The Security Forces (SFs) have recovered pamphlets of Communist Party of India-Maoist (CPI-Maoist) in Samnapur and Baghatola areas in Balaghat District of Madhya Pradesh, reports The Times of India on January 7. As per the report, two kinds of pamphlets were found in the said areas – one was against Citizenship (Amendment) Act, 2019 (CAA) and National Register of Citizens (NRC), the other was protesting against the displacement of tribals. While the Police are checking the authenticity of the leaflets, the Superintendent of Police (SP) Abhishek Tiwari said, “Some papers were found. They are being verified.” He further said, “Joint teams from Maharashtra, Chhattisgarh and Madhya Pradesh are working in tandem in search operations. Inter-State issues will not crop up, and combing operations have been intensified in all affected areas of the District.”

An Indo-Tibetan Border Police (ITBP) trooper was injured in a blast carried out by Communist Party of India-Maoist (CPI-Maoist) cadres near Becha Turn under Sonpur Police Station limits in Narayanpur District of Chhattisgarh, on January 10, reports Devdiscourse. When a team of the ITBP's 53rd battalion was out on an anti-Naxal [Left Wing Extremism, LWE] operation, triggered an Improvised Explosive Device (IED) blast in which head constable Anil Ekka sustained injuries. Search operation was launched to arrest the rebels.

A ‘Jan Militia (people's army) commander’ of Communist Party of India-Maoist (CPI-Maoist), identified as Deva Muchaki was arrested by Security Forces (SFs) from Aalnaar village under Kirandul Police Station limits in Dantewada District of Chhattisgarh in India on January 12, reports Devdiscourse. As per the report, Deva Muchaki was arrested during a joint search operation by a team of the District Reserve Guard (DRG) and local Police. A Police official said, “Muchaki is a ‘Jan Militia commander’ and has been with the CPI-Maoist for a decade. He was wanted for an attack in 2012 on a Central Industrial Security Force (CISF) team in Kirandul in which six security personnel and a civilian were killed”. The official also added that Muchaki was part of a Maoist squad which set ablaze nine vehicles and machinery engaged in construction activity at the NMDC's Bailadila iron ore mine on November 24, 2019.

Security Forces (SFs) destroyed a Communist Party of India-Maoist (CPI-Maoist) camp in Pujariguda forest at Bonda Ghat area in Malkangiri District of Odisha on January 16, reports Odishabytes. As per the report, a joint team of the District Voluntary Force (DVF) and Special Operation Group (SOG) personnel conducted a search operation on January 13 on the basis of the intelligence input about Maoists having set up a camp inside the forest. The Superintendent of Police (SP), Khilari Rishikesh Dnyandeo said, “During the search operation on January 16, the Maoists hiding inside the forest suddenly opened fire on us. An exchange of fire ensued and the Maoists fled the area. The security personnel later busted a camp inside the forest and seized several articles. A fresh search operation has begun in the forest to track down the rebels.”

An exchange of fire took place between cadres of Communist Party of India-Maoist (CPI-Maoist) and Security Forces (SFs) in the Sumerbandh area under Phiringia Police Station limits in Kandhamal District of Odisha on January 18, reports The Pioneer. On receiving inputs about the presence of Maoists of the KKBN (Kalahandi-Kandhamal-Boudh-Nayagarh) Division in the forest, Special Operations Group (SOG) personnel launched a combing operation. But spotting the SOG personnel, the Maoists opened fire, to which the police retaliated leading to a gun-battle. However, there were no reports of any casualties from both sides. Following the gunfight, the SFs destroyed a Maoist camp and have launched a combing operation in the area to trace the fleeing Maoists.

Maoists set ablaze vehicles and machinery engaged in road construction near Chidpal village under Tongpal Police Station limits in Sukma District of Chhattisgarh on January 18, reports The Week. A Police Official said Maoists stormed a road construction site set on fire two trucks, a water tanker and a concrete mixer machine belonging to a private firm. “The work underway is part of the Pradhan Mantri Gram Sadak Yojana (PMGSY). Despite the contractor being warned not to carry out work until adequate security is in place, he continued construction activities. His vehicles were seized recently for ignoring security warnings applicable to conflict-ridden areas,” the Official said adding that efforts are on to apprehend the Maoists.

A woman cadre of Communist Party of India-Maoist (CPI-Maoist) was killed in an exchange of fire with Security Forces (SFs) in a forested area between Tekalgudem and Basaguda villages in Bijapur District of Chhattisgarh on January 19, reports The Hindu. As per the report, the incident took place when a team of 168th battalion of Central Reserve Police Force (CRPF), a unit of its 204th CoBRA (Commando Battalion for Resolute Action) battalion and State Police were conducting an anti-Naxal [Left Wing Extremism, LWE] operation in the said area. After the exchange of fire, body of a female Maoist along with three rifles have been recovered from the spot, said the Officials adding that a search of the area is ongoing and the identity of the slain Maoist is yet to be ascertained.

Four cadres of Communist Party of India-Maoist (CPI-Maoist) were arrested from a forested area in Morpalli village under Chintalnar Police Station limits in Sukma District of Chhattisgarh on January 20, reports The Pioneer. The arrested cadres have been identified as Madkam Kosa (20), Milkam Joga (22), Madvi Joga (27) and Barse Deva (20). They all have been active as ‘Jan Militia’ (Maoists’ people’s army) and as the members of Dandakaranya Adivasi Kisan Majdoor Sangathan (DAKMS) of CPI-Maoist. As per the Police, they were arrested during a search operation and were allegedly involved in the attack on Security Forces (SFs) near Morpalli village in the District on October 8, 2019.

An intelligence input indicates the presence of around 20 cadres of Communist Party of India-Maoist (CPI-Maoist) in Niyamgiri forests bordering Rayagada and Kalahandi Districts of Odisha, reports The New Indian Expresson January 26. As per the report, the Maoists under ‘Rayagada Area Committee (RAC)’ of the CPI-Maoist have been observed moving in the bordering areas of the said Districts. Following the input, Police personnel of Rayagada and Central Paramilitary Force (CRPF) troopers has initiated anti-Maoist operations in the forest and combing operation has also been intensified in Kalyansinghpur village in Rayagada District. In one incident, two girls aged 16 years each, were rescued from a Maoist camp by a team of Security Forces (SFs) during an anti-Maoist operation in the forests of Konanguda village in Sukma District on January 15. As per the report, the girls were undergoing training in the forests of Konanguda at a camp and were recruited by Maoist commander Kamla, Laxmi and Ramesh about two years ago. In another incident, Jagargunda Police rescued a 17-year-old girl during a search operation in Gumodi village of Dantewada District on January 20. According to the report, during a search operation, Police had spotted 2 to 3 ‘Jan Militia members’ in the area who, however, fled the spot on seeing the Police. When the search was intensified in the village, Police found one minor from the spot. The inspector general of Police (IGP) P. The seizures include one light machine gun, three INSAS (Indian Small Arms System) assault rifle, three carbine Sten guns, 1 Self Loading Rifle (SLR) rifle, a .303 rifle, one pistol, 202 rounds of 5.6 mm ammunition, 59 rounds of 7.62 ammunition, 42 rounds of 9mm ammunition, 4 Light Machine Gun (LMG) magazines, eight INSAS magazines, two SLR magazines, six carbine magazines, one 303 magazine, two VHF set cum scanner, one optical sight and a tiffin bomb along with explosive. This was one of the biggest counter-Leftwing extremist operations in the area that was underway to provide security cover for road construction in the region, which was opposed by the Maoists, informed Director General of Police (DGP), Abhay. “We suspect that the arms and ammunitions were hidden by Maoists of the Andhra-Odisha Border Special Zonal Committee (AOBSZC). Based on a tipoff about the movement of the Maoists in the region, a joint team of the District Voluntary Force (DVF), Special Operations Group (SOG) and the Border Security Force (BSF) had launched a combing operation in Panabadi, Kamalabandh, Bailguda and Urlapadu area in the District, bordering Andhra Pradesh. During the search operation, the joint team recovered a gun, a rifle, hand grenades, electronic detonators, bulletproof metal plate, and explosives along with several items used by the Maoists. SFs retaliated the fire in which the 14 SF personnel were injured.Police claimed that many Maoist were killed in this encounter, however, a body of one killed Maoist had been recovered, whose identity is yet to be ascertained. Further,Director General of Police (DGP), D M Awasthi, said, “There were multiple encounters after 1pm, which took place in that area till evening. After the force came back, we found that 13 jawans (troopers) of state police were missing and 14 were injured,”adds NDTV. Three women Communist Party of India-Maoist (CPI-Maoist)cadres were killed in an encounter between Maoists and Security Forces (SFs) at Chirung village under Gudri Police Station area in West Singhbhum District of Jharkhand on April 4, reports The Pioneer.West Singhbhum Superintendent of Police (SP), Indrajeet Mahatha said, "During the operation there were jawans (troopers) of Central Reserve Police Force (CRPF)'s 170 and 60 battalions posted in West Singhbhum and 94 battalion from the adjoining Khunti district beside the district police jawans.The personnel rushed to the Chirung village by maintaining social distancing and encircled the village where about 25 rebels were holding meeting with the villagers. But as the police and para-military forces reached, the rebels started firing at the troops. After an initial exchange of fire from both the sides for about an hour, the naxals [Left Wing Extremists, LWEs] started backtracking and finally fled the scene." After the rebels fled the scene, the SFs carried out a search operation and found the bullet-ridden bodies of three women Maoists,beside those bodies were lying three rifles."During the search, we found over 500 rounds of bullets, arrow bombs, two IEDs (Improvised Explosive Devices), medicines, naxal literature from the scene, suggesting that the rebels belonging to Suresh Munda squad of the CPI-Maoist were at the Chirung village for motivating the villagers for joining the naxalism," SP, Mahatha pointed out.Intelligence sources maintained that the Naxalshave once again started influencing the local residents to come to the fold of the naxalism, said a senior intelligence officer. A senior Police Official said, acting on a tip-off about the presence of the Maoists in the area, a joint team of the Central Reserve Police Force (CRPF) and the District Police was out on an anti-Maoist operation. While the patrolling team was cordoning off the forested area, a gun-battle broke out between the two sides. According to the Malkangiri Superintendent of Police (SP), Khilari Rishikesh Dnyandeo, following intelligence reports on the congregation of armed Maoists at the said forest near Tulsi pahad hill, personnel of the Special Operation Group (SOG) and District Voluntary Force (DVF) of Malkangiri had launched “cordon and search” operations in the area. During the operation, the SFs discovered a secret camp of the Maoists and on seeing the SFs, the Maoists opened fire at them leading to an exchange of fire. Two Communist Party of India-Maoist (CPI-Maoist) cadres were killed in an exchange of fire in a forested area near Neelguda village under Gidam Police Station limits in Dantewada District of Chhattisgarh on May 21, reports The Pioneer. The slain Maoists were identified as Rishu Istam, Deputy Commander of Platoon 16 of People’s Liberation Guerrilla Army (PLGA), armed wing of CPI-Maoist and Maata, the ‘commander’ of Pidiyakot ‘Jan Militia’ (people’s army). While Istam carried a cash reward of INR 800,000; Maata had a reward of INR 100,000 on his head. According to the Superintendent of Police (SP) Abhishek Pallava, on receiving a specific input that 20 Maoists, led by Mallesh, commander of platoon 16 and Istam, was on the move, and area committee members - Ajay and Murli were with them in the said area, a team of District Reserve Guard (DRG) was out on a counter-insurgency operation. Soon, a gun-battle broke out and after a brief exchange of fire, the Maoists managed to escape into the dense forest. During a search of the spot, the bodies of two slain Maoists were recovered along with two country-made firearms, a five Kilograms Improvised Explosive Device (IED), two Maoist bags and items of daily use from the site.

After the guns fell silent, the SFs started a combing operation during which they found three bullet-ridden bodies and one AK-47 rifle, live cartridges, explosives, and Naxal literature were from the spot.” The DIG further added that “An unidentified cadre who sustained injuries in the gunfight has been admitted to the government hospital in Chakradharpur while a fifth rebel, identified as Manoj, has been arrested.”

The National Investigation Agency (NIA) on June 2 carried out searches at the office of Ram Kripal Singh (RKS) Construction Private Limited located in Ranchi District in Jharkhand relating to a two-year-old Maoist terror funding case in the State, reports New Kerala. The case was originally registered at Dumri Police Station in Giridih District of Jharkhand on January 22, 2018, after the arrest of one Manoj Kumar with INR 600,000 in cash and incriminating documents. The NIA took over the case on July 9, 2018. It was alleged that Kumar had collected levy from contractors on the instructions of an absconding accused Krishna Da alias Krishna Hasda, a Jharkhand Regional Committee member of CPI-Maoist, the NIA said. During the investigation, it was revealed that Kumar was an employee of RKS Construction Private Limited Company and was acting as a conduit between the construction firm and the Maoists in Giridih District.

The Communist Party of India-Maoist (CPI-Maoist) cadres exchanged fire with Security Forces (SFs) following the recovery of 60 Improvised Explosive Devices (IEDs) from two separate locations under Goilkera Police Station limits in West Singhbhum District of Jharkhand on June 12, reports The Times of India. The first recovery was made after teams comprising District Police, Jharkhand Jaguar (JJ) and a Battalion of Central Reserve Police Force (CRPF) stumbled upon a codex wire planted along the Kuida-Hatiburu road during a patrol. Upon digging out the area, 40 live IEDs, including can bombs and cooker bombs, planted in a series circuit, were recovered. The second recovery of 20 IEDs were made from Merelgora area in the District. While the SFs were busy removing the bombs, Maoists opened fire, resulting in retaliatory fire from the SFs, following which the rebels retreated. The Superintendent of Police (SP), Indrajeet Mahatha said the search operation in the area was launched earlier in the day on a tip-off about the movement by Maoists in the forest cover of Goilkera and Sonua Police station areas.

The encounter lasted for about 30 minutes after which the Maoists fled from the spot. In one incident, Maoists exchanged fire with a team of Police in the forest near Thokkuguda village of Thiryani Mandal (administrative sub-division) in Komaram Bheem Asifabad District on July 14. No casualties were reported on any side and the Maoists escaped taking advantage of the dense forest. The Superintendent of Police (SP) Vishnu S. Warrier said, “around 10.30 p.m. on July 14, when Police parties were searching in Thokkuguda village, a Maoist Dalam (armed squad) carrying AK 47 and SLR weapons attempted to fire at us and we retaliated. As a result, the Dalam fled from the scene in the dark.” Following this incident, Police arrested a Maoist sympathiser – Kova Ananth Rao of Thokkuguda in Thiryani Mandal for sheltering the Maoist Dalam. (arrested earlier on July 28) has links with Manipur based insurgent group, Kangkeipak Communist Party-Military Council (KCP-MC), reports Hindustan Times. The agency also said that it has retrieved several communications of the DU professor with other Manipur-based outfits. Based on Hany Babu’s questioning, the NIA team also searched his residence in Noida. As per the report, the raids followed the arrests of Maoist ‘commanders’ – Jitrai Munda and Jogen Purty in Khunti District on August 23. They had during interrogation revealed the rebels’ plans to attack the Police and Paramilitary Forces in Kuchai in Seraikela-Kharsawan and Tamar in Ranchi District. The Seraikela-Kharsawan District Superintendent of Police (SP) Mohammed Arshi said, the Maoists had laid can bombs in large numbers at Raisindri hill in Kuchai to inflict casualties to the Police and Paramilitary Forces during their anti-insurgency operations. He said that apart from the can bombs, the rebels had also kept rifles and ammunition hidden in Jharjhara hills at Tamar in Ranchi district for use against the Forces. “Munda and Purty, whom the Khunti Police had arrested on August 23, had said during interrogation that Naxal leaders – Anal, Ashim, Amit Munda, Atul and Maharaja Pramanik are active in Seraikela-Kharsawan, West Singhbhum and Tamar in Ranchi district, where IEDs had been laid. As per the primary investigations, we think that he was killed by Maoists. His body found along Kutru-Naimed roadside in Bijapur District on Monday.” Sub-Divisional Officer of Police (SDOP), Kutru, received a tip that militia cadres of CPI-Maoist were spotted between Kutru-Naimed road. Rampur Police Station limits of Kalahandi and Burhani forest in Kandhamal District, a joint operation was launched by Special Operation Group (SOG) and District Voluntary Force (DVF) of both the Districts as well as two units of CRPF (Central Reserve Police Force) and personnel belonging to CoBRA (Commando Battalion for Resolute Action). The Kalahandi District Superintendent of Police (SP) B. Gangadhar said, during combing operations, the SFs came under indiscriminate firing from the Maoists. A Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an exchange of fire with the Security Forces (SFs) near Korsaguda-Auvutpalli forest under Basaguda Police Station limits in Bijapur District of Chhattisgarh on October 16, reports New Kerala. Based on intelligence input about the presence of CPI-Maoist cadres of ‘Jagargunda Area Committee’, a joint operation was launched in the Korsaguda-Auvutpalli forest area and in the ensuing exchange of fire a Maoist, identified as Vikesh Hemla, ‘Jan Militia Commander’ of Korsaguda, was killed. During the search, the body of the slain Maoist along with one muzzle-loaded rifle and huge quantities of country-made weapons, explosive materials and camping materials was recovered from the site. Hemla was involved in various Maoist activities and incidents in the region and was carrying a reward of INR 300,000 on his head.

From these seized materials, we suspect that these articles were intended to be used against the innocent tribals and our security forces. A Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an encounter between five Maoists and a 20-member "Thunderbolt" patrol team, in the forests near Meenmutty in Wayanad District of Kerala on November 3, reports NDTV. According to Kerala Police, the slain cadre has been identified as Velmurugan from Tamil Nadu. On combing the area, the patrol found a body along with .303 rifle, while the others escaped. According to Police, Velmurugan was an expert in handling arms, propagating Maoist ideology and was an active member of the CPI-Maoist. He was on the run since 2012 and has cases registered against him in Odisha, Tamil Nadu and Kerala. An‘area commander’of the People’s Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), identified as Jidan Guriya, was killed in an exchange of fire with Security Forces (SFs) at Koengsar village under MurhuPolice Station limits in Khunti District of Jharkhand on December 21, reports Hindustan Times.Jidan carried a cash reward of INR 1.5 million on his head. The encounter took place after a joint team of Police and CRPF (Central Reserve Police Force)were out on a search operation on a tip-off that PLFI supremo Dinesh Gope, carrying a cash reward of INR 2.5 million, and another top PLFI rebel- Martin Kerketta were moving in the jungles around Koengsar village on the Khunti-West Singhbhum District borders. The rebels opened fire seeing the advancing forces and Jidan died in the retaliatory fire while the other rebels managed to escape into the dense forests. The SFs recovered an AK-47 automatic assault rifle near his body.

The Giridih Police on December 28 arrested six hardcore cadres of the Communist Party of India-Maoist (CPI-Maoist), during a search operation from Banaso and Manjira villages under Pirtand Police Station limits of the District in Jharkhand, reports The Pioneer. Among the arrestees, three Maoists – Prashant Manjhi, Prabha Di alias Prabha Soren and Sudhir Kisku were carrying a reward of INR 1 million each on their heads. Another three Maoists were identified as – Ranjit Tudu, Chhotu Lal Hansda and Ganjhu. Security Forces (SFs) recovered one AK 47-rifle with 195 pieces of live cartridges and two magazines, two with regular carbines, 72 pieces of live cartridges, two chips, Sony company recorders, Naxalite[Left Wing Extremist, LWE] uniforms,a 16-point rifle, two magazines with SLR rifle, 135 pieces live cartridges, two INSAS rifles, 50 live cartridges, three-net three rifles including one magazine, one rifle of 315 bore, one thousand pieces detonator from their possession.
