Speaking in New Delhi on January 7, he said there are similarities between India and Israel in terms of threat perceptions emanating from terrorism and since "Israel has unfortunately become an experienced country in this domain (countering terrorism), we can offer our expertise to India". He added, "The world is not divided between East and West…. The world has a new division now, the countries that harbour terrorism and the countries that fight terrorism". Delhi Police Commissioner Ajai Raj Sharma, while speaking to the media on January 8 said, "We arrested 42 terrorists in 2001, and most of them were Pakistani or trained in Pakistan". Three Pakistanis were caught for terrorist activities and smuggling. Five men who were arrested on charges of trying to set off bombs in the city were accused of receiving military training in Pakistan, he said. Colin Powell, the visiting US Secretary of State said at a press conference in New Delhi on January 17 that Pakistani President Pervez Musharraf had reportedly told him on January 16 in Islamabad that a hand over of some of those on the list of terrorists wanted by India was "not ruled out", but Pakistan would like more evidence. "Musharraf did make an important statement. We will monitor the action," he said. Powell held discussions with the India’s External Affairs Minister Jaswant Singh on January 17. He is to hold consultations with the National Security Advisor Brajesh Mishra, meet Congress President Sonia Gandhi and also call on Prime Minister Atal Bihari Vajpayee on January 18. Consequent to the meeting between Powell and Jaswant Singh, India said it would send more information on the list of 20 criminals and terrorists it has asked Pakistan to extradite. Commenting on the US role in Kashmir, Powell said that the US wanted to see a dialogue between India and Pakistan and was standing by to help but it was for the two countries to resolve all issues by ‘‘direct dialogue’’.

The Islamic Council of India (ICI) has decided to launch a campaign against terrorism, Chairman of the Council and the National Minorities Development and Finance Corporation of India, Qari Mohd Mian Mazhari has said. "Islam is not only the greatest saviour of human values but the biggest opponent of massacre, destruction and bloodshed. It is therefore not only the national but the religious duty of all Muslims to raise their voice against terrorism, unitedly,'' Mazhari said in New Delhi on January 17. Commenting on the alleged misuse of some madrassas (religious seminaries) in the country, Mazhari said, "If there was any shred of evidence that any madrassas were being used for promoting anti-national activities like propagating jehad, training terrorist mind-sets, the Muslims of this country would themselves go and burn such madrassas.'' The government must produce evidence against these madrassas, he added. On the issue of intelligence reports indicating that militants were misusing some madrassas, especially in the border regions, he opined that the government must immediately conduct an inquiry and take action. He also called for the formation of a central madrassa body to regulate the syllabus and functioning of madrassas all over the country.

The US Federal Bureau of Investigation (FBI) Director Robert Mueller said in New Delhi on January 22 that no one country or agency can on its own counter terrorism and all countries have to fight it together. Mueller met the Central Bureau of Investigation (CBI) Director and Head of Interpol in India P C Sharma and other senior government, law enforcement and security officials to discuss joint efforts and strategies against terrorism. "Additional terrorist attacks have to be stopped and for this we (India and the US) need to exchange information swiftly," he said. On the attack at the American Information Center in Kolkata, Mueller said, "It is too early to tell whether it is a terrorist attack. The motive and the identity of the attackers have to be found out first, before anything can be said. It is a horrible tragedy and we are ready to give assistance to the Kolkata police, if they require it, during their investigation."

K Advani, said in New Delhi on January 22 that a group connected with the Inter Services Intelligence (ISI), Pakistan’s external intelligence agency, was responsible for the early morning attack on the United States Information Service (USIS) premises in Kolkata. Making a brief statement on the incident, Advani said a senior member of the group that had recently abducted a Kolkata-based businessman had claimed responsibility for the attack. The person, he added, claimed to be calling from Dubai. While condemning the terrorist attack, Advani said he had spoken to the West Bengal Chief Minister, Buddhadeb Bhattacharjee, and was also in contact with the US Embassy. He added that a Union Home Ministry official had been deputed to Kolkata and "necessary security at other such targets is also being provided."

According to media reports, Aftab Ansari alias Farhan Malik, prime accused in the January 22 terrorist attack on the American Center in Kolkata, has reportedly admitted to having earned Rs 105 crore through abductions and arms deals. He was reportedly using this money to establish a terrorist network across the country. As reported earlier, Ansari was arrested in the United Arab Emirates (UAE) and brought to New Delhi on February 9 by a Central Bureau of Investigation (CBI) team. Ansari has also reportedly admitted to the CBI about his involvement in the January 22 attack and said that he had links with terrorist groups in Pakistan, especially, with Al Qaeda cadre Omar Sheikh, one of three terrorists released by India to end the hijacking of an Indian Airlines air craft IC-814 in Kandahar, Afghanistan in December 1999. Media reports have indicated that the CBI mentioned this in its application seeking Ansari's transit remand for taking him to Gujarat where he is a prime accused in an arms case. Duty Magistrate Kamini Lau permitted a seven-day transit remand and asked the CBI to produce Ansari in a Gujarat court on or before February 16. The CBI has claimed that Ansari had planned the abduction of Anand Aggarwal, a coal merchant of Benaras in 1998-99, Bhaskar Parekh, a diamond merchant of Rajkot, Partha Pratim Roy Burman of Kolkata in 2000-01 and diamond merchant Niranjan Shah of Mumbai. As per Ansari's disclosure, he reportedly earned more than Rs 50 crore through these abductions. He also admitted to having earned Rs 55 crore through the smuggling of arms. The CBI told the court that Ansari during his interrogation also admitted to forming a countrywide network of arms and narcotics smugglers for carrying out illegal activities in India. Investigators suspect that Ansari was funneling the money made from these illegal activities to terrorist groups.

Delhi Police Commissioner Ajai Raj Sharma while talking to the media on February 19 said that the Crime Branch of Delhi Police have destroyed an elaborate terrorist module, which was planning to carry out subversive activities across the country. The inter-state cell of Crime Branch was working to expose this well-entrenched module ever since it arrested Asif Reza Khan, a member of the Aftab Ansari gang, on October 29, 2001. He was arrested from the Lodhi Gardens in New Delhi, where he was waiting to assassinate prominent personalities of the Capital. The subsequent arrest of his accomplices Anita Das and Arshad, (the latter is a resident of Multan, Pakistan), led to a series of raids. In these raids, 13 terrorists were arrested and two killed since October 2001. A large cache of arms, ammunition and explosives was also recovered. The terror module, being run at the behest of Pakistan's Inter Services Intelligence (ISI), was spread across Uttar Pradesh, West Bengal, Gujarat and Maharashtra. Sharma said the module, which was being run by Sheikh Omar, was entrusted with the task of abducting national cricket team members Sachin Tendulkar and Saurav Ganguly. As ransom, they planned to seek the release of Mohammad Amir Khan, alias Abu Aksha, a core member of the Lashkar-e-Toiba (LeT), presently lodged in Tihar jail. The Police Commissioner said that the Pakistan-based ISI backed terrorist-criminal network active in India has been using Delhi as junction to facilitate flow of finance and logistics to carry out their activities in other parts of the country.

Reports also said the King also verified that the four ULFA camps, as was agreed in June 2001, were closed down. The same was later confirmed by him. However the official denied that the King had attended any feast with the ULFA terrorists. He said ,"feast was a figment of imagination and baseless." However, Indian intelligence sources dispute this statement. His visit was necessitated by the consistent Indian pressure on Bhutan to ask the terrorist outfits, including the National Democratic Front of Bodoland (NDFB) and the Kamtapur Liberation Organisation (KLO) besides ULFA, who maintain training camps in the Kingdom, reports added. Speaking in a TV programme in New Delhi on September 10, Mirwaiz Umar Farooq, senior leader of the separatist All Parties Hurriyat Conference (APHC) said his group is ready to discuss an alternative to independence, including autonomy, if the Union government to resolve the Kashmir issue initiates a peace process. He said, "In a hypothetical situation, if Government of India tomorrow says independent Jammu and Kashmir is not viable, let them come up with an alternative which fulfils aspirations of the people of Kashmir and helps in establishing permanent peace…If they provide an alternative to independence, we are ready to discuss it." Speaking to the media, Joint Commissioner of Police (Special Cell) Neeraj Kumar said that acting on advance intelligence inputs that LeT terrorists would strike, a special team of Delhi police was waiting in the basement of a shopping center, Ansal Plaza, when the two terrorists drove into the underground parking area and attempted to go up the staircase leading to the floors where hundreds of shops were located, but were stopped by the police. In the ensuing encounter, the two terrorists were killed. The police said the terrorists were armed with automatic weapons. A map showing Sarojini Nagar and Lajpat Nagar Central Markets, along with an AK-56 with two magazines and two US-made pistols with four magazines, was recovered from the possession of the slain terrorists. Meanwhile, speaking to a private news channel, Deputy Prime Minister, LK Advani said the two terrorists seemed to be Pakistanis and were planning to carry out the strike at the behest of Pakistan to trigger off communal violence. He said, "We have had intelligence inputs in the past few days that the terrorists have been told by their masters to choose days and places which would spark off communal violence." Assam Chief Minister (CM) Tarun Gogoi said the Union government would send 10 more companies of paramilitary forces to tackle terrorism in Assam. After a meeting with Deputy Prime Minister L K Advani in New Delhi, on November 11 Tarun Gogoi informed the "Centre has agreed to send ten companies though we have demanded that at least 30 should be given". He also said currently 120 companies are deployed in the State, however, the State needs at least 180 companies. The CM also reportedly requested immediate deployment of Border Security Force (BSF) personnel along the India’s border with Bhutan. He said "There is no dedicated force along the Indo-Bhutan border ... It should be handed over to the BSF immediately". Terrorist outfits like the United Liberation Front of Asom (ULFA), National Democratic Front of Bodoland (NDFB) and Kamatapur Liberation Organisation (KLO) allegedly maintain training camps along this International Border.

The statement also said, "While we have no indication of a specific threat to American citizens, we advise that they should avoid this event". The statement added, "The U.S. citizens are reminded that they should exercise vigilance when in the vicinity of Government installations, visiting tourist sites, or attending public events around India." Separately, the British High Commission, in its travel advisory also said the fair ‘is assessed as being a potential target of terrorist activity. While we have no indication of a specific threat to British nationals, we advise that they should not attend this event’.

In an interview in New Delhi, on December 25, the Central Bureau of Investigation (CBI)––India’s premier investigation agency––Director P C Sharma, said the CBI had so far received no official communication from United Arab Emirates (UAE) authorities on Anees Ibrahim's deportation to Pakistan. He said, hence it is presumed that he was still in their custody. As reported earlier, the CBI has already sent its extradition request to the Foreign Ministry of UAE, stating the role of Anees Ibrahim as a key conspirator in the March 12, 1993-Mumbai serial blasts. Anees Ibrahim was arrested by Dubai police in December 3, 2002 and released by a Dubai Court on December 13, and is believed to have deported to Pakistan later.
