A meeting convened by the Union Home Ministry (UHM) on the issue of repatriation of Brus in six relief camps in Tripura remained inconclusive, Mizoram Chief Secretary Lalmalsawma said in New Delhi on January 8, reports The Assam Tribune. The meeting was chaired by Union Home Secretary Rajiv Mehrishi while the Tripura Chief Secretary was not present, Lalmalsawma said. “We informed the Home Ministry officials that the Brus refused to return to Mizoram despite repeated arrangements made by Mizoram Government in the relief camps for the repatriation,” he said. Mizoram Government expressed the opinion that it would be a futile exercise if more repatriation attempts are made in future, he said. Lalmalsawma said the time or venue of the next meeting was not fixed to discuss the issue in future. The last attempt to repatriate the Brus during June 2 to September 4 last year was a complete failure as not a single Bru appeared before the Mizoram officials in the six relief camps to be identified as bonafide residents of the State. The arrangement was made to repatriate over 20,700 Brus belonging to 3,455 families who have fled from Mizoram due to ethnic clashes in the 1990s.

Praising the role of Bangladesh Prime Minister Sheikh Hasina Wajed in fighting terrorism, India on February 4 said it will "whole heartedly" support her government on all fronts and will jointly terrorism and violent extremism, reports The Statesman. Indian External Affairs Minister Sushma Swaraj conveyed this during her meeting with Bangladesh State Minister for Foreign Affairs Shahriar Alam in Delhi. Swaraj expressed strong resolve to work jointly with Bangladesh in fighting the menace of terrorism and violent extremism.The two leaders discussed the issues of connectivity, hydro-power projects through sub-regional cooperation mechanism, a statement from the Bangladesh High Commission said. "In this context, she particularly praised the contribution of Prime Minister Sheikh Hasina in fighting terrorism. 'On every platform, India will extend support to Sheikh Hasina s government whole-heartedly'," it said quoting Swaraj.

In light of the ongoing threat of major terrorist attacks throughout the world, and as part of our strong counter-terrorism partnership, the National Investigation Agency (NIA) and the U.S. Federal Bureau of Investigation (FBI) conducted a two-week major case management seminar for senior level investigators from NIA, as well as multiple state Police entities, in late March 2016, The Times of India reports on March 31.Co-sponsored by NIA and the Office of the Legal Attache at the U.S. Embassy in New Delhi, the seminar focused on exchanging best practices for conducting wide-scale investigations, particularly of terrorist attacks. "In our current global threat environment, it is becoming more and more important for investigators to understand the comprehensive nature of managing a large-scale terror investigation. With all of its moving parts, waiting for something to happen is not the right time to begin the learning process," stated FBI Legal Attache Ashish L. Sawkar."Through our partnership with NIA, the FBI has been able to share lessons it has learned from its investigations into the attacks of September 11th [9/11], as well as, many other national security investigations. And our investigators were able to hear about the NIA's lessons since the November 26th [26/11] Mumbai attacks. It is in our mutual interest to share these lessons with our partners in order to promote the safety and security of our citizens worldwide," he added.

Top Army Commanders of the country on April 25, began thorough review of situation on country’s borders along Pakistan and China besides other neighbours and emerging strategic issues, security scenario and operational preparedness in the event of any kind of hostilities or to meet with internal security threats from the terrorists, reports Daily Excelsior. Defence Minister Manohar Parrikar lauded the troops for defending the country’s borders with its neighbours including Pakistan and also coming to the rescue of civil administration in case of internal security problems, speaking at the bi-annual conference at Manekshaw Convention Centre in New Delhi on April 25. He said the Army has successfully tackled the menace of terrorism in militancy-infested States in Jammu and Kashmir and North East and hoped that it would be able to tackle the emerging challenges vigorously and forcefully. Parrikar called upon the Commanders to debate the situation along the country’s borders, hinterland, operational preparedness, emerging challenges in the current century especially with hostile neighbours and, above all, the threat of terrorism posed by terror groups, both old and new to safeguard lives and property of the people.

IndianForeign Secretary S. Jaishankar held bilateral talks with his Pakistani counterpart Aizaz Ahmad Chaudhry in New Delhi. Jaishankar told Chaudhry that Pakistan can't remain in denial about terrorism and terrorist groups in Pakistan targeting India.India came straight to the point asking Pakistan to crack down on terrorist groups operating from its soil. India also asked for immediate consular access to Kulbhushan Yadav, the former naval officer, abducted and taken to Pakistan and other humanitarian issues. The Foreign Secretaries exchanged ideas on taking the relationship forward and agreed to remain in touch. Pakistan brought up the contentious issue of Kashmir. The Islamic State (IS) terror outfit could influence very few youths from India, Minister of State for Home Affairs Haribhai Parthibhai Chaudhary told the Rajya Sabha (Upper house of Indian Parliament) on April 27, reports Hindustan Times. Citing the number of Indian youths arrested by the National Investigation Agency (NIA) and state police forces, Chaudhary said: “The NIA and police in some states have registered cases and arrested some active cadres affiliated to IS in the recent past.”Chaudhary said the NIA has arrested 25 IS operatives while Police in different states have so far arrested 24 people. He also informed the house that Maharashtra Police arrested four people for their affiliation with IS, that split from the Al Qaeda in February 2014 and is being headed by Abu Bakr Al-Baghdadi while, followed by Delhi (4), Karnataka (1), Madhya Pradesh (5), Tamil Nadu (3), Telangana (6) and Rajasthan (1).He said the IS was using various internet-based platforms to propagate its ideology. “Intelligence and security agencies monitor the cyber space closely to identify potential recruits and keep them under surveillance and take further action, if necessary,” Chaudhary added. To assess the threat posed by the IS and to devise a national strategy to deal with it, the minister said the home ministry organised two separate meetings with all the central agencies concerned and the state governments on August 1, 2015 and on January 1, 2016, respectively. “The government has taken all necessary measures including sensitisation of the states to counter the incipient threat posed by the IS.”

New Delhi has conveyed the need to allow an Indian probe team to visit Islamabad in connection with the Pathankot attack (January 2, 2016) on the principle of reciprocity, Minister of State for External Affairs VK Singh told Rajya Sabha (Upper House of Indian Parliament) on April 28, reports Hindustan Times. He said this was relayed to Pakistani officials at the foreign secretaries’ talk on April 26, though it was not “an official dialogue”. “…so far as we are concerned, our high commissioner conveyed formally to Pakistan foreign ministry that the terms of reference for the visit are broadly agreed to with the proviso that they would be on the basis of reciprocity and agreed and followed in accordance with the extant legal provisions. This has been very clearly conveyed to the ministry of foreign affairs of Pakistan that, subsequently, what has come in newspapers, we are not concerned with,” Singh said. He added, Pakistan’s Foreign Secretary, Aizaz Ahmad Chaudhry, has been “clearly told” that they have to look into National Investigation Agency (NIA) visiting Pakistan. “Now, he has to go back and take a formal view and convey it to us,” Singh said.

However, during investigation of certain earlier bomb blast cases, it was noticed that Improvised Explosive Device (IED)related training was imparted by leaders of some of the organisations to their cadres at various places in the country. In order to counter terror activities, there exists close and effective coordination between intelligence and security agencies at the Centre and the State levels. The Multi Agency Centre has been strengthened and reorganized to enable it to function on 24x7 basis for real time collation, analysing and sharing of intelligence with other intelligence agencies and States, which ensures seamless flow of information between the State and the Central agencies. This has resulted in busting of many terror modules in the country.

At least 43,000 Bangladeshi nationals, who entered India on valid documents, have vanished during the last four years, whereas only 19,995 could be deported during the same period, said Minister of State for Home Affairs Kiren Rijiju, reports The Assam Tribune on May 11. Revealing this, Kiren Rijiju said in a Rajya Sabha (upper house of Parliament) reply that the highest number of 24,364 disappeared in 2011, while 6,761 was deported the same year. Last year (2015), only 116 Bangladeshi nationals disappeared, while 474 were deported. The illegal immigrants fall into two categories foreign nationals who have entered India on valid travel documents and found to be overstaying, and foreign nationals who have entered the country without any valid travel documents. A number of Bangladeshi nationals who came to India on valid travel documents have been found to be overstaying after expiry of their visas, he said. “There are also reports of Bangladeshi nationals having entered the country without any valid travel documents. As entry of such Bangladeshi nationals into the country is clandestine and surreptitious, it is not possible to have accurate data of such Bangladeshi nationals living in various parts of the country, he said.

"Good terrorists are the ones that attack your neighbours; bad terrorists are the ones who attack you. This type of approach is enormously short-sighted. The blowback is going to be bad. Terrorism will bite like a snake whoever feeds it," he added. "Terrorism will bite probably like a snake. States need to have a common perspective," he warned. Ghani also said the threat of terrorism is not a passing threat, and that terrorist organisations change very rapidly, even if their objectives remain the same.He also categorically hit out at those using religion to justify terrorist acts, saying Islam does not condone terrorism. "Around 2,700 (Pakistani) forces moved to the north-western province and also Balochistan; this violence needs to be covered (by media) as people need to talk about it to address it," Ghani said while answering questions. However, to a specific question on whether he would support the "independence movement" in Balochistan, he said his country and his government do not interfere in the internal affairs of any country. "We respect international norms," Ghani said even as he maintained that if people in these regions are not happy, there is a constitutional framework within Pakistan and that should be able to address the issue. However, in a veiled attack on Pakistan's use of force, he said: "Forces do not keep people together, rights and connectivity do."Ghani also said, "Those who block us will be blocked" in what was a reference to Pakistan blocking transit of goods from India to Afghanistan. Ghani has threatened to block Pakistan's acess to Central Asia through Afghanistan. India’s Foreign Secretary S Jaishankar said, "Several months ago we wanted to transport 1.7 lakh tons of wheat to Afghanistan and asked Pakistan to provide transit facilities. India and China will soon set up two joint working groups to deal with the Fake Indian Currency Notes (FICN) and a round-the-clock hotline to exchange information related to terror and organised crimes, the issues were discussed threadbare by a Chinese delegation led by Vice-Minister of Public Security Fu Zhenghua and an Indian delegation led by Union Home Secretary Rajiv Mehrishi in New Delhi, NDTV reports on November 10. "Both sides discussed the setting up of two Joint Working Groups to deal with the FICN and the setting up of a 24x7 hotline to exchange information. They also discussed issues relating to e-Visa, telecom fraud and security matters," a Home Ministry statement said. India and China are also likely to conclude negotiations and ink an agreement on security cooperation by March next year. The proposed pact will ensure cooperation on tackling transnational crimes and cyber crime.
