Based on specific information, security personnel arrested Faizal Ahmad Wagay near the checkpoint at Hutmara crossing after he tried to escape. He was overpowered before he could open fire, and a pistol and ammunition were recovered from his possession.

The “main conspirator” behind August 2’s grenade attack on Ind Police post in Gool area of Ramban District in Jammu and Kashmir (J&K) was arrested and two grenades were recovered following his disclosure from Jabbar forest area on September 2, reports Daily Excelsior. Shoket Ali Laiwal of Thakrakot village in Reasi, the main conspirator in the case, was arrested and two grenades were recovered from the Jabbar forests of Gool, Police said in a statement. Four operatives of the Jammu and Kashmir Ghaznavi Force (JKGF) were arrested earlier in connection in which two Policemen were injured.

A madrasa teacher was arrested on September 3 in Kishtwar District of J&K for allegedly passing on information related to security installations to Pakistan-based terrorists. Qari Abdul Wahid (25), who was also performing the duties of a maulvi (prayer leader), has been booked under the Unlawful Activities (Prevention) Act and the Code of Criminal Procedure. Hailing from the Dool area, Wahid was staying at the madrasa at Dadpeth village along with his wife and seven-month-old son. During joint questioning by Police, military intelligence and State Investigation Agency (SIA), Wahid admitted to have been working for lesser-known terror group Kashmir Janbaz Force (KJF) since December 2020 and passing on videos and photos of security installations. Wahid was “inclined towards terrorism” and came in contact with self-styled KJF commander Tayyab Farooqi alias Umar Khatab on social media. He became an active member of the group online, besides offering to be an active terrorist.

The SIA said that continuing to rein in the networks of militant outfits, SIA, today conducted searches at multiple locations spread across valley. House premises of suspects in Awantipora, Shopian, Pulwama, Anantnag and Baramulla were searched in connection with investigation of case FIR No. 16/2022 u/s 13, 18, 19, 38, 39, 40 UA(P) Act read with 120-B, 121 IPC registered in Police Station CIK (SIA) Kashmir.

Sticky bombs were recovered from a hybrid militant of Lashkar-e-Toiba (LeT) at Shangergund in Sopore area of Baramulla District in Jammu and Kashmir (J&K) on September 4, reports Daily Excelsior. Additional Director General of Police Kashmir, Vijay Kumar, said that three sticky bombs were recovered from a hybrid militant Saqib Shakeel Dar, son of Shakeel Ahmad Dar, resident of Mumkak Batpora. These sticky bombs are thought to be very dangerous as it wreaked havoc in Afghanistan where it was used for target killings. However, Kumar said that arrival of sticky bombs in Kashmir is nothing serious as Security Forces have already strong surveillance mechanism in place.

The brother of Jaish-e-Mohammad (JeM) outfit was killed by a rival militant group in Narpora village of Shopian District in Jammu and Kashmir (J&K) on September 5, reports Daily Excelsior. A Police spokesman said that they recovered dead body of one Manzoor Ahmad Nengroo, son of Ghulam Ahmad Nengroo, resident of Hanjin Bala Rajpora of Pulwama District from Narpora village. “The preliminary investigation revealed that yesterday evening the deceased who was Waza (Cook) by profession along with two more associates including an elderly man were returning from their work in an Auto after conclusion of a function at Chraripora area of Budgam. Enroute one more person (a baker by profession) also boarded in the Auto. The militants waiting in a Tata Mobile at Aglar intercepted the Auto and forcibly abducted all the four persons. The elderly man was released after travelling a distance of 2 Kms (approx) followed by release of other two near Kellar. However, deceased Manzoor Ahmad was taken along by the abductors. Today, his bullet riddled body was recovered in the orchards of village Narpora,” he said. The spokesman said that during the investigation, it was found that the killing is handiwork of militants due to group rivalry between them. It is pertinent to mention that one of the deceased’s brother Ashiq Nengroo is a militant of JeM outfit and presently in Pakistan. His second brother, Abbas Nengroo was an active militant who got killed in an encounter in 2014 in Pulwama while as his third brother militant Reyaz Negroo is lodged in prison for his involvement in Jammu attack case who used to ferry militants from Jammu to Kashmir valley through his owned trucks. Moreover, one of his truck carrying three militants was intercepted at Jhajjar Kotli, Jammu and all the three militants were killed in an encounter on spot.

Indian and Pakistani troops exchanged fire on the International Border (IB) in Arnia Sector of Jammu District on September 6, reports Daily Excelsior. It was the first such incident since February 2021 when the two countries renewed their pledge to abide by the 2002 ceasefire agreement. A Border Security Forces (BSF) spokesman said Pakistani rangers resorted to unprovoked firing on a BSF patrol in the Arnia Sector September 6-morning. “On September 6 morning, the alert BSF Jammu troops gave a befitting reply to the unprovoked firing by Pakistani rangers on BSF patrolling party in Arnia Sector,” the spokesman said. There was no loss or injury to BSF troops in the exchange of fire, the BSF spokesman added.

Two Hizbul Mujahideen (HM) militants were killed in an encounter with Security Forces (SFs) in Poshkreeri area of Anantnag District in Jammu and Kashmir (J&K) on September 6, reports Daily Excelsior. SFs launched a cordon and search operation in Poshkreeri area following information about presence of terrorists there, a Police official said. He said the search operation turned into an encounter after the militants opened firing at the SFs who retaliated. Two militants were killed in the gun battle, the official said, adding the duo was affiliated with HM. The killed terrorists were identified as Danish Bhat alias Kokab Duree and Basharat Nabi. The slain militants have been identified as Fayaz Ahmad Kumar alias Faheem Kumar son of Mohammad Ramzan Kumar and Owais Ahmad Khan son of Ghulam Mohammad Khan, both residents of Waghama Bijbehara who were affiliated with the AGuH. Though the targeted killings have been reduced sharply due to effectiveness on ground by Security Forces (SFs), JKP and other agencies engaged in anti-militancy operations in the Kashmir valley, still the Central Government feels that the militants could indulge in isolated targeted killings to remain in limelight as graph of militancy has been dwindling considerably and they are facing major reverses at the hands of Police and SFs. “Security agencies have been asked to identify probable targets by analysing patterns, data and other information. They were asked to give ground level Intelligence. Local police and administration were directed to prepare a plan to protect the soft targets,” official sources said. The Central Government plan reportedly includes shifting base of various offices of Central Armed Paramilitary Forces (CAPFs) deployed in the Kashmir valley to the locations where vulnerable population lives. Training Centres and other bases of paramilitary forces could also be shifted to such locations. “The Union Home Ministry is of the view that shifting bases of paramilitary forces and other security agencies including Jammu and Kashmir Police to vulnerable areas, identified by the security and Intelligence agencies, will go a long way in preventing targeted killings as hybrid militants, who generally carry out such killings, will remain under fear of getting caught or eliminated due to presence of security personnel.

Senior Superintendent of Police (SSP), Bandipora, Mohammad Zahid said that on intervening night of 11-12 August, a migrant labourer identified as Amrez Masoori of Bihar was shot dead by some unknown terrorists in Sadunara following which a formal case was registered and investigation was set into motion. “Eventually it was found that three local terrorists identified as Waseem Akram, Yawar Reyaz and Muzamil Sheikh all residents of Sadunara were in touch with a LeT [Lashkar-e-Toiba] handler Baber, who is operating from Pakistan,” he said, adding, that Baber had instructed them "to kill any non-local labourer to terrorize them in order to leave the valley and carry out more such strikes in future to revive local terrorism in Bandipora". The SSP further said that during the investigation, weapon of offence including one pistol along with a magazine and four live rounds which were concealed by them, was also recovered following the arrest.

It said that armed with search warrants issued by the Court of Special Judge designated under NIA (TADA and POTA), Srinagar the premises of FAT offices at Salamatabad, Sopore, Nowgam Chowk, Srinagar, Bus Stand, Anantnag, and Main Bazar, Kulgam that were used by JeI and FAT were searched in connection with the investigation of case FIR No 17/2019 under Sections 10, 11, and 13 of the UA (P) Act. The statement said that FAT in the past had been proscribed by the Government, after which several litigations came to be lodged by JeI management seeking immunity against legal action. It said that during quasi-judicial proceedings preceding the ban on JeI, evidence had come on record that one of the major methods of propagating its secessionist agenda had been to maintain control over a parallel school system. The SIA statement said that besides creating such properties by encroaching government or community land, FAT, as per the reports has used its connections with Hizb to regularise such encroachments.

The State Investigating Agency (SIA), Jammu, on September 28, continued crackdown against the suspected persons involved in the anti-national and anti-social activities, and carried out several raids to strike against the terror modules in Rajouri and Poonch Districts of Jammu and Kashmir (J&K), reports Daily Excelsior. A senior SIA official said that the three teams of Jammu SIA conducted multiple raids and searches of houses of suspected persons situated at different locations in Poonch and Rajouri districts. “The teams carried out simultaneous search and raids in different areas of Rajouri and Poonch at village Dharati, tehsil Balakote, village Kuniyan, tehsil Haveli Poonch and village Julass, tehsil Haveli in connection with case related to terror funding case,” he added. He said that the raids are aimed at breaking the terror ecosystem, their finances and investigate the proceeds of terror funding being used in creating assets and raising the funds for further use in terror ecosystem. “The raids were carried out by SIA Jammu with the help of district administration and district police with the motive to unearth the terror links and financing,” he said.

Two persons were injured after two blasts took place in Udhampur District of Jammu and Kashmir (J&K) on September 28-29, reports Daily Excelsior. Additional Director-General of Police (ADGP), Jammu Zone, Mukesh Singh said that an explosion took place in a parked bus at around 10:30 PM last night near a petrol Pump at Domail Chowk in Udhampur in which two persons sustained minor injuries. Another similar blast took place in another bus parked in old bus stand Udhampur at 6:00 am on September 29, wherein no casualty has been reported. Matter is being investigated; ADGP added. The injured were identified as Conductor Sunil Singh (27), son of Jattu Ram of Pringla, Ramnagar and his friend Vijay Kumar (40), son of Om Parkash of Jaganoo.

An uptick has been noticed in the number of foreign terrorists operating in Jammu and Kashmir post the Taliban takeover in Afghanistan but the overall strength of militants in the Valley is low and can be capped below 200, outgoing Central Reserve Police Force (CRPF) Director General (DG) Kuldiep Singh said on September 29, reports Daily Excelsior. He said all the Security Forces (SFs) operating in Kashmir are working in a coordinated manner and terrorist incidents have gone down post the abrogation of Article 370 from the erstwhile State in 2019. The CRPF DG, during a press conference, was asked about the killing of locals and Kashmiri Pandits by unknown and unseen terrorists to which he said that it was a “challenge” but all the forces were effectively tackling it. “This is a challenge… After Afghanistan, this challenge has grown in many forms and you can see it… Also like the number of foreign terrorists goes up and sometimes down. However, the total number of terrorists in J&K is less now… It is under 200 now as compared to the earlier times when it used to be 230-240,” Singh said.
