According to PTI, Jammu and Kashmir witnessed 71 incidents of cross-border firing along India-Pakistan border in 2012. “As many as 71 incidents of border firing took place along the LoC and International Border (IB) in 2012. Seven persons, including four Security Force (SF) personnel, two civilians and one Pakistani intruder were killed in the incidents of border firing. At least 15 persons, including 12 SF personnel and three civilians were injured,” a report compiled by State Home Ministry said. It said there has been increase in the incidents of cross-border firing last year. “There were 51 cases of cross-border firing and ceasefire violations along the LoC in Jammu and Kashmir in 2011 as compared to 44 cases in 2010 and 28 in 2009”. It said the increase in firing incidents and ceasefire violations by Pakistan gains significance in light of detection of 400-metre-long tunnel in Samba sector (Samba District) on July 28 and subsequent lodging of strong protest on July 31.

At least 25 persons, including six Policemen, were injured in Pulwama town (Pulwama District) after fresh clashes broke out between protesters and Security Forces (SFs) soon after curfew was lifted from the township in the morning of January 1, reports Daily Excelsior. Police later arrested eight people from the township on charges of stone throwing. As reported earlier, the curfew in the township was imposed on Friday (December 28) after seven protesters were injured in SFs’ firing in village Chandigam and Pulwama town. SFs had claimed that the protesters had blocked the way for SF vehicles in which four security personnel injured in the Chandipora (Pulwama) encounter (December 28), in which two Lashkar-e-Toiba (LeT) militants were shot dead by SFs, were being removed to hospital for treatment.

Recoveries included 442 rounds of AK-47 rifle, 100 rounds of sniper rifle, three rounds of Under Barrel Grenade Launcher (UBGL) and nine Chinese grenades. Pakistani Army violating the ceasefire opened firing on forward locations on the Line of Control (LoC) at Krishna Ghati (KG) sector in Poonch District in the intervening night of January 3-4, reports Daily Excelsior. Official sources said Pakistan Army started firing at 11pm targeting half a dozen forward posts of Indian troops in KG sector. Initially, the firing was heavy but later it was confined to small arms. The firing continued till 2am. Indian side gave calibrated response to Pakistan firing to ensure that the militants didn't manage to take advantage of Pakistani firing to sneak into this side. Sources said no casualties or damage was reported the firing by the Pakistani troops on Indian side. Pakistan Army had been resorting to firing twice or thrice a week in KG sector of Poonch District. This was the only area in twin border Districts of Poonch and Rajouri where Pakistan Army had repeatedly been resorting to firing while most of other areas on the LoC in these two Districts were peaceful, sources pointed out. Giving reasons, they said, there were some areas in the KG sector from where Pakistan Army and militant commanders based in Pakistan occupied Kashmir (PoK) were trying to push militants into the Indian territory taking cover of firing and adverse weather conditions including dense fog on many occasions. There had been official reports that 200 to 225 militants were waiting across the LoC and 50 to 60 across the International Border (IB) in Jammu sector to enter into this side. Some of the militant groups were desperate to infiltrate after getting SOS from their colleagues this side, who were facing shortage of manpower and weaponry.

Army posters with pictures of the most wanted militants operating in South Kashmir have appeared in Shopian District villages through which they have sought help of local people in nabbing them, Daily Excelsior reported on January 5. The posters that appeared in some villages of Shopian where the Army feels these militants are operating and using these as their hideouts have announced a cash reward of INR 200000 for information about any of these wanted militants. Those whose picture and names have been publicized through these posters are Imamul Haq Malla alias Waseem of Shopian, Arshad Ahmad Sheikh of Shopian, both belonging to Lashkar-e-Alqaida; Altaf Baba, ‘district commander’ Pulwama of Jaish-e-Mohammad (JeM); Mohammad Asif Wani of Pulwama, JeM; Ashraf Rather alias Molvi Ashraf of JeM; Mohammad Abbas Reshi of Shopian of Lashkar-e-Toiba (LeT); Ayatullah Bhat alias Ayatullah Mir of Kulgam of LeT and Showkat Ahmad Tak of LeT. South Kashmir, of late, has become hot bed of militancy as over two dozen youth have joined the militant ranks during past one year. The chairman of United Jihad Council (UJC) and ‘supreme commander’ of Hizbul Mujahideen, Syed Salahuddin on January 5 said those calling for settlement of the Kashmir issue through peaceful means were in fact deceiving the innocent Kashmiris, adding that an armed struggle was the only way to resolve the dispute, reports Dawn. Salahuddin said that experience of the past 65 years should convince anyone that only a strong and target-oriented armed struggle across Indian-held Kashmir could win freedom. Addressing a press conference, he said that the Kashmiri people, leadership and the State of Pakistan should prepare themselves for it. Otherwise freedom will remain a distant dream. The press conference was held at the end of a procession staged by the supporters of Hizbul Mujahideen to mark the ‘right to self-determination day’. The UJC leader said he supported political movement, but was opposed to what he called a fragmented and fractured political struggle. According to the report, he claimed that about 150 rounds of talks with India had failed to produce anything.

Troops of 29 and 20 Balouch, including those deployed at Basad and PP posts, participated in Barha Khanna. Army has, meanwhile, decided not to vacate any post in high altitude areas in twin border Districts of Rajouri and Poonch in forward areas of the LoC during the winter. Generally during snowfall in winters, the Army used to vacate these posts but returned there after adverse weather conditions were over.

"There has been an increase in ceasefire violations. There been an increase in infiltration attempts, not only in the last few months. In 2012 there was an increase overall over 2011. That is a fact and that is something we are dealing with, both ourselves and with the Pakistani authorities," he said. Reports suggest that the ceasefire was violated by Pakistan as many as 117 times in 2012. The number stood at just 61 in 2011. In 2010 there were 57 violations. In the first 10 days of this year, there have already been at least four violations. The Army assessment is that while 2011 witnessed only 52 "successful" infiltrations, the number jumped to 121 in 2012.

Talking to Headlines Today, Deputy Inspector General of Police (DIG, Poonch and Rajouri Range) Danish Rana on January 11 said that the heightened tension in the bordering areas of Poonch District was because most of the other parts of the LoC were covered by snow and Pakistan was trying to push infiltrators into Indian territory through this stretch. He said violation of ceasefire by Pakistani Army along the LoC was on for about two months in the area because they want to push more and more terrorists to the Indian side. Rana said almost 90 per cent of the 700 kilometers long LoC was covered with snow in the peak of winter and the only possible way to push militants into India was through Poonch as snow level has been quite low in this part. The DIG also said that there were some patches in Mendhar Sector of Poonch District where fencing was not done along the LoC due to water bodies in the area and difficult terrain. So this area has been most suitable for infiltration.

Earlier on January 12, Pakistan Army opened heavy firing on eight pickets in Krishna Ghati sector. Manzoor Ahmed and Nasarullah Gazi were accused of taking Bashir Ahmed and others on gun point to the house of Mohammad Ayoob and that they were wearing Army uniform. Later, they were taken to a house where Raj Begum, wife of Manzoor and some other persons assaulted them seriously and took away their cell phones forcibly. Proceeding with the trial, the Court observed, "Prosecution has withheld the main and star witness of the case Mohammad Ayoob and his father Gul Mohammad besides the non-examination of doctor and Investigating Officers who had completed the investigation". A Hizb-ul Mujahideen (HM) militant, identified as Abdul Rashid, a woman, identified as Mariam Begum (mother of another HM militant, Manzoor Bhat) along with her 9 years old grandson, another person, identified as Gul Zaman Beg son of Sheikh Beg of Kupwara (Kupwara District), three Special Police Officers (SPOs) and three civilians harbouring them were arrested by Police on January 20, in Banihal town of Ramban District along Jammu-Srinagar National Highway. According to sources, four persons including the HM militant had flown from Karachi (Pakistan) to Kathmandu (Nepal) reportedly on fake passports and visas arranged by some couriers. From Nepal, they sneaked into Gorakhpur District in Uttar Pradesh (India), where the three SPOs and others received them. The three SPOs escorting them have been identified as Zahangir Beg, Mehboob Bhat and Shamas Din Beg. Remaining three persons detained included Ghulam Nabi Mir, Gulzar Ahmad and the Tavera driver Tazamul. All three SPOs and two civilians (except the driver) were family members or relatives of either of the four they went to receive. Four routes prescribed under the Policy included Rawlakote (PoK)-Poonch (Poonch District) in Jammu region, Muzaffarabad (Muzaffarabad District in PoK)-Uri (Baramulla District) in Kashmir region, Wagah border in Amritsar District and Indira Gandhi International (IGI) Airport in New Delhi (South West Delhi District). Sources said the overall principles of the Rehabilitation Policy were being followed in case of returned militants and other civilians by allowing them to lead peaceful and normal life but the benefits of the Policy would elude them as they had not taken the four prescribed routes. Sources, however, admitted that it was not possible for the militants stranded in Pakistan or PoK to return through the prescribed routes in view of heavy presence of Army, other security and Intelligence agencies besides the civil administration of Pakistan on all the four routes. Official sources told so far about 125 former militants and other people of J&K have so far returned to their houses but none of them would fall in the Rehabilitation Policy as they took routes other than the four prescribed under the Policy. However, in an earlier reported report (dated May 10, 2012), the State Government had approved 10 militants (out of a total of 56), who crossed over to this side from Pakistan and PoK through different routes (Indo-Nepal and Indo-Bangladesh borders).

"The gun has never solved any problem but created numerous ones. The NC [National Conference] all along stood for peaceful settlement of political issues through the process of dialogue. We would continue our endeavor in this regard", he added. He also said the ceasefire on Line of Control (LoC) was due to talks and agreement between India and Pakistan and United Nations Military Observers Group in India and Pakistan (UNMOGIP) has no role in it. "Addressing of political issues and finding out solution to these would be achieved only through dialogue process between the two countries. Colonel (retired) Ashfaq Hussain, a former aide to the retired General and former President of Pakistan, Pervez Musharraf, revealed that weeks before hostilities erupted between Indian and Pakistani troops in the Kargil sector (Kargil District of Jammu and Kashmir) in 1999, General Pervez Musharraf crossed the Line of Control (LoC) in a helicopter and spent a night at a location 11 km inside Indian territory, reports Kashmir Times on February 1. Accompanied by Brigadier Masood Aslam, then commander of 80 Brigade, Musharraf spent the night at a spot called Zikria Mustaqar, where Pakistani troops commanded by Colonel Amjad Shabbir were present. Ashfaq Hussain first made the revelation in his book 'Witness to Blunder: Kargil Story Unfolds' published in late 2008. He further said Pakistani troops first intruded into the Indian side of the LoC on December 18, 1998. Besides troops from the Northern Light Infantry, soldiers from 31 Azad Kashmir Regiment, 24 Sindh Regiment, Frontier Force Regiment and artillery units participated in the Kargil operation. Hussain also dismissed Musharrafs’ claim that the operation was a success. He said, "It was a success only till Pakistani forces came face to face with the enemy. In winter, both sides abandoned their positions under a recognised procedure. Our troops crossed the LoC at a time when the enemy was not present. Our troops were not even informed why they were being sent across the LoC." Hussain also dismissed Musharrafs’ recent assertion that Pakistan had lost only 270 troopers during the Kargil conflict. "According to my research, there were over 1,000 casualties on the Pakistani side. The official data (on casualties) was hidden and cannot be accessed," Hussain said. He also said he believed Musharraf overthrew the democratically elected Nawaz Sharif's government because he wanted to escape a probe into the Kargil episode.
