On March 8, Pro-Talks Faction of United Liberation Front of Asom (ULFA-PTF) leader, Pradip Gogoi, was arrested for allegedly ‘plotting assassination’ of Assam Minister Himanta Biswa Sarma from Guwahati of Kamrup Metropolitan District in Assam, reports Northeast Now. Police reportedly have recovered phone records of Pradip Gogoi, wherein the pro-talk ULFA leader allegedly spoke to a person in Karbi Anglong and discussed the assassination plot. Twenty militants belonging to four different outfits surrendered on March 9 before Manipur Chief Minister (CM) N. Biren Singh in a ‘Homecoming Ceremony’ organised at the banquet hall of 1st Manipur Rifles battalion in Imphal of Imphal West District in Manipur, reports The Indian Express. Among the 20 militants, 16 belonged to Thadou People’s Liberation Army (TPLA), two were from United National Liberation Front (UNLF), and one each from People's Liberation Army (PLA) and People’s Revolutionary Party of Kangleipak –pro (PREPAK- pro). The surrendered militants deposited arms and ammunition including an AK-56 Rifle, one M-15 Rifle, one MK-33 Rifle, one Uzi SMG, one Lethod gun, one Glock 19 pistol, six 9mm pistols, two .32 pistols, one .22 pistol and 75 assorted ammunitions. Under the Revised Scheme for Surrender-Cum Rehabilitation of Militants in the North East States, 2018 of the Union Ministry of Home Affairs (UMHA), rehabilitation benefits given to the surrendered militants included a one-time financial grant of Rs 4 lakh to each surrendered rebel, which is to be kept in a bank in their names as a fixed deposit for a period of three years. The militants will stay in a rehabilitation camp for three years, during which they will be paid a monthly stipend of Rs. 6,000 each. Incentives for surrendered weapons have also been provided.

In a statement, the newly formed outfit consisting of 30 members claimed the reluctance of the Government of India (GoI) and the Assam Government has led to the formation of new group to fight for the rights of Bodo people. Over 1,600 rebels belonging to four factions of the NDFB had laid down arms days after the Bodo accord was signed between Bodo groups and the Centre in January 2020. Thirty-four years after it was formed with the aim of carving out a separate Bodoland state from Assam, all the four factions of NDFB had disbanded themselves.

Zo Re-Unification Organisation (ZORO), on March 23 blamed the Centre for allegedly discriminating the Zo ethnic people and urged the Ministry of Home Affairs (UMHA) to revoke its order directing four North-eastern states to deport Myanmar nationals, who have taken refuge in India, reports East Mojo. ZORO is a Mizoram-based Chin-Kuki-Mizo-Zomi group representing the Zo ethnic people in India, Myanmar and Bangladesh. “Thousands of people from Bangladesh and other countries have illegally migrated to India in the past and the Central government accepted them as refugees and provided them with asylum instead of deporting them. But now, it instructed the four border states to identify and deport the Myanmar nationals, who have taken refuge in the country. This is clear discrimination on communities’ line,” ZORO president R. Sangkawia said. Hundreds of Myanmar nationals have taken refuge in India following the February 1 military coup in the neighbouring country.

A special National Investigation Agency (NIA) court in Imphal in Imphal West District of Manipur on March 31 has sent Narengbam Samarjit, the separatist leader who had declared the state’s independence in London, to 13-day police custody, reports The Indian Express. On March 25, Samarjit was arrested at IGI Airport in New Delhi for the formation of a “de-jure” Manipur Government in London after declaring independence from India in 2019. He was brought to Imphal on March 29 and remanded to police custody till March 31, reports Northeast Now. According to the NIA, Samarjit was the chairman and managing director of Salai Group of Companies and SMART Society and he and his associates, Elangbam Brojendro Singh and Akoijam Deepa Anand, were allegedly collecting huge amounts of money and cheating the public by taking deposits from by offering 36 per cent annual returns without any legal authority. On March 23, the NIA had filed a chargesheet against five accused, including Samarjit, Yambem Biren, at the NIA Special Court in Manipur under Sections 120B and 420 of the Indian Penal Code and Sections 13 and 17 of the Unlawful Activities (Prevention) Act, 1967.

The Centre has extended the Armed Forces Special Powers Act (AFSPA) in three Districts of Arunachal Pradesh besides four Police Station areas in three other Districts bordering Assam by another six months, and declared them "disturbed" in view of continuing activities of banned militant groups, reports The Assam tribune on April 1. According to a notification issued by the Ministry of Home Affairs (MHA), Tirap, Changlang and Longding Districts of Arunachal Pradesh and four Police Stations bordering Assam were declared "disturbed" areas under the AFSPA. "Tirap, Changlang and Longding districts in Arunachal Pradesh and the areas falling within the jurisdiction of the following four police stations in other districts of Arunachal Pradesh, bordering the state of Assam, are declared as 'disturbed area' under Section 3 of the Armed Forces (Special Powers) Act, 1958 up to September 30, 2021 with effect from April 1, 2021, unless withdrawn earlier," the notification said. The four Police Stations are Namsai and Mahadevpur Police Stations in Namsai District, Roing Police Station in Lower Dibang Valley District and Sunpura Police Station in Lohit District. The decision was taken following a review of the law-and-order situation in the three Districts and the four Police Station areas concerned, an MHA official said.
