David Coleman Headley and Tahawwur Hussain Rana, arrested on October 27 by the US Federal Bureau of Investigation (FBI), were part of a Lashkar-e-Toiba (LeT) plan of a major terrorist attack on the facilities of a Danish newspaper and the National Defence College in India, federal prosecutors have said, reports PTI. The reference to the National Defence College as a target was made by the duo during their conversations on September 7, which was recorded by the FBI, Times of India reported. "In the same conversation, Headley and Rana discussed Denmark and other targets, including the National Defence College in India -- Rana, in fact, used the English word "target" in this discussion," the FBI informed the court.

The Ahmedabad Police on November 3 submitted 66 charge-sheets filed in 20 cases lodged in connection with the serial blasts of July 26, 2008 which killed over 59 persons in the city, to a special court for trial, reports Times of India. These charge-sheets have been filed over the last one year. The first charge-sheet was filed in November 2008 in the case pertaining to the Civil Hospital car bomb blast which claimed 37 lives. Till date, Police has filed charge-sheets against 62 accused persons, including Mufti Abdul Bashar Kasmi, Sajid Mansuri, Qayamuddin Kapadia and Mansoor Peerbhoy, all of whom were interrogated for a year. The accused belong to the Indian Mujahideen and all have links with the banned Students Islamic Movement in India (SIMI), the Police said. These suspected bombers were arrested from around 10 States across the country.

The Union Government on November 11 warned Gujarat, Uttar Pradesh, Delhi, Uttarakhand and Maharashtra against possible terrorist attacks, particularly on military academies, reports PTI. Sources in the Union Ministry of Home Affairs (MHA) said that the alert was issued on suspicion that during his stay in India between 2006 and 2009, David Coleman Headley, who was arrested by the Federal Bureau of Investigation (FBI) for allegedly plotting attacks in India for the Lashkar-e-Toiba (LeT), may have done a reconnaissance of some vital installations for carrying out attacks. The sources said it was found that Headley visited Mumbai, Ahmedabad, Lucknow, Agra and Delhi and did a reconnaissance of the National Defence College in New Delhi and vital installations in other cities. The sources also said it was possible that Headley established sleeper cells in these States. He was reportedly also recruiting cadres for the LeT to send them to a Gulf country using the services of his immigration business in Mumbai. The States have been asked to coordinate with the Indian Army authorities and the administration of the Indian Military Academy in Dehradun and Khadakwasla about security to the vital installations.

The State and Central agencies on November 12 strengthened the security of the prestigious Indian Military Academy (IMA) in Uttarakhand following a fresh intelligence input about the possibility of a terrorist attack by the Lashkar-e-Toiba (LeT), reports Times of India. The Uttarakhand Police and intelligence sources said that as per Union Ministry of Home Affairs inputs, the threat perception is based on a confession made by US national David Coleman Headley alias Daood Gilani, who was arrested on October 27 in the US along with Canadian citizen of Pakistani origin Tahawwur Hussain Rana, both of whom were part of a LeT module that was targeting India and Denmark.

The Delhi Police arrested a Pakistani spy on November 14, with a set of vital documents relating to some defence installations, including Ghaziabad's Hindon airbase and Meerut cantonment area, reports Times of India. Acting on a tip-off from the Intelligence Bureau, Delhi Police personnel arrested him at the Indira Gandhi International Airport when he was trying to board a flight to Saudi Arabia using a fake passport bearing the name of Aamir Ali. On checking his personal belongings, the Police reportedly found several photographs and hand-drawn maps of an Air Force base near Delhi and the Army’s Meerut Cantonment in the State of Uttar Pradesh. Based on these findings, the Special Cell arrested the accused on espionage charges. During interrogation, he reportedly claimed that he was from Karachi in Pakistan. After being induced by Pakistan’s Inter-Services Intelligence (ISI) to work as a spy against monetary compensation, he was trained and then sent to Nepal by air, from where he illegally entered India through the porous India-Nepal border, sources said. The accused disclosed that he had been staying in the Shahdara area of northeast Delhi for the past four years. Chidambaram announced in Jaipur a series of measures, including the launch of a DNA databank and amendments to the Arms Act in the next one year, for improving the country’s crime investigation techniques, reports The Hindu. Crime investigation needed drastic improvements as the Police continued adopting “primitive methods” to track down culprits, Chidambaram said while inaugurating the XX All India Forensic Science Conference at the Rajasthan Police Academy. Chidambaram also said that there was still a huge gap in the crime investigation methods adopted in the West and in India. “In the next 12 months—in 2010—we will bridge this gap, and I promise to help you [in this regard],” he said. Terming 2010 the “forensic year,” Chidambaram also stated that the rapid modernisation plan for the next 12 months included the opening of six new regional forensic laboratories, 52 new mobile units, three new hi-tech central laboratories and three new hi-tech Global Unique File Descriptors. Steps would be taken to open a DNA databank, a firearm signature databank and arms and criminal tracking network, besides networking of all forensic laboratories. The Arms Policy was under review, and a new one would be ready in a few days, he said. Changes would also be made in the Arms Act.

Jain, told journalists that Mohammad Arshad alias Arshu and Aman alias Chand, residents of Kaiserbagh and Kalyanpur areas in Lucknow, charged INR 16000 to provide fake documents that were used by Amir Ali obtain a passport and a driving licence. Four men allegedly circulating counterfeit currency notes were arrested by the Crime Branch of the Delhi Police, reports The Hindu. Over INR 1 million in fake notes smuggled in through the India-Bangladesh border were seized from them. The Police reportedly received information that fake currency was being smuggled into the national capital via the State of West Bengal. The Additional Commissioner of Police (Crime Branch), Neeraj Thakur, said that the Police arrested the four accused and seized “high quality” fake notes in INR 500 and INR 1,000 denominations. The arrestees were identified as Waseem, Mazibur Rehman, Rohit Yadav and Vipin Khari. During interrogation, Waseem disclosed that he was from the State of Bihar and headed the gang.

Fake Indian Currency Notes (FICN) with a face value of INR 3 million was seized from their possession along with several incriminating documents. According to Rajeev Kumar, the STF Joint Commissioner, the three militants, identified as Abdullahil Baki, Abdur Rahaman and Mohammad Tahidur, had infiltrated through the India-Bangladesh border in the Murshidabad District on November 16. They were reportedly involved in the attack on the STF office in Hyderabad (Andhra Pradesh) and the Shramjeevi Express in 2006. During primary investigation, the arrested reportedly confessed to links with the Pakistan-based Shahid Bilal’s group which is involved in recruiting and training youth from Bangladesh for carrying out terrorist activities for outfits like the LeT and HuJI. Police sources also said that Baki admitted to receiving military training at a camp in Pakistan.

The LeT militants, identified as T. Nasir and Sharfaraz from Indian State of Kerala, were arrested by the Indian intelligence officials soon after they crossed the Bibir Bazaar border in Comilla District on November 6, the sources added. They were reportedly members of the LeT suicide squad and were earlier hiding in the hilly areas of Chittagong District for around one and a half months and trying to collect explosives from the Rohingya rebels for the attack. Funds for launching the attacks on the US Embassy and Indian High Commission were being provided by LeT leaders in Pakistan, said an unnamed official of the Detective Branch. Sources said that T. Nasir, wanted in India for a number of terrorist attacks, was supposed to lead the 15-member team formed with five LeT militants from Bangladesh, India and Pakistan each. They had planned to launch the attack on November 26, the same day the LeT terrorists carried out the Mumbai attack in 2008.

On the eve of the first anniversary of November 26, 2008 (also known as 26/11) Mumbai attack, the Union Ministry of Home Affairs (MHA) said that terrorists backed by various external agencies had expanded their focus beyond the Kashmir Valley with the objective of creating communal tension and hitting the country's economic growth, reports Times of India. Underlining the threats which exist despite various security measures taken post-Mumbai terror attacks, the MHA said, "The challenge that we face today is from terrorist organisations that are not only equipped with latest technologies and have immense access to funds, but are having active backing of various external agencies." The MHA also said, "It is important that we are totally committed to a comprehensive approach to tackling terrorism and put in sustained intensive efforts to end this menace." However, among measures taken to strengthen security and intelligence infrastructure in the past year, the MHA listed functioning of the Multi-Agency Centre (MAC) within the Intelligence Bureau for effective intelligence sharing, setting up of four regional hubs of National Security Guard (NSG) at Hyderabad, Kolkata, Mumbai and Chennai, move to set up 20 counter-insurgency and anti-terrorism schools across the country, constitution of National Investigation Agency (NIA) and strengthening of coastal security among other things. The MHA also said that due to close coordination among intelligence and security agencies of the Centre and States, a number of sleeper cells were broken up, key Lashkar-e-Toiba (LeT) operatives arrested, terrorist incidents averted and a large number of cases resolved. Referring to the situation in Jammu and Kashmir, the traditional war zone of Pakistan-based terror outfits -- the MHA said that the number of violent incidents has gone down considerably and till October, 436 incidents were reported compared to 575 during the corresponding period in 2008.

The assailant first shot at ATS constable Sitaram Batham (32) in the Teen Pulia area, city Superintendent of Police (SP) S. K. Nashine said. The assailant then possibly left his motorcycle there and ran towards Ganeshtalai area where he shot dead an advocate standing in front of his house, he said, adding later the assailant crossed the railway track to reach Anand Nagar and snathched the motorcycle of a bank official, Ravishankar Pare and also shot him dead. The suspected SIMI cadre then ran towards Sinhada and disappeared. While Pal and Pare died on the spot, Batham succumbed to his injuries in the District hospital. Batham was involved in cracking down the network of SIMI in Khandwa District which was its one of the major base and at that time the banned outfit activists had warned him of dire consequences, Police said.

Action was also being taken to strengthen the intelligence capabilities of the States by earmarking funds under the Modernisation of Police Force (MPF) scheme. Detailed guidelines for the restructuring and strengthening of special branches and other intelligence units in the States were issued. Special sub-plans were under preparation in extremist-affected areas. Also, States were asked to submit proposals to strengthen the branches and units by providing equipment support and training facilities. The report said that INR 1.47 billion was sanctioned to establish secure online connectivity between various agencies connected to the MAC and SMAC. This was in addition to the scheme of INR 41.85 billion for modernising Central Para Military Forces (CPMF) to enhance their operational capabilities. Under this scheme, the forces would be equipped with latest weapons, surveillance and communication facilities and body-protection gear.

As part of a Central initiative to strengthen the intelligence machinery across the country in the backdrop of the 26/11 terrorist attacks in Mumbai, the Tamil Nadu Police has operationalised a Subsidiary Multi-Agency Centre (SMAC), reports The Hindu. Linked to the Multi-Agency Centre of the Intelligence Bureau (IB) in New Delhi, the system is connected to all other intelligence units in the State. It provides high-speed connectivity for online transfer of voice and data. A dedicated team of the Special Branch CID that reports to the State Intelligence chief operates it. “We are among the first few States to implement the SMAC facility. It is part of the National Intelligence Grid to evolve online and seamless flow of intelligence and security-related information between the Centre and States. Any threat perception will be carefully analysed and communicated to New Delhi. The SMAC became operational in a special control room with videoconferencing facility. Our priority will be coastal and internal security matters,” Inspector General of Police (Intelligence) M.S. Jaffar Sait told The Hindu on November 30.
