A news report, on August 1 said, the Doda and Udhampur district units of the Hizb’s Pir Panjal Regiment (HMPPR) have been merged with the Jaish-e-Mohammed (JeM). A HMPPR spokesman said in a statement that the decision was taken at a meeting attended by ‘district commanders’ Hyder-ul-Islam and Saifullah Khalid. The HMPPR reportedly draws its cadre largely from Pakistan Controlled Kashmir.

Five suspected Jamiat-ul-Mujahideen (JuM) terrorists were killed in an encounter in the Machil sector of the Line of Control (LoC), Kupwara district, on August 1. The encounter ensued after security force (SF) units intercepted a group of 15 infiltrating terrorists. The encounter was still on when reports last came in. News reports said SF units, too, suffered casualties, though details were not immediately available. A Jamiat spokesman, however, said only two terrorists were killed and claimed that 14 SF personnel died in the encounter.

In the same district, the body of another State government employee was recovered from Shahdra Sharief. As reported earlier, three persons, including two government employees, were abducted on July 31 from the area and the body of one of them was recovered on that day itself. The abducted civilian was released on August 2 after being tortured by his abductors and has been admitted to a hospital.

The report, citing Union Home Ministry figures, added that the monthly average of security force personnel and terrorists killed, before the cease-fire was introduced in November 2000, stood at 36 and 160 respectively. This ratio rose to 43: 97 during the six months of the cease-fire. Subsequently, the monthly average ratio has come down to 43:225. The report also said that during June, civilian casualties had come down to 58, which was the lowest in 2001, but doubled in July indicating the frustration and desperation of the terrorists.

Advocating the enactment of a law like the Terrorist and Disruptive Activities (Prevention) Act (TADA), he suggested that every State including J&K should enact special laws to fight terrorism. He urged the opposition parties to support enactment of such laws. Last year, the government failed to get the Opposition to support a draft anti-terrorism act. He also conveyed to the House the government’s decision to extend the Armed Forces (Jammu and Kashmir) Special Powers Act, 1990 to the remaining districts of the Jammu province. The Act is already in force in the entire Kashmir province and the 20 kilometre-belt along the Indo-Pakistan border in Jammu region. The minister said the government was committed to take all possible steps for the protection of ‘remote, scattered and minority populations’' in J&K. He said the number of special police officers (SPOs) was being increased by 1000 in Doda district. The existing village defence committees (VDCs) would be made more effective. Similar defence committees for shepherds at their temporary settlements will also be ‘experimented with’. He added that Special intelligence-driven security force operations based on surprise and speed would also be considered as per requirements of the ground situation. He said the unified headquarters Jammu and Kashmir had been asked to ‘initiate fresh tactics and modified dynamic deployments’ to instill confidence among people in affected areas like Doda.

While 1059 terrorists were killed in operations by SFs, four terrorists were killed in internecine conflicts between the various terrorist outfits operating in the State. Among civilian casualties, 594 persons, including five Village Defence Committee (VDC) members, were killed in terrorist attacks, 99 were killed after being trapped in the cross-fire during various encounters and two were trapped in cross-fire during internecine conflicts between terrorists. Arms, ammunition, explosives and related equipment seized by SFs during various operations during the January- August 15, 2001 period, include 880 AK series rifles with over 100 thousand rounds of ammunition and 2377 magazines; 219 pistols/revolvers with 197 magazines and 2416 rounds; nine Universal Machine Guns with six magazines and 2274 rounds; three Light Machine Guns (LMG) /Self Loading Rifles (SLR); two 3.3 rifles with ammunition; eight sniper rifles with 2402 rounds and 108 Rocket Propelled Grenades (RPG). Besides these, 227 rockets, 24 rocket launchers, 198 rocket boosters, 2517 grenades/hand grenades, 1535 Kgs RDX, 651 Kgs of other explosive material, 250 Improvised Explosive Devices (IED), 91 anti-personnel mines, six anti-tank mines, 1346 detonators, 351 electric detonators and 170 metres of cordex wire. Timely action by SFs prevented the massacre of civilians at Singhpura, Doda district, on August 28. News reports said a large group of LeT foreign mercenaries had abducted 25 civilians from the village and were dragging them to the upper reaches of a nearby hill, ostensibly to massacre them. However, on receiving information about the abduction, SFs launched an operation, intercepted the abductors and engaged them in an encounter. The abductors managed to escape. But, SFs suspect that two of them have sustained injuries. All the civilians were rescued unharmed.

As reported earlier, six terrorist of the Lashkar-e-Toiba (LeT) attacked the police station on August 23 night and killed seven SF personnel before escaping without suffering any casualties. An inquiry had been ordered by State Chief Minister Farooq Abdulla, which was conducted by Inspector General of Police Ashraf Bedar. The enquiry team in its preliminary investigation found the SHO responsible for inadequate security measures in and around the police station.
