Six activists of the proscribed left extremist, Naxalite outfit, People's War Group (PWG) have been arrested in combing operations in Midnapore West district in West Bengal on January 10. According to police sources, the six PWG activists were arrested in a joint combing operation by the State police and Eastern Frontier Rifles in Goaltore, Salbani, Gopiballavpur and Midnapore- Bankura forest areas. With the arrest of these six activists, the total number of activists of the PWG and another proscribed Naxalite outfit, Maoist Communist Centre (MCC) arrested in the district has risen to 56 in the last seven days, sources added.

Police sources said that four Naxalites opened fire on an eight-member police party searching for landmines in the area and in the ensuing encounter, a Naxalite was killed. The others managed to escape from the encounter site. The identity of the Naxalite was yet to be established.

A media report on February 3 said that the Bihar Police’s Special Task Force (STF) launched a major operation against left-wing extremist, Naxalite outfit, the Maoist Communist Centre (MCC) in different districts of the Tirhut division in North Bihar. The operation has been launched to check the growing network and activities of the banned Naxal outfit. The crackdown operation in the first phase began in the last week of January 2002 in Sheohar, Piprahi and Tirgai areas where the MCC has reportedly spread its influence. According to the ADG (Tirhut), M K Sinha, the crackdown on the MCC networks has been initiated by STF, and is assisted by the district police concerned in seven police stations areas of Sheohar and Motihari district. In the operation’s second phase, the STF and the local police would conduct raids in areas under the jurisdiction of the Katra, Nanpur, Jale and Kamtaul police stations of Muzaffarpur, Sitamarhi and Darbhanga districts respectively, said the ADG. According to police sources, the MCC activists have expanded their activities in Sidhotiya, Dhurkurba, Bulaki, Lalgarh, Nayagaon, Shyompur, Bhantaha and Khairaba areas of Sheohar district. The outfit is also reportedly running training camps along the Indo-Nepal border with the help of Maoist insurgents in Nepal.

Five left-wing extremists, Naxalites of the proscribed People’s War Group (PWG) were arrested and four rifles and several rounds of ammunition recovered during raids at some villages under the Lalgar and Shalbani police station limits, on February 3. The district police chief said that the arrests were made after interrogating a Naxalite arrested in January 2002. He said the arrested Naxalites were members of ‘village defence squads’ formed by the PWG in the region.

Police sources said that an estimated 15 Naxalites dressed in police uniform abducted three person, including the brother of the legislator, from his home in Sake village, Lohardaga district on February 7. While the others were reportedly released, the brother of the legislator was killed. Media reports said the MCC had been opposed to the family of the legislator for a long time and killed his brother because he refused to pay ransom to the outfit. Police have launched a combing operation to arrest the Naxalites.

The Bihar government has launched ‘Operation Crackdown’ against the proscribed Maoist Communist Centre (MCC) in north Bihar, resulting in a number of activists surrendering to the authorities, Deputy Inspector General (DIG) of Police (Tirhut range) S K Bhardwaj said on February 10. Several hardcore naxalites belonging to the outfit have been arrested in the five north Bihar districts of Muzaffarpur, Sitamarhi, Sheohar, Vaishali and parts of Motihari district, where the operation has been launched, he said. A list of 300 hardcore MCC activists has been prepared and a special task force is conducting raids to apprehend them, Bhardwaj indicated.

According to police sources, the incident took place when a special police team on a combing operation spotted the Naxalites and asked them to surrender. The Naxalites instead opened fire on the police. The encounter was still going on when reports last came in, with police rushing reinforcements from Warangal and Karimnagar to assist police and the elite Greyhounds units engaging the Naxalites. The police recovered 10 weapons, including a light machine gun, three self-loading rifles (SLRs), a .9 mm carbine, a .303 rifle and four double-bore guns. The identities of the slain Naxalites were yet to be established. Before abducting the police personnel, the Naxals also blasted in Anakapalli and Chodavaram police stations and the adjoining treasury office at the second place and decamped with at least 15 rifles from the police station and cash from the treasury. While State police chief P Ramulu held a review meeting to assess the latest situation on August 25, senior police and intelligence officials are camping in Visakhapatnam to monitor the situation in north Coastal Andhra. Media reports said, following instructions from Chief Minister N Chandrababu Naidu, Ramulu has ordered the formation of 20 special teams to conduct combing operations in the suspected areas. The police have also reportedly sought assistance from the bordering States––Orissa, Madhya Pradesh and Chhattisgarh––to carry out similar combing operations in border areas. The police are also consulting civil rights groups to seek their involvement in securing the release of the abducted police personnel. Official sources indicated, with peace talks between the State government and the PWG failing, cadres of the PWG’s Andhra-Orissa Special Border Zone stepped up action against police and suspected police informers. Subsequently, a special police party of Karimnagar and Warangal districts started combing operations in the forest areas. The police ran into two Naxalites who opened fire on them. While one Naxalite escaped the other was was arrested. Some arms and ammunition, including a tapancha (country-made rifle) and a grenade, were recovered from the arrested Naxalite. According to district police chief P. S. R. Anjaneyulu, police were tipped-off about the movement of a group of Naxalites in the nearby forest. The Naxalites attacked the police party that had gone in its search. In the retaliatory firing by police three Naxalites were killed. However, some more managed to escape. Two of the slain Naxalites were later identified as Eswar alias Madhav and Gayam Adi Reddy. While the former was ‘commander’ of the Central Palnadu Zone Local Guerrilla Squad, the latter was ‘Deputy Commander’ of Bellamkonda dalam (squad). According to district police chief Mahesh Muralidhar Bhagwat, police were on a look out for arms hidden by the People's Guerrilla Army (PGA), the military wing of left wing extremists––Naxalites––of the People’s War Group (PWG). The search was on ever since three encounters occurred with them on a single day, in June 2002. Police had earlier been tipped-off about the Naxals’ military training programmes in the Morripeta forests. 13 weapons were recovered, including a Self Loading Rifle (SLR) and a .410 musket, eight DBBL guns, an SBBL, a .45 short weapon and a tapancha (country made revolver) and three grenades. Besides, seven kit bags, empty cartridges and some .22 live bullets were also recovered. Spare parts of weapons, possibly to repair the firearms, were also recovered. These included strikers, springs, locking piece, washer, wooden handles, punch, drill, grenade liver, grenade igniter and set base plugs. Police also found a grenade discharger cup that helps in using a .303 rifle as a grenade launcher.

According to the police sources, at least 10 more Naxalites managed to escape under the cover of thick forest. The encounter site, Eturu Nagaram is considered as a Naxalite base. The police search teams also seized a large quantity of weapons, including two Springfield rifles, a carbine, two .303 rifles, two revolvers, three shot guns and an air gun, apart from some ammunition and 15 kit bags from the encounter-scene. A live bomb, gelatine sticks, camera, flashgun and ammunition boxes, among other things, were recovered from the spot. Police immediately launched a combing operation in which 31 Naxalites were arrested. According to police sources, the arrested Naxalites, during interrogation, revealed that approximately 80 Naxalites led by a PWG leader of West Bastar division committee, Prasad, were involved in the ambush.
