Police along with 34th Rastriya Riles of Army arrested one hybrid militant of Lashkar-e-Toiba (LeT), identified as Yamin Yousuf Bhat, son of Mohammad Yousuf Bhat, a resident of Gadihama in Kulgam District on May 1, reports Daily Excelsior. Preliminary investigation revealed that the arrested hybrid militant was in contact with Pakistan based militants as well as local militants of outfit LeT and was tasked to execute militant incident. He was also involved in providing shelter, logistics and other support to the militants including transporting of arms/ammunition and explosive material of the militants in Kulgam. “Incriminating materials, arms and ammunition including one pistol, one pistol magazine, 51 rounds of 9 mm and 2 hand grenades were recovered from his possession,” a Police spokesman said.

Seventeen Kashmiri youths who had travelled to Pakistan on valid travel documents but sneaked back into the Valley have been killed in anti-terror operations, with officials raising concerns that the ISI has adopted a new modus operandi to paint the militancy in Jammu and Kashmir (J&K) as an indigenous movement. Since 2015, a large number of youngsters procured travel documents to visit Pakistan to pursue higher studies, meet relatives or for marriage purposes, officials said. Recently, the University Grants Commission and the All Indian Council for Technical Education, the higher and technical education regulators of the country, had issued a statement, advising students not to travel to Pakistan for pursuing higher education. “Any Indian national/ Overseas Citizen of India who intends to take admission in any degree college/educational institution of Pakistan shall not be eligible for seeking employment or higher studies in India on the basis of such educational qualifications (in any subject) acquired in Pakistan,” the UGC and the AICTE had said in a joint statement. The reason, the officials said, was that these youths were brainwashed across the border and some of them were imparted with arms training or used for money laundering. The State Investigation Agency (SIA) of Jammu and Kashmir Police has filed a charge sheet against a Hurriyat leader and others for selling MBBS seats in Pakistani colleges and using the proceeds for terror activities. Hundreds of students from Jammu and Kashmir have travelled to Pakistan in recent years for higher studies and a few of them were brainwashed, provided arms training or recruited in sleeper cells with a motive to gather information to be shared with the handlers sitting across the border, the officials said.

The General Officer Commanding (GOC) 15 Corps Lieutenant General DP Pandey on May 1 said that there is no future of militancy in Kashmir now and that the youth who have taken the path of terrorism should come back to the mainstream, reports Daily Excelsior. “Youth of Shopian have understood that the terrorism has been decimated and there is no point treading the path now, and that is the reason that number of local recruitment is down,” he said. He said that only foreign militants are being killed in Kashmir, while the support of the people of Shopian to the militants has also ended. “I am hopeful the youth will understand the fact and will remain away from the radicalization process taking place on social media,” he said. On the issue of infiltration, he said, the infiltrators are ready to sneak in, “but they know that there is no support for them at the border as well as within Kashmir.” He said that there are 120 to 140 militants waiting for infiltration on launching pads. “There are reports of such numbers and in fact, we have sent them back thrice and in one attempt we have killed one infiltrator on the Line of Control in North Kashmir,” he said, adding the terrorists do not have the heart to cross the line.

Foreign militants are compelled to come out of their hideouts to conduct operations in Kashmir as the number of local militants is coming down in the valley, General Officer Commanding (GoC) of the Army's 15th Corps, Lieutenant General D P Pandey said on May 2, reports Kashmir Observer. GoC Lieutenant General D P Pandey, also said the weapon systems, used in other parts of the world, finding their way to Kashmir is a challenge. “These foreign terrorists, majority of them, were on the quiet. Initially, they were putting local youth as the face of terrorist activities and terrorism. As the number of local terrorists started drying down and coming down, they (foreign terrorists) are now slowly getting exposed (to encounters),” Lieutenant General D P Pandey said. The GoC further said the foreign militants are compelled to come out of their respective hiding places and anonymity to carry out strikes and conduct operations against the Kashmiri people or non-locals. Therefore, when they have started coming out and emerging, they are now getting exposed and the contacts (with security forces) are happening, he said.

Security Forces (SFs) on May 2 busted an inter-District narco-terror module and arrested two militant associates with heroin worth INR 1.5 crore at Chenad crossing in Baramulla District, Daily Excelsior. During routine checking at Chenad crossing, a joint team of officials from the Police and the Army intercepted a truck with two persons on board. During search, 800 grams of heroin like substance was recovered from the said vehicle. Both the persons were identified as Nisar Ahmad Khan and Mohammad Rafiq Khan. “Police, along with security forces, busted an inter-district Narcro-terror module by arresting two terrorist associates in Baramulla and recovered heroin worth ₹1.5 crore, arms and ammunition from their possession,” said a Police spokesman. During questioning, the duo admitted that they are working with Lashkar-e-Taiba (LeT) and were in close contact with handlers from across the Line of Control. “Upon their disclosure, one AK-47 magazine, 15 live rounds of AK-47 and one Chinese grenade have also been recovered from the stepney which they had concealed inside,” Police spokesman added.

The 150-metres-long tunnel was detected in an area under the Chak Faquira border outpost. BSF Deputy Inspector General (DIG) SPS Sandhu said “with the detection of this tunnel, BSF-Jammu has foiled the nefarious designs of Pakistan-based terrorists to disrupt the upcoming Amarnath yatra.” The tunnel was freshly dug and originated from the Pakistan side. Its opening was about 2 feet and so far 21 sandbags, used to strengthen the exit of the tunnel, have been recovered, DIG SPS Sandhu said. Meanwhile, an official, on condition of anonymity, said, “a newly dug tunnel at a distance of 150 metres from the International Border and 50 metres from the border fence was detected opposite Pakistani post Chaman Khurd (Fiaz) which is 900 metres from the Indian side.” He said the opening of the tunnel was about 300 metres from the border outpost Chak Faquira and 700 metres from the last Indian village.

He said that the number of trained terrorists in Jammu and Kashmir is dwindling with each passing as 21 foreign terrorists have been eliminated this year so far in absence of local shelter and support. ”The number of terrorists staged across the Indo-Pak border are approximately 200. They are waiting across (LoC) to be launched to this side,” Dwivedi said in reply to a question about the security situation along the LoC and across the JK border. Daily Excelsior quoting an unnamed senior Army official reported on May 12, at least 168 terrorists are operating in Jammu and Kashmir (J&K) while 75 have been killed in encounters with Security Forces (SFs) in 2022. Among those neutralized include 21 foreign mercenaries. In the past 11 months, 11 terrorists were encountered and 12 infiltration bids were foiled in the vicinity of the Line of Control (LoC) alone, official said. ”The intensity of (counter-terrorism) operations will continue to be high till all of the residual 168 plus terrorists surrender or are eliminated,” senior army officer said. In 2021, SFs eliminated 180 militants, out of which 18 were foreign elements. This was possible due to the synchronized intelligence network and support from the civil population, he said. Last year, 495 over ground workers (OGWs) were apprehended, while 87 OGWs were nabbed in the first four months this year.

Police said the arrests were made during the investigation of cases regarding the recent Bandipora encounters. Police identified the Pakistan trained militant as Arif Ajaz Shehri resident of Nadihal, who had gone to Pakistan on valid visa in 2018 through Wagah Border and infiltrated back after obtaining illegal arms training and started actively working with LeT in Bandipora. The two hybrid terrorists have been identified as Ajaz Ahmad Reshi, resident of Rampora and Shariq Ahmad Lone of Gundpora. The arrested terrorists were tasked to carry out attacks on Police and SFs and other soft targets particularly in Bandipora district, a Police spokesman said. Moreover, the four arrested militant associates including a female have been identified by Police as Riyaz Ahmad Mir of Bandipora, Ghulam Mohammad Waza of Tawheedabad Bagh, Maqsood Ahmad Malik’s son of Chittibandy Aragam and Sheema Shafi Waza of Tawheedabad Bagh. The arrested terrorist associates were involved in harboring terrorists, providing logistics/material support including transportation of terrorist in the Bandipora district. The arrested female terrorist associate was also involved in providing Wi-Fi hotspot, accommodation and ferrying terrorists in town Bandipora, a Police spokesman said, adding that incriminating materials, arms ammunition including two Pistols, three magazines, 25 pistol rounds, and three hand grenades were recovered from their possession. Besides, one Ecco Van which was being used in ferrying of terrorists from Bandipora to Nowgam, Pantha Chowk and Srinagar was also seized. Special Judge Praveen Singh posted the matter for May 25 to announce the quantum of punishment and also directed the National Investigation Agency (NIA) to assess Malik’s financial condition to determine the amount of fine that could be imposed. After the charges were framed in March, Malik on May 10 informed the court that he would not be contesting the charges levelled against him, including section 16 (terrorist act), 17 (raising funds for the terrorist act), 18 (conspiracy to commit terrorist act), and 20 (being a member of terrorist gang or organisation) of the Unlawful Activities (Prevention) Act (UAPA) and sections 120-B (criminal conspiracy) and 124-A (sedition) of the IPC. Malik faces the maximum punishment of a death penalty, while the minimum sentence for the offences committed by him is life imprisonment. The JKLF is a banned terror organisation under the UAPA. The case pertains to the conspiracy by Lashkar-e-Taiba (LeT) chief Hafiz Saeed and separatist leaders, including members of the Hurriyat Conference, who had acted in connivance with active members of banned terrorist organisations Hizbul Mujahideen, Dukhtaran-e-Millat and others to raise, receive and collect funds domestically and from abroad through various illegal channels, including hawala. The ATS officials said that Junaid had been touch with a Kashmir-based terrorist outfit “Gajvate Al Hind”, owing allegiance to LeT, through social media. He was receiving funds from the terrorist outfit. A resident of Khamgaon town in Buldhana District (Maharashtra), Junaid had been living in Pune for the past one and a half years. He was on the ATS’ radar for the past eight days. SF said the preliminary investigation revealed that the arrested men were involved in providing shelter, logistics and transportation of arms and ammunition to two Jaish militants in the area. The eight arrested militant associates were identified by Police as Mushtaq Ahmad Dar, Ishfaq Ahmad Dar, Manzoor Ahmad Dar, Fayaz Ahmad Rather, Shabir Ahmad Rather, Mohammad Latief Rather, Sheeraz Ahmad Mir and Waseem Ahmad Bhat- all resident of the Awantipora. “Incriminating materials including ammunition were also recovered from their possession. The accused Abid Ahmad Mir, a resident of Putrigam in Pulwama District, is an Over Ground Worker of Jaish-e-Mohammed (JeM). The case was initially registered in Bahu Fort Police station in Jammu on April 22 and re-registered by NIA on April 26. “Investigation has revealed that accused Mir is an Over Ground Worker of JeM and was a close associate of arrested accused Bilal Ahmed Wagay. During the checking at the Authoora Bala bridge in Baramulla, Security Forces (SFs) intercepted a person whose movement raised suspicion, and when he tried to flee on noticing the naka party, he was tactfully arrested by the SFs.
