The Sindh Government on July 2 issued an order to detain four persons convicted in the kidnapping and killing of a United States (US) journalist Daniel Pearl, whose sentences were overturned by the Sindh High Court (SHC), earlier in April, reports Dawn. Two officials in Central Prison Karachi and the Sindh Home Department, which issued the order, said, while speaking on condition of anonymity, that a British Pakistani national, Ahmed Omar Saeed Sheikh, as well as the co-accused, Fahad Naseem, Sheikh Adil and Salman Saqib, will be detained at the prison till September 30. The move comes days after the Supreme Court paved the way for Sheikh's release by rejecting a Government request for an immediate hearing of an appeal against his acquittal in the 2002 murder of US journalist Daniel Pearl. The order of detention has been issued under Section 11-EE of the Anti-Terrorism Act of 1997. It empowers the Government “to arrest or detain suspected persons.”

District Police officer Shaukat Ali said Malik Sermerjan along with a son, a nephew and two daily wagers was on his way to Shah Alam Bazaar in Merna area when unidentified assailants opened fire at his vehicle in a dry watercourse. The Police and Rangers have arrested two suspected target killers in a joint raid in Karachi for killing a worker of Pak Sarzameen Party (PSP) in Liaquatabad Town of Karachi in Sindh, reports Samaa TV on July 4. According to Rangers spokesperson, the two suspects had murdered a PSP worker in Liaquatabad on July 2. The arrested suspects were identified as Syed Naeem Haider and Muhammad Danish. Syed Naeem Haider, the Rangers spokesperson said, belonged to an outlawed organisation, who was also involved in sectarian killings in the city.

Unidentified assailants shot dead a Policeman in Manzoor Colony of Jamshed Town in Karachi, the provincial capital of Sindh, on July 3, reports Samaa TV. The assailants riding on motorbikes targeted Constable Noman near Awami Chowk when he was on his way home after discharging his duties. The deceased had been a part of the Police’s 15 squad. Police found three casings of 0.30 calibre rounds from the scene. The assailants also took away the deceased Constable’s official weapon.

The Information Secretary of the Balochistan National Movement (BNM), Dilmurad Baloch, issued the monthly report on Balochistan for June on July 4, reports The Balochistan Post. The report details the human rights abuses – murder, enforced disappearances, theft, forced location, arson – committed in the previous month by the ‘Pakistani state’ in different areas of Balochistan. “Balochistan is under unannounced martial law; state jurisdiction is under military control. Political dissent is paid with confinement, death and barbarism”, the report said. It said that the baton charge and detainment of the students in a peaceful protest in Quetta is a travesty of political freedom. The students had only demanded internet facilities to participate in online classes, as the educational institutions were shut down due to the Covid-19 pandemic. The report gives a detailed day by day account of the human rights abuses in Balochistan and concludes that 42 persons were detained in 70 military raids and operations throughout Balochistan and relocated to unknown locations; 8 persons were killed, including two by the Gwadar coast guards; a woman was shot down in her attempts to resist the dacoits in a burglary in Daazan; the “depression” of her missing brother prompted a woman to commit suicide in Gokdaan; attempts were made to demolish the grave of Nawab Khair Baksh Marri and the gravestones of the “martyrs of Balochistan” were removed and thrown away in Quetta. Seven other people have died in other incidents, including the four who were invited and subsequently killed by Sanaullah Zehri in his house. Outside of Balochistan, 4 persons were killed in Karachi. The report clarified that it did not include the persons who were temporarily detained by the forces and later released. The report said that aerial and land operations were executed in other areas of Balochistan, like Buleda, Awaran and Mashkay. As a result, hundreds of cattle had died and almost 50 houses were arsoned. The security forces allegedly pillaged various areas of Mashkay and Jhaoo and arrogated roughly 300 animals. The interspersed tribal population of Balochistan were deracinated from their domiciles and forcefully relocated in the vicinity of military cantonments. The report further said that the “war crimes” of Pakistan have always resulted in “human tragedies.” The families of missing persons have been protesting on the roads for years but the state has turned a blind eye to their pleas and screams. The 27-page report released by the Sindh Government, states that the fire was started in the factory for non-payment of PKR 200 million as extortion. According to the report, Muttahida Qaumi Movement (MQM)’s Hamad Siddiqui and Rehman Bhola demanded extortion from the factory owner but the initial investigation had not mentioned the extortion anywhere in the FIR or in the investigation. The JIT has recommended withdrawing the previous FIRs and filing of new FIRs under terrorism provisions in its report and also recommended including the names of Rehman Bhola, Hamad Siddiqui, Zubair Charia in the new FIR. The JIT has also recommended including the names of Qadari, Dr Abdul Sattar, Ali Hassan Qadri, Iqbal Adib Khanum and four unidentified persons in the FIR. It has also recommended to cancel the passports of the accused and put their names on the ECL. Police role has also been criticized in the JIT report as Police had failed to investigate the case in the right direction.

According to details, a convoy of Army consisting of five vehicles while on their way to a military camp at Narom, was ambushed by militants at Nahing Kaor. The Baloch Raji Ajoi Sangar (BRAS) claimed the responsibility for the attack later on July 9. BRAS is an alliance of four Baloch militant outfits-- Balochistan Liberation Front (BLF), Balochistan Liberation Army (BLA), Balochistan Republican Army (BRA) and Baloch Republican Guard (BRG). According to CTD officials, it was an information-based operation. They said that the suspect terrorists were planning their subversive activities in Daska, Sambrial and Sialkot. The officials identified the militants as Ahmed Idrees, Azam Ali and Mazhar Mukhtar. They were stated to be the active members of IS and its facilitators as they were giving financial aid to the banned militant organisation and collecting funds for it. Citing a ‘leaked Pakistani government internal memo’, the Paris-based watchdog RSF warned that if any ill befall the threatened journalists, Pakistan will be held responsible. According to the details, RSF claims of obtaining a facsimile of a ‘leaked’ memo of the Pakistani Government that names six journalists – five Pakistanis and one Afghan – of damaging Pakistan’s ‘foreign interests.’ The memo accuses the aforesaid journalists of disseminating “rhetoric against Pakistan” and of being “involved in various activities in Europe and America which are seriously damaging Pakistan’s foreign interests abroad.” The leaked memo, according to RSF, accuses the journalists of “either participating in anti-Pakistan activities or producing anti-state content” for foreign media under pseudonyms. Foreign Office (FO) said on July 13 that the report of The News on July 12 about the restoration of the bank accounts of Jamaat-ud-Dawa (JuD), the frontal organisation of Lashkar-e-Toiba (LeT), chief Hafiz Saeed and four other leaders was factually incorrect and misleading, reports Times of India. "The targeted financial sanctions, on UN-designated persons, including freezing of their bank accounts, are in place and being strictly monitored, in compliance with UN sanctions," the FO said. According to the FO statement, the UNSC 1267 Sanctions Committee had granted basic expense exemptions to the designated individuals in 2019, in accordance with exemption provisions of the relevant UNSC resolutions. "The exemptions were granted to allow these individuals to meet their basic expenses and do not involve any restoration or unfreezing of bank accounts. These exemptions are being enforced and monitored as per law," the statement added.

The Sindh Home Department on July 15, extended the detention order of Ahmed Omar Saeed Sheikh, the prime suspect in the 2002 kidnapping and murder of The Wall Street Journal reporter Daniel Pearl, and three other suspects for another three months, reports Pakistan Today. In April, 2020, the Sindh High Court (SHC) had overturned the murder conviction of all four suspects, the other three being Fahad Naseem, Sheikh Adil, and Salman Saqib who were earlier sentenced to life in prison, including British-born Sheikh, saying the murder charges against him were not proven. The Home Department said that the accused have been detained under Article 11EEE of the Anti-Terrorism Act, 1997, fearing the accused may form a new militant network if released from prison. The Supreme Court last month had refused the Sindh government’s request to suspend the SHC verdict to acquit the suspects. It also refused to immediately hear the appeal and instead said to hear it on September 25, 2020.

However, legitimate charity organisations can partake in the annual practice provided they obtain permission from the respective District administrations. A notification issued by the Provincial Government said that charity organisations or welfare bodies, which plan to collect hides during Eidul Azha as part of their annual fundraising activities, should first get themselves registered with the respective District administrations. These organisations will also have to inform the District Police authorities, it read. Religious seminaries, welfare bodies and organisations already registered with the Government have been allowed to collect hides. Moreover, Police will conduct a background check of the organisation and submit a report to the deputy commissioner of the respective district who will then decide whether to grant permission, the notification read.

Police said that he was on his way home from the Peshawar High Court when near Ruman Wedding Hall on the City Circular Road two motorcyclists opened fire on him. He said he put his vehicle in the reverse gear and sped away from the scene. Advocate Khan lost his son, Umar Khan, in the attack on the Army Public School (APS) by Tehreek-e-Taliban Pakistan (TTP) militants on December 16, 2014. Since the APS attack, Advocate Khan has been campaigning and seeking justice for the martyred schoolchildren, teachers and other staff members of the school. Last year (2019), Khan had petitioned the Peshawar High Court stating that the Government was set to release Ehsanullah Ehsan, a former ‘spokesman’ for TTP, requesting the court to take notice of it and restrain the Government from doing so.

The Supreme Court (SC) on July 21, suspended the Peshawar High Court’s (PHC’s) order to release 196 military court convicts, and sought details of cases against them, reports The Express Tribune. A three-member bench of the SC, headed by Justice Mushir Alam, heard a petition against the PHC’s verdict given on June 17. The apex court inquired whether the convicts were released from jail following the PHC’s decision. The Additional Attorney General (AAG) informed the SC that convicts had not been released as of yet. The AAG then requested the decision of the Peshawar High Court to be suspended. Justice Qazi Amin remarked that the convicts were convicted after a trial by military courts, he added that each case will have its own particular evidence and facts. Suspending PHC’s order, SC adjourned the hearing till July 24. On July 11, a two-member bench, comprising of PHC Chief Justice Waqar Ahmed Seth and Justice Muhammad Naeem Anwar, issued a 426-page detailed judgment on the appeals of the convicts. The court allowed their release if they were not involved in any other case.

A Police officer, identified as Assistant Sub-inspector (ASI) Ghulam Muhammad (50), was shot dead in the Jut Line area of Karachi, the provincial capital of Sindh, on July 23, reports Samaa TV. The NDC’s first meeting was held in August 2019 after its formation in June that year. The PM said he was fully cognizant of the problems people in Balochistan face and expressed his commitment to turn the situation around by providing them relief and services in the best possible manner. “Financial resources allocated for Balochistan in the past were never diverted towards the development of the province,” he said. PM further said such a state of affairs led to dismal development in the province and caused “a sense of deprivation” among its people. “There must be a full focus on the development of infrastructure, provision of employment for the youth, and completion of road networks to gain benefit from the completion of the Gwadar Port and the CPEC,” PM added further.

According to a United Nation (UN) report, Pakistani nationals remain at the leadership levels in terror groups such as al Qaida in the Indian Subcontinent (AQIS), Islamic State in Iraq and the Levant - Khorasan (ISIL-K) and Tehreek-e-Taliban Pakistan (TTP), and many of them are yet to be blacklisted, The Times of India reports on July 26. The 26th report of the Analytical Support and Sanctions Monitoring Team concerning ISIL, al-Qaida and associated individuals and entities said that in April and May, the Afghan special forces conducted a series of countrywide operations and arrested the head of the ISIL-K Aslam Farooqi (also known as Abdullah Orokzai) and his predecessor Zia ul-Haq (also known as Abu Omar Khorasani) and others. Farooqi, who hails from Pakistan's Khyber Pakhtunkhwa (KP), is the mastermind behind the terror attack on a prominent gurudwara in Kabul in March that killed 25 Sikhs. He is not blacklisted by the UN Security Council's 1267 al Qaeda Sanctions Committee. Similarly, Haq is also a Pakistani national and has not been blacklisted yet. AQIS operates under the Taliban umbrella from Afghanistan's Nimroz, Helmand and Kandahar provinces and its current leader is Pakistan-born Osama Mahmood, who is also "not listed" under the UNSC sanctions. Mahmood succeeded Asim Umar. The report said that the group reportedly has between 150 and 200 members from Bangladesh, India, Myanmar and Pakistan and "is reportedly planning retaliation operations in the region to avenge the death of its former leader." The Sanctions Monitoring Team report said that the "large terrorist group present in Afghanistan" Tehrik-e-Taliban Pakistan (TTP) is led by Amir Noor Wali Mehsud. Pakistan-born Mehsud was designated a global terrorist by the UNSC sanctions committee only this month, more than two years after he was named the TTP leader, following the death of former TTP ‘head’ Maulana Fazlullah. Mehsud is supported by his deputy Qari Amjad and TTP ‘spokesperson’ Mohammad Khorasani, both not listed under the UNSC sanctions. An under-trial prisoner accused of blasphemy was shot dead inside a court in Provincial Judicial Complex of Peshawar, the provincial capital of Khyber Pakhtunkhwa (KP), on July 29, reports The Express Tribune. Tahir Ahmad Nasim (47), had been escorted into court by Police when a man opened fire with a pistol. The victim died on the spot while his attacker, Khalid, a resident of Peshawar Board area, was arrested. According to Cantonment Superintendent of Police (SP) Hassan Jahangir, the incident took place in the court of Additional Sessions Judge Shaukatullah and the attacker was arrested from the site of the incident. Nasim was first arrested in April, 2018 after a local accused him of blasphemy. A first information report (FIR) was registered against him in a local Police Station of Peshawar in 2018. According to the FIR, a copy of which is available with The Express Tribune, the prisoner was charged with Sections 153 A, 295 B, and 295 C. The sections pertain to the country's blasphemy law. A lawyer, who was present in the courtroom when the incident happened, said that during the hearing of the case, the complainant said that the accused was an Ahmadi and asked him to recite the Kalima-e-Tayyaba, adding that the complainant then fired at the elderly man and killed him. In a tweet, Jamaat-i-Ahmadiyya Pakistan spokesperson Saleemuddin denied that the deceased was an Ahmadi. "He was born Ahmadi but left the community many years ago," the spokesperson added.

At least five suspected militants of the Balochistan Republican Army (BRA) were killed during an intelligence-based operation (IBO) jointly conducted by the Inter-Services Intelligence (ISI) and Counter-Terrorism Department (CTD) near Arbi Tibba road in Rojhan area of Rajanpur District in Punjab, reports Pakistan Today. The CTD Spokesperson said security officials raided the hideout and asked the terrorists to surrender. However, instead of surrendering, they started firing at the security personnel indiscriminately. The raiding party took precautionary measures and a shootout ensued. When the firing stopped, five terrorists were found dead by the firing of their own accomplices, Spokesperson added. The killed militants were identified as Ghulam Hussain, Master Ali, Ramzan, Dost Muhammad and Atta Muhammad. Three suspects managed to escape on motorcycles under the cover of darkness. An Improvised Explosive Device (IED), 4kg explosive material, 50ft of prima cord (detonating cord) and four detonators that were found at the site along with a large cache of arms and ammunition, that included three sub-machine guns and two .30 calibre pistols. The CTD Spokesperson said that the suspected militants had planned to attack government installations and law enforcement agencies (LEAs).

Addressing a press conference in Islamabad, the Faraz said that the borders of Torkham, Ghulam Khan, and Angor Ada were closed on account of Eid and in the light of the prevalent situation of coronavirus. He said that after the border's closure, most of the people who had gathered to cross it, dispersed. However, a few hundred stayed behind. "When the check posts were damaged, we were forced to retaliate," Faraz said, adding: "Shots were fired from across the border, which further worsened the situation."

The Pakistan Foreign Ministry on July 31, said that the violent clashes took place after ‘unprovoked fire’ by Afghan forces. “Afghan forces opened unprovoked fire on innocent civilians gathered towards Pakistan’s side of the international border,” read a statement issued by the Ministry of Foreign Affairs. According to the statement, Pakistan troops which were deployed on the posts by the Friendship Gate “were also simultaneously engaged by Afghan posts”. The Foreign Office clarified that Pakistan’s security forces “responded to protect our local population and acted only in self-defence”. “It is reiterated that Pakistan [forces] did not open fire first and responded in self-defence only,” said the FO statement.
