A powerful Improvised Explosive Device (IED), suspected to be planted by the Communist Party of India-Maoist (CPI-Maoist), was recovered from Adava Police Station limits of Gajapati District on January 10, reports The Hindu. The bomb in a tiffin box was located near Paniganda forest beat house when the security personnel involved in combing operation in the region came across a suspicious-looking wire protruding from below the ground. Gajapati Superintendent of Police (SP) Satyajit Nayak said this IED contained around 10 kg explosive materials. However, initial evidences hint that the IED may have been planted by the Maoists in 2009.

Two Communist Party of IndiaMaoist (CPIMaoist)cadres, including a woman ‘commander’, were killed in a joint operation of Chhattisgarh and Maharashtra Police in Bijapur District on January 11, reports The Hindu. “Bijapur District Additional Superintendent of Police, Mr. Kalyan Elesela has conveyed over his satellite phone from deep forest of Sendra on ChhattisgarhMaharashtra border that a Local Operating Squad (LOS) commander of the Maoists has been killed and her body has been recovered by the forces along with an INSAS rifle and five magazines. One more dead body of a uniformed Maoist was recovered when the forces were returning to the base camps in Maharashtra,” Bastar Range Inspector General of Police (IGP) S.R.P. Kalluri said in a statement. One of the dead Maoists has been identified as Mangi, the LOS ‘commander’ of national park area committee of the Maoists in West Bastar and she carried a reward of INR 500,000 on her head.

A joint team of District Police and Central Reserve Police Force (CRPF) personnel arrested the Communist Party of India-Maoist (CPI-Maoist)’s Wajedu Local Organising Squad (LOS) ‘commander’ Kanithi Papa Rao alias Vijay, carrying a reward of INR 400,000 on his head, during a search operation in the forests surrounding Alubaka area in Venkatapuram mandal (administrative unit) in Khammam District on January 18, reports The Hindu. “Papa Rao was involved in as many as 58 cases, including 12 murder cases and eight incidents of exchange of fire with the police under Venkatapuram circle limits in the district,” Bhadrachalam Additional Superintendent of Police (ASP) R. Bhaskaran said. He had gone underground in 2004. Since then, he worked as a squad member in Sabari Area Committee, Chintoor LOS, Venkatapuram Area Committee and Charla LOS before being elevated to the position of commander of Wajedu LOS.

Aurangabad Superintendent of Police (SP) Babu Ram said, "The Maoists, identified as Awadhesh Yadav, Sanjay Yadav and Dukhi Singh Bhokta, were involved in several cases of Naxal [Left Wing Extremism, LWE] violence and extortion. Two country-made pistols and six live cartridges were recovered from their possession," and added raids were being carried out at several places to arrest other Maoists in the District.

SGS member Dirda Bandi alias Deelip (24), was arrested by the Police and CRPF personnel during a search operation in Chintagupha forest area, Bhadrachalam Additional Superintendent of Police (ASP) R. Bhaskaran said. Deelip hailed from Kistarampadu in Charla mandal and was wanted in three cases, including a murder and two other offences under Venkatapuram circle limits. Sambalpur Superintendent of Police (SP) Akhileswar Singh said local Police and Sambalpur unit of Central Reserve Police Force (CRPF) and District Voluntary Force (DVF) were conducting a joint combing operation in the areas on Angul-Sambalpur border following information about movement of about 20 Maoists at Badbil under Rairakhol Police Limits on February 14 night. The next evening, security personnel spotted some Maoists near Udul in Angul District and asked them to surrender. Instead, the Maoists opened fire and Security Force (SF) personnel retaliated. The encounter lasted for about 30 minutes before Maoists escaped into the forest under the cover of darkness. Thereafter the security personnel seized an axe, knives, computer keyboard, Maoist literature, four SLR empty cases, medicines, ear phone, torch, cooking utensils and solar panel from the spot. The SP also revealed that a member of ‘Central Committee’ Mishir Besra, who carries a cash award of INR 2.5 million on his head, was believed to be present in the group. Superintendent of Police (SP) Shivdeep Lande said acting on a tip-off about movement of a Maoist group led by Ajay Rajbhar in hilly Chunhatta village, the SF launched a combing operation there. But the Maoists escaped in the thick forest leaving behind a haul of arms and ammunitions comprising three single bore guns, a country-made pistol, 12 ammunitions, 50 kg ammonium nitrate, 50 kg PEF explosives, 2,350 detonators and four empty plastic boxes, Lande said. The SFs also defused an IED that the Maoists had planted on the road of Chunhatta village to prevent security men from reaching there, the SP added.

Four cadres were arrested from Kanker District and four others in Sukma District, a senior Police official said. In the first incident, a team of District Force was carrying out a search operation in Badgaon Police Station area when they spotted four persons in forests of Latamarka village, the Police said. On interrogation, they admitted involvement in the Naxal [Left-Wing Extremism, LWE] movement, he added. They were identified as Saten Ram Kumeti (26), Rati Ram Jade (23), Vimla Uike (23) and a 17-year-old girl, the official said. Kumeti was wanted in cases of abduction and attempt to murder in the region while three others, including Vimla and the minor, were allegedly involved in offences like rioting, loot and attempt to wage war, he said. In the second incident, a joint squad of Central Reserve Police Force (CRPF) and the District Police Force arrested four Maoists from Nilavaram village under Gadiras Police Station limits, the official said. Of them, Katti Guddi alias Madkam Ganga was carrying a reward of INR 2,000 on his head, he said. All four were active members of Dandakaranya Adivasi Kisan Majdoor Sangthan (DAKMS), a front of the CPI-Maoist, and were allegedly involved in various crimes including creating disturbance during panchayat (village level local self government institution) election in 2015.

A joint team of Border Security Force (BSF) and District Force recovered the explosives during a search operation in the forests of Bande Police Station area, Pakhanjore Sub-Divisional Officer of Police (SDOP) Jai Prakash Badhai said. While the SFs were cordoning-off Korenar village forests, they spotted an electric wire connection and subsequently found the IEDs, kept in different objects under the ground, Badhai said. “Two IEDs were kept in a pressure cooker and as many others were in form of pipe bombs. Of them, a pressure cooker bomb weighed 5 kg and others were of low intensity,” he said. According to a BSF official, the pipe bombs were connected to a wireless ‘walkie-talkie’ in a manner that if the wireless set receives a call, the bomb detonator catches the signal too and the IED explodes. The explosives were immediately destroyed by the bomb disposal squad of BSF and Counter Terrorism and Jungle Warfare (CTJW) college, Kanker.

The injured trooper was identified as radio operator of the 198 battalion head constable Srinivas Sahu (40) of Odisha. Sources said four to five explosions of improvised electronic devices (IEDs) were heard at around 8.30 am 5 kilometres away from Rudakota area, which was followed by gunfire. CRPF personnel retaliated with light machine gun fire. A platoon of 25 to 30 CRPF personnel was moving from Rudakota area to Munchingput when the incident took place.This is the first incident in nearly 10 years in the Visakha Agency in which CRPF was targeted by Maoists, adds The Hindu. The first incident was at the Sileru shandy some 10 years ago when a CRPF constable was shot dead by Maoists. Assistant Constable Gajendra Singh Dhruv was injured when the SF personnel reached Aader forests, and a group of armed Maoists opened indiscriminate fire on them. A gunbattle then broke out between the two sides that lasted for about an hour, following which the Maoists fled from the spot taking advantage of the darkness, he said. While cordoning-off the encounter spot, four muzzle loading guns and Maoist-related materials were recovered, the police official said. He said they suspect that ultras might have been either killed or injured in the gunbattle as blood stains were spotted in that area.

While the security men were cordoning-off a forest patch near Phulgatta, Assistant Platoon Commander Panchram Bhagat inadvertently stepped over a landmine, triggering the explosion in which he was critically injured, he said. "We have defused the IEDs, recovered from Dori, on the spot. These combing operations are part of our ongoing anti-Naxalite drive and are likely to continue," Latehar SP Anoop Birtharay said. According to the SP, the forces recovered more than 500 IEDs and over 7,000 bullets of various natures, along with dangerous chemicals used for preparing explosives, since April. The camp was set up by the Mahanadi Wildlife Division. At least three masked persons came to the camp and went on the rampage. They also detonated a bomb near the camp. "We informed the police about the incident. They are investigating the incident," Divisional Forest Officer (DFO), Mahanadi Wildlife Division (Nayagarh), AP Das said. Police said it might be the handiwork of the extremists as the area is Maoist-affected. "A massive combing operation has been launched in the area," said Superintendent of Police (SP) (Nayagarh) KV Singh. Maoists have been opposing the wildlife division's plan to evacuate people from the sanctuary area to set up anti-poaching camps, sources said. There are two wildlife sanctuaries near the place of the incident - Baisipali and Satakosia Gorge. Police also detected a Maoist poster from the area. A Commando Battalion for Resolute Action (CoBRA) trooper - Ajai Kumar - died after being injured in a fierce encounter between Security Forces (SFs) personnel and the Communist Party of India-Maoist (CPI-Maoist) cadres under Baresan Police Station area of Latehar District along the Chhattisgarh-Jharkhand border on July 11, reports The Indian Express. According to the Police, a search operation was still underway and there was a high probability of casualties or injuries among the Maoists, as there was a heavy exchange of fire between the two sides. Latehar Superintendent of Police (SP) Anoop Birthare said that apart from Latehar, operations were also on in neighbouring Districts like Garhwa as Police had information about the presence of a top Maoist leader, Arvind ji and his group in these areas. Of them, Deva and Kosa, natives of Errabor Police Station area, were allegedly involved in the attack on the vehicle of the SHO of Konta Police Station in Sukma on August 5, he said. Acting on specific input about the presence of armed Maoists in the forests near Neelamadgu and Velpochha villages, a composite team of personnel, comprising District Reserve Group (DRG), Special Task Force (STF) and local Police, launched a combing operation in the region, located around 500 kilometres from Raipur, he said. The SF personnel were advancing into Neelamadgu village, when they came under heavy fire from a squad of the Maoists. The Police retaliated, killing a Maoist while the others fled using forest as cover following an hour-long gun battle, he added. The face-off between rebels and a joint team of SFs took place near the jungles of Chheri village last evening (October 2), Superintendent of Police (SP) of Kondagaon, Santosh Singh said. A small party of Forces comprising Chhattisgarh Armed Force (CAF) and local Police was undertaking a search operation in the interiors of Bayanar on October 2. While they were advancing into jungles of Chheri, SFs came under heavy fire from a group of Maoists to which they retaliated in self-defence, he said. However, the rebels soon escaped from the place. During search, the body of a Maoist clad in ‘uniform’, a pistol with loaded magazine and many other items were recovered from the spot, the SP said. SFs had stepped up operations in the forests on the border of Kanker and Narayanpur Districts after three villagers were killed by Maoists at Hurrapinjori village in Amabeda Police Station area of Kanker on September 30, he said. On receiving inputs about the presence of a ‘commander’-rank cadre Raju Salaam in Koyalibeda area, a squad of DRG along with local Police was dispatched from Narayanpur, the IG said. While the Police party was advancing into Aalparas forests, they were confronted by a group of Maoists leading to an encounter, Kalluri said, adding that Maoists were caught by surprise as SFs had entered inaccessible areas. The body of a Maoist, one INSAS (Indian Small Arms System) rifle and one 315 bore rifle besides other items were recovered from the spot during searching after the gun-fight, he said. "As per preliminary reports, the dead Maoist had an olive green cap with three stars. This indicates he was a commander- rank Maoist," the IG said. The pamphlets found from the blast site contain a message where they condemned the State Government for amendment of the Chhotanagpur Tenancy Act and for favouring capitalists. The incidents were the second and third ones in the last five days. Maoists blew up three points on the same railway track on Gomia-Barkakhana route under Dhanbad railway division of East Central Railway (ECR). Unlike the previous two blasts, on October 11, Maoists blew up the tracks at 1.30 pm near Dumri Vihar. Apart from goods trains, short distance passenger trains like Gomoh-Choupan passenger and Barkakhana-Asansol passenger were affected due to the incident. The traffic on the route was disrupted for nearly 10 hours till a railway team reached the site and reinstalled the broken railway lines. "Maoists are targeting the rail tracks as they are public property. Mostly passenger trains ply on this route. The incident caused inconvenience to local passengers who were traveling on this route during the festive season," said Manoj Krishna Akhouri, Divisional Railway Manager (DRM), Dhanbad railway division.The first incident occurred on October 6, when Maoists set a railway engine on fire and blew up a railway track near Dumri Vihar railway station. On October 7, Director General of Police (DGP), Railway Protection Force (RPF), S K Bhagat along with senior Police officers had visited the site to assess the situation and a search operation was launched by the State Police. Three days later, the Maoists blew up the railway tracks again. Sources said that the blast was triggered by a Maoist squad that came from outside the District. Local Maoist ‘commander’ Santosh Da was also with them. Deputy Inspector General (DIG), Koylanchal, Saket Singh said a massive anti-Maoist search operation is being conducted in the jungles near Dumri Vihar. Superintendent of Police (SP) Anish Gupta said Bangali was a native of Alipurduar in north Bengal who was recently asked to lead the PLFI in the Rania-Kamdara belt and neighbouring areas of Khunti and Simdega Districts after the arrest of Ganpat Bhuiyan. "The arrests were made around 3.30am following a tip-off. Police recovered a 315-bore rifle, a double-barrel gun, an 8mm pistol and a .32 pistol, besides nine live cartridges and six mobile phones," SP Gupta added. Acting on inputs about the movement of rebels, the composite squad of Indo-Tibetan Border Police (ITBP) and District Force had launched the combing operation towards Maraskol, Sulenga and Kokpad villages of the region, he said. When the troopers were advancing through jungles between Maraskol and Sulenga, they spotted two suspects who later admitted to their involvement with the CPI-Maoist as lower-rung members, during interrogation. While Salaam was active as a member of Maraskol CNM (Chetna Natya Manch- a cultural wing of Maoists), Korram was working with Temrugaon Janatana Sarkar (peoples’ government) squad of the rebels. According to AP Police, two constables of Greyhounds, an elite anti-Maoist force, were injured in the encounter that occurred during a routine combing operation being jointly carried out by Police of both the States at Ramgurha in Malkangiri District of Odisha. "The operation spot comes under Chitrakonda police limits of Malkangiri. The joint operation was carried out in cut-off areas of Chitrakonda close to Andhra Pradesh border. We seized some weapons from the Maoists," Additional Director General (ADG), (intelligence) of Odisha Arun Sarangi told TOI. Sarangi said the blueprint of the operation was finalized two days ago. "We had tip-off about movement of the Maoists in the cut-off area. We informed the Andhra Pradesh police for assistance," Sarangi said, adding "The bodies will be brought to Chitrakonda for identification and post-mortem." The face-off between the Security Force (SF) personnel and the Maoists lasted for about an hour. The rebels were said to be resting after a meeting when the encounter took place. Police have recovered four AK-47 rifles from the scene of the encounter. AP Director General of Andhra Police Nanduri Sambasiva Rao said combing operation was still continuing as there was information that there were some more Maoists roaming in the region. One AP Greyhound commando Mohammed Abu Bakar was also killed in the exchange of fire while one more commando was also injured. According to Visakhapatnam, Superintendent of Police (SP) (rural), Rahul Dev Sharma, the search operations are still on and the death toll may rise further. The Police had seized 20 firearms, which includes four AK47 rifles, 10 numbers of .303 rifles, three SelfLoading Rifle (SLR) rifles, two INSAS (Indian Small Arms System) rifle, four SBBL (Smooth Bore Breech Loading) guns, one laptop and INR 216,000 from the spot. The Security Force (SF) personnel ran into a group of Maoists in the dense forest of Chitrakonda during the ongoing combing operations and warned the latter to surrender. However, the rebels opened fire in a bid to escape, Visakhapatnam (rural) Superintendent of Police (SP) Rahul Dev Sharma said. The exchange of fire continued for about 20 minutes. When the guns fell silent, the Police found two bodies. “Their photos would be released shortly. Sources said a joint team of Central Reserve Police Force (CRPF) and District Police personnel rounded up the four during a search operation launched following a tip-off on movement of suspected rebels in forests along the bank of Karo river in Tapkara area. After a hot chase, the security men arrested Prasanna Gudia, Ruben Gudia, Manoj Gudia and Susrihit Bodra from the village, some 40 kilometres from Khunti District headquarters. A gun, cartridges, mobile phones and PLFI literature were found on them. Another rebel Sanjeevan Topno alias Disco, however, gave the Police the slip in the darkness of the night. Sources in the Police said that the combing operations were not limited to forests under the Karulayi Forest Range in Nilambur where the gunfight between the Maoists and the Commandos had reportedly taken place but a large number of personnel were engaged in the efforts in the areas contiguous to the Nilambur forests in Palakkad, Kozhikode and Wayanad Districts. Those killed in the encounter, according to sources, were Kapu Devaraj, a ‘central committee member’ of the CPI-Maoist and chief coordinator of the outfit’s Kerala operations, and a woman activist, Ajitha alias Kaveri. The Central Reserve Police Force (CRPF) seized a few rounds of bullet, musket and other arms and ammunition in West Midnapore District, reports India Today on December 10. CRPF jawans of the 184th Battalion led by Deputy Commander (DC) of CRPF 184th Battalion, Prabir Kumar Ghosh, identified a mysterious sack of goods which was tied at its neck in a forest of Poradiha Village during two search operations. He initially suspected that the sack belonged to the Communist Party of India-Maoist (CPI-Maoist) cadres. The jawans then, cordoned the abandoned sack and informed the Bomb Disposal Squad of 207 Commando Battalion for Resolute Action (CoBRA) Force. The squad arrived on the site and retrieved a musket, 8 rounds of bullet and an empty cap of bullet from the sack. The retrieved arms were then handed over by the squad to the Jamboni Police Station. The presence of these arms has lead to the creation of a sense of worry among the residents of the locality on whether it is signaling the rise of Maoists in the region.

The skirmish took place when a joint team of security men from various Forces was out on a combing operation in the interiors of Mirtur Police Station limits, Bijapur Additional Superintendent of Police (ASP), Mohit Garg told PTI. Acting on inputs about the presence of CPI-Maoist in Hakwa and Hallur Village areas of Mirtur, a composite squad of Chhattisgarh Armed Force (CAF), Central Reserve Police Force’s (CRPF) 199th Battalion and District Force, had launched the operation on December 17 towards the target area, the ASP said. On December 18, when the security personnel were cordoning-off a forested patch near Hakwa village, about 450 kilometres from Mirtur, the Maoists fired on them leading to a gun battle between the two sides, he said. However, the Maoistssoon escaped from the spot. During search, the body of a male Maoist cadre in ‘uniform’, a muzzle loading gun and other CPI-Maoist-related material were recovered from the spot, he said adding that the identity of the killed Maoist was being ascertained. “The police team is reported to be safe and approaching back their camp,” he added.
