The Sri Lankan Navy chief Vice Admiral Wasantha Karannagoda on February 14 sought international cooperation to deal with the threat posed by the Liberation Tigers of Tamil Eelam (LTTE) and claimed that patrolling would have to be increased if India’s Sethusamundram shipping channel project is implemented, according to New Indian Express. Wasantha Karannagoda, who is in New Delhi to take part in the Indian Ocean Naval Symposium, stated that the LTTE has been a threat for Sri Lanka but if its activities were not checked the group will pose problems for other countries. He stated that the Indian government would have factored the security aspect while conceiving the shipping lane and added that Sri Lanka will increase patrol on its side of the channel.

"We have to ensure that India's pre-eminent position in the region is not compromised by Sri Lanka seeking arms from elsewhere," National Security Adviser M.K. Narayanan said while delivering the 25th Air Chief Marshal P.C. Lal memorial lecture in New Delhi on March 27. "We need a national consensus on how much (military) assistance we should provide and how much pressure we should put on the (Sri Lankan) government," he said, adding, "We want the Sri Lankan government to treat its large Tamil minority with dignity. (But) the (Sri Lankan) government would seem to have the single objective of a military victory (against the Tamil Tigers) without any devolution of power."

On April 23, the Union Minister of State for Home, Sriprakash Jaiswal, in a written reply to a question in the Rajya Sabha (upper house of Parliament) said that despite the ban, the Students Islamic Movement of India (SIMI) has been carrying out its activities clandestinely including holding of organizational meetings and circulation of literature. The Minister said that more than 70 male SIMI cadres have been arrested during the last one year as per reports from Madhya Pradesh, Maharashtra, Andhra Pradesh, Delhi and Karnataka. No foreign national is among those arrested, he said. The Minister added that activities of the SIMI have been noticed in Madhya Pradesh, Karnataka, Andhra Pradesh, Maharashtra, Gujarat, Rajasthan and Uttar Pradesh.

After the fifth round of the India-Pakistan composite dialogue on peace and security, Jammu and Kashmir and other Confidence Building Measures (CBMs), Foreign Secretary Shiv Shankar Menon told reporters in New Delhi on July 21 that "the composite dialogue process was under stress," according to Daily Excelsior. Menon said the ongoing investigations into the recent Kabul embassy blast had revealed the hand of “elements in Pakistan,” The Hindu reported. Speaking to the media after meeting his Pakistani counterpart Salman Bashir, Menon said the dialogue process had come “under strain” because in the “recent past several events have vitiated ties” and some of the leaders in Pakistan had reverted to the “old polemics.” “This sequence of events culminated in July 7 [Kabul embassy blast]. All our information in the ongoing investigation, which still has to continue, points to elements in Pakistan behind the blast.” He described the cease-fire as “under stress” but both sides agreed that it must be “maintained and continued.” He further said there were three pillars to the improved relations with Pakistan — absence of violence, addressing all outstanding issues and creating a cooperative atmosphere. On all three counts, the relationship now comes up short and he listed these as the ceasefire violations, increased infiltration and “incitement of violence within the Indian state of J&K”. Interacting with the media later in the evening, Bashir said his Indian counterpart had not given any evidence and described the charge of Pakistani hand in the Kabul embassy blast as “baseless” and “made first elsewhere” (he later said it was made by National Security Adviser M. K. Narayanan). Bashir reportedly cautioned against treating Islamabad as “on probation” since “we don’t have to prove our credentials to anybody. Pakistan is not the epicentre of terrorism. Please understand that.” He added that “It is imperative to refrain from the blame game. Pakistan was among the first to condemn the Kabul attack. I asked India to provide intelligence or evidence.”

The Hindu reports that the Union Government is planning to set up 20 counter-insurgency and anti-terrorism jungle warfare training schools in an attempt to give police, security personnel and special forces an edge in fighting terrorism and Naxalite (left-wing extremism) violence. A spokesperson of the Union Ministry of Home Affairs (MHA) said in New Delhi on August 25, "All the 20 schools will become functional by 2010-11 and will be set up in five States — Bihar, Orissa, Jharkhand, Chhattisgarh and Assam. We plan to train nearly 15,000 police personnel every year." By the middle of 2009, the MHA hopes to establish eight schools, another eight by 2009-10 and the remaining four by 2010-11. While the five States will acquire land for setting up the schools, the Union Government will provide the trainers, supporting staff, equipment and infrastructure. The Centre will also support the trainers for the first five years.

On September 17, Prime Minister Manmohan Singh pointing at the role played by the Pakistan-based terrorist groups in the recent serial bomb blasts in the country said that the involvement of local elements added a new dimension to the terrorist threat, reports The Hindu. The Prime Minister, addressing the Governors’ Conference on Inter Security in New Delhi said, "We have reports that certain Pakistan-based terrorists outfits are constantly seeking to set up new terrorist modules within our country. This is a matter of the utmost concern. We have increased vigilance on our borders … But in view of the growing involvement of local elements, this is not enough." Favouring further strengthening of anti-terror laws, Prime Minister noted that security and intelligence agencies had been successful in thwarting and pre-empting several terrorist attacks. "But as the recent blasts in Jaipur, Bangalore, Ahmedabad, Surat and Delhi indicate, there are still vast gaps in intelligence. These need to be overcome", he added.

Sri Lanka must respect the human rights of ethnic Tamils, Singh told journalists in New Delhi on October 15. He said the Government was concerned at the escalating hostilities, losses suffered by civilians and increasing number of displaced persons, adding, "We always believe that the situation in Sri Lanka does not call for military victory. "It is essential that their rights be respected, that they be immune from attacks, and that food and other essential supplies be allowed to reach them," he added, saying, New Delhi had consistently made it clear that normality could not be brought about by military means or battlefield victories. Government took a host of measures, including acquisition of ships, installation of radars and setting up of new coast guard stations, to strengthen security of coastal areas in a high-level meeting to review the Security of coastal areas in New Delhi on December 20, reports Indian Express. “Defence Minister A. K. Antony cleared several proposals which will help in improving the Security along our coastline,” unidentified Defence Ministry officials said, adding, "Defence Minister cleared the proposal for global acquisition of cutting-edge equipment and interceptor boats on a fast-track basis, so that arrangements for increasing security of Indian waters can be done as early as possible”. To augment Coast Guard's surveillance capabilities, the Government also approved the acquisition of hi-tech equipment. Besides the Coast Guard, which have a fleet of 70 small and big vessels, was allowed to lease and hire ships from the global market. It was also decided during the meeting to set up nine coast guard stations in addition to the existing 13 for better coverage of the country's 7,500 km-long coastline. The major decision was taken during the meeting was to install radars to fill in the coverage-gap along the coastal line on both the sea-boards. "The Government has decided to provide complete radar coverage to both the eastern and the western sea boards so that there is no scope left for intrusion from both sides," the source added. Defence Ministry will be working in consultation with the Shipping Ministry to complete the project, and the decision comes in the wake of the Comptroller and Auditor General (CAG), in one its reports, pointing out that due to lack of assets, there were huge gaps left in the radar coverage along the coastal boundaries.

"The Home Ministry reviewed the coordination among central security agencies; state Police, the Navy and the Coast Guard. The meeting had a threadbare discussion about the security requirements, including fast-moving vessels and sophisticated naval equipment to protect Indian waters," a Ministry of Home Affaires (MHA) official said.
