The Inter-Services Intelligence (ISI) and the Counter Terrorism Department (CTD) Punjab in a joint raid in Rawalpindi city of Punjab Province, arrested two Tehreek-e-Taliban Pakistan (TTP) militants, identified as Kaleemullah and Farid Khan on June 1, who had allegedly beheaded a Polish engineer, Piotr Stanczak in 2009 in South Waziristan (Erstwhile Federally Administered Tribal Areas), Dawn reported on June 11. Stanczak had been abducted from Attock, near Rawalpindi, in September 2008 and a case was registered with Basal Police Station against the unidentified kidnappers. The CTD Punjab and the ISI made the arrest when they obtained intelligence reports about the arrival of duo in Rawalpindi to commit a terrorist act. The raiding teams recovered explosives from their possession. After this breakthrough, the case of kidnapping and subsequent murder of Piotr for investigation has been re-opened some 12 years after its registration. A senior official privy to the development said the terrorists had held Piotr Stanczak captive for more than four months. He said a seven-minute horrific video was delivered to reporters in February 2009 that showed execution of the Polish engineer by unknown militants. “During interrogation, Kaleemullah confessed that he had taken part in beheading of Piotr Stanczak while Farid Khan said he had kept him in his custody in Darra Adam Khel for several days [before beheading]”, an official stated.

China is secretly building a high-security compound near Gwadar Port in Balochistan which it will probably use for naval base, Times of India reported on June 3. According to Forbes, a leading Aerospace and Defense magazine, analysts have been watching for the first signs of a long-expected Chinese naval base at Gwadar. "The base, to complement the one at Djibouti, would strengthen China's foothold in the Indian Ocean. Recent satellite images appear to show that several new complexes have been built in the last few years. One of them, identified as a Chinese company involved in port development, has unusually high security," said Forbes.

According to intelligence agencies, “There is a cut-throat competition among the Sikh militant groups in Pakistan to become ISI ‘favourite’ and Happy’s murder was a clear-cut result of the dominance of a different Sikh militant outfit. Otherwise, no one could have even touched him, that too outside a gurdwara. We are of the view that ISI will soon hold a video conference among the warring Sikh militant leaders from UK, Europe and Pakistan to bring about a truce.”

Amid alleged boycott by Balochistan Chief Minister Jam Mir Kamal Khan Alyani, the Annual Plan Coordination Committee (APCC) on June 4, finalised total development outlay of about PKR 1.41trillion to achieve an economic growth rate of about 2.3 per cent next fiscal year (2020-21), reports Dawn. The APCC meeting, presided over by Deputy Chairman Planning Commission, Jahanzeb Khan, approved a federal public sector development programme (PSDP) worth PKR 630 billion. The four provinces would have cumulative development plans of PKR 783 billion for next year. The core PSDP would have an allocation of PKR 536 billion. An amount of PKR 94 billion would be tentatively made available for special areas and programmes including Azad Kashmir, Gilgit-Baltistan, security development, resettlement of temporary displaced persons (TDPs), mainstreaming of tribal region into Khyber Pakhtunkhwa. However, Balochistan CM denounces ‘less preference and strategy’ for his province. Later, he took to social media platform Twitter to claim that he (as minister planning in-charge of his province) and provincial finance minister Zahoor Buledi boycotted the APCC meeting for “less preference and strategy in doing Balochistan projects”.

According to a recently released report by a United Nation (UN) monitoring team, thousands of Pakistani nationals from Lashkar-e-Taiba (LeT) and Jaish-e-Mohammed (JeM) continue to support the Taliban against the Afghan Government, The Economic Times reported on June 5. The report referred to Pakistan’s double game of claiming to fight terrorism while backing terror groups that enhance its foreign policy goals. “One Member State reported that the total number of Pakistani nationals fighting with terrorist groups in Afghanistan may be as high as 6,000 to 6,500,” said the 11th report from the U.N.’s Analytical Support and Sanctions Monitoring Team. The report referred to three major Pakistan-based groups active in Afghanistan – Tehreek-e-Taliban Pakistan (TTP), LeT and JeM. All three groups operate inside Afghanistan with support of the Taliban. “The presence of these groups is centered in the eastern provinces of Kunar, Nangarhar and Nuristan, where they operate under the umbrella of the Afghan Taliban,” the report stated.

Altaf Hussain, the founder and leader of Muttahida Qaumi Movement (MQM), has appealed to the US Pentagon to stop civilian and military aid to Pakistan in order to end misery, agony and sufferings of minority people of Sindh, Balochistan, Khyber Pakhtunkhwa and Gilgit-Baltistan, The Times of India reported on June 5. In a letter addressed to the US Government, Hussain said, "Pakistan has occupied militarily three provinces of the country namely Sindh, Balochistan, KPK and Gilgit-Baltistan region and their barbaric and brutal repression is still going on. The commission formed under the chairmanship of Peshawar High Court (PHC), Justice Mohammad Ibrahim Khan has completed its investigation into the Army Public School (APS) carnage on December 16, 2014, The Express Tribune reported on June 5. The commission recorded the statements of over 135 people including the parents of students who were martyred in the attack. It will present its report to the Supreme Court until June 30. In the deadliest attack in the country’s history, armed militants affiliated with the banned Tehreek-e-Taliban Pakistan (TTP) stormed the APS Peshawar and martyred 132 innocent students and 17 staff members. According to the spokesperson of the commission, the parents of the martyred students in 2018 had filed a petition and requested the Supreme Court to conduct a judicial inquiry of the APS incident. The then Chief Justice Saqib Nisar during his visit to Peshawar had taken notice of the issue when parents of several deceased APS students approached him with a request for intervention to address their grievances. Nisar approved the request and the high court constituted a commission on October 12, 2018 under the chairmanship of PHC Justice Mohammad Ibrahim Khan.

Two schoolteachers were killed in a motorcycle bomb explosion in Damadola area in Mamond tehsil (revenue unit) of Bajaur District of Khyber Pakhtunkhwa on June 4, reports The News. Locals said that Abdur Rahman, a teacher of a private school and resident of Bara Damadola, and Ismail, a Government schoolteacher and resident of Lar Kanday in Damadola, were going on their bike when met a bomb explosion at a seasonal stream. As a result, the two were killed on the spot. No individual or militant group has claimed responsibility for the attack.

An anti-terrorism court of Peshawar on June 5, granted bail to a suspected militant ‘commander’ charged with carrying out a terrorist attack on a checkpost which had left two Police Constables dead in Badhaber area in 2010, reports Dawn. The court accepted a bail petition filed by the suspect, Gul Mat Khan, a resident of Khyber District, who the prosecution claimed was a ‘commander’ of Lashkar-i-Islam (LI). The prosecution alleged that the petitioner along with other militants had attacked Speen Qabar checkpost, which was jointly manned by personnel of Police and Frontier Constabulary, with heavy machine guns and rocket launchers in 2010.

The Counter Terrorism Department (CTD), in joint operation with other intelligence agencies, has arrested one of the 'most wanted terrorists' of a banned outfit, identified as Jan Alam, during an operation conducted at SITE Town of Karachi, the provincial capital of Sindh, on June 5, reports The News. According to CTD official Shahid Karim, the arrested terrorist is involved in several high-profile cases including killing of Deputy Superintendent of Police (DSP) Bahauddin in 2014, had masterminded the suicide attack on Inspector Shafiq Tanoli and carried out bomb blast in Imambargah Azakhana Kausar in 2013. With his training in Afghanistan, the accused is an expert in making pressure bombs, tennis ball bombs and motorcycle bombs, said the CTD official. Alam and his three other accomplices are included in the CTD’s Red Book and were involved in grenade attack on Mominabad Police Station. The nabbed terrorist is also accused of murdering two Policemen during Metroville incident in 2014 and is also charged for attacking his wife's uncle, the official notified. The terrorist is also accused of murdering Awami National Party (ANP)’s Amir Sardar in 2012 and later carrying out pressure-cooker IED blast at his funeral prayers. Alam is also indicted for bombing ANP Sindh's Bashir Jan in 2013.

The approval of the project to upgrade the 1,872 km-long railway tracks from Peshawar to Karachi is a big milestone for the second phase of the CPEC, said Lieutenant General (retired) Asim Saleem Bajwa, Chairman of the CPEC Authority. The Central Development Working Party (CDWP) on June 6, approved the Pakistan Railways' Mainline-I (ML-1) Project. According to the details received by The Balochistan Post, four persons have been allegedly detained by the Security Forces (SFs) in Kech District on June 9. In Panjgur District, the zonal leader of the Baloch Student Organization Pajjar (BSO-Pajjar), Alam Baloch, was abducted on June 7. According to sources, the SFs raided a house in Kech District, detained four youths, including two brothers, and moved them to unknown locations. These persons are Ahsaab s/o Khalil, Zaman Jan s/o Sipah Khan, Majid s/o Sipah Khan and Abul Hassan s/o Rehmatullah. The locals reportedly visited the SFs’ encampment and requested the release of the said missing persons. The SFs denied their involvement in the abduction altogether. In Panjgur District, the zonal leader and the press secretary of the BSO-Pajjar, Alam Baloch, was allegedly abducted by the SFs and remains unheard since. In a statement, the representative of BSO-Pajjar confirmed the news of Alam Baloch’s abduction. He said that Alam Baloch was/is a student of Balochi literature at the Balochistan University. The spokesperson further said that the enforced disappearance has gained momentum during the COVID-19 lockdown which is a tragedy.

Four young men of the same family were forcibly disappeared after being stopped at a military check-post situated few hundred meters from their home in Sari Gadagi area of Panjgur Districts on June 9, reports Hakkpaan.org. Majid and Zaman, who are among the abductees, are brothers and sons of Sipahan while the other two, Ahsab Khalil and Abul Hassan Rahmat, are their cousins. Majid and Abul Hassan are both drivers by profession while Ahsab and Zaman are students. Sipahan, father of Majid and Zaman who is also a political activist was previously forced to migrate from Sari Gadagi Balgathar to Naag Kolwah when work started on China Pakistan Economic Corridor (CPEC) in 2016. The western route of CPEC passes through Balgathar. In November 2016, military carried out a massive military operation in Balgathar and Kolwah area of Balochistan. As usual, the army cordoned of the area and blocked all the entries and exits of the area. Soldiers carried out door to door searches throughout the week while helicopters carried out indiscriminate shelling in the mountains. Sipahan was one of the victims who died in that shelling in Kolwah.

In another attack, a Rangers check post was targeted in Malir Town. One Ranger was killed and two were injured in the attack. The Sindhudesh Revolutionary Army (SRA) ‘spokesman’, Sodho Sindhi has claimed the responsibility for the attacks. The SRA statement said “Sindhudesh Revolutionary Army claims the responsibility of twin attacks on Pakistan Rangers today; one on a Rangers vehicle in Gulistan-e-Johar Karachi, where 2 Rangers personnel were killed and five were seriously injured and second attack took place on the Rangers check-post located at Manzil Pump, Quaidabad, in which one Rangers Personnel was killed and two were critically wounded. The report that documents major instances of the violation of religious freedom across the world, released by Secretary of State Mike Pompeo at the State Department on June 10, said human rights activists reported numerous instances of societal violence related to allegations of blasphemy; of efforts by individuals to coerce religious minorities to convert to Islam; and of societal harassment, discrimination, and threats of violence directed at members of religious minority communities. The report expressed concern about what they stated was an increasing frequency of attempts to kidnap, forcibly convert, and forcibly marry young women from religious minority communities, especially young Hindu and Christian women. "There also continued to be reports of attacks on holy places, cemeteries, and religious symbols of Hindu, Christian, and Ahmadiyya minorities," the report added. According to Ahmadi civil society organizations, the State Department said, Islamabad failed to restrict advertisements or speeches inciting anti-Ahmadi violence, despite this responsibility being a component of the National Action Plan (NAP). The report said that visiting US government officials met with minority community representatives, parliamentarians, human rights activists, and members of the federal cabinet to highlight concerns regarding the treatment of religious minority communities, the application of blasphemy laws, and other forms of discrimination on the basis of religion. But still no coercing action has been taken. According to civil society reports, there were at least 84 individuals imprisoned on blasphemy charges, at least 29 of whom had received death sentences, as compared with 77 and 28, respectively, in 2018, the State Department said in the report.

According to Baloch political and social circles, death squads have been formed in Balochistan under the auspices of Pakistani intelligence agencies and the Army. Individuals belonging to these groups were openly allowed to commit theft, robbery and other crimes. Meanwhile, BRA claimed the responsibility for the killing of Shoaib. The target killer Kamran alias Zeeshan Shani was arrested six years after he was convicted for the murder by a local court, Karachi Police Chief Ghulam Nabi Memon said. Memon said that till 2015, four accused received life imprisonment in the case and another suspect Faisal Mota was arrested. “Kamran was still at large and kept changing his hideouts and finally this morning, on the intelligence-based tipoff by a federal agency, our special investigation unit apprehended him with weapons,” said the Police Chief. A man, identified as Zubair, the son of Dilmurad, was shot dead by Baloch Republican Army (BRA) cadres in front of Civil Hospital in Chitkan Bazaar of Panjgur District in Balochistan on June 16, reports The Balochistan Post. According to details, the incident took place in front of Civil Hospital where Zubair was severely injured by the firing of unidentified motorcyclists. Later he succumbed to his injuries. BRA claimed the responsibility of the attack. BRA ‘spokesperson’, Beebagr Baloch, in a statement released to the media, said that last year (2019), Zubair and his brother Umar murdered a Baloch woman, Raaj Gul daughter of Passund, resident of Zamran. “Zubair had been active against the Baloch struggle for the past four years, for which the Military Intelligence (MI) personnel had given him a complete exemption from theft and robbery in Parom and Panjgur. An Anti-Terrorism Court (ATC) in Lahore on June 18, convicted four militants of the proscribed Lashkar-e-Taiba (LeT) in a terror financing case, reports Samaa TV. The court has awarded imprisonment for five years each to Zafar Iqbal and Yahya Mujahid. Two others, Hafiz Abdul Salam and Abdul Rehman Makki, the brother-in-law of LeT ‘chief’ Hafiz Saeed, have been given imprisonment for one year each. The accused were convicted under the Anti-Terrorism Act, 1997. The verdict said that the accused “arranged, managed, solicited, supported and obtained property in the name of AL-Anfaal Trust” which is a subsidiary organisation of LeT. The court in its judgment further stated, “the prosecution has proved its case against accused persons Malik Zafar Iqbal s/o Sardar Ali and Muhammad Yayha Aziz s/o Ham Din to the extent of use and possession of the property which has reasonable cause to suspect that it has been used for the purpose of terror financing or terrorism”. The court has also ordered the authorities to confiscate Jamia Madrasa Sattaria and its building.

The statement released by the VMPS said that Pakistani forces have been raiding the homes of political activists across Sindh for past two days, arresting them and making them disappear. According to reports received so far, more than 50 Sindhi nationalists have been arrested and disappeared. SFs conducted a search operation at the houses of Sindhi nationalist leader Asghar Shah’s brothers, sisters, uncles and other close relatives from Syed Mohalla in Dokri city of Larkana District and subjected women and children to severe torture. During the operation, forces arrested Asghar Shah’s cousin Zahid Shah, nephew Imdad Shah, and a relative Rashid Shah and transferred them to an unknown location, statement read Whereas, the Pakistan Rangers (Sindh), Police and intelligence agencies raided the house of another nationalist leader, Zulfiqar Khaskheli’s brother in Jamshoro District. Forces ransacked the house, and children were severely tortured, and Khaskheli’s brother was taken into custody and disappeared subsequently, VMPS said. According to the statement, forces have abducted several political activists and transferred them to an unknown place, in which Jiye Sindh Student Federation’s Leader Hafeez Peerzado, Aashiq Jatoi, Toufeeq Jatoi, and Faheem Jatoi are included. The statement further said that the SFs have arrested and disappeared several nationalist activists from Karachi as well as other areas of Sindh. Ali Bhutto from Karachi and Israr Ghoto from Ghotki, Kashif Ghoto and Akhtar Bozdar have gone missing after being arrested by the forces. According to the convener of the VMPS, Surath Lohar, arrests and disappearances of Sindhi nationalist activists continue last days by SFs in many cities of Sindh. According to a statement issued by the Inter-Services Public Relations (ISPR), Security Forces (SFs) were patrolling the area five kilometers south-east of Gharyum near the boundary between North and South Waziristan when militants opened fire on them. Writing for The Jerusalem Post, geopolitical analyst Preity Upala has said that the China Pakistan Economic Corridor (CPEC), the most vital project of China’s “expansionist” Belt and Road initiative, will be a ‘trillion-dollar blunder’, The Balochistan Post reported on June 23. Preity Upala, a political editor and analyst specialises in geo-political strategies, international affairs, conflict resolution and counter-terrorism, has said that CPEC is “‘colonial’ adventure that will never bear fruit.” She said that China had initiated the CPEC project under the intention of buttressing Pakistan’s unstable economy and to modernise its infrastructure but the unsustainable national debt, soaring trade deficit and the high inflation rate indicate that, instead of flourishing, Pakistan’s economy is plummeting. She said that the CPEC project’s initial cost had been calculated to be USD 47 billion but has now ascended to USD 87 billion. The debt quotient of this gargantuan project is said to be USD 80 billion, 90 per cent of which will be paid for by Pakistan as the national debt. Upala said that CPEC was launched under the false premise that a “nation needs these massive economic projects to be prosperous.” No one will be willing to pay for this project because no one would be able to extract money out of it. Pakistan will not be able to pay its 90 per cent share (USD 72 billion) of the debt quotient and China will seize the opportunity and infiltrate the Pakistani land. Pakistan will gradually lose sovereignty over its land. This project will not be a successful money-maker for China either. She claimed that there are ‘many’ reports from China that Pakistan is covertly trying to ‘sabotage’ the CPEC. The Chinese officials are frustrated by Pakistan’s inaction. “Like most adventures, there is no opacity”, she wrote. Pakistan will ultimately end up with an expensive infrastructure that it cannot survive. “It will be known as a ‘trillion-dollar blunder’”, she added.

The counter-terrorism committee deals with individuals, groups, undertakings and entities linked with al Qaeda and ISIS. Earlier, in September 2019, Islamabad and Beijing had moved a joint proposal, seeking to declare Venumadhav Dongara, a Kabul-based Indian engineer, as an internationally-wanted terrorist for supplying weapons, ammunition and explosives to a terrorist group which allegedly attacked the Camp Badaber, an airbase of Pakistan Air Force in Peshawar, in 2015. The move was, however, put on technical hold by Washington D.C., citing “lack of evidence”, who, subsequently, vetoed the proposal. Pakistan’s Foreign Office expressed disappointment over the decision. FO Spokesperson Aisha Farooqi, in a statement, said: “We are disappointed that Pakistan’s proposal to designate Venumadhav Dongara as a terrorist has been objected to.” Pakistan had also proposed the designation of four other Indians under the sanctions list, namely Dongara, along with Ajoy Mistry, Gobinda Patnaik, and Angara Appaji. “These Indian nationals were financing, sponsoring and organising terrorism inside Pakistan by providing financial, technical and material support to terrorist groups including Tehreek-e-Taliban Pakistan (TTP), Jama’at-ul-Ahrar (JuA) and others,” the statement said.

The Gujranwala Anti-Terrorism Court (ATC) of Punjab on June 25, handed down 16 years imprisonment each to five Al Qaeda in the Indian Subcontinent (AQIS) militants for terror financing and keeping explosives, reports Dawn. Convicted terrorists were running a media cell of the AQIS in Gujranwala. They were arrested in a joint operation by the Counter Terrorism Department (CTD) of Punjab and an intelligence agency in December 2019. The punishment was handed down after trial in a case registered and investigated by the CTD. The court found Abdullah Umair, Ahmadur Rehman, Asim Akbar Saeed, Muhammad Yaqoob and Muhammad Yousaf guilty of the offences. Each convict was handed down five years in prison for terrorism financing, seven years for keeping explosives, three years for supporting proscribed AQIS and one-year imprisonment for keeping literature of AQIS. The personal properties of convicts were confiscated and fines were also imposed on them.

The militants were identified as Wasiullah, Fazil and Rizwan. A hand grenade and others weapons were said to have been recovered from their possession. The Rangers Spokesman said the arrests were made during an intelligence-based raid. Citing the information gathered during the initial interrogation, the Spokesman said the militants belonged to the Wajih MQM-L team. The detainees said Wajih was planning to carry out terrorism in Karachi based on orders being received from the MQM-L. They said they were provided with funds and weapons by Wajih. The militants claimed that the team had planned to target a TV journalist on the orders of MQM founder Altaf Hussain, while they had also targeted a former member of the Sindh Assembly named Wasim alias Kala. The reported said Pakistan continued to serve as a safe haven for certain regionally-focused terrorist groups. It allowed groups targeting Afghanistan, including the Afghan Taliban and affiliated Haqqani Network, as well as groups targeting India, including Lashkar-e-Toiba (LeT) and its affiliated front organisations, and Jaish-e-Mohammed (JeM), to operate from its territory. Islamabad has yet to take decisive actions against Indian and Afghanistan-focused militants who would undermine their operational capability. According to Senior Superintendent of Police (SSP) Irfan Bahadur, Police, on a tip-off, conducted raid at a house in Orangi Town area of Karachi and apprehended Shakeel alias ‘Haddi’. He maintained that Shakeel was an important member of MQM-L’s ‘death squad’, adding that he was running a group of target killers in Karachi. Police repulsed a militant attack on a check post near Pak-Afghan border in Tati Madda Khel area of Speen tehsil (revenue unit) in Bannu District of Khyber Pakhtunkhwa in the night of June 28, reports The Nation. Deputy Superintendent of Police (SP), Azam Khan said that a group of militants armed with weapons stormed the check post during night but Police personnel manning the check post thwarted the terrorist bid. The militants managed to escape while taking advantage of darkness after facing retaliatory firing from the Police. He said that Pakistan Army and Police force have launched joint search operation in the area to apprehend the culprits

Four people, including a minor boy, were injured in cross-border firing on the Line of Control (LoC) in two Districts of Pakistan Administered Kashmir (PaK) in the night of June 28, reports Dawn. A driver, was injured after splinters of a shell hit him in the arm and ribs while he was behind the wheel of his jeep in Chunniyan village in Leepa valley of Hattian Bala District. Further, three civilians, including a four-year-old boy, Azad, son of Mashahid Ibrahim, were injured in shelling on Falakan village in Jura sector of Neelum District. Three shops and two houses were also destroyed in shelling.

Nine persons including four private security guards and one Police Sub-Inspector (SI) were killed when four militants attacked the Pakistan Stock Exchange (PSX) on Chundrigar Road in Karachi, the provincial capital of Sindh, on around 10am on June 29 (today) morning, reports Geo TV. All the four militants killed near the entrance gates, before they could enter the building. One bystander was also killed, adds The Times of India. Militants had arrived at the PSX compound in a sedan and attempted to enter it from the parking ground side. They were seen shouldering backpacks and carrying automatic weaponry in an amateur video captured by an eyewitness. The equipment, arms and ammunition recovered from them indicated that they had come prepared for a long siege. After failing to enter the compound, the militants launched a gun and grenade attack and attempted to storm the building while opening indiscriminate fire. They were engaged by Security personnel posted and failed to make headway amidst heavy exchange of fire. Balochistan Liberation Army (BLA) claimed the responsibility for the attack. Majeed Brigade, of elite suicide squad of the BLA, said all the militants were suicide attackers.

Security Forces (SFs) on June 29, foiled a major terror bid by recovering a cache of arms and explosives from an under-construction house in Shahpur area of Peshawar, the provincial capital of Khyber Pakhtunkhwa (KP), reports Daily Times. SFs conducted a targeted operation in Shahpur and recovered a cache of arms and explosives while the terrorists managed to escape before the operation.
