Defence Minister Rajnath Singh, on January 28, stated that Pakistan must take “demonstrable steps” against terror groups responsible for launching various attacks on India from its soil, reports Daily Excelsior. Addressing a conference in New Delhi, Singh also targeted Pakistan over the South Asian Association for Regional Cooperation (SAARC) impasse, saying the full potential of the bloc has not been realised due to the “behaviour and policies of a single country”. He said it is essential that terrorists and their ideological and financial networks are cut off and do not receive state support.“We have made it clear that talks and terror cannot go together and that Pakistan must take demonstrable steps against terror groups responsible for launching various attacks on India from its soil,” he added.

The Enforcement Directorate (ED) has stated that three offices of the Popular Front of India (PFI) are based at Shaheen Bagh in Delhi in India, the site of anti-Citizenship Amendment Act (CAA) protests, reports Outlook India. According to ED, PFI has been funding the anti-CAA protests as revealed through its bank accounts. Other than three offices in Shaheen Bagh, different affiliates of PFI have offices in Delhi. While Campus Front of India has its office in Shaheen Bagh, Rehab Foundation India (RFI) has its offices in Jungpura and Jamia Nagar in South Delhi. PFI's another affiliate Social Democratic Party of India (SDPI)’s office is based in Hazrat Nizamuddin area and National Confederation of India (NCI)’s office is in Jungpura area. According to sources, ‘ED is keeping a close tab on the 27 bank accounts of PFI, nine bank accounts of RFI, 37 individuals and entities in 17 different banks. PFI was formed in 2006 in Kerala as a successor to the National Democratic Front (NDF).

The role of Non-Governmental Organisations (NGOs) has come under the scanner of the agencies, who are probing the Delhi riots, reports defenceaviationpost.com on March 19. An Intelligence Bureau (IB) official said that the NGOs from Malaysia and Pakistan worked closely with those with India to spread a toxic propaganda. Money was pumped in and social media handles were activated for this toxic spread. In Pakistan the charity wing of the Lashkar-e-Toiba (LeT) played a crucial role in sending in the money. An amount of INR 2,500,000 that came in a week after the Delhi riots is being investigated currently. In addition to this, the Twitter handles of these NGOs had been active in the aftermath of the riots.They were circulating riot images on these handles. Further similar images of the riots were also circulated on chat groups such as WhatsApp and Telegram, the probe has also found.

Members of the Sikh community on July 16, staged a protest near the Pakistan High Commission in New Delhi against Pakistan’s Inter-Services Intelligence (ISI) for backing pro-Khalistan activities and the ‘Referendum 2020’, reports Hindustan Times. A senior Police officer said the protest was led by former Delhi Sikh Gurdwara Management Committee (DSGMC) President Manjit Singh G.K. Around 50-60 Sikh protestors tried to march towards the Pakistan High Commission from Teen Murti. However, they were stopped near Chanakyapuri Police Station, the officer said adding that the protestors were shouting slogans against Pakistan’s ISI for promoting pro-Khalistan activities and supporting the ‘Khalistan Referendum 2020’, an online campaign to demand a separate homeland for the Sikhs.

The Enforcement Directorate (ED) on August 25, filed a prosecution complaint against 12 Hizbul Mujahideen (HM) militants under the Prevention of Money Laundering Act (PMLA) before a special judge at the Patiala House Court in Delhi, in connection with a terror funding case, reports tribuneindia.com. Officials said in the complaint the ED had named Mohammad Shafi Shah, Talib Lali, Mohammad Yusuf Shah, Gulam Nabi Khan, Umer Farooq Shera, Manzoor Ahmed Dar, Zaffar Hussain Bhat, Nazir Ahmad Dar, Abdul Majeed Sofi, Mubarak Shah, Muzaffar Ahmad Dar and Mushtaq Ahmad Lone. “The prosecution complaint has been filed with a prayer for awarding punishment to all of the accused for the commission of offence under the PMLA and for confiscation of the attached properties totalling Rs 1.22 crore, which have been provisionally attached,” an ED official said. “Investigations under the PMLA revealed that the Hizbul Mujahideen, the most active terror outfit in Kashmir, has been responsible for funding terrorist and secessionist activities in the Valley, headed by Syed Salahuddin, its self-styled commander based at Rawalpindi, Pakistan. Imran is alleged to have involved in espionage activities and working for Pakistan's secret service agency. He is arrested connection with a case related to an international espionage racket in which Pakistan-based spies recruited agents in India for collecting sensitive and classified information regarding locations/movements of Indian Naval ships and submarines, and other defence establishments. An NIA spokesperson in Delhi said that during the investigation, it was found that Imran was associated with Pakistani spies/agents under the guise of cross-border "cloth trade", sify.com reports on September 15. "As per the directions of the Pakistan-based spies, he deposited money into the bank accounts of Indian Navy personnel at regular intervals in lieu of sensitive and classified data provided by them," the official said. The official said that some digital devices and incriminating documents have been seized in the search conducted at the house of Imran Giteli.

They had gathered information of the leaders from Facebook and did a recce of Punjab to hatch the conspiracy. As reported by SATP earlier, the duo was arrested along with arms and ammunition on September 5, from Northwest District of Delhi. As per the report, the ‘chief’ of Khalistan Zindabad Force (KZF) who is in Belgium and his handlers Jagdish Bhura and Dhanna Singh had asked the two to go to Delhi and procure arms, funds for which were sent from Belgium. Bhupendra Singh and Kulwant Singh have also revealed that they killed around three to four leaders of Shiv Sena Hind in Punjab. Further, Police said that the weapons recovered from the terrorists came from Meerut in Uttar Pradesh.

Delhi witnessed the country’s highest number of seizures of Fake Indian Currency Notes (FICN) in 2019, statistics released by the National Crime Records Bureau (NCRB) show, Hindustan Times reports on October 3. The analysis of the NCRB’s data shows that circulation of FICN of INR 2000, INR 500 and INR 200 (new currency notes launched after the demonetisation exercise in 2016) increased in Delhi in 2019 in comparison to 2018. As per the NCRB data, Police seized 8,979 fake notes in the denomination of INR 2000 (valued more than INR 1.79 crore) in Delhi in 2019, which was 2,522 notes (nearly INR 50.44 lakh) more than the seizure of the same currency fake notes in 2018. Police had seized 6,457 counterfeit notes of INR 2000 valued a little over INR 1.29 crore in 2018. “The increase in seizure of fake Indian currency of Rs 2000, Rs 500 and Rs 200 denominations is an indication that printing of fake notes was picking up pace after a lull of almost two years post demonetisation in November 2016,” said Deputy Commissioner of Police (special cell) Sanjeev Kumar Yadav.

Officials of the National Investigation Agency (NIA) arrested an absconding Khalistani terrorist, identified as Gurjeet Singh Nijjar, who was hiding in Cyprus (Europe), upon his arrival at the Indira Gandhi International (IGI) Airport in New Delhi on December 22, reports The Tribune. According to NIA officials, Nijjar of Pandori Sukha Singh village in Ajnala Tehsil (revenue unit) of Amritsar District in Punjab, was wanted in a case registered on January 10, 2019, against Harpal Singh, another Khalistani terrorist, under various sections of the Arms Act, Maharashtra Police Act and the Unlawful Activities (Prevention) Act. The investigation later revealed that Nijjar was the main conspirator in the case. “Accused Nijjar, Harpal Singh and Moin Khan were active on social media platforms and had hatched a criminal conspiracy to revive Sikh militancy for the formation of a separate state of Khalistan,” a senior NIA official said adding that the trio used to post videos and images praising militant Jagtar Singh Hawara (a convict in Beant Singh assassination case). They also posted images and videos of Operation Bluestar and pro-Khalistani posts related to the Babbar Khalsa International (BKI) with the intention of motivating Sikh youths and others to join the ‘Khalistan movement’.
