On June 7, a virtual border management conference was held between Border Security Force (BSF) and the Border Guard Bangladesh (BGB) over border crimes, single-row border fencing and insurgent activities, among other issues, reports The Sentinel. The meeting saw the participation of the Inspector Generals (IGs) of three frontiers – Tripura, Meghalaya and Mizoram and Cachar Frontier along with BGB officials of the South-East and North-East regions and senior officials of Bangladesh's Foreign Affairs and Home Affairs ministries. According to official sources, the four day BSF-BGB Border Coordination Conference (BCC) would adopt certain strategies to curb trans-border crimes, smuggling of various contraband and cattle, fake Indian currency notes and pending development works along the frontiers of the two neighbouring countries. In a statement, BSF stated that common goal of establishing peace and tranquility along the international borders will be amicably resolved by the both parties after discussions. In recent years, BSF and the BGB have jointly cemented their friendly relationship and acquired new heights in mutual trust and cooperation by resolving all border issues through meaningful dialogues. In November 2020, BCC had been held in BSF Tripura Frontier headquarters in Shalbagan.

On June 8, a hand grenade was lobbed by unknown miscreants at the office of All Manipur Students' Union (AMSU) located inside DM University campus in Imphal of Imphal West District in Manipur, reports E Pao. Though four executive members of AMSU and some volunteers were inside the office at the time of the incident, no one was injured. AMSU vice-president Athouba Laishram termed the grenade attack as an act of suppressing the voice of students and their activism.

On June 8, a People's Revolutionary Party of Kangleipak-progressive (PREPAK-pro) militant was arrested near Arapti Lilong Mapal VDF outpost in Imphal East District of Manipur, reports E Pao. The arrestee identified as Khullakpam Mubinur Rahman was apprehended during search operation along with one Chinese hand grenade and detonator. During interrogation, Mubinur Rahman revealed that he was presently working under one Jiten who had supplied him with two hand grenades out of which he used one to attack the Lilong AR post few weeks ago.

On June 8, Naga groups including National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) has raised objection on the proposed Karbi Anglong Peace Accord deal to be inked between the Assam Government and six militant outfits - Karbi Longri North Cachar Hills Liberation Front (KLNLF), People’s Democratic Council of Karbi Longri (PDCKL), United People’s Liberation Army (UPLA) and three factions of Karbi People’s Liberation Tiger (KPLT), reports The Telegraph. The Naga Students’ Federation (NSF), denouncing the agreement which proposes the creation of Karbi-Anglong Autonomous Territorial Council (KAATC) in nearby Assam, as reported in East Mojo, stated that any deal without “the consent of the Naga populace who are the original inhabitants of the area” will not be accepted. NSCN-IM stated that Karbi Anglong, erstwhile known as Rengma Hills, is the victim of aggressive influx of outsiders for vested interests. The Rengma Nagas are the legitimate sons of the soil. The proposed KAATC is more of appeasement policy to pacify the six Karbi militant outfits, according to NSCN-IM. According to The Economic Times, Rengma issue in Assam constitutes one of the important agendas of Indo-Naga political talks which is still pending. The Rengma Naga People’s Council (RNPC) further demanded “creation of Rengma Hills Autonomous District bifurcating from Karbi Anglong” District if the accord is signed as it alienated the Rengma Nagas. The RNPC has submitted a memorandum to Assam Chief Minister Himanta Biswa Sarma putting forth its demand of creation of an Autonomous District for the “Rengmas” with Headquarters at Phentecho by upgrading the existing Bokajan Sub-division and creation of an MLA seat reserved for the Rengmas, reports Northeast Now. On June 9, Rengma Hoho has expressed its support to RNPC memorandum for creation of separate Rengma Autonomous District.

Two Kuki National Liberation Army (KNLA) militants identified as Kamjagin Kipgen and Lalminthang Haokip were arrested on June 9 from a location in between K Hengjang and NP Khollen villages of Kangpokpi District in Manipur, reports E Pao. According to sources, during an ongoing operation, a gunfight took place on June 8 at K Hengjang. One of the two KNLA militants, Lalminthang Haokip was injured in the gunfight. According to a ‘confidential report’ prepared by State and Central Security Agencies based on the discussions during the 52nd Directional-level Lead Intelligence Agency (LIA) meeting organized by the Border Security Force (BSF) in Agartala on June 15, NLFT is operating “two camps at Silchari and Ujjanchari in the Rangamati District of Bangladesh apart from two ‘safe houses’ at Dhaka and Chittagong” and has been making movements especially in Khowai and Dhalai Districts of Tripura. The reports states though the outfit suffered setback with the arrest of its ‘self-styled commander’ Parimal Debbarma in Mizoram on March 13, 2021, yet it continues to recruit young boys on the condition of money and food. According to sources, Chakmas along with machetes and locally-made guns called khanwa came at the village and started pelting stones to protest against desecration of the Buddha temple established in the area. However, the villagers claimed that the Chakma settlers had encroached on Mishmi land and secretly built the temple on it which the Chakmas claimed that the area comes under the designated Chakma village of Boddisatta-I, II and III. The claim of residents of Kathan has also been supported by the Lohit District Police who stated that according to a traditional boundary settlement between the Mishmi and the Singpho communities on 6 April, 2021, the mentioned area falls under the Mishmi community land. According to the data available, against a sanctioned strength of 86,959 Police personnel, Assam presently only has strength of 71,608 Police personnel to maintain law and order of the state. As per data on Police organisations being compiled by Bureau of Police Research & Development (BPRD), sanctioned strength of Police personnel in India is 26,23,225, whereas actual strength is 20,91,488 and 5,31,737 vacancies are presently there in different States across India. In comparison, against a sanctioned strength of 26,738 Police personnel, Nagaland, the only State in India has 28,113 Police personnel, a surplus of 1,375 Police personnel. Almost all other Northeastern States have vacancies of Police personnel. Arunachal Pradesh has a vacancy of 2,737 Police personnel, Manipur with a vacancy of 5,634 Police personnel, Meghalaya having vacancy of 1,739, Mizoram vacancy is 3,205, Sikkim’ vacancy 810, and Tripura has a vacancy of 6,925 Police personnel. In a statement, UMHA has ‘issued advisories to the States for filling up these vacancies in the States and to bring in the requisite reforms in the Police administration to meet the expectations of the people’. UMHA also stated that the Central Paramilitary Forces are facing shortage manpower forces. Two United People's Revolutionary Front (UPRF) militants on June 20, were killed during an encounter at a deep forest near Jolian village at Singhasan Hills of Karbi Anglong District in Assam, reports Northeast Now. On June 23, the National Socialist Council of Nagaland – Isak Muviah (NSCN-IM) said, the Union government opposing taxations by the outfit instantly violates the Framework Agreement wherein the two entities have agreed to coexist peacefully as two different entities sharing sovereign power, reports Northeast NOW. It further said that, opposing the Naga tax is nothing short of obstructing the Naga political movement and to let the Naga people be enslaved by India. As per the Framework Agreement, the Nagas are the masters of their own lands both below and above. “So, why should India interfere in the internal matter of the sovereign Naga people?” it asked. The outfit issued the release in response to Nagaland Governor and interlocutor for Naga talks RN Ravi’s statement on June 21 that the Indian government does not recognize collection of tax by any other entity other than by it or a state government. He also said that the forcible collection of money by any entity is extortion, which is a criminal offence punishable under the laws. The NSCN(IM) said, the National Socialist Council of Nagaland (NSCN) collected taxes to support the Naga people’s political movement, which had started in 1929 even before India attained independence from the British and it is highly unbecoming of the Governor who is “desperately trying to criminalize” the Naga political movement by questioning its right to taxation.

Serchhip Battalion of 23 Sector Assam Rifles on June 22, seized a large haul of war-like stores being smuggled to Myanmar and apprehended two individuals, in Farkawn Road track junction area in Mizoram, reports The Hindu. “These explosives are believed to be transported from Mizoram to Myanmar for use by the Chin National Army (CNA) against the Myanmar Army,” an un-named Assam Rifles official said. The recoveries include 3,000 special detonators in six cartons, 925 electric detonators in 37 packets, 2,000 mts length of fuze in four boxes and 63 sacks of explosives substance, each sack containing 10 packets each of 2.08 kg of Class II Category - ZZ explosive powder weighing a total of 1.3 tonnes. The recovered items and apprehended persons were handed over to the Dungtalang Police Station and a First Information Report (FIR) was being lodged, the statement said.

The notification issued by UMHA stated, “Government of India (GoI) is of the opinion that the area comprising the whole of the state of Nagaland is in such a disturbed and dangerous condition that the use of armed forces in aid of the civil power is necessary…therefore, in exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act (AFSPA), 1958 (No. 28 of 1958), the GoI, hereby, declares that whole of the state of Nagaland to be ‘disturbed area’ for a period of six months with effect from 30th June, 2021”. The AFSPA has been in force in Nagaland since attaining its statehood in 1963 and it was last extended for six more months on December 30, 2020.
