On September 1, one Alam Shah was arrested in connection to the abduction of a truck driver near the Chathe Bridge (NH 29) in Dimapur. According to Police, the arrestee demanded INR 27,000 as yearly tax in the name of the NSCN-K-NS and National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) to release the abducted driver. Later on, the truck driver was rescued.

On September 1, the Assam Police seized a huge quantity of heroin from a SUV vehicle along the Assam-Nagaland border in East Karbi Anglong, Assam, reports Northeast Now. According to sources, the Assam Police intercepted a bolero vehicle bearing registration number MN 01S 1680 at Lahorijan Patrol Post of Karbi Anglong District in Assam. 50 soap cases containing 646 grams of heroin meticulously hidden inside the rear tail light of the vehicle was recovered during the search operation. A preliminary investigation revealed that the drugs was carried from Manipur and was suppose to be delivered at Guwahati’s Kamrup Metropolitan District in Assam. Two people identified as Ngamsei Haokip (age 30) and Letkholal (age 47) of Manipur, were arrested in connection to the incident.

On September 2, Assam Police seized 2.5 kg of Heroin valued INR 175,000,000 from a truck at Jorabat village on the outskirts of Guwahati of Kamrup Metropolitan District in Assam, and arrested two persons, reports East Mojo. According to sources, Assam Police intercepted a truck and recovered 205 cases of Heroin concealed in the oil tank. The arrestees have been identified as Dipak Sarma of Dimapur District in Nagaland and Jamminlal of Manipur.

On September 4, a Kangleipak Communist Party (KCP) militant identified as Heisnam Nungshiba alias Nanao Meitei was arrested from Mayang Imphal Kokchai Awang Leikai in Imphal West District of Manipur, reports The Sangai Express. Two Chinese hand grenades and two detonators were recovered from the arrestee. The arrested militant, Heisnam Nungshiba, had joined KCP in 2017 and was presently working under the command of self-style ‘major’ Lemba who is at present staying in Myanmar.

On September 4, the Centre signed another Karbi Accord in New Delhi with several militant organisations in the presence of Assam chief minister Himanta Biswa Sarma, Union minister Sarbananda Sonowal and Karbi Anglong Autonomous Council (KAAC) Chief Executive Member, Tuliram Ronghang, reports Northeast Now. The central government said it will fulfil all the conditions laid out in the Memorandum of Settlement (MoS) signed on Saturday within the designated time-frame, paving the way for long-lasting peace and development in Karbi Anglong region. Union Home Minister Amit Shah said the Assam government would spend around Rs 1000 crore for the development of Karbi region in 5 years. Representatives of Karbi armed groups, who signed the MoS, were Pradip Terang, chairman of Karbi Longri North Cachar Hills Liberation Front (KLNLF), Kongkat Teron, vice-chairman of People’s Democratic Council of Karbi-Longri (PDCK), Wellesley Terang, chairman of United People’s Liberation Army (UPLA), Mensing Kramsa, chairman of Karbi People’s Liberation Tigers (KPLT), Sam Sing Tisso, chairman of Karbi People’s Liberation Tigers (KPLT) ceasefire and chairman of Karbi People’s Liberation Tigers (KPLT-R). “The negotiations have led to the signing of this Memorandum of Settlement which will ensure greater devolution of autonomy to the Karbi Anglong Autonomous Council; protection of identity, language, culture, etc. of Karbi people; rehabilitation of cadres of the armed groups; and focussed development of the Council area, without affecting the territorial and administrative integrity of Assam,” the MoS read. “The signatory armed groups have agreed to abjure violence and join the peaceful democratic process as established by law of the land,” the preamble of the MoS said. “The Government of India and the Government of Assam will take necessary steps to reserve 34 seats for STs and 10 seats under Open category for all communities, out of 44 elected seats in KAAC,” it added. Army, Paramilitary Forces and Police shall organise special recruitment rallies to recruit Karbi youths, according to the provision of the MoS. Pre-recruitment training exercises will be organized by the agencies to facilitate the process. “All signatory armed groups shall abjure the path of violence, surrender their weapons and disband their organisations within one month of signing of the Agreement. All camps occupied by these groups shall be vacated forthwith,” Chief Minister Himanta Biswa Sarma informed. Sarma also announced that the Assam government will provide financial compensation of Rs 5 lakh to each of the next of kin of persons who lost their lives in agitations related to autonomous state demand and have not yet been compensated in any manner.

UPLA, a splinter group formed by former members of the erstwhile United People’s Democratic Solidarity (UPDS) in 2013, is a signatory of the tripartite Karbi Peace Accord signed on September 4 with Government of India (GoI) in New Delhi. The disbandment ceremony took place in accordance with the tripartite Karbi Peace Accord. A total of 387 cadres of the UPLA are set to return home and join the mainstream through the rehabilitation programme of the GoI. The militant outfit who had declared a unilateral ceasefire with the government in 2018 and later on laid down arms in February 2021 expressed happiness over the government’s effort to bring peace to the region and solve the long standing demand of the people of Karbi Anglong. UPLA ‘chairman’ Sorjon Lo-eh addressing the media stated, “We are not putting a full stop to the Autonomous State demand by singing the peace accord as it is being propagated by APHLC and 24+organisations in Karbi Anglong. The outfit's Information and publicity ‘secretary’ Jerix Vaiphei stated that a total shutdown was imposed on September 13, 'Sahnit Ni', the Kuki's Black Day, restricting movement of vehicles and closing down all administrative offices and business establishments to pay tribute to the departed souls who had been killed during the Kuki genocide perpetrated by National Socialist Council of Nagaland- Isak-Muivah (NSCN-IM). The total shutdown was violated in some areas and the group was compelled to take action even if it didn't want to harm innocent people, Jerix Vaiphei said, adding that a truck which violated the shutdown was fired at near Keithelmanbi Lamkhai in Kangpokpi District. The NIA submitted the chargesheet before a special NIA court for their alleged involvement in the conspiracy of a grenade attack in 2019 and waging war against the country. Besides Baruah, ULFA-I militants, Pappu Koch Bokoliyal, Amrit Ballav Goswami, Arunodoy Dahotiya and Munna Baruah have been charged with the relevant sections of the Indian Penal Code (IPC) and the Unlawful Activities Prevention Act (UAPA). At least 12 people were injured in a grenade blast triggered by suspected ULFA-I rebels near a shopping mall on RG Baruah Road in Guwahati on June 29 in 2019. ULFA-I ‘chief’ Paresh Baruah had claimed the responsibility for the blast, the NIA official said. The NIA re-registered the case and took over the investigation and filed a charge sheet against eight accused.

Briefing media at Imphal West District Police conference hall, Superintendent of Police (SP), Imphal West, Dr S Ibomcha paraded the arrested persons along with the seized explosive items. The arrested person was identified as Moirangthem Mohen alias Manao alias Pari (42), resident of Sagolband Tera Sayang Leirak, presently staying at Makoi Langjing Ching Maning, was the ‘self-styled captain’ of the banned underground outfit PREPAK. Acting on the disclosure of Mohen, the Police team recovered and seized one IED fitted with detonator from his rented house. Mohen further disclosed that he is working directly under the command of ‘self-styled Chairman cum general secretary’ of PREPAK Ningombam Premkumar alias Prem alias Tamocha alias Aheiba Angom and as per the instruction of Ningombam Premkumar, he had placed the hand grenade at the office of the KBS Agro Industries, Eeshing for monetary demand. Hence she was also arrested by a team of women Police personnel. Police said, during interrogation, the three militants identified as Alindra Reang (25), Anida Reang (35) and Drawkumar Reang (30), residents of different villages under Ananda Bazar Police Station limits in North Tripura District, said that acute scarcity of food and money has forced them to flee from their base camps in neighbouring Bangladesh and surrender. The militants told the Police that they joined the militant outfit in 2019 and underwent training at its camps in Bangladesh, and were involved in extortion activities in the interior areas of the State. “They suffered hardship of jungle life and got frustrated with the ill behaviour of their so-called leaders, who enjoy luxurious lives in Bangladesh and Myanmar,” a Police official said. NSCN-IM leader Rh Raising told reporters after the meeting that everything should be initiated on the basis of the Framework Agreement signed with the Government in 2015. “We reiterated our commitment to the Framework Agreement in letter and spirit. After the Covid-19 pandemic, the talks have resumed. The Government of India has sent us a letter stating that Mishra will hold talks with our leaders,” Raising told a television channel. The outfit's ‘information and publicity secretary’, Lh Stephen said that the reported arrest of ‘self-styled C-in-C’ of the alleged KNF, a non-suspension of operation (non-SoO) group, by Delhi Police's Special Cell has no connection with KNF whatsoever. He said that KNF is the oldest Kuki militant outfit and is currently under tripartite talks with the Governments under the banner of United People's Front (UPF) while adding that it had signed an extension of SoO recently with the Governments. He clarified that ‘self-styled C-in-C’ Mangkholam Kigen alias David is not the ‘C-in-C’ of KNF as reported in some media. The Nagaland Government and the State’s civil society organisations have also been asking the Naga groups to come together to facilitate one solution for the decades-old problem. The solution to the problem lies in the hands of the Nagas and not only the Naga political groups, said Sumi who signed the ceasefire agreement with the Central Government on September 8. Speaking at a press conference, Superintendent of Police (SP), Dr S Ibomcha Singh informed that based on the reliable information about the presence of some active cadres of PREPAK-pro in and around Lairikyengbam Makha Leikai to commit pre-judicial activities like hurling of bombs and planting Improvised Explosive Devices (IEDs) at private business centre, shops, etc., the commando teams conducted Cordon and Search Operation (CASO) at some suspected houses during which one active PREPAK-pro cadre identified as Naoroibam Joyshankar Singh alias Loyumba alias Khougang (37) son of N Inaocha of Lairikyengbam Makha Leikai was arrested from his house at 5 am. Joyshankar joined PREPAK-pro in 2009 through one Herojit from Salanthong and got basic military training for three months at Ngayensong, Myanmar under Army No 39914 of 39th batch, the SP said and informed that the accused is a ‘self-styled Lance Corporal’ and worked under the command of the outfit's ‘self-styled captain’ Jiten and ‘chairman’ Subhash alias Palheiba alias Muni. The recoveries included one set of IED fitted in a tin fish can, a Chinese hand grenade, one air gun rifle, four PEK cakes, three electronic circuits, one remote control device, three detonators, 10 batteries of 3.7 volt, three batteries of 4.5 volt, two batteries of 9 volt and soldering equipment use in assembling IED. On preliminary questioning, the captive stated that he had threatened one Naoroibam Boge of Lairikyengbam Makha Leikai by lobbing two Chinese grenades and triggered explosion in the paddy field near his house on Tuesday (September 21) around -12:30 am. He was also involved in IED attacks at the CM's Bungalow Gate on August 10, 2013 and at Route 39 restaurant at Mantripukhri on August 17, 2013, the SP said.

The ‘self-styled chairman’ of the outfit ANSC, Chekham Ch Sangma was arrested from Hawakhana area of the district, the Police said on October 1. Superintendent of Police (SP), Vivekanand Singh said in a statement, “Chekham was picked up from Hawakhana on September 25 … He disclosed during interrogation that he formed the new group with another 25-30 like-minded people.” The SP said 10 others were arrested over the last few days and two guns and a pistol were seized from their possession. The outfit was apparently in the process of collecting weapons to start its operations with activities like kidnapping, extortion, SP, Singh said, adding, they were in the process of undergoing training after enough weapons were procured. A case has been filed in this regard and an investigation is currently underway. Many of the arrested persons were earlier associated with various militant groups in the Garo Hills hill region (consisting of five districts in Western Meghalaya).

Orang, in-charge of expanding the base of proscribed outfit CPI-Maoist in Brahmaputra and Barak valleys, surrendered before Additional Director General of Police, Special Branch, Hiren Nath. Orang was the ‘convener’ of the outfit’s Assam State Organising Committee (ASOC) and also the ‘general secretary’ of its Barak and Brahmaputra valley zonal committees. The Maoist, who hails from Samuktola village in Dibrugarh District, did not lay down any arms or ammunition. His surrender is a major setback for CPI-Maoist in Assam and the ASOC would be leaderless, a Police statement said. Orang was associated with Students' Federation of India (SFI) and Communist Party of India-Marxist (CPI-M) from 1989 to 1999. He joined the CPI-Maoist in 2006. He, along with two other Maoists from Assam, were earlier arrested in Odisha’s Rourkela in 2011 but subsequently released.

On September 29, a recruitment module of United Liberation Front of Asom-Independent (ULFA-I) was busted and seven youths were arrested from Namtola in Sivasagar District of Assam, reports The Shillong Times. The seven arrested were on its way to the ULFA training camps across Myanmar border. Among the seven arrested included a former militant who had surrendered in 2016 and another who had already tried to join the banned outfit a couple of years back.

A fake Indian currency note (FICN) racket was busted on September 29 and 50 FICNs in the denomination of INR 500 was recovered from a remote village of Raja Howli under Panbari Police Outpost in Darrang District of Assam, reports The Sentinel. A total of 12 cadres of the newly formed insurgent group, United Liberation of Bodoland (ULB), surrendered with a cache of arms in Udalguri District of Assam on September 29, reports East Mojo. Special Director General of Police (SDGP)-cum-Inspector General of Police (IGP), Bodoland Territorial Area Districts (BTAD), L R Bishnoi said, the insurgents surrendered near the India-Bhutan border in Udalguri District and were brought to Dimakuchi Police Station for completing necessary formalities. Among them, self-styled Kokrajhar District ‘commander-in-chief’ of ULB, Pinjit is there. The cadres also deposited some arms, Bishnoi said, adding, with this development, all members of the ULB have surrendered. Meanwhile, Assam Chief Minister (CM), Himanta Biswa Sarma tweeted, “Continuing our outreach to bring home youths from the path of militancy, all the cadres of the newly formed group United Liberation of Bodoland (ULB) have returned home today”, reports East Mojo on September 30. “We welcome them to join our effort to build a beautiful and prosperous Assam,” Sarma added. Bodoland Territorial Council (BTC) chief Pramod Boro appreciated the decision of the ULB cadres to shun violence and return to the mainstream.

Four self-styled militants of National Socialist Council of Nagaland-Unification (NSCN-U) two of Nationalist Socialist Council of Nagaland-Reformation (NSCN-R) and one each of Yung Aung faction of National Socialist Council of Nagaland – Khaplang (NSCN-KYA), National Socialist Council of Nagaland- Isak-Muivah (NSCN-IM) National Socialist Council of Nagaland-Khaplang (NSCN-K) and Eastern Naga National Government (ENNG) who actively engaged in extortion and collection of taxes in the region surrendered to join the mainstream.
