The army claimed that police fired upon the mob that had gathered to protest against the killing of a former terrorist, alleging that it was a case of custodial death. They added that someone in the mob had first opened fire on the police. Endorsing this version, the Deputy Inspector General of Police, north Kashmir, however, added that a detailed report was still awaited as it was very difficult to reach the spot in view of traffic jam created by demonstrators. The demonstrators numbering about 1,000 had blocked the Sopore-Kupwara road and did not allow security force convoys to pass through. Taking a conflicting stand, Superintendent of Police, Baramulla told a news agency that "an FIR has been lodged at Sopore police station against the Army for opening fire on peaceful demonstrators." The State government has ordered a judicial probe into the incident. According to an official announcement made in Jammu, District and Sessions Judge, Baramulla, will probe the incident.

The General Officer Commanding, 15th Corps, Lt Gen J R Mukherjee, told newsmen in Srinagar on February 18 that army troops were involved in the firings at Haigam in Baramulla district on February 15 and Maisuma in Srinagar on February 16. He said that while initial reports suggested that troops had resorted to firing in self-defense after being attacked by protesting mobs, the army would hold an internal inquiry and action would be taken if any personnel were found guilty. He also regretted the initial stand of the army holding the police responsible for the firing. A judicial enquiry has already been ordered by the State government into the incidents. Commenting on the on-going unilateral cease-fire, he said 78 terrorists were killed in 133 encounters during the cease-fire period. 85 per cent of these encounters were engineered by terrorists, Lt Gen Mukherjee said. He also said 19 civilians, including surrendered militants, were killed and 403 wounded during the period.

Reiterating his government’s readiness to initiate talks with various groups to find a lasting solution to the problem in the State, Vajpayee said, "The Government has decided to pursue this path (of readiness to have talks with every group in the State that abjures violence) by initiating talks with various groups in Jammu and Kashmir''. The Prime Minister also asserted, "We will not let this (peace) process be derailed, diluted or misused''. Warning the Jehadi groups, he said, "If you inflict injury on any Indian citizen in the State of Jammu and Kashmir, or elsewhere, or commit any act of violence or terrorism then the security forces have clear instructions to act decisively and to defeat such intentions.'' However, the extension of the cease-fire evoked a lukewarm response from various political groups in Jammu and Kashmir. The All Party Hurriyat Conference (APHC) and Panun Kashmir described it as a futile exercise.
