PTI reports that seven persons were arrested for having alleged links with the Communist Party of India-Maoist (CPI-Maoist) and planning to abduct a Government official in Keonjhar District, Police said on January 1."They were picked up by jawans [personnel] of the anti-Maoist Special Operation Group (SOG) and Police from Padang village in Telkoi Police Station area yesterday," Superintendent of Police Asit Panigrahi told reporters. The accused were planning to abduct the Block Development Officer (BDO) of Telkoi on November 18 after the arrest of two Maoist cadres from the area, he said, adding the BDO cancelled visit to his village after getting tip-off about the plot to kidnap him. Several Maoist literature and handwritten letters were seized from the arrested persons, hailing from Gudinarda village in Telkoi area.

One of them was identified as Bimal Toppo alias Ranthu Oraon, wanted in over a dozen criminal cases, Superintendent of Police Narendra Kumar Singh said. They were arrested from Birkera village of Gumla and Police recovered a revolver and five live cartridges from their possession, he said. Police have already launched a search for more ultras based on the information provided by the duo, the officer said.

Illegal firearms were recovered from a BSNL telephone exchange in Tiljala on the eastern fringe of Kolkata late in the night of January 4. Acting on a tip-off, a special team of the Criminal Investigation Department (CID) raided the exchange and seized seven rifles. The exchange was later sealed on January 5. "Four security guards, belonging to a private security agency, have been arrested," said Annuj Sharma, Special Inspector General of CID. According to a senior CID officer, the guards — Golam Ambia Sheikh, Sheikh Jahangir, Bapi Sheikh and Abdul Hossain Sheikh — are residents of Burdwan District. The security agency — Inter-State Security Agency — had started operating a few months ago at Garfa in south Kolkata. According to CID sources, Golam Ambia Sheikh is the kingpin of the racket. The accused used to sell illegal arms at the rate of INR 35,000 to 40,000. "The accused used to have fake licences prepared in Nagaland, Bhagalpur [Bihar] and Patna. After forging licences, they purchased firearms from the city and stored them in the BSNL exchange offices," an officer said. "The accused were produced in the Alipore court today. As per initial investigation, it seems the four are from the same family. They may have links with Maoists," an officer said. The incident has prompted the CID to crack down on private security agencies in Kolkata. "We have information that several of them deal in illegal arms," said a senior officer.

A joint operation against Maoists was launched in West Bengal on January 7 with Police forces of West Bengal and Orissa launching a major ground offensive against the Maoists at Gapiballavpur in West Midnapore District, reported Indian Express. Four companies of armed Police of Bengal and Orissa launched the operation at 1pm (IST) at Gapiballavpur, which borders Mayurbhanj District of Orissa. This is the first joint operation of West Bengal Police with forces of another State to curb the Maoists. "A lot of exchange of fire took place between us and the Maoists who triggered landmine blasts too. However, there have been no casualties or injuries on either side nor has there been any arrest. We will continue with our operation and such joint operations will continue," Manoj Verma, Superintendent of Police (West Midnapore) told The Indian Express. Earlier, Mayurbhanj Deputy Inspector General and his counterpart in West Bengal met in Midnapore on January 6 to discuss the operation. The Bengal Government had proposed a similar joint operation with Jharkhand too and is waiting for a response. The Bengal Government has also written to the central Government to send 5-6 companies of Central Para Military Forces to replenish the existing forces. The central Government had taken away some forces from for the elections in Jharkhand.

The Security Forces on January 9 recovered 120 landmines besides firearms and other weapons in the Lalgarh area of West Midnapore District. Besides 120 directional landmines, 28 firearms, 61 sharp weapons, detonators, wires, and large quantity of bomb-making material were seized during the raid at a house in Jamda locality, Superintendent of Police Manoj Verma said. Though Police had a tip off about five persons, having Maoist links, holed up in the house, they could not be arrested. Maoist literature and handwritten posters were also found in the rooms of the house.

Deogarh District Police recovered detonators, live ammunition, utensils and a sewing machine from Pindki forest under Riamal Police Station on January 10, reported Express Buzz. Security Forces have intensified combing operation in Heron, Hitam and Biryam areas. Although it is said that the place was used as a camp by the Maoists who have deserted it now, the recovery signifies their presence in the area as Maoists are not known to leave behind their belongings. Although there have been reports of Maoists having a free run in Laimura, Riamal, Ranigola, Gandam, Gangajal areas of the District, Police have been underplaying their presence. The District is directly connected through forest with Saranda forest across the border in Jharkhand via Gurundia in Sundargarh. It was along the route from Biryam to Heron where Police recovered 21 landmines in October 2005.

Over hundred Maoists swooped down on the BMP camp near Chanan River in Akbarnagar, fired bullets and injured four personnel guarding it. The Maoists looted four self loading rifles, two machine guns, some ammunition and two grenades, Police said, adding, they managed to escape in the dark after the brief attack. Acting on a tip-off, Police raided a house at Paharpur-Kharagpur village and arrested the extremists. The arrestees were suspected to haven been involved in the attack on a BMP camp at Akbarnagar in neighbouring Bhagalpur District on January 10 in which four BMP personnel were injured, the Police said. The Maoists had looted four SLRs, two machine guns, hand grenades, besides several rounds of ammunition during the operation.

Fake AK series assault rifles were recovered on January 15 when around 100 Central Reserve Police Force (CRPF) personnel neutralised an illegal arms unit in forests close to Gobardaha village in the Chatra District, according to PTI. One suspected Maoist was also arrested. The CRPF also seized five Improvised Explosive Devices (IEDs), one of which weigh 15 kilograms. Other ammunition and explosives have also been seized. A number of duplicate AK series rifles have been seized from factory, which was manufacturing and assembling the fake AK rifles, CRPF sources said. The operation was conducted as a part of the major anti-Maoist drive in various parts of the country initiated by respective State Police forces and assisted by various para-military forces which have contributed almost 60,000 troops.

The two-day operation, which involved several incidents of exchange of fire between the Maoists and Security Forces (SFs), was conducted on the basis of information received from some close associates of Maoist politburo member Koteswar Rao alias Kishan, Superintendent of Police Manoj Verma told The Hindu over telephone. The raid was carried out on the information provided by Chandrasekhar Gorebale alias Sudhakara alias Tippanna alias Nantappa, a cadre of the Karnataka State Committee of the CPI-Maoist, who was arrested at Aija village of Mahabubnagar District in Andhra Pradesh in the morning of June 13. Gorebale was guarding the hideout which was to be used by an Action Committee detailed to carry out an attack on a politician or a Police officer either in Hyderabad or in the Telangana Districts. Sources said the weapons and the Police uniforms were supplied to Gorebale between February and April [2010] and were to be picked by an action committee constituted by the Maoist Central Committee to carry out an assassination in Hyderabad. The seizure of Police uniforms indicated the Maoist plot to carry out a major assassination in Hyderabad or possibly in one of the Telangana Districts, a senior officer said. There have been two instances of Maoist cadres wearing Police uniforms carrying out assassinations in Andhra Pradesh. Two former legislators, S. Chinna Reddy (Anantapur) and Budda Vengal Redy (Kurnool), were killed by Maoists in late 90s.

Police said during interrogation, Munda confessed that Induwar was abducted and beheaded at the direction of Communist Party of India-Maoist (CPI-Maoist) leader Kundan Pahan. Pahan is still at large. Munda was among one of the three abductors who had abducted Induwar in October 2009. The beheaded dead body of the Police office was found later.

We have information that four of the bodies were carried away by Maoists while many more were injured," Director General of Police (DGP) Bhupinder Singh told reporters in Kolkata, according to PTI. "Acting on a tip off that 40 to 45 Maoists had gathered at Duli village near Ranja forest in Salboni Police Station area, a team of commandos and Special Forces of Central Reserve Police Force (CRPF) and Police closed in," the DGP said., adding, "When the Maoists opened fire, the forces retaliated." The NDTV, however, put the death toll at 13. Police sources said that five of the eight Maoists killed were been identified as Arjun (a close associate of Maoist leaders Bikash and Tara), Sagen, Mala, Radha and Lakshmi (who is suspected to have played a major role during the massacre of 24 Eastern Frontier Rifles personnel at Silda on February 15), adds The Hindu. The sources said that based on intelligence inputs received from the Jharkhand Police, it was suspected that top Maoist leader Akash was also killed during the encounter. Inspector General (range) RP Singh who headed the coordination meeting held on September 15 said that the borders of Maoist-affected Districts of Sonebhadra and Chandauli are linked with the borders of Bihar districts like Bhabhua, Rohtas and Kaimur, which are also known as the harbour of Maoists due to their typical topography. He said the proposed joint drives of the Police of both States would take place in two phases. In the first phase, Police of Sonebhadra, Bhabhua, Rohtas and Garhwa (Jharkhand) would launched a massive drive to comb the hills and jungles of the bordering areas, he said. Police sources said that on receiving a tip-off that CPI-Maoist ‘commander’ Sasadhar Mahato and his wife Suchitra Mahato, along with 14 other cadres, were camping in the Bandarboni forest, an operation was launched by the joint forces around September 24-midnight. “The exchange of fire went on from 2 a.m. to 5 a.m. Even after heavy firing subsided, the Maoists continued firing few rounds in a scattered manner to confuse the forces and escape. That they fired so many rounds prove that a top leader was in the group,” Mukesh Kumar, Additional Superintendent (Operations) of Jhargram Police District, said. A CRPF trooper, D. "Each booster weighed 125 gram and contained nearly 120 gram of TNT which takes total weight of explosive materials to around 64 kg in 534 units of boosters capable of bringing down a 10-storied building within minutes," said Additional Superintendent of Police (operation) Apoorva. Jhargram Additional Superintendent of Police Mukesh Kumar said the raids were launched by eight companies of Central Reserve police Force (CRPF), SAF and State Armed Police following a tip off that two squads of Maoists had gathered in the forests with explosives to perpetrate acts of sabotage. The joint forces retaliated and forced the Maoists to retreat, he said adding none was injured in the exchange. During searches the joint forces seized about 120 kilograms of explosives stacked in two plastic drums and stored under the ground near a water body in the Madhupur forest near Jamboni, which provides easy access to Jharkhand. The team arrested three top cadres of the Maoists, identified as Ram Kumar Pandit alias Langra alias Sanjay, the Maoist ‘R&D wing’ in-charge and a ‘zonal commander’ of Bihar-Jharkhand Special Area Committee (BJSAC), Devendu Singh (54) alias Anandji alias Subodhji, a special ‘area committee’ member and Jai Prakash Singh (53) alias Dinesh alias Shiv Shankar, a sympathiser. In the raid the team recovered three kilograms of RDX and 10 kilograms of chemicals, including two litres each of sulphuric acid and acetone, 1 kilogram nitric acid (70 per cent concentrated) and five kilograms of sulphur powder. Most of the chemicals were kept in sealed bottles and neatly packed in vegetable oil cartons while the sulphur powder and RDX were kept in plastic wrappers. According to Police, the quantity of chemicals hauled is potent enough to blow up an entire township. The packets have been sent for forensic tests. Besides chemicals, 14 wireless sets made in China, one big dry battery and six amplifiers and Maoist literature were seized from the lab.

The six cadres were identified as 'zonal commander' Bhushan Sharma, 'regional commander' Suresh Yadav alias Chandan ji, 'area commanders' Jainandan Paswan, Jitendra Singh and Arjun Paswan and secretary of the outfit's ‘zonal sub-committee’ Yugal Yadav. The arrested Maoist leaders were involved in the killing of a station house officer Mithilesh Prasad in the District and 45 other Maoist related incidents in the State and Jharkhand, Police said. The deceased were identified as Madhav Singh Thakur, the area block president of Bharatiya Janata Party (BJP), and Ramesh Sahu, a businessman. Thakur’s body was identified by his family members. The family members of the victims refuted the claim that they were Maoists on December 30. Madhav was the president of BJP's Paikamal block unit. He was in no way linked to Maoist activities, his brother Gunakar Thakur told reporters. 'Ramesh was a businessman and everybody in the area knew him. He was never involved in Maoist activities,' Sahu's uncle Hrusikesh said. However, Bargarh Superintendent of Police (SP) Soorya Thankappan said, "Our forces had definite information that a Maoist camp was running there. When we raided the camp we were fired at. In the crossfire, two Maoists were killed". Inspector General of Police (IG) (Operation) Sanjeev Marik said the gun battle took place after Police raided the Maoists camp. Orissadiary.com reports that at least two cadres of the Communist Party of India-Maoist (CPI-Maoist) were killed in an encounter between the Maoists and the Police in Paikamal area of Bargarh District in the late night of December 27. Acting on a tip off, the Police and the Special Operations Group (SOG) started a joint combing operation in the area and killed the two Maoists while others managed to escape. Police suspected that more than 50 Maoists have remained in the area. The combing operation has been intensified. The dead body of the Maoists along with rice, shoes, potato and some clothes have been recovered from the encounter site. The Maoists are yet to be identified.
