One Lashkar-e-Toiba (LeT) terrorist was killed in an encounter with SFs in Baskuchan area of Shopian District on October 2, reports Daily Excelsior. The terrorist was identified as Naseer Ahmad Bhat of the Nowpora area of Shopian. SFs launched a cordon and search operation in Baskuchan area after receiving specific input about the presence of terrorists there. Upon seeing SFs, the terrorists fired at them. The SFs retaliated and an encounter ensued in which a local LeT terrorist, identified as Naseer Ahmad Bhat of the Nowpora area of Shopian, was killed. Incriminating materials, arms and ammunition including AK rifle recovered from the possession of slain terrorist.

Police arrested one terrorist with sticky bomb (magnetic improvised explosive device) and Indian currency in Kathua District on October 2, reports Daily Excelsior. Senior Superintendent of Police (SSP), Kathua, Ramesh Kotwal, said that one terrorist identified as Zakir Hussain Bhat alias Umar Farooq of Malad, Billawar was arrested on specific inputs in Kathua. “Police teams conducted checking on specific input about the movement of a terrorist and arrested him,” said the SSP. He said that the arrested terrorist was in multiple contacts of Jaish terrorists operating from Pakistan through different social media apps and had received a consignment of IED and Indian currency of 20,000. He was planning terror activities in the Jammu region, said Kotwal. He was earlier convicted in a case and was lodged in Kot Bhalwal jail for 14 years and was released in 2019.

The Centre on October 4 declared Chief Launching Commander of terror outfit Hizb-Ul-Mujahideen Showkat Ahmed Sheikh as terrorist under the Unlawful Activities (Prevention) Act, 1967 on charges of spreading terror violence in Jammu and Kashmir, reports Daily Excelsior. Born in 1970 in Ganie Hamam area in Baramulla, Showkat alias Showkat Mochi, son of Ghulam Nabi Sheikh, is presently based in Pakistan. Showkat is also accused of his involvement in “coordinating infiltration and recruitment of terrorists and execution of terror attacks owing to his deep network of associates in North Kashmir”. In exercise of the powers conferred by clause (a) of sub-section (1) of section 35 of the Unlawful Activities (Prevention) Act, 1967, a Ministry of Home Affairs (MHA) notification issued said, the Central government declared Showkat Ahmed Sheik as a terrorist.

Four terrorists were killed in two separate encounters with Security Forces in Shopian District of Jammu and Kashmir (J&K) on October 5 (Today), reports Daily Excelsior. Three Jaish-e-Mohammad (JeM) terrorists were killed in the Drach area of Shopian, while a Lashkar-e-Toiba (LeT) terrorist was killed in the Moolu area. Additional Director General of Police, Kashmir, Vijay Kumar, said on Twitter that two of the three killed terrorists were identified as Hanan Bin Yaqoob and Jamshed. They were involved in the killing of Special Police Officer (SPO) Javed Dar on October 2 at Pinglana in Pulwama and a migrant labourer from West Bengal on September 24 in the District.

Union Home Minister Amit Shah on October 5 ruled out holding any dialogue with Pakistan and asserted that Modi Government will wipe out terrorism from Jammu and Kashmir and make it the most peaceful place in the country, reports Daily Excelsior. Addressing a rally which was attended by thousands of people in Baramulla, Shah asked whether terrorism has ever benefited anyone as the menace has claimed 42,000 lives since the 1990s in Jammu and Kashmir. The HM Amit Shah said that there won’t be any talks with Pakistan but only with the youth of J&K. “Some people talk about Pakistan here. I want to tell them today, bring the status about the number of villages in PoK that have been electrified. Electricity has reached every village in our Kashmir. Mufti and company, and Abdullah and sons ruled Kashmir for 70 years, but did not provide one lakh houses, but PM Modi, from 2014 till 2022, has given houses to one lakh people in J&K,” Shah added. Taking a jibe at the National Conference and PDP presidents on their demands to talk to Pakistan, the Home Minister said that he does not want to talk to the neighbouring country, and intends to talk to the youth of Jammu and Kashmir instead.

Security Forces (SFs) on October 6 arrested a Hizbul-Mujahideen militant at Chandrigam in Awantipora area of Pulwama District in Jammu and Kashmir (J&K), reports Daily Excelsior. A Police spokesman said that based on specific input SFs laid a special naka at Chandrigam and during checking one person who was moving in suspicious circumstances was apprehended. “During search, one pistol along with a pistol magazine was recovered from the person,” Police spokesman said. The person was identified as Danish Mohidin Ganie, son of Ghulam Mohidin Ganie, resident of Dadsara village. “On preliminary questioning the apprehended militant deposed and admitted that he is militant of proscribed militant outfit HM active since 29-09-2022,” Police spokesman added.

Police on October 7 busted a module behind smuggling of an Improvised Explosive Device (IED) and huge quantity of narcotics with the arrest of five terror associates in Poonch District of Jammu and Kashmir (J&K), reports Daily Excelsior. Besides the IED, six kilograms of suspected heroin worth crores of rupees in international market and a pistol were recovered from the arrested accused, Police officials said. The IED was smuggled in from across the Line of Control (LoC) and recovered from 35-year-old woman Zaitoona Akhter, a resident of Qasba, by a joint team of Police and Security Forces (SFs) on September 28, thus thwarting militants attempt to carry out an explosion. Woman revealed that her husband Mohammad Azad provided the IED to her and, accordingly, he was picked up and subjected to sustain questioning, leading to the busting of the whole module. Azad’s maternal uncle Bashir Ahmad alias “Tika Khan” who is associated with Lashkar-e-Toiba (LeT) and Hizbul Mujahideen terror groups across the border, sent the IED for subversive activity which was received by Azad and Qamardin. Both Azad and Qamardin, a resident of Kirni, were in touch with their relatives in Pakistan who are involved in terror activities, the officials said, adding two brothers of Qamardin – Najim din alias Naja and Latief – are living in Mangbajri camp in Pakistan-occupied Kashmir (PoK) and are associates of Tika Khan. During the course of investigation on the disclosure of Qamardin, one pistol, two magazines and 43 rounds were recovered from Keerni, the officials said. Two more persons, Wajahat Khan and Kamal Din of Keerni, who were aiding them in carrying and transporting consignment up to Poonch were also arrested, Police said.

While German Foreign Minister Annalena Baerbock, during a joint press conference with her Pakistani counterpart Bilawal Bhutto Zardari in Bonn, Germany called for the "engagement of the United Nations" in the situation in Jammu and Kashmir, India reacted, raising objections to the comments made by the German Minister. "Germany has a role and responsibility with regard to the situation of Kashmir. Therefore, we support intensively the engagement of the United Nations to find peaceful solutions in the region," Baerbock said. Three Improvised Explosive Devices (IEDs) and sticky bombs, part of a consignment dropped by drones from across the border, were recovered in Kathua District of Jammu and Kashmir (J&K) on October 8, reports Daily Excelsior. The recovery was made on the disclosure of a Jaish-e-Mohammad (JeM) terrorist, who was arrested from Kathua on October 2, Additional Director General of Police, Jammu zone, Mukesh Singh said. According to Police, the terrorist Zakir Hussain Bhat alias Umar Farooq of Billawar village was in multiple contacts with JeM operating from Pakistan through different social media apps and had received a consignment of IEDs and sticky bombs to carry out attacks in the Jammu region. “He was earlier convicted in a case and was lodged in Kot Bhalwal jail for 14 years and was released in 2019. He had developed relations with JeM terrorist Fareed who had returned to his country, Pakistan after serving his jail term in J&K,” Police said. He was planning to revive old terrorist activities in his area by roping in other old terrorists at the behest of Pakistan-based commanders, Police added.

In the past nine months, Security Forces (SFs) have observed the illegal entry of 191 drones into Indian Territory from neighbouring Pakistan, raising major concerns in terms of internal security in the country, Daily Excelsior reported on October 12. The Central Government recently shared the input from the SFs deployed at the India-Pakistan border to maintain such illegal attempts from the Pakistan side. Of the 191 drones observed, 171 entered into Indian Territory through the India-Pakistan border along the Punjab sector while 20 were seen in the Jammu sector. As per the document, the “UAV (Unmanned Aerial Vehicle) observation in Indo-Pak border was seen in Punjab and Jammu frontier with effect from January 1, 2022, to September 30, 2022”. The documents further reveal that most of these drones or UAVs managed to flee while a total of seven have been shot down by the Border Security Force (BSF) personnel, who are deployed along the India-Pakistan border to keep a tab on such illegal activities being orchestrated by Pakistan’s Inter-Services Intelligence.

Shamshi is the Chairperson (Nizam-e-ala) of AHET and acts on the directions of the Chief Patron of the Trust, said the NIA in a statement. Several mobile devices and documents related to funding and properties have been seized during the raids, the NIA said. NIA said that the case is related to the suspicious activities of AHET in the Rajouri District. The NIA had suo-moto registered the case on September 3 this year to probe the funding pattern and activities of AHET, which is functioning as a frontal entity for Jamaat-e-Islami (JeI), which was declared as an ‘unlawful association’ under UA(P)A in 2019. The NIA said that JeI, after being declared as an ‘unlawful association’ under UA(P)Act, has been continuing its activities through its frontal organisations. As a frontal entity for JeI, AHET has been found “raising funds through various means, including donations, hawala etc purportedly for charitable purposes, but are instead using these funds to radicalise and incite the youth of J&K for unlawful activities and disrupt the territorial integrity and sovereignty of India”.

One Kashmiri Pandit Puran Krishan Bhat was gunned down by terrorists outside his ancestral house in Choudharygund village of Shopian District on October 15. On October 18, two Hindu migrant labourers from Uttar Pradesh, Monish Kumar and Ram Sagar, were killed in a grenade attack by terrorist while they were asleep in their rented accommodation in Shopian. “Ten families comprising 35 to 40 Kashmiri Pandits have migrated out of our village due to the fear psychosis,” a resident of Choudharygund village who faced a death threat recently said. He said the village was now empty. “The situation is not conducive for us to live in Kashmir Valley. We live in fear due to killings. There is no security for us,” another villager said. The villagers alleged a Police post was set up away from their village even though they repeatedly sought protection. They said they have left everything in their houses, even the recent harvest of apple. Those who have reached Jammu city are living with their relatives.

An Army soldier was killed and a local terrorist of Lashkar-e-Toiba (LeT) arrested while an injured Pakistani terrorist managed to escape during an anti-terror operation in Wanseeran Taripora forest area of Sheeri area in Baramulla District of Jammu and Kashmir (J&K) on October 27, reports Daily Excelsior. “Acting on specific information regarding the presence of terrorists in Wanseeran Taripora forest area, a joint cordon and search operation was launched by Police and security forces on October 26,” a Police spokesperson said. The arrested LeT terrorist was identified as Nisar Ahmad Bhat. A search operation is underway to nab the slip in terrorist Usman who is a Pakistani national. Addressing the Infantry Day function in Srinagar, Singh said that India is committed to implement the 1994 resolution passed in the Parliament about retrieving the part of Kashmir “under illegal occupation of Pakistan.” “Pakistan Government is sowing the seeds of hatred in PoK and time is not far when people will resort to mass rebellion there,” he said. He said that India is committed to implement the resolution passed in the Parliament about retrieving Kashmir under illegal occupation of Pakistan including Gilgit and Baltistan. “People of PoK are being deprived of all basic rights and we are fully aware of it,” he added. He further said that post Article 370 revocation, Jammu and Kashmir is marching towards success, peace and prosperity. “Before rolling back Article 370, Kashmiri society was divided into segments, but post August 5, 2019, all sections of society are collectively marching towards success and prosperity. This was just a beginning,” he added. Singh said revocation of Article 370 started a new beginning in J&K. “People of J&K reposed great hope and supported the full integration of J&K with the Union of India. The SIA said that Police Station CIK/SIA Srinagar produced charge-sheet before the Court of Special Judge Designated under NIA Act (TADA/POTA) against three accused Rahid Mushtaq Ganie son of Mushtaq Ahmad Ganie, resident of Amargrah in Sopore, Amir Shafat Mir son of Mohammad Shafi Mir resident of Amargrah (Sopore) and Tahir Nisar Sheikh son of Nisar Rahid Mushtaq Ganie resident of Bagh-e-Rehmat (Sopore). The DGP said that compared to previous years, this year infiltration has shown a fall while a few successful attempts were reported. “This year, our special focus was to eliminate foreign militants of various outfits operating in the Valley. They were instrumental in provoking and luring youth into militancy,” he said, adding, that a few foreign militants are still at large and they will be eliminated soon. He said that with the killing of foreign militants, the local militant recruitment has dropped significantly. He, however, conceded that readymade improvised explosive devices (IEDs) is a new strategy of the militants aimed at inflicting maximum damage to SFs and less to militants. “This is a new strategy by militants. Such consignments were seized in Jammu that were airdropped through drones,” he said. “Stone pelting has come to an end in the past three years and local militant recruitment too has dropped to almost zero,” he said. On target killings he said, “A major aim of such acts is to provoke people across India to target Kashmiris working in many Indian states. I am grateful to Indian citizens for behaving maturely and not falling into the trap laid by the agencies supporting militancy,” he said.

On October 30, Police arrested two suspects, Chander Bose of Doda and Shamsher Singh of Camp Gole Gujara, and recovered a consignment of arms and ammunition dropped through a drone along the International Border at Baspur Bangla in R. S. Pura sector of Jammu District, reports Daily Excelsior. The arrestees were in touch with Balvinder Singh of Jammu, now settled in Europe. Police said all of them were working for a banned militant outfit. Recoveries made from their possession include four pistols with eight magazines and 47 rounds. Police said: “Since Baspur Bangla (where drone dropping took place) is close to the fence, the information was shared with all Police Stations and a dedicated officer led team was put on job. The technical surveillance unit was also mobilised. All vehicles which had crossed police checking points around that time were scrutinized. CCTF footage of the place and the roads leading to the general area were thoroughly checked. Physical pattern and technical analysis was pursued thoroughly. This ultimately led to arrests and recoveries”. The consignment was dropped from across the border on the intervening night of October 27 and 28 at Baspur Bangla. This is fourth cache of drone consignment recovery by Jammu Police in 2022.

Aujla, describing the situation at the Line of Control (LoC) as very much under control said the overall defence preparedness of the Indian Army has received a “huge impetus” in the 20 months since the ceasefire understanding between India and Pakistan in February 2021, reports Daily Excelsior. “A lot of parameters are showing signs of normalcy. And, challenge for us is to ensure that we are able to sustain this ceasefire and phase of normalcy that we are seeing on a daily basis,” Lt Gen Aujla said. Asked if the ceasefire understanding of 2021 has had any impact on operational preparedness of the Army, the Corps Commander said there have been “many positives” related to it as the period gave time to “upgrade our defences”. “Not only has it enhanced our capabilities and capacity but many a thing, which otherwise, we would not be able to do by virtue of those fire engagements that used to take place on a regular basis along the LoC. Now we have been able to do,” he said. However, whenever the opportunity comes, “attempts are being made to infiltrate” from the “other side” but the Army is capable to foil such bids or give a befitting reply, said the officer. India and Pakistan had on February 25, 2021, released a joint statement announcing a ceasefire along the LoC following talks between their Director Generals of Military Operations. The two countries had earlier signed a ceasefire agreement in 2003 but it was repeatedly violated. In 2022, infiltration cases have been minimum, eight terrorists possibly infiltrated, three of them were eliminated. So it is the lowest in the last 32 years since the insurgency in the Valley, he said.
