An unidentified militant was killed in an encounter with Security Forces (SFs) in Turkwangam area under Batpora Taluk (administrative division) in Shopian District of Jammu and Kashmir (J&K) on April 1 (today), reports Daily Excelsior. The SFs launched a Cordon and Search Operation (CASO) in Turkwangam area of Shopian District in south Kashmir during the night following inputs about the presence of militants there, a Police official said, adding that the search operation turned into an encounter after the militants fired upon the forces, who retaliated. In the ensuing exchange of firing, a militant was killed, the official said. The identity and group affiliation of the slain militant was being ascertained.

Police busted a militant module of Jaish-e-Mohammed (JeM) and arrested three militant associates of JeM in Pulwama District of Jammu and Kashmir (J&K) on April 1, reports Daily Excelsior. One AK rifle, three magazines, 69 AK rounds, and one grenade were also recovered from their possession. The Police, in a press release, informed that the three militant associates were providing logistical support to militants in the district. “The trio were working for JeM outfit and were providing logistic and transportations to terrorists in the district,” the release read. The accused have been identified as Owais Altaf, Aqib Manzoor, and Waseem Ahmad Pandit. A case (FIR number 77/2022) was registered in Police Station Pulwama under relevant Sections of law.

Muneeb Ahmad was affiliated with the Lashkar-e-Taiba (LeT). As per Police records, Muneeb Ahmad was a categorized militant and part of groups involved in several cases including attacks on Police, Security Forces (SFs) and civilians. Police busted two militant modules of the Lashkar-e-Toiba (LeT) and arrested five associates of LeT in Bandipora District of Jammu and Kashmir (J&K) on April 3, reports Daily Excelsior. A Police spokesman said that militant associates identified as Irfan Ahmad Bhat of Ashtango, Sajad Ahmad Mir, Shariq Ahmad Mir, both from Arin and Irfan Ahmad Jan of Qazipora Bandipora were arrested by the Security Forces. Official sources said, army troops guarding the border picked up a suspected movement along the LoC in the Nowshera area late last night, and subsequently the intruder was challenged leading to a fire-fight. As many as 172 terrorists including 79 foreigners are active in Jammu and Kashmir (J&K), Army said on April 4, adding the number included 15 local youngsters who joined the terrorist ranks since the beginning of the new year, reports Daily Excelsior. A total of 156 terrorists 79 locals and 77 foreigners are active in Kashmir and 16 others including two foreigners are operating in the Jammu region, a defence spokesman said quoting the data released by Indian Army’s northern command. The data for January to March 2022 revealed that a total of 15 local men joined the militancy. Two infiltration bids, one each in Kashmir and Jammu zones, were foiled along the Line of Control (LoC) this year, the Army said, referring to the infiltration bids foiled in Kupwara District, and Poonch in the Jammu region in January. While one Pakistani terrorist was killed and another captured alive in Kupwara during the failed infiltration bid on the first day of the new year, an attempt by a group of terrorists to infiltrate into this side from across the border in the Poonch District was foiled the next day. In addition, the Army scuttled the third infiltration attempt from Pakistan on April 4 when the alert troops shot dead a terrorist along the LoC in the Nowshera sector of Rajouri District. On terrorist-initiated incidents, the Army said a total of 35 such incidents were reported in the first three months of this year. These included 27 terrorist-initiated actions against Security Forces (SFs) and eight atrocities committed against civilians. The data also indicated that there was no ceasefire violation by Pakistan between January and March. Reportedly, the Director-General of Military Operations (DGMOs) of India and Pakistan have announced an agreement to uphold the ceasefire along the LoC from February 24 and 25 night in 2021.

The Minister said the Central Government has a policy of zero tolerance against terrorism and there has been a substantial decline in terrorist attacks from 417 in 2018 to 255 in 2019, 244 in 2020 and 229 in 2021. As many as 177 civilians and 406 security personnel were killed from May 2014 to August 4, 2019 in Jammu and Kashmir, while 87 civilians and 99 security personnel were killed from August 5, 2019 to November 2021, he said in a written reply to a question. “A robust security and intelligence grid is in place to prevent any terrorist attack. In addition, day and night area domination, round the clock checking at Nakas, patrolling and proactive operations against terrorists are being carried out,” he said.

Rai also said that 34 people belonging to minority communities were killed by terrorists in Jammu and Kashmir in the last five years, including 11 in 2021. The Minister said the Government has taken several measures to ensure the safety of minorities in the valley. SIA teams carried out the searches at three places in Delhi, one in Faridabad in Haryana and two in Anantnag of south Kashmir, the SIA officials said. The teams were assisted by the Delhi Police and other security agencies. Those raided included some lawyers who allegedly received funds from a Pakistan-based conduit of the LeT terror group to sustain terrorist and secessionist networks in Jammu and Kashmir and other parts of the country. During the searches, incriminating materials such as digital devices, SIM cards, mobile phones and documents have been recovered and seized.

They were involved in the recent attack on the Central Reserve Police Force (CRPF) in Maisuma area of Srinagar. Speaking to reporters, Inspector General of Police (IGP) Kashmir Vijay Kumar described the killings as a major success for the SFs in Srinagar. He said that Police while acting on a lead sealed the suspected house in Bishembar Nagar area of Srinagar early this morning. “After closing in on the house where two militants were hiding, they lobbed a grenade and fired at the security forces in which two policemen and a CRPF personnel were injured,” the IGP said. He said that in the ensuing encounter, two hardcore LeT militants were killed. Both the killed militants were Pakistani and identified as Mohammad Bhai alias Abu Qasim, alias Mir Shoaib alias Mudassir and Abu Arsalan alias Khalid alias Aadil. As per police records, both of them were ‘A’ categorized and linked with LeT. Mohammad Bhai was active since 2019 while as Abu Arsalan was active since year 2021 in Central Kashmir. They were involved in pistol-borne attacks and grenade throwing incidents at various places. They were also involved in an attack on CRPF personnel in Maisuma in which one CRPF was killed and another injured.

Jan (42), is the operational commander and part of the core planning committee of Jaish-e-Mohammed (JeM). He continues to operate from the launching pads located in Pakistan and is involved in recruitment of cadres for their training and coordinate attack plans at targets in India, the Home Ministry said. Forty CRPF personnel were killed in the February 14, 2019 attack. In a notification, the Union Home Ministry said Alamgir, who used aliases Maktab Ameer, Mujahid Bhai and Muhammad Bhai, has been involved in the attack on the CRPF convoy in Pulwama. He has been involved in anti-India terror activities on behalf of the JeM and looks after the outfit’s fund collection activities from Pakistani nationals and routing the fund to Kashmir. Alamgir has been involved in facilitating infiltration of Afghan cadres and coordinating terror attacks on Indian security forces in Jammu and Kashmir. A Police official said that based on a specific information regarding movement of three suspected individuals from Wadoora Bala to Sonarwain bridge, who were likely to carryout attack on SFs, a joint Naka was established at Sonarwain bridge near Wadoora Bala village. He said that during the checking at the naka, it was observed that three persons were moving towards naka in suspicious conditions. The naka party challenged them, however, they tried to flee from the spot, taking cover of darkness but, were nabbed by the SFs. “Upon their search, three pistols, three magazines, 22 rounds of pistols, one grenade and Rs 79,800 cash were recovered from their possession”, he added. Gul is the sixth individual to have been designated as a terrorist by the Home Ministry during the last fortnight. The Union Home Ministry said Gul is absconding in a case pertaining to recovery of arms and ammunition in Jammu and Kashmir and has been actively radicalising, motivating and recruiting youngsters in the Union Territory to support the LeT. He has also been involved in terror funding, the Ministry said. Gul was found involved in hatching a criminal conspiracy, in connivance with other members of the LeT, to eliminate Bukhari, a prominent journalist, along with two of his personal security officers, at the busy Press Enclave area of Srinagar on June 14, 2018, the Ministry said in a notification.

Earlier on April 21 morning it was reported that LeT ‘Commander’ Yousuf Kantroo was killed while others militants were under trap. Yousuf Kantroo was on the list of top 10 most wanted terrorists. Acting on a specific input, a special team of Budgam Police along with the Army launched a joint cordon and search operation in Malwah area. During the search operation as the joint search party reached the suspected spot, the hiding terrorists fired indiscriminately upon them in which four soldiers including one officer received minor injuries. The fire was effectively retaliated leading to an encounter. Later on, Baramulla Police headed by Senior Superintendent of Police (SSP) Baramulla District also joined in the operation. One Policeman from the Baramulla District also got injured in the encounter. According to J&K Police, terrorist Yousuf Kantroo earlier joined as an over ground worker of Hizbul Mujahideen (HM) outfit and was arrested in the year 2005. Later on, he was released in the year 2008 but he again joined terrorist rank in the year 2017 and started killing innocent civilians, Policemen and political workers. Later on he switched from HM to LeT. However, the identification of the other killed terrorist is yet to be ascertain.

Terrorism is the biggest form of human rights violation and action against terrorism cannot be contradictory to human rights, Union Home Minister Amit Shah said. Shah said strong action has been taken against terror funding in J&K and against those who had helped terrorism and were living respectfully in society. “I have some differences with human rights organisations. Whenever there is an anti-terror action, some human rights groups come forward to raise the issue. But I strongly believe that there cannot be a bigger human rights violation than terrorism. It is the biggest form of human rights violation. “Action against terrorism cannot be contradictory to human rights. It is absolutely necessary to root out terrorism to protect human rights,” Shah said amid an applause from officers of the NIA and other security organisations.

Nine SF personnel were also injured in the operation. The encounter in Sunjwan took place amid heightened security arrangements in J&K, two days ahead of Prime Minister Narendra Modi’s scheduled visit to Samba District on National Panchayati Raj Day on April 24. Central Industrial Security Force (CISF) officials said a bus carrying 15 personnel for their morning shift came under attack at 4.25 am near the Chaddha camp in Sunjwan area. A senior CISF official said the terrorists fired at the bus and lobbed grenades, killing ASI S P Patil and injuring two other occupants of the bus. The force retaliated effectively, the officer added. After the attack on the CISF bus, the terrorists took shelter in the house of Mohammed Anwar in the area and were eliminated.

According to the annual report, as many as 14,091 civilians and 5,356 Security Force personnel lost their lives to militancy in Jammu and Kashmir (J&K) between the 1990s, when militancy first reared its head in the valley, and 2020. “Militancy in Jammu and Kashmir is intricately linked with infiltration of terrorists from across the border,” the report said. Besides Kashmiri Pandits, militancy forced some Sikh and Muslim families too to migrate from Kashmir Valley to Jammu, Delhi, and other parts of the country, it said. Nearly 1,054 families from the hilly areas of Jammu migrated to Jammu plains, it said. As per the records of registration available with the Relief and Migrant Commissioner, J&K, at present 43,618 registered Kashmiri migrant families are settled in Jammu, 19,338 families are settled in Delhi and NCR, and 1,995 families in a few other states and the UTs in the country, the report said. The report further said that a total of 2,546 terror incidents sponsored by Pakistan took place in J&K from 2014 to 2020, in which 481 security personnel, 215 civilians, and 1,216 terrorists were killed. There were 1,776 infiltration attempts from across the border to Jammu and Kashmir between 2014 and 2020, of which 685 were successful.

A Major and a Junior Commissioned Officer (JCO) were among three Army personnel injured in a landmine blast on the Line of Control (LoC) in Krishna Ghati sector of Poonch District in Jammu and Kashmir (J&K) on April 29, reports Daily Excelsior. A patrol party of the Army stepped over an own mine in forward area leading to explosion. The injured personnel were identified as Major Gurung, JCO Naib Subedar Dalbir Singh and Havaldar Hukam Singh. Their condition was, however, stated to be stable.

Police on April 29 arrested another person from Tral in Pulwama District in connection with Sunjuwan terror attack of April 22, reports Daily Excelsior. Arrested person was identified as Abid Bashir, a resident of Tral. He is being questioned to ascertain his involvement in the terror attack. Police have so far arrested three persons in connection with the attack including driver and conductor of a truck, hailing from Kokernag in Anantnag District, who had transported the militants from border village of Supwal in Samba District to Sunjuwan.
