Consequent to an encounter, news sources reported that terrorists of the Al-Badr outfit managed to escape but terrorists of the Hizb-ul-Mujahideen (HM), Harkat-ul-Mujahideen (HuM), Jaish-e-Mohammad (JeM) and LeT are still in the hideout.

An Afghan mercenary who was an ‘area commander’ of the Laskhar-e-Toiba (LeT) was killed in an encounter near Udarian in Rajouri district, on May 4. A security force (SF) personnel, too, was killed in the encounter while two others were injured in the operation. The encounter occurred when SF personnel launched search operations in the area after an encounter on May 3, in which four Lashkar mercenaries were killed and some more reportedly escaped. While two of the mercenaries killed in the May 3-encounter have been identified as residents of Pakistan controlled Kashmir, the third and fourth have been identified as Pakistani and Afghan nationals respectively.

The decision to fence the 210-km border in Jammu was made under the Narasimha Rao government when India realised that terrorists used it as an all-weather crossing point. The long-delayed implementation of that decision was taken up earlier this year. This was announced consequent to a meeting of the Cabinet Committee on Security (CCS) presided over by Prime Minister Atal Behari Vajpayee. The government also extended an invitation to the Chief Executive of Pakistan, General Pervez Musharraf, for a composite dialogue, including the Kashmir issue. An official statement said the invitation to Musharraf to visit India at his earliest convenience was in pursuance of the Lahore Declaration and the Shimla Agreement. While explaining the decision to call off the cease-fire, the government pointed out that various terrorist outfits and organisations, mostly foreign, had hindered the restoration of peace in Jammu and Kashmir during the suspension of operations by the security forces. The government also indicated that the process of dialogue with various groups and people in the State under the stewardship of Chief Interlocutor K C Pant would continue. The CCS meeting was attended among others by Home Minister L K Advani, Finance Minister Yashwant Sinha, Defence and External Affairs Minister Jaswant Singh, K C Pant, Army Chief General S Padmanabhan and top security and intelligence officials. Jaswant Singh, at a press conference, later said the starting point for the dialogue with pakistan could be the existing framework for composite dialogue consisting of eight items, including Kashmir. He also said that the All Parties Hurriyat Conference (APHC) had no place in the parleys. On the Hurriyat’s demand for clearance to its delegation to travel to Pakistan, he said, "The question did not arise as the government’s invitation was to Musharraf." While referring to the cease-fire, which had come into effect on November 19, 2000, he added, "This phase is now over.... Hereafter security forces shall take such action against terrorists as they judge best."

The court fixed July 9 as the date of appearance after Malik's lawyer told the court the accused had undergone surgery for cardiac illness and for the brain and was under the hospital's post-operative care.
