The Delhi Police (DP) claimed that the two arrested leaders of an All Parties Hurriyat Conference (APHC) faction sold secret military documents to Pakistan. Mohammed Ahsan Untoo and Gulam Nabi Najar were arrested earlier on the suspicion of passing on military secrets. According to DP sources, Untoo, who was associated with the International Forum for Justice and Human Rights Forum in Jammu and Kashmir and Najar, general secretary of the People’s League Party, have confessed to their involvement in espionage activities. Untoo was arrested from Delhi on February 12 and Najar in Srinagar five days later, police said.

On April 12, while endorsing the pace of Confidence Building Measures between India and Pakistan, including the reopening of the Srinagar-Muzaffarabad road, a faction of the separatist All Parties Hurriyat Conference (APHC), led by Mirwaiz Omar Farooq, announced that it would meet Pakistan President Gen Pervez Musharraf during his forthcoming visit to New Delhi. Talking to reporters after an APHC meeting in Srinagar, Mirwaiz said, "We had expressed our intent to meet President Musharraf which was accepted and we will be meeting him on April 17. In fact Gen Musharraf had also sought to meet us." He said that the purpose of the meeting was to "put forward our point of view, which is that any dialogue process concerning Kashmir should include the separatist leadership." According to him, "We have approached the Government through some friends for an appointment with the Prime Minister but have not received any reply yet."

During a press conference in New Delhi on April 27, the Indian External Affairs Ministry spokesperson, Navtej Sarna, expressed deep concern over the arrest of former Nepalese Prime Minister Sher Bahadur Deuba and said "these developments would further complicate efforts for reconciliation between political parties and the Constitutional Monarchy in Nepal." Sarna also said developments in Nepal no longer will be viewed as ‘internal developments’ and added, "We are also concerned that the arrest and detention of political leaders, student leaders and workers of political parties continue, as do the restrictions on travel and movement of some academicians, human rights activists and students, contrary to assurances conveyed to us." Deuba was arrested in Kathmandu on April 27 on charges of misappropriation of funds.

Reports quoting External Affairs Minister Natwar Singh’s speech in the upper house of Indian Parliament said, "It is distressing and deplorable that these actions have come after assurances given by the King in his meetings with Prime Minister Manmohan Singh and me that he would take steps to unwind emergency, release political prisoners and take measures to return to the democratic process in the Himalayan Kingdom." The DP said on May 16 that the accused, Harun Rashid, a resident of Siwan in the State of Bihar, had disclosed that he was working for a LeT module in association with Parvez and Doctor. He secured money from his handler Abdul Aziz who, in turn, was sending it to Shams and Shahnawaz. An active member of the Students Islamic Movement of India (SIMI), Rashid had risen to the rank of "Ansar," DP sources claimed. During the SIMI's meetings in Aligarh, the police said he had met Shams, Shahnawaz and Doctor, who introduced him to the LeT.

On June 22, a two-day Foreign Secretary level meeting between India and Bangladesh concluded in the national capital New Delhi. In a joint press statement, both countries reaffirmed their commitment not to allow their territory to be used for any activities inimical to each other's interests. The statement further said that the Indian side, represented by Shyam Saran, appreciated the steps taken by Bangladesh in the border areas and stressed on the importance of continued action. The Bangladesh side, led by Foreign Secretary Hemayetuddin, also stressed the need for action against Bangladeshi miscreants. Bangladesh also agreed to examine the Indian proposal for coordinated patrolling on the riverine boundary wherever feasible. Farooq, who will lead the delegation, accepted the invitation for the talks that will take place nine days ahead of Dr. Singh’s meeting with the Pakistani President Pervez Musharraf in New York. "The Prime Minister has invited Hurriyat chairman and other leaders for talks," the Prime Minister’s Media Adviser Sanjaya Baru said in Delhi. "It was our demand that the talks should be held at the highest level. So we have agreed to meet the Prime Minister on the scheduled date," Farooq said in Srinagar. He also said a joint meeting of the Hurriyat Executive Committee, General Council and Working Committee will be held today, September 1, to work out a strategy for the talks, the first with the Congress-led coalition Government since it came to power in May 2004.

Prime Minister Manmohan Singh held talks with leaders of the All Parties Hurriyat Conference (APHC) faction led by Mirwaiz Umar Farooq in New Delhi on September 5 and is reported to assured that conditions will be created for reduction of armed forces in Jammu and Kashmir (J&K) if there is a cessation of violence and an end to infiltration. During the two-and-a-half hour long discussion with a five-member Hurriyat delegation headed by Farooq, he agreed to review cases of all those held in detention and to a time-bound review of those held under the Public Safety Act (PSA) and the now defunct Prevention of Terrorism Act (POTA), according to Daily Excelsior. A press release issued after the talks said it was agreed to carry forward the dialogue process so that all shades of political opinion in J&K are involved. Handing out the release, Prime Minister’s Media Advisor Sanjaya Baru told reporters that talks would continue for which no date has been fixed. The Mirwaiz said after the meeting that the Hurriyat welcomed the Centre’s decision for a time-bound review of cases of detenues booked under PSA and POTA. He said the talks with the Prime Minister were a step in the right direction and "we made it clear that these should result in a movement forward as far as Kashmir is concerned."

The decision came at the first meeting of the Standing Committee of Chief Ministers of the affected States, presided over by Union Home Minister Shivraj Patil. As the first step, the States will appoint nodal officers who will coordinate with each other and the Union Government. Briefing the media, Patil said a special group would be formed in every State to set up administrative structures at the State and district levels for better governance and faster socio-economic development. Tariq Ahmed Dar, who was working as a sales representative with the pharmaceutical firm Johnson and Johnson, had allegedly hatched the plot along with two LeT cadres, Abu Al Qama and Abu Huzefa, DP Commissioner K. K. Paul informed at a press conference in Delhi. Huzefa was a Pakistani and a LeT commander in Kashmir Valley. Just days before the blasts, Rupees 4.86 lakh had been deposited to Tariq’s bank account in Srinagar from a Middle-East country. The money was meant for financing the blasts in which RDX, though not in its pure form, was used, Paul said. Dar had been arrested by DP from Srinagar on November 10 and was brought to Delhi the next day where a local court remanded him to 14 days police custody, Paul informed. He also said that at least four persons were involved in the blasts, which killed at least 62 people and injured more than 200 others. While two of the conspirators and executers are from Jammu and Kashmir, the others were "foreign nationals," Paul said without identifying their nationality. The Commissioner said that though Dar himself was "probably" not in Delhi at the time of the blasts, he was the "financer, coordinator, spokesperson and front-man" of the LeT.
