Chief of Army Staff General MM Naravane, in a stern message to Pakistan, on January 12, said India will never tolerate cross-border terrorism and it reserves the right to respond with precision to any terror activity at a time and place of its choosing, reports Daily Excelsior. General Naravane was addressing a press conference in New Delhi, ahead of Army Day on January 15. He also said India must be prepared to deal with a “two-front” threat scenario as collusive approach by Pakistan and China was manifesting on the ground.“Pakistan continues to embrace terrorism as an instrument of state policy. However, we are very clear that we have zero-tolerance for terror and we reserve our right to respond at a time and place of our own choosing and with precision,” he said.He said India has sent a clear message to Pakistan that it will not tolerate any terrorist activities.Elaborating on growing cooperation between China and Pakistan, the Army chief said India must be prepared to deal with a “two-front” threat scenario suggesting that both may create trouble simultaneously.“There is no doubt that a collusive threat exists. This is not just something which was part of some strategy paper or loud thought process. It is very much manifesting on the ground,” he said.

India had issued a Mutual Legal Assistance Request to the US for investigation in the case of ‘Referendum 2020’ (secessionist campaign) by the Sikhs for Justice (SFJ), the Ministry of External Affairs (MEA) stated at its weekly media briefing in New Delhi on February 4, reports The Tribune. On March 5, a special National Investigation Agency (NIA) court in Delhi sentenced an Islamic State terrorist to seven years of rigorous imprisonment for conspiring to establish the proscribed organisation's base in India by radicalising and recruiting youths through social media platforms, reports NDTV. The terrorist identified as Imran Khan Pathan was awarded the sentence in a case registered by the National Investigation Agency (NIA) in December 2015 under the Unlawful Activities (Prevention) Act and the Indian Penal Code. According to NIA official, Pathan was in direct touch with ISIS handler Yusuf-Al-Hindi. He had also received funds to the tune of INR 50,000 from one of Yusuf's associates Mudabbir Mushtaq Sheikh, who was convicted for making an improvised explosive device and to further the activities of the ISIS in India. Earlier, the court had convicted and sentenced 16 of the 17 accused including Pathan to up to 10 years of rigorous imprisonment for a conspiracy hatched by ISIS handlers based in Syria and subsequent formation of a group "Junood-ul-Khilafa-fil-Hind" which owed its allegiance to the ISIS.

Central Reserve Police Force (CRPF), Director General (DG), Kuldiep Singh, on March 18, said 226 terrorists were killed during operations in Jammu and Kashmir (J&K) since 2020, while 296 were apprehended, reports Daily Excelsior. He also said, stone-pelting incidents in the Kashmir Valley have “reduced drastically”, although they have not stopped completely. The stone-pelting incidents have now been reduced to 10 per cent of what it used to be earlier, he said while addressing a press conference on the eve of the CRPF’ 82nd anniversary in New Delhi. “In Jammu and Kashmir, where the force works in close coordination with the state police and the Indian Army, 215 terrorists were neutralised in 2020 and 11 terrorists were killed this year,” Singh said. During the same period, 296 terrorists were arrested by the Security Forces (SFs) while eight surrendered. Also, the CRPF recovered 378 arms and 41 Improvised Explosive Devices (IEDs), while 275 encounters/attacks took place during the same time period. Asked about the threat posed by “sticky bombs” in Jammu and Kashmir, he said, “While frisking a vehicle, we keep in mind the threat of sticky bombs. Although, we have not seen any such incident where we found sticky bombs attached to a vehicle. But yes, it is a challenge, we know it, they (terrorists) might try to use it and we have briefed our forces about it.” He said at the instance of an accused, a few sticky bombs were recovered from some areas. The DG said normalcy has been restored to a large extent in Jammu and Kashmir.

The National Investigation Agency (NIA) on March 31 said that the Delhi Patiala House Court has convicted the accused Bahadur Ali alias Saifullah Mansoor, a Pakistani national belonging to Lashkar-e- Taiba (LeT) under sections 120B, 121A, 489 (C) of Indian Penal Code (IPC), sections 17,18,20,38 of UA (P) Act, reports Daily Excelsior. Ali has also been convicted under sections 7, 10 and 25 of Arms Act, section 9B Explosives Act, section 4 of Explosive Substances Act, section 14 Foreigners Act and section 6(1A) Indian Wireless Telegraphy Act,1933 and sentenced him to ten years rigorous imprisonment and fine on March 26. This case was initially registered at NIA Police Station in new Delhi on July 27, 2016 pertaining to a larger conspiracy hatched by the LeT, a proscribed terrorist organization, based in Pakistan, to commit terror attacks in India. Accused Bahadur Ali along with his two associates Abu Saad and Abu Darda, all trained terrorists of LeT had illegally infiltrated into Jammu and Kashmir (J&K) with the intention to carry out terrorist attacks at different places in India including Delhi, as per instructions given to them by their handlers in the LeT, based in Pakistan Occupied Kashmir (POK). Bahadur Ali was arrested on July 25, 2016, at Yahama Mukam village in Handwara in Kupwara District of J&K and a large number of arms including AK-47 Rifle, Under Barrel Grenade Launcher (UBGL), ammunition, hand Grenades, UBGL Shells, Military Map, Wireless Set, GPS, Compass, Indian Currency, Fake Indian Currency Notes (FICN) were recovered from him.

Separatist leader Shabbir Shah was involved in generation of huge proceeds of crime from Pakistan and other countries to create unrest in Jammu & Kashmir (J&K) in India, Enforcement Directorate (ED) told a court in Delhi on June 22, reports The Tribune. Shah amassed huge wealth in the form of immovable and movable properties and was also involved in terror-financing activities. Shah was in regular touch with Hafiz Sayeed, ‘chief’ of Lashkar-e-Toiba (LeT), based in Pakistan. Shah was also in touch with Mohammad Shafi Shayar, who belongs to Kashmir and had escaped to Pakistan along with his family after his release from the Jammu Central Jail in J&K in India. The ED made the submissions before Delhi court while opposing Shabbir Shah bail application in a money laundering case.

The two sides discussed cooperation on a wide range of issues, including Afghanistan, countering COVID-19, the Indo-Pacific strategy and the Quad. During his day-long visit to New Delhi, Blinken also met Prime Minister Narendra Modi, National Security Adviser (NSA) Ajit Doval, members of civil society and a representative of the Dalai Lama. On Afghanistan, Blinken and India’s Minister of External Affairs, S. Jaishankar agreed that there was no “military solution” to the conflict, and that taking over the country by force would not help the Taliban gain the “international recognition” or “legitimacy” it desires, including the lifting of sanctions and travel bans against the Taliban leadership. In a reference to Pakistan, Jaishankar said one neighbour of Afghanistan was an “exception” to the consensus for a peaceful political settlement. Kuki National Front (KNF), an entity of the tripartite talks with the State and Central Governments, has clarified over the arrested ‘self-styled Commander-in-Chief’ (C-in-C) of the Kuki militant outfit at Delhi on September 20, reports E-Pao. The outfit's ‘information and publicity secretary’, Lh Stephen said that the reported arrest of ‘self-styled C-in-C’ of the alleged KNF, a non-suspension of operation (non-SoO) group, by Delhi Police's Special Cell has no connection with KNF whatsoever. He said that KNF is the oldest Kuki militant outfit and is currently under tripartite talks with the Governments under the banner of United People's Front (UPF) while adding that it had signed an extension of SoO recently with the Governments. He clarified that ‘self-styled C-in-C’ Mangkholam Kigen alias David is not the ‘C-in-C’ of KNF as reported in some media. He also said that as per KNF's finding, Mangkholam is a ‘self-styled C-in-C’ of the KNF non-SoO group, which has nothing to do with the original KNF and it has no mandate of the people. "During interrogation when a photograph of an accused in the 2011 Delhi High Court blast was shown to him, he disclosed that he had done a recce of the High court. However, his involvement in the blast cannot be stated clearly. It will be clarified on further investigation. There is no evidence as of now," sources said. Apart from this, Asraf had also done a recce of the Police Headquarters (Old Police Headquarters) located at ITO. "He revealed that he has done a lot of recces but not much information could be gained as he was not allowed to stop outside the police headquarters for much duration. He had also done a recce of ISBT and information was sent to Pakistani handlers," sources said. It was also revealed by Asraf that he did a recce at India Gate and Red Fort as well. "He has said that he did a recce at 10 places," sources said. "In the interrogation, he said that VIP areas were not among the targets as casualty would have been less. All these recce were done a few years ago. He has not revealed as yet the places where he wanted to undertake a terrorist operation," they added. At present, the investigating agencies are interrogating him about whether he has been involved in any blast in Delhi. Asraf, a resident of Pakistan's Punjab province was held from Laxmi Nagar. Police had seized an AK-47 rifle from his possession among other things including a grenade and pistols.

The National Investigation Agency (NIA) on October 20, conducted searches at a godown in the national capital in connection with the Mundra Port drug haul case and claimed to have recovered “white powder material”, reports Indian Express. “Search was conducted at Nebsarai in Delhi in connection with the seizure of narcotics substance imported in the guise of semi processed talc stones by M/s Aashi Trading company. During the search conducted today white powder material, suspected to be talc mixed with narcotics, has been seized with the help of FSL (forensic science laboratory),” the agency said in a statement. Besides sections of the IPC and Narcotics Drugs and Psychotropic Substances (NDPS) Act, the NIA has also invoked Section 17 (punishment for raising funds for terrorist act) and Section 18 (punishment for conspiracy to commit terror acts) of the Unlawful Activities (Prevention) Act (UAPA).

Sinha, in response to a question on local youth joining the militancy, said some misled youth might have joined the militancy but the security forces are working on how to bring them back. On December 12, the National Investigation Agency (NIA) arrested an Afghan national, Sobhan Aryanfar from Neb Sarai in South Delhi in connection with the 3,000-kilogram Afghan heroin seizure from Mundra port in September, officials said, reports Hindustan Times. The drug haul, worth INR 21,000 crore as estimated by agencies, was the largest ever seizure by Indian agencies. A narco-terror link is being probed in the delivery as it was sent to India from Kandahar after the Taliban’s takeover of Afghanistan. “During the investigation, the arrested Afghan national was found to be involved in the conspiracy of transporting narcotic drugs concealed in import consignment of semi-processed talc stones originating from Afghanistan. As India's western border is heavily guarded, Pakistan is now using other routes to infiltrate counterfeit money from two neighbouring countries with which India shares its borders. A Special Cell official told that from the investigation of various cases of big seizures of FICN in Kathmandu (Nepal), Bangladesh and in India after demonetisation, it has been strongly suspected that big consignment of FICN are first brought to Nepal and Bangladesh from Pakistan through Gulf countries by air. From there, the counterfeit money is smuggled into India through the porous international borders of Nepal and Bangladesh by the members of global FICN syndicates. Their counterparts and contacts in India further supply the FICN to different parts of the country through a pre-existing network of FICN.
