China on January 5 dismissed as “untrue” allegations of double standards by India by blocking its bid to list Jaish-e-Mohammed (JeM) leader Masood Azhar as global terrorist by the United Nations (UN), claiming that it had adopted a “just, objective and professional” attitude in deciding the matter, reports The Indian Express. “With regard to the listing matter of the Security Council 1267 committee the so called double standards adopted by China on this relevant issue is not true. We take action based on solid evidence that is the standard upheld by us,” Chinese Foreign Ministry spokesman Geng Shuang said.Responding to remarks made by Minister of State for External Affairs M J Akbar on Azhar’s issue during the press conference in New Delhi on January 4 Geng said, “We have taken a responsible and constructive part in relevant discussion in a professional and objective way”. “Relevant members differed on this issue. The purpose of China to put forward technical hold on that issue is to create enough time for the committee and relevant parties to consult with each other on the relevant issue,” he said. Akbar on on January 4 had said, “We really do expect China to hear the voice of the world, not just voice of India on terrorism.” Referring to Pakistan’s support to terror, India also hoped that as a “responsible and a mature” nation, China will understand the “double standards” and “simply self-defeating and suicidal” approach of Islamabad to terrorism.China was the only country among the 15-member 1267 counter terrorism committee of the UN Security Council which has objected to India’s application to list Azhar who is accused of masterminding the Pathankot terror attack.

InterServices Intelligence (ISI) operative Mehmood Akhtar's statement to interrogators in Delhi that many people from Bhopal had handed over sensitive documents to him, has left intelligence officials in Madhya Pradesh worried, The Times of India reports on January 30. Now efforts are on to identify Akthar's 'agents' in Bhopal, said sources in the intelligence wing. There are inputs that Akhtar had visited Bhopal thrice in the last few years."Akhtar was reporting to Syed Farooq Habib, chief of intelligence wing at the Pakistan High Commission in Delhi and sharing information and sensitive documents procured from Indian agents. Many people from Bhopal, Hyderabad and Mewat have handed over sensitive documents to him" claims the chargesheet filed by Delhi Crime Branch on January 28. Akhtar's link in Madhya Pradesh was Farhat Khan, the personal assistant to Vidishabased Samajwadi Party MP Chaudhary Munawwar Salim. Khan was also arrested after Akhtar's statement in October 2016."Farhat Khan had been in touch with ISI since 1996. My predecessor handed over his details and contacts to me when he was returning to Pakistan," Akhtar's statement said. Delhi Crime Branch has chargesheeted four people allegedly linked to Pakistani espionage ring, including Farhat Khan. Mehmood Akhtar has not been charged due to diplomatic immunity. Others are Maulana Ramzan Khan and Shubhash Jangir from Nagaur, Rajasthan and Soheb Hussain from Jodhpur.Akhtar is said to have admitted during interrogation that he was a head constable in Pakistan army's 40 Baloch regiment and later inducted into ISI on deputation, trained and sent to India for espionage activities.

Pakistan state sponsored terrorism where "good terrorists" are used against India is most lethal form of terror threats that countries in the Indian Ocean Region are facing, said Vice President Hamid Ansari on March 14, reports The Economic Times. "Pakistan's use of terror as an instrument of state policy has been acknowledged by United States (US) state department. Pakistan uses good terrorists visavis India while battling bad terrorists at home," Ansari said in New Delhi without mincing any words while inaugurating third edition of Counterterrorism conference organised by noted Delhibased think-tank India Foundation.

No ‘high quality’ Fake Indian Currency Notes (FICN) have been recovered post demonetisation, although some scanned/photocopied notes were seized by BSF (Border Security Force) and NIA (National Investigation Agency) at the Indo-Bangladesh border, Minister of State for Finance Arjun Ram Meghwal stated on March 28, reports Financial Express. He also said the government has been taking a host of steps, including setting up of a special cell in the Union Ministry of Home Affairs (UMHA) to deal with the menace of FICN.In a written reply to the Rajya Sabha (Upper House of Indian Parliament) Meghwal said: “No high quality FICN has been recovered post demonetisation.” The government had scrapped old currency of INR 500 and INR 1,000 on November 8, 2016 and replaced them with new INR 500 and INR 2,000 notes. As regards seizure of FICN of 2,000 denomination by BSF and NIA on the Indo-Bangladesh border, Meghwal said: “The forensic lab had reported the use of stamp paper in printing these notes. These notes have been scanned/photocopied. Examination of the specific parameters reveals that the notes are of low quality.”The government on its part, he added, has taken various measures to combat terror funding and check smuggling and circulation of fake notes. These initiatives including setting up of a special Combating Financing of Terrorism (CFT) cell in the UMHA of coordinate with the central intelligence/enforcement agencies and state law enforcement agencies for an integrated approach to tackle the problem. Also, he added, a Terror Funding and Fake Currency Cell (TFFC) has been constituted in the NIA to investigate terror funding and fake currency cases.

"The Delhi Police Special cell has issued an advisory to all security agencies across the country to beef up the security measures at interstate bus terminals, railway stations, five star hotels, malls and markets, religious places, embassies of western countries, metro stations, airports, stadiums, and tourist places or other sites visited by foreign nationals," the officer told.

Fake Indian Currency Note (FICN) totalling INR 11.23 Crore has been detected since demonetisation, Finance Minister Arun Jaitley said on July 18, reports NDTV. Data available from the National Crime Records Bureau (NCRB) indicates that 1.58 lakh notes of fake currency, having a face value of Rs. 11.23 crore, have been detected in 29 states post demonetisation until July 14, Jaitley said in a written reply to the Rajya Sabha (Upper House of Indian Parliament). A mobile app has been launched by Reserve Bank of India (RBI), which allows the users to see the features of (New) Series INR 500 and 2,000 notes to check their authenticity. The Minister also said that bank notes with writing on them are treated as soiled notes and can be deposited in bank accounts or exchanged at any bank branch.

The Union Ministry of Home Affairs (UMHA) on September 18 stated that the Government has credible inputs that Rohingyas have links with terrorist groups and hawala channel operators while some of them were in-league with Islamic State of Iraq and Syria (ISIS) and Pakistan’s Inter-Services Intelligence (ISI), reports Daily Excelsior. Describing Rohingyas as “serious security threat”, an affidavit filed by the UMHA Joint Secretary (Foreigners) Mukesh Mittal in the Supreme Court (SC) on behalf of the Home Ministry described Rohingyas as part of “bigger sinister designs” under which they were infiltrating into India illegally through agents and touts. The affidavit, said: “some of the Rohingyas with militant background are found to be very active in Jammu, Delhi, Hyderabad and Mewat and have been identified as having a very serious and potential threat to internal and national security of India”.The 16-page affidavit added: “it has been found by the Central Government that many Rohingyas figured in suspected sinister designs of ISI (a Pakistan’s spy agency which has been responsible for spreading terrorism in Jammu and Kashmir and other parts of the country) and ISIS (an international terrorist outfit which was causing blasts in various countries) and other sinister groups, who want to achieve their ulterior motives in India including that of flaring up communal and sectarian violence in sensitive areas of the country”. Charging Rohingyas with mobilizing funds through hawala channels and procuring fake and fabricated Indian identity documents for other Rohingyas and also indulging in human trafficking, the UMHA’s affidavit said it has been observed by the Central Government that some Rohingyas are indulging in illegal and anti-national activities and were using their illegal network for illegal entry of others in India.

National Security Adviser (NSA) Ajit Doval on November 24 said that use of cyber space by terrorists and criminals is a threat to a converged and connected world and sought greater cooperation between various countries, businesses, and other stakeholders to counter the menace, reports The Times of India. "Never before has there been any change which is so wide in its expanse, and which can affect the lives of so many people... (but) if it provides you global connectivity, it also provides global connectivity to the terrorists and criminals. It also provides connectivity to the people who want to subvert the minds and hearts of young generation and take them to a certain path of thinking," Doval said at the (GCSS. "How to control this is the real threat?" He said that the threats from cyber world are alive and have the potential to impact every section of the society.
