some areas of concern that include extortion and occasional kidnapping for extortion. “Extortion keeps the militant groups going. That is their source of funds....I have been saying this with responsibility that these extortion rackets must be stopped,” he added. Chidambaram said the Central government was offering support to all state governments in the region to ensure that extortion does not take place and kidnapping for extortion does not take place. “During the last year, these incidents have come down dramatically and I am confident that in 2012, the situation will be better,” he said.

Inspector General (IG) of BSF (Tripura Frontier) PC Meena on this development said, “Though there is no security threat, additional development has been made in vulnerable areas of Indo-Bangla border to foil intrusion bid from across the border.” He further said that deployment of two more battalions of BSF jawans, the dominance of border guards has been increased substantially. Earlier, total 16 battalions used to guard the 856 km Indo-Bangladesh borderline. A group of about seven armed men, suspected to be Communist Party of India-Maoist (CPI-Maoist) cadres, had served the notes on December 20. The missive said the husband of the ward member who received the extortion note runs a small khuti (unorganised dairy farm) at 9 Kilo Khuti area, which is the last border point of Assam with Arunachal Pradesh. The area is on the edge of dense Kundal Kalia reserve forest, beyond which lies Lohit and Lower Dibang Valley Districts of Arunachal Pradesh.

Singh added that the MHA’s views would be formally communicated to the State Government shortly. Singh said that according to information available with the MHA, rampant extortions are going on in areas like Kokrajhar, Udalguri, Baksa, Darrang, Dima Hasao, Karbi Anglong etc. He said that the Anti-Talks faction of the United Liberation Front of Asom (ULFA-ATF) has been trying to launch extortion drive in upper Assam Districts, but the outfit has not been successful because of operations by Police and Security Forces and also because of the fact that the outfit now does not have the strength like the past. He said that the Government is aware of the fact that ULFA-ATF leader Paresh Baruah, who stays mostly in Myanmar and China, has been calling up people demanding money and one person who received a call from the ULFA leader in Dibrugarh formally informed the Government. On the overall law and order situation in the North East region, Singh said that the though the situation in Assam has improved, “things are yet to stabilize” and that is why the tenure of the Armed Forces (Special Powers) Act was extended for another year. The Government of Assam also wanted extension of the AFSA. Singh admitted that the situation in Manipur is still bad. He said that though the GNLA is on rampage in Meghalaya, the recent operations yielded results, while, the inter-factional clashes resulted in deterioration of the situation in Nagaland. On the activities of the Communist Part of India-Maoist (CPI-Maoist) groups, Singh said that the death of senior CPI-Maoist leader Mallojula Koteswara Rao alias Kishanji must have affected the move of the Maoists to establish stronghold in the region. He said that according to information available with the Government, Kishanji visited Assam and Manipur just before his death in West Bengal.

According to the Police the militants snatched away one weapon from the SFs after the attack. The incident happened when troops of 39th Assam Rifles on patrol came under attack from heavily armed militants near border pillar No. 46 close to Jhoukhom village under Singhat Police station. There was a gun battle thereafter which lasted for half-an-hour. Details are still awaited. Assam Times put the figure of the militants who will surrender on January 24 at over one hundred and fifty. Earlier, Assam Adivasi Peace Movement representatives (a body approved by AANLA to negotiate) in a meeting with Chief Minister Tarun Gogoi and ADGP Khagen Sarma conveyed the willingness of AANLA to lay down arms on January 24. Assam Adivasi Peace Movement further put forward the demand of AANLA which are- removal of inter-State area restriction Act, to recognize Adivasis as Scheduled Tribes, to form a satellite Adivasi Autonomous Council in Assam, to allot land and pattas to the landless Adivasis, to reserve constituencies where Adivasi voters are a majority, to increase the daily wage of tea garden labourers to INR 200 per day, to absorb disarmed AANLA cadres in government jobs and to create an Adivasi Police Battalion. Assam Adivasi Peace Movement added that about 100 cadres of AANLA under ‘deputy commander in chief’ Peter Dung were putting up in a camp at the D-sector along the Assam-Nagaland border in Golaghat District while other cadres were outside the State. Nagaland Post reports that a probe carried out by the National Investigation Agency (NIA) reveals that the UNLF outfit earned around INR 1.5 billion between 2007 and 2010 through extortion. Besides UNLF, many other terror outfits are also extorting money in the State. According to NIA sources, one part of the proceeds from extortion has been used by the outfit to procure arms and ammunition and other part was invested by it in genuine business. “Most of the funds come from contractors who execute various central and state government schemes,” said source. The probe agency has arrested three top UNLF cadres, N Bomi Singh, Y Brojobidhu Singh and A Ibomcha Singh, who were allegedly part of the conspiracy to launder money into businesses. According to NIA, the trio held different positions in the Association for Extensive Growers Innovative Service.

The State Police have launched a massive manhunt to arrest the gunmen involved in the killing. The Police said the killings were related to extortion money demanded by the GNLA earlier and also to create fear psychosis among the people, particularly the coal businessmen of the area. Sources informed that the GNLA had earlier demanded an amount of INR 2 million from the Songsak Mahari toll gate in West Khasi Hills District. The Government has made necessary arrangements for the Kuki militant cadres of SoO signatory outfits to cast their votes in the polls, said State Chief Election Commissioner (CEO) PC Lawmkunga. The State Government has issued a notification in this regard on January 21, he added. Different Kuki militant outfits are into a tripartite suspension of operation agreement involving State and Central governments since 2007. The Zeliangrong United Front (ZUF) has categorically stated that it has nothing to do with elections held in India or Manipur. ZUF was not raised either against India nor Manipur nor would it oppose any community. Earlier, on January 22 the newspaper has reported that All Adivasi National Liberation Army (AANLA) has already started a training camp in the foothill between Chandalashung ‘B’ and New Chandalashung in Ralan area under Wokha District along the interstate border. Police said a group of 15 armed GNLA militants came in search of the ANVC cadres — Dion G. Momin, Jangsan Momin and Milseng Momin, at their residences at Soksan village under Mendipathar Police station. After finding that the cadres and the families had already been moved out, the GNLA cadres fired several rounds in the air and also assaulted a villager, Sengrik Sangma, alleging that he was a Police informer. The militants left after warning the villagers. The motive behind the incident is yet to be known, but according to the police, the terror tactic may be because of suspicion that the ANVC cadres were helping the police to track down the GNLA militants. Another reason could be to establish supremacy in Garo hills.

Deputy Election Commissioner Alok Shukla said in New Delhi that a person, posing as a voter, entered a polling station in an interior area in Sugnu Assembly Constituency at around 12:30 pm and started firing indiscriminately, killing three polling persons, a voter on the spot and a Central Reserve Police Force (CRPF) man. An injured voter, who was taken to Imphal, succumbed to bullet injuries. The militant, who is yet to be identified, was shot dead by CRPF personnel posted at the polling booth.

Condemning the recent violence perpetrated allegedly by NSCN-IM cadres, he said though NSCN-IM leadership denied that their cadres were involved in most of these incidents, the Government has enough intelligence which suggested that the insurgent group’s cadres were behind many of these incidents. “I hope that the message will go to the NSCN-IM or any other group that violence does not pay,” he said.

UTLA ‘general secretary’ T Robert said that the outfit is not a terrorist organization but an outfit which works for the development and welfare of the people. Maintaining that SoO or home coming ceremony of UTLA cadres was planned to organize on December 26, 2011, T Robert alleged that it has been delayed due to lackadaisical attitude of the Government of Manipur.
