BLF ‘spokesman’ Major Gwahram Baloch claimed responsibility for the attack. Speaking to media from an undisclosed location, Major Gwahram Baloch said that these attacks would continue till the independence of occupied Balochistan.

Missing Persons Commission has disposed of 4,616 cases up till July 30, 2020, as per monthly progress report released by Farid Ahmed Khan, the Secretary of Commission of Inquiry of Enforced Disappearances (COIOED), on cases of alleged enforced disappearances for the month of July 2020, Pakistan Today reported on August 4. A total number of 6,686 cases were received by the Commission up until June 2020. During July 2020, 43 more cases were received by the commission and the total numbers of cases reached 6,729. The commission disposed 23 cases in July 2020 and thus total resolved cases as of July 30, 2020 is 4,616, with a balance of 2,113 cases. The Commission will resume its hearings soon after review of lockdown policies announced by the Federal Government and Provincial Governments.

Security Forces (SFs) allegedly arrested two youths during a search operation in Mehnaz area of Buleda tehsil in Kech District in the mid night of August 4, reports The Balochistan Post. According to details, Mukhtar son of Majeed and Abdul Wahab son of Mullah Abdul Hakim were abducted from their house by Pakistani forces during an operation. It may be recalled that incidents of enforced disappearances of Baloch people have been reported in the past from Balochistan and other provinces including Sindh. While tortured bodies of missing persons have also been recovered in Sindh and Balochistan.

Security Forces (SFs) and intelligence agencies suspectedly arrested two Baloch men from Khairpur District of Sindh on August 4, and transferred them to an unknown location, reports The Balochistan Post. The family sources of the mentioned persons told The Balochistan Post, that two brothers, Kachi Khan Marri and Zaamur Khan Marri, residents of Khairpur, have taken into custody by Pakistani forces around midnight during a raid on their house. Their family expressed fear that the abductees could be extra-judicially killed like other Baloch missing persons and they appealed to the human rights organisations to play their role for the safe recovery of aforementioned persons.

A two-member bench, comprising Chief Justice of Pakistan Gulzar Ahmed and Justice Ijazul Ahsan, heard the proceedings on the Suo motu case. At least 39 people were injured in a cracker bomb attack on a rally of Jamaat-e-Islami (JI) in Gulshan-e-Iqbal Town of Karachi, the provincial capital of Sindh on August 5, reports Samaa TV. The Kashmir rally was on its way near the Baitul Mukarram mosque when an unidentified person threw a cracker bomb from the opposite side of the road. Hafiz Naeemur Rehman, who was leading the rally, urged party workers to cooperate with law enforcement agencies. In a statement, the JI Karachi leader said the attack was carried out by “coward agents of Indian [intelligence agency] R&AW”. The Sindhudesh Revolutionary Army (SRA) has claimed responsibility for the attack through its social media account.

One Levies Force personnel, Younis Hussain, was shot dead by unidentified assailants in Newano area of Zamuran tehsil (revenue unit) in Kech District of Balochistan on August 5, reports The Balochistan Post. Soon after receiving information about the Levies personnel, Police and military forces rushed to the site and started search operation. However, assailants managed to escape. It should be noted that Zamuran and Buleda are one of the areas affected by the ongoing insurgency in Balochistan and religious extremists operate openly in the area.

A state-sponsored ‘death squad’ on August 6, allegedly detained six persons from Aaskani area of Turbat town in Kech District of Balochistan and relocated them to an undisclosed location, reports The Balochistan Post. According to the details, Razai son of Dilbo, Khuda Dad son of Bazed, Muhammad Jan, Gohram, Sher Jan son of Gohram and Aazim son of Khalid Dad were detained by an armed group on gunpoint from Aaskani area. Local sources said the perpetrators belong to the Mirza tribe, who many accuse of working as a ‘death squad’ under the patronage of the Pakistani forces.

No news of JSQM leader has been received since his arrest. Sabir Chandio was forcibly disappeared from Kakkar Bypass Road near Dadu with his cousin Ibrahim Chandio on April 25, 2017, three years ago, when he was on his way to participate in the death anniversary event of a late Sindhi nationalist leader, GM Syed. A month later, his cousin Ibrahim Chandio was released but Sabir Chandio remained missing for three consecutive years. According to VMPS, Sabir Chandio was later produced in ATC Court Larkana in 2019. He has been facing ATC cases for the last two years, not a single case of which has been proved against him in the court and finally in the same year the court acquitted him of all charges.

In a media statement, Sodho Sindhi, the SRA ‘spokesperson’ said that 14 August – the Independence Day for Pakistanis – is the day of “national slavery for the Sindhi nation, the day on which Punjabi imperialist occupied our land on the basis of state coercion.” The spokesperson further said that the Sindhi nation will never accept the “Pakistani (Punjabi) occupation on our motherland.” The statement reminded the Sindhi nation of its much-repeated caveat, saying that SRA forbids the Sindhi nation of participating in the flag marches and rallies organized by pro-Pakistani factions on 14 August. The Lahore Hight Court suspended on August 13, the one-year sentence of two senior leaders of the banned militant outfit Jamaat-ud-Dawah (JuD) in a terror-financing case, reports The Times of India. In mid-June, a special Anti-Terrorism Court (ATC) in Lahore had convicted four top leaders of JuD — Zafar Iqbal, Yahya Aziz, Abdul Rehman Makki and Abdus Salam, for collecting funds and unlawfully financing activities of their parental militant outfit Lashkar-e-Taiba (LeT). Iqbal and Aziz were each sentenced to five years in prison while Makki and Salam had been given one-year jail terms each. Makki and Salam had challenged their conviction in the Lahore Hight Court. During hearing, a two-member bench of the Lahore Hight Court comprising Justice Asjad Javed Gural and Justice Waheed Khan, after hearing arguments from the defence and prosecution, accepted the plea of Makki and Salam and ordered the suspension of their one-year sentence by the ATC. The Court also ordered their release on bail. Both militant leaders were serving their sentences in Lahore’s Kot Lakhpat jail.

He was shot at least ten times. According to details, Muhammad Hayat a student of Karachi University, who was on vacations in his hometown Turbat, was killed by enraged Army personnel after their convoy was targeted with an IED nearby. Hayat was in his date palm field along with family when the Army were targeted with an IED fitted on a motorbike. According to locals, the Army cordoned the area and resorted to aerial firing initially but then bundled many civilians including Muhammad Hayat. Hayat was initially punched and kicked while his sister and mother pleaded for mercy. However, he was then shot multiple times in front of his sister and mother. According to a local, the forces suffered causalities in the IED attack and therefore punished the civilians in turn.

Ehsanullah Ehsan’s 11-minute and 50-second audio message was uploaded on his YouTube channel at 7 pm on August 10. And around the same time, the link was shared on the Twitter handle of Ehsanullah Ehsan. He himself shared it with journalists. In the audio, he claimed that after some time of his surrender he was given the list of prominent voices in order to facilitate Pakistan in eliminating rogue elements. Audio message narrates his escape from the custody of Pakistani security forces. In the message, Ehsanullah Ehsan also spoke of writing a letter to Prime Minister Imran Khan after his escape but said he had not received a reply to the letter. Ministry of External Affairs (MEA) Spokesperson Anurag Srivastava said India hopes that such participation in public events by a former UN-designated terrorist would not go unnoticed. Asked about reports that Pakistan got Hekmatyar to speak at an event of a Pakistani mission in Afghanistan, he said, "We have seen the media reports of the participation of the former UN-designated terrorist in an event organised by the government of Pakistan. This is nothing new, Pakistan not only harbours terror outfits, but also encourages them." In 2017, the United Nations removed Afghan warlord Hekmatyar from its list of designated terrorists, lifting the assets freeze, travel ban and arms embargo imposed on the insurgent leader who signed a peace pact with the Afghan government. JuA ‘chief’ Omar Khalid Khurasani and HuA’s ‘chief’ Omar Khurasani have pledged allegiance to TTP ‘chief’ Noor Wali Mehsud, the TTP said in their statement. JuA parted ways with the TTP in 2014 after developing differences with the then leader of the group, Mullah Fazlullah. It had even condemned the TTP’s 2014 attack on the Army Public School in Peshawar. Later, HuA was formed after the JuA split into two groups. Ehsanullah Ehsan, the former spokesperson for the TTP and JuA who escaped from Army’s custody in January 2020, told Samaa TV that JuA had parted ways with the TTP after developing differences over the organisational structure. “They demanded that our organisational structure should be similar to the Afghan Taliban and all decisions should be taken by an independent Shura,” Ehsan said. “And all groups should be given representation in it based on their capabilities.” Noor Wali Mehsud is different from other TTP leaders because he adopted a “reconciliatory policy” after becoming the TTP chief and assured the disgruntled groups of addressing their concerns, Ehsan said. JuA and HuA are not the only groups that have re-joined the TTP lately. Some commanders of the Shehryar Mehsud group and a faction of the Punjabi Taliban have pledged allegiance to Wali too. Some observers also credit Wali for TTP’s regrouping. Rifatullah Orakzai, a journalist based in Khyber Pakhtunkhwa who has interviewed several militant commanders in the past, says Wali has more control over the group as compared to Mullah Fazlullah. Wali became the TTP chief after the killing of Fazlullah in a US drone strike in Afghanistan in 2018. “People from Mehsud tribe were the main foot soldiers of the TTP when it was first formed,” Orakzai says. Wali was close to former TTP supremo Hakimullah Mehsud who was also killed in a US drone strike in North Waziristan in 2013. “Noor Wali was a member of Halqa-e-Mehsud (a powerful group within the Pakistani Taliban),” he says. Wali was a fighter but he has always been considered an Aalim (Learned) and a “politician” within the TTP. “He has also written a book. In his book Inquilab-e-Mehsud, he openly highlighted the flaws within the TTP that proves that he is capable of understanding the ground realities”, according to Orakzai.

A total number of 6686 cases were received by the COIED upto June 2020. During July 2020, 43 more cases were received by the Commission and total numbers of cases reached to 6729. The COIED disposed of 23 cases in July 2020 and thus total disposal of Missing Persons upto July 30, 2020 is 4616 and balance as on July 30, 2020 is 2113. The COIED has already started hearings in cases under investigation. The visit of the Commission to Quetta and Lahore for convenience of families of Missing persons has also been planned. It may be mentioned that disposal of cases by the Commission includes 876 cases received from UN Working Group on Enforced in Involuntary Disappearances, Geneva and 256 cases are under investigation.

The National Counter Terrorism Authority (NACTA) added Khatam-ul-Ambia’s name to its list of proscribed organisations after the Federal Ministry of Interior issued the notification. The notification, however, didn’t reveal the name of the banned group that Khatam-ul-Ambia is an offshoot of. An official of the Federal Ministry of Interior, requesting anonymity, told Samaa TV that Khatam-ul-Ambia is an offshoot of banned Ansar-ul-Hussain. The organisation is based in Khyber Pakhtunkhwa (KP), added the official. Banned in December 2016, Ansar-ul-Hussain is a sectarian group believed to be recruiting Shia men in Kurram District and other areas in KP for fighting against IS (Islamic State) in Syria.

Recently, Thailand Police arrested a Pakistan national named Baqar Shah for his involvement in multiple illegal activities in the country including money laundering for the ISI. He was first noticed by Thailand authorities due to his involvement in organising an anti-American protest outside the US Consulate in Chiang Mai in September 2012. In February 2016, his name again surfaced when Thailand Police neutralised a major fake passport syndicate in the country and an Iranian national, Hamid Reza Jafary, and five Pakistanis were arrested. The six of them were found to be involved in the supply of fake travel documents and human trafficking. It is to be noted that Jafary was on the wanted list of security agencies in several countries including the UK, France, Australia and New Zealand. According to investigations, Jafary and his five Pakistani contacts were supplying forged passports that were being sold to people from Gulf countries for travel to Australia and Europe. During the probe, it was found that Gohar Zaman, one of the five Pakistanis in custody, had close links to Shah.

An anti-terrorism court (ATC) on August 26 indicted ‘chief’ of the Lyari gang, Uzair Baloch, for the murder of his rival, Arshad Pappu, reports The News. Pappu, another notorious gangster, was killed along with his brother Arafat and an aide Jumma Shera by Uzair’s gang, known as Peoples Amn Committee, in Lyari and their bodies were desecrated. Brief facts of the case are that on March 16, 2013, Pappu and the other two were picked up by police from their hideout in Defence Housing Authority and later handed over to the Amn Committee which killed them. Pappu himself was allegedly involved in several cases of murders, kidnappings and drug peddling but was never convicted. A year before his death, he was acquitted from the murder of Faiz Muhammad, alias Mama Faizu, the father of Uzair. Uzair faces over five dozen cases related to terrorism. After his arrest, the army had taken him into custody in April 2017 on the charges of espionage and leak of sensitive security information to foreign intelligence agencies. He was handed back to the home authorities recently. During the hearing, he claimed that he never made any confessional statement in court. He asked the ATC to summon the judicial magistrate who presided over the recording of his so-called confessional statement under the Section 164 of the Code of Criminal Procedure.

ATC-III Presiding Judge Ejaz Ahmad Buttar, announced the verdict against Malik Zafar Iqbal, Hafiz Abdul Salam and Hafiz Abdul Rehman Makki in FIR No 91/2019. They were charged under sections 11-F (2)(5)(6), 11-H (2), 11-H (3)(a)(b), 11-J (2), 11-N of Anti-Terrorism Act 1997. The court awarded a collective imprisonment of 16-and-a-half years to Iqbal and Salam while one-and-a-half-year jail term to Makki. As per the breakup of the sentence, Iqbal and Salam have been given one-and-a-half years imprisonment under section 11-F (6) and five years each under sections 11-N read with sections 11-I (2)(b), 11-H and 11-J of the ATA, 1997 along with a fine Rs170,000 on each while Makki has been punished under section 11-F (6) only with a fine of Rs 20,000.

The cadres of Baloch Liberation Tigers (BLT) attacked the house of a former Minister, Mir Kareem Nosherwani and Former Home Minister, Mir Shoaib Nosherwani in Kilan area of Kharan District on August 29, reports The Balochistan Post. Local officials confirmed the attack and said that no casualties were reported. BLT claimed responsibility for the attack in a press release. BLT’s spokesman Meeran Baloch said that the facilitators of Pakistan Army in Balochistan and the elements who provided assistance in killing and exploiting of Baloch land will never be reconciled. Such elements will always be on target of Baloch freedom fighters.

The Khyber Pakhtunkhwa Government has constituted special committees in all districts to monitor human rights situation with the respective Deputy Commissioners heading them, Dawn reported on August 30. A notification issued by the law and human rights department said the Chief Minister had formed the District human rights committees under Section 4 of the Khyber Pakhtunkhwa Promotion, Protection and Enforcement of Human Rights Act, 2014. The committees will be headed by the respective deputy commissioners as their chairpersons and will comprise Superintendent of Police (investigation), Superintendent of Prisons, District officer (male/female) of the Education Department, District Health Officer, District Social Welfare Officer and two representatives of civil society to be nominated by the chairperson. The committees will monitor the overall human rights situation in the respective Districts, investigate the cases of human rights violations, visit jails for monitoring human rights of inmates, go to hospitals for assessing provision of facilities to visitors, visit places of detention (Police Stations) on complaint of torture, inspect schools, colleges and universities for creating rights awareness, visit orphanages and shelter homes, identify and recommend cases for the relief of the human rights violation victims through the relevant organisations, and mobilise local community and encourage their participation for promotion and protection of human rights.

The Law Enforcement Agencies (LEAs) have recovered a huge cache of arms and ammunition from a militant hideout at Mukhi Nallah in Mawand area of Kohlu District on August 29, reports Daily Times. A cache of illegal weapons and munitions was found in a raid at a militant hideout, the local assistant commissioner said in a press briefing here. The recovered ammunitions included 12 Russian made anti-tank bombs, one light machine-gun (LMG), large quantity of cartridges, 82 Indian made mortar shells and other ammunition.

A key commander of an unspecified banned outfit, suspectedly involved in a suicide attack on Balochistan Awami Party leader Siraj Raisani in 2018, was killed during a joint security operation launched by intelligence agencies and Counter-Terrorism Department (CTD) personnel in Prangabad area of Mastung District in Balochistan on August 30, reports ARY News. Unidentified gunmen abducted six employees of a subsidiary company of Army at Kolwah Madag Kalat in Awaran District of Balochistan in the night of August 31, reports The Balochistan Post. Gunmen stopped a convoy of vehicles going from Awaran to Geshkor Army Camp at Kolwah Madag Kalat during a night raid and detained six personnel of a Pakistan Army supply agency, and took them away. The abductees, reportedly identified as employees of a transport company, are said to be from Punjab. The supply agency is a sub-agency of the Army which supplies rations and other supplies.
