Contradicting reports appearing in the Indian press, Lashkar-e-Toiba (LeT) Chief Hafiz Muhammad Saeed said in an interview to the BBC that the outfit would continue its terrorist operations despite the forthcoming India-Pakistan Summit meeting. According to him, "We do not believe that the upcoming talks would prove satisfactory because India is changing its position persistently. We do not see any positive outcome of talks as such." Asked about whether the Kashmir issue could be resolved through military operations, he said, "Jihad holds the key to the solution of Kashmir issue and only through guerrilla activities, India was forced to make a dialogue offer which he termed as a delaying tactic." Responding to a question, he said India was responsible for "uprising in the Valley and Mujahideen would not halt their activities until India stops the war."

Hizb-ul-Mujahideen (HM) Chief Syed Salahuddin, in a statement released from Islamabad on July 15, welcomed the India-Pakistan Summit and said India should give up its traditional intransigence on the Kashmir issue. In hos The statement said, "If India adopts a realistic approach and extends cooperation to Musharraf, then the longstanding issue of Kashmir can see an amicable settlement. But if there was no change in Indian attitude, then our 12-year old armed struggle will continue with full force and we will shed the last drop of our blood to get our birth right." He also added, "I don't think anything would come out of it. It is just a routine meeting. We are not going to stop Jihad only because Indian Premier is meeting Pakistan President. Jihad has no links with these negotiations. Jihad can only be stopped if India withdraws military from held Kashmir." The Hizb Chief also said, "The war is for peace. Once we achieve the goal. While rejecting the India-Pakistan Summit, Al-Badr Chief Bakht Zamin, in a statement from Peshawar, said his outfit would not accept any cease-fire agreement between President Gen. Pervez Musharraf and Indian Premier Atal Behari Vajpayee. According to the statement, "Last year we rejected the ceasefire offer of the Indian government. We will again reject any understanding reached between Musharraf and Vajpayee during the summit." While indicating that the terrorist outfits have conveyed their stand on the Summit to the Pakistani President, he added that dialogue between India and Pakistan would never resolve the Kashmir issue, as the former is "not sincere in the process." Commenting on the options regarding the solution to the Kashmir issue, he said "There is only one solution to the Kashmir issue and that is complete freedom for the people of the valley". Jammu and Kashmir Liberation Front (JKLF) chief Amanullah Khan described the breakdown of the talks as "catastrophic" and said it would take a long time for both the leaders to create the same atmosphere again.

Prime Minister Atal Behari Vajpayee rejected Pakistan’s interpretation of the terrorist violence in Jammu and Kashmir as ‘jehad’. He was making a suo moto statement in Parliament on July 24 on the Indo-Pak Summit held in Agra, between July 14-16. The Prime Minister termed Pakistan’s refusal to end cross-border terrorism as the "main hurdle" for creating a conducive atmosphere. Vajpayee said "[the country ] …cannot accept that the insurgency in J&K today, with its foreign mercenaries and generous assistance from abroad, is anything but terrorism". The Prime Minister had also clearly conveyed to Pakistan that India has the resolve to counter terrorism and violence till they are "decisively crushed". He added that India would continue to seek dialogue and reconciliation with Pakistan. He also clarified the India’s its concerns in vital areas—such as cross-border terrorism—"will have to find a place in any document that future negotiations endeavour to conclude". Vajpayee also said that he raised with President Pervez Musharraf the issue of extradition of known terrorists and criminals residing in Pakistan.

The Jammu and Kashmir Liberation Front (JKLF), has accused Pakistan with adopting a "dual policy on Kashmir to suit its own motives." Shabir Chaudhury, a former President of the outfit made the statement in London, on July 29. According to him, "Pakistani policy on Kashmir is like teeth of an elephant, the tusk is to gain international sympathy while the actual teeth are to eat Kashmiris." Defending the JKLF decision to boycott the tea party hosted in honour of Pakistan President Pervez Musharraf during his visit to New Delhi, he said "we don’t intend to create a storm in a cup of tea, but can anyone define the utility of this exercise." He also added that the Pakistani President should first seek a mandate from the people of Pakistan before talking on international issues and contended that Musharraf’s meeting with the All Party Hurriyat Conference (APHC) leadership was "only to project himself as a Kashmir representative at international fora."

Speaking to a news agency on July 30, a senior leader of the separatist All Party Hurriyat Conference (APHC), Abdul Gani Lone blamed the Union government for the influx of foreign mercenaries in J&K. Lone, also the chairman of the People’s Conference, claimed, if the "…Government of India offered negotiations in 1995-96, there would have been no question of foreign militants joining the Kashmiris … in the State”. This, he said, had, thus, ‘complicated" things in the State. However, he added that terrorists in the State were predominantly local, as the number of foreign mercenaries was less than one per cent of the total. Commenting on the Indo-Pak Agra summit, he urged both the countries to continue the dialogue process for resolving the 54-year-old Kashmir issue. "Talk, talk and talk till the Kashmir dispute is resolved. There is no other alternative but negotiations through which the imbroglio can be resolved," Lone said.

Top Hizb-ul-Mujahideen (HM) terrorist Mustafa Khan and two of his associates were killed during an operation conducted by security forces (SF) at Goigam in Budgam district, on July 30. One SF personnel was injured in the operation that was launched after SF units received information that a group of terrorists were present at a mosque in the village. The three terrorists in the mosque were killed after a 12-hour operation in which neither the shrine was damaged nor there were any civilian casualties. SF sources said Mustafa Khan, a ‘battalion commander’, was actually the chief of the outfit’s ‘Task Force’ for eliminating informers aiding SFs, Special Police Officers (SPO) and leading activists of the ruling National Conference (NC) in the districts of Budgam, Baramulla and Srinagar. He is suspected to be responsible for over 100 killings, particularly soft targets. He was also responsible for two major bomb blasts at Hardumalpora and Magam in which a total of 18 people, including eight SF personnel, were killed.
