A Lahore Anti-Terrorism Court (ATC) on February 12 convicted Jamaat-ud-Dawa (JuD) chief Hafiz Saeed in two terror-financing cases, reports Dawn. He was slapped with a prison sentence of five-and-a-half years and a fine of PKR 15,000 in each case. The sentences of both cases will run concurrently. The court also granted him the benefit of Section 382-B of the Code of Criminal Procedure (reduction of period of sentence of imprisonment). Malik Zafar Iqbal, the secretary of Al-Anfaal Trust, has also been convicted in the same cases and has been awarded similar punishment. They were convicted under the Anti-Terrorism Act Section 11-F (2) — pertaining to membership, support and meetings relating to a proscribed organisation — and 11-N (punishment under Sections 11-H to 11-K). Section 11H relates to fundraising for the purpose of terrorism, 11-I is about the use and possession of money or other property for terrorism, 11-J relates to funding arrangements which result in money being made available for terrorism, while 11-K relates to money laundering. Prime Minister (PM) Imran Khan insisted on February 17, that his country is no longer a terrorist safe haven, and said his administration fully supports the Afghan peace process, reports Times of India. PM's comments come as the United States (US) and the Taliban appear on the brink of a deal that would see US forces begin to pull out of Afghanistan. In return, the Taliban would enter talks with the Afghan Government, stick to various security guarantees and work toward an eventual, comprehensive ceasefire. "I can tell you that there are no safe havens here," Khan said at a conference in the capital Islamabad. "Whatever the situation might have been in the past, right now, I can tell you... there is one thing we want: peace in Afghanistan." Khan's comments came after Sarwar Danish, Afghanistan's second vice president, accused Pakistan of allowing the Taliban to recruit new fighters from Afghan refugee camps in Pakistan. Khan was addressing a conference marking 40 years of hosting Afghan refugees in his country.

On February 19, Pakistan avoided getting into the black list at the ongoing FATF plenary session, with a key sub-group, International Cooperation Review Group (ICRG), recommending that it remain on the grey list. Malaysia, Turkey and China supported Pakistan. A final decision by the Financial Action Task Force (FATF) will be announced on February 21. The reviewers presented the findings of the Asia-Pacific Group (APG), a sub-group of the FATF which met in Beijing in January, at the ICRG meeting in Paris on Tuesday, which completed the ICRG process. The findings will now be presented at the FATF plenary, which will be completed on February 21.

Pakistan has been given a stern message by almost all Financial Action Task Force (FATF) member countries, barring Turkey and Malaysia, to honour the remaining 13 action plan items by the June 2020 FATF plenary, Times of India reported on February 20. This would include conviction and prosecution of top leaders of all terrorist organisations, as required under the FATF action plan. Indian diplomatic sources said Pakistan has long been trying to politicise the technical process of FATF, something that is proven beyond doubt from the recent statements of leadership of Turkey and Malaysia. FATF members have been requested to take note of this.

The Financial Action Task Force (FATF) on February 21, decided to keep Pakistan in the Grey List for four more months for its insufficient ability to curb money laundering and terror financing, said a statement issued by the Finance Division after a review meeting in Paris, reports Pakistan Today. “FATF members agreed to maintain Pakistan’s status on FATF’s Compliance Document, normally referred [to] as the Grey List,” the FATF press release said and “strongly urged” Pakistan to “swiftly complete” its full action plan by June 2020. “Otherwise, should significant and sustainable progress especially in prosecuting and penalising TF (terror financing) not be made by the next Plenary, the FATF will take action,” it added. It said such action could include calling on its members to order their financial institutions to give particularly rigorous attention to business relations and transactions with Pakistani clients.

A Christian farm laborer Saleem Masih who was tortured on February 25 for two hours for washing himself in a tube well owned by a Muslim farmer in Bhagiana village in Lahore District, died on February 28, reports UCA News. “We have to take a bath after unloading husk from a trolley. Even the cold weather doesn’t matter. Pakistan Sikh Gurdwara Parbandhak Committee (PSGPC) and its parent body Evacuee Trust Property Board (ETPB) recently honoured pro-Khalistan leader Gopal Singh Chawla, reports The Times of India on March 1, 2020. As per the report, Chawla posted a picture on his Facebook account of being honoured by ETPB additional secretary Tariq Wazir and PSGPC president Satwant Singh. Earlier in 2019, Chawla was removed from PSGPC, after India had exerted pressure on Pakistan over his links with 26/11 Mumbai terror attack mastermind Hafiz Saeed. The move had come as India had refused to sign the agreement on Kartarpur corridor if Chawla continued to be a member of the committee. According to an intelligence source, the recent development showed that Chawla was still an integral part of PSGPC and ETPB, as he was still being honoured by the two bodies. The intelligence source informed that since Inter-Services Intelligence (ISI)-controlled ETPB used Chawla, for instigating Sikhs and holding an anti-India demonstration, his removal from the two bodies was just a cosmetic change. “But he has always been present during important events at Gurdwara Nankana Sahib. He has also been allotted a room at Gurdwara Darbar Sahib complex, Kartapur Sahib,” the source added.

The mastermind behind several terror attacks in India, including Pulwama and Pathankot, has been declared “missing” by Pakistan before the crucial plenary Financial Action Task Force (FATF) in Paris. In the seven-minute audio, latest evidence that Azhar is alive and in command over JeM, he is heard taking a swipe at the US, saying, “Afghanistan ko dekh le...40 saal main kaise halat guzar gaye. Soviet Union ka andhera, America ka andhera...Islamiya ki roshni...Europe main azaane goonji...fir Qatar ke shahr Doha main woh hua jiska tasawur kisi ko nahi tha...(Look at Afghanistan, how the last 40 years have passed. First Soviet Union, then US tried to conquer...But what happened in Doha ...is unbelievable.” Azhar then adds that he will ensure the world never forgets the Taliban and that there will be a dawn of Islam. Azhar regularly uses the JeM’s Telegram account to release audios with messages.
