Defence Minister George Fernandes informed the Lok Sabha, India’s Lower House of Parliament, on March 1, that adequate security arrangements had been made to improve the security of the Army and the Rashtriya Rifles posts/pickets and other installations to ward off any attacks from militants. Replying to a question, the Minister said security fencing along with other military measures had been adopted to minimise such attacks. In reply to another question, the minister said the government proposed to procure additional Mine Protected Vehicles (MPV). The Army had estimated a requirement of 801 MPVs.

Advani, on March 2, came down heavily on Pakistan for continuing its proxy war against India and said the extension of the Ramadan cease-fire should not be considered as India’s weakness in repulsing terrorist attacks in the Kashmir Valley. Speaking at the at the 32nd Raising Day celebrations of the Central Industrial Security Force (CISF), he said, "Cease-fire doesn’t mean the militants have been given a free hand in the Valley...During the so called cease-fire as many as 184 militants were killed in the Valley by security forces in a period of about three and a half months." Asserting that India wanted to have a peaceful and friendly relationship with the neighbouring country, the Home Minister stressed that the extension of the cease-fire should not be considered as the government’s weakness and any attack on security forces would be given a befitting reply.

15 police personnel and two -medical assistants were killed in an ambush by terrorists at Morha Chatru in Rajouri district, on March 2. Nine policemen sustained injuries in the attack. One of the injured policemen is reported to have said that the van in which they were travelling was subject to heavy firing with medium and light machine guns and rocket grenades. All the policemen in the van were simultaneously hit by bullets or grenade shrapnel and hence could not retaliate. The policemen were returning after investigating and conducting the funeral of two civilians in the area when they were ambushed. The two civilians were earlier abducted from their residence at Gambir Mughlan on the night of March 1 and later killed by unidentified terrorists.

In fact, we are doing the most damage but India has chosen to blame these activities only on Lashkar-e-Toiba (LeT) and Jaish-e-Mohammad (JeM). It wants to fool the international community by claiming that not all but only a small faction of the militants is against peace and that the rest of the Kashmiris are pro-peace." He also added that differences had cropped up within the All Parties Hurriyat Conference (APHC) leadership, and between the Hurriyat and the terrorist outfits on the issue of whether or not to respond to the Indian cease-fire. According to him, "We are one but the only difference is that we [terrorists] talk in the military lexicon while they [Hurriyat leaders] speak in political and diplomatic language. The objective is the same. Again, one group [in the Hurriyat] feels that India is using cease-fire only to gain time while the other group says that diplomacy demands that the Indian offer should be responded to." While three mercenaries and one SF personnel were killed on the night of March 7, the others were killed in a subsequent encounter on March 8. Security forces reported that two of the slain mercenaries were identified as Pakistani activists of the Jaish-e-Mohammed (JeM) and Tehreek-ul-Jehad Islami (TUJI). The warrant was issued after the Court rejected an application filed on behalf of the JKLF (Yasin) chief, seeking exemption from personal appearance. This clarification comes amidst speculation that the Union government is ready to allow the delegation’s visit subject to the exclusion of Syed Ali Shah Geelani, who was chosen by the APHC to head the delegation. The clarification also comes after most members of the APHC executive council had disapproved of Geelani’s ideological stand and had asked his parent outfit, the Jamaat-e-Islami (JeI), to replace him. Elaborating on the APHC decision, the Chairman observed, "If a change is effected, it will certainly not be in the interest of either India or Pakistan or for that matter in the interest of people of Jammu and Kashmir".

Giving comparative statistics for 112 days after and before the cease-fire, he said 1,156 incidents of violence have been reported after the cease-fire came into force as compared to 257 incidents in the preceding period. 29 politicians including 26 of the ruling National Conference (NC) were killed in terrorist attacks as compared to six earlier. He added that 332 civilians were killed after the cease-fire as compared to 279 in the preceding period.
