Parliament House attack (December 13, 2001) case convict Afzal Guru was hanged to death at Tihar Central Jail in New Delhi at 8am on February 9 (today), reports The Hindu. “Afzal Guru was hanged at 8 am,” Union Home Minister Sushilkumar Shinde said shortly after the execution of the Jaish-e-Mohammad (JeM) militant. President Pranab Mukherjee had rejected Afzal Guru’s mercy petition recently. Guru was sentenced to death by the Prevention of Terrorism Act, 2002 (POTA) court on December 18, 2002, and this sentence was upheld through appeals in the Delhi High Court and the Supreme Court (August 4, 2005). On December 13, 2001, five heavily-armed gunmen stormed the Parliament complex and opened indiscriminate fire, killing nine persons. They included five Delhi Police personnel, a woman Central Reserve Police Force (CRPF) official, two Parliament’s watch and ward staff and a gardener. A journalist, who was injured, died later. All five terrorists were shot dead. Union Home Secretary R K Singh told reporters that the family of Afzal Guru has been informed about his hanging by the Tihar authorities through speed post and the Jammu and Kashmir government was taken into confidence before his execution, adds The Times of India. "They (Tihar jail authorities) intimated the family through speed post, registered post and the DG (Director General of Jammu and Kashmir Police) has been told to check with the family whether they got it or not," Singh said. "We are not having any apprehension anywhere in the country. In Jammu and Kashmir, the state government is taking steps. We are in touch with them," the Union Home Secretary said. Without giving details, Singh said security has been intensified in some areas.

Defence Minister A.K. Antony in a written reply to Lok Sabha (Lower House of Indian Parliament) on March 11, said a three tier coastal security ring all along Indian coast is provided by Marine Police, Indian Coast Guard and Indian Navy, reports Press Information Bureau. Government has initiated several measures to strengthen Coastal Security, which include improving surveillance mechanism and enhanced patrolling by following an integrated approach. Joint operational exercises are conducted on regular basis among Navy, Coast Guard, Coastal Police, Customs and others for security of coastal areas including island territories. The intelligence mechanism has also been streamlined through the creation of Joint Operation Centers and multi-agency coordination mechanism. Installation of radars covering the country's entire coastline and islands is also an essential part of this process. Coast Guard Stations along the coastline are set up considering the threat perception, vulnerability analysis and presence of other stations in the vicinity. At present 40 Coast Guard Stations along the coastline including 8 stations in Gujarat are functional.

Minister of State for Home Affairs R.P.N. Singh told Lok Sabha (Lower House of Indian Parliament) in a written reply on March 12, "As per available inputs from central intelligence and investigating agencies, some consignments of high quality FICN have been either directly or indirectly sourced by Pakistan via Bangladesh, Nepal, Sri Lanka, Thailand, Malaysia and UAE”, reports ndtv.com. He further added, "During the investigation of the case pertaining to the activities of David Coleman Headley and others, it was revealed that FICN were given to him for using these in India”. Further, maximum seizure of FICN with a face value of over INR 26.4 million was made from the India-Pakistan frontier compared to other land borders between 2010 and February, 2013, the Lok Sabha was informed, reports Hindu Business Line. The India-Myanmar border, during the same period reported the highest seizure of 42,394 kg narcotics, followed by a haul of 21,779 kg illegal drugs along the India-Bangladesh border, Minister of State for Home M. Ramachandran told Lok Sabha in a written reply. The Bangladesh frontier also recorded the second highest FICN seizure during the same period with a face value of INR 15.6 million, he said. Further, FICN with a face value of over INR 8, 00, 000 was seized at India-Nepal border, he said.

Indian Parliament on March 15 took strong exception of Pakistan’s National Assembly’s March 14 resolution, that condemned the February 9, 2013, execution of 2001 Parliament Attack case convict Mohammad Afzal Guru and demanded that his mortal remains be handed over to his family, and out-rightly rejected it, reports The Hindu. Both Houses of the Indian Parliament moved a resolution warning Pakistan not to interfere in its internal affairs and stop supporting terrorists. The resolution in both the Houses, read: “This House totally rejects the Resolution passed by the National Assembly of Pakistan on March 14, 2013. The House notes that Pakistan has committed that it would not allow its territory to be used for terrorism against India and only fulfilment of this commitment can be the basis for peaceful relations with Pakistan.” It further read, “The House rejects interference in the internal affairs of India and calls upon the National Assembly of Pakistan to desist from such acts of support for extremist and terrorist elements. Any attempt from any quarter to interfere in the internal affairs of India will be met resolutely and with complete unity of our nation.” The resolution also reiterated that, “the entire State of Jammu and Kashmir, including the territory under illegal occupation of Pakistan, is and shall always be an integral part of India.”

Singh on April 30, told Lok Sabha (Lower House of Indian Parliament) since 2008-09 till 2012-13, the Intelligence Bureau (IB) has hired 7,221 persons and 19,231 were trained by the organisation, according to Economic Times. He further said as on 2012, the total strength of manpower in IB was 18,429 personnel. Singh said recruitment in IB is done on all-India basis, except at the level of security assistant/ executive, and no specific regional hiring is proposed.

Singh, in answer to a question in the Lok Sabha (Lower House of Indian Parliament) said on April 30, "In reaction to Guru's execution, representatives of nine terrorist outfits aligned to the United Jehad Council, including LeT, Jaish-e-Mohammed [JeM], and Hizbul Mujahideen [HM], organised a conference February 13 in Islamabad [Pakistan] where the participants reiterated their resolve to set up jehad in India. The chief of LeT had a meeting with the top LeT commanders to plan big attacks to the iconic places in India…”, reports indiatvnew.com. On February 9, 2013, a LeT ‘spokesperson’ in a telephonic message to Kashmir News Service threatened retaliatory action by the LeT in the near future to avenge hanging of Afzal Guru, he said. Singh further commented, the government "is committed to thwart any evil design/plan of terrorists or terror groups/outfits to carry out attacks in any part of the country in all forms or manifestations, as no cause can justify terror attacks". He said, "The government's Multi Agency Centre (MAC) has been strengthened and reorganised to enable it to function on 24X7 basis for real time collation and sharing of intelligence with other intelligence agencies and security intelligence inputs are shared with the concerned states...This has resulted in busting of several major terror modules.”

Two absconding operatives of the Indian Mujahideen (IM), who represent two of the home-grown terror outfit's deadliest known modules, were 'certainly' behind the Bodh Gaya blasts, claimed Delhi Police special cell, on July 15, reports Hindustan Times. Waqas alias Ahmed from the Maharashtra module and Asadullah Akhtar Haddi alias Tabrez from the Uttar Pradesh module have been evading arrest well before they allegedly planted bombs during the Mumbai serial blasts in July 2010. Separately, the agitating Kuki State Demand Committee (KSDC) has said that eminent intellectuals and politicians of the country have pledged to extend support to its ongoing demand for creation of a separate 'Kuki state' within Manipur, reports The Times of India. The KSDC had been imposing economic blockades and other forms of agitations for many days in Manipur since November 17, 2012 in pursuit of its demand. The latest agitation was called for two days last month. "Recently, we were campaigning across the country to seek support and advice from eminent politicians and intellectuals at various cities including New Delhi, Kolkata, Guwahati and Shillong," the committee's information and publicity secretary, S George Guite, said on October 1. He added that the KSDC is set to become a constituent group of the Forum for Statehood Demand in India, an umbrella body of several bodies demanding Statehood in the country.
