According to Times of India, the Union Minister of Home Affairs P. Chidambaram said on September 1 that he had raised the issue of fake Indian currency being smuggled out of Nepal with the country’s Prime Minister on a recent visit and the matter will be further pursued at official levels. "I did mention the problem of fake currency to him (Nepal Prime Minister). He shared our concern. This will be followed by Home Secretary level talks," Chidambaram said. He also said that though the notes were being routed through Nepal, they were being printed elsewhere. Chidambaram had called on Nepal Prime Minister Madhav Kumar Nepal on August 20 and also met the Nepal's Home Minister en route to Bhutan. Regarding insurgency groups using Bhutan's territory to set up training camps, the Union Home Minister said there was some evidence to suggest that terrorist groups like the United Liberation front of Asom (ULFA) were active in the area.

Chidambaram accused Pakistan of not being serious in punishing perpetrators of the November 26, 2008 Mumbai terrorist attacks and allowing the terrorist infrastructure to continue intact. "Pakistan is not serious about prosecuting and punishing those responsible for perpetrating the Mumbai attacks. They are still on Pakistani soil," Chidambaram said. He was responding to Pakistan's reaction to dossiers given by India. Chidambaram also said that the terror infrastructure, which helped attacks like the one in Mumbai to be carried out, was intact across the border. "That is my complaint against Pakistan and that is my disappointment with Pakistan," he added. Asked about Islamabad's repeated questions on the dossiers, he said, "I hope that they will not be able to invent more questions."

Four cadres of the People’s Liberation Front of India (PLFI), earlier known as Jharkhand Liberation Tigers (JLT), were killed in two different incidents on September 1, Telegraph reports. Two PLFI cadres, identified as Benjamin Baghwar (27) and Augustus Baghwar (28), were killed in an hour-long encounter with the Police in the Surang forests of Gumla District, about 100 kilometers from the State capital Ranchi. The Superintendent of Police (SP) Upendra Kumar said three other cadres managed to escape. A DBBL gun and a country-made gun were recovered from the incident site, Police sources said.

The Indian Army Chief General Deepak Kapoor said on September 4 that India would be forced to retaliate in case Pakistani army continues to violate the cease-fire and try to push in militants through the border under the cover of gunfire, Indian Express reported. Reacting to queries on the increase in the number of infiltration bids in Jammu and Kashmir, General Kapoor said this was consistent with the trend observed through the years that more and more militants want to enter the Valley before the arrival of the winter season, with Pakistani soldiers trying to divert the attention by indulging in firing from across the border. “We understand their tactics and will take appropriate steps,” he said in New Delhi. “As far as possible, we exercise maximum restraint. But if such ceasefire violations occur, it is automatic that at some stage, we will have to retaliate,” he said. The CoAS also said India had been routinely taking up the issue of cease-fire violations during border meetings with Pakistan. “Our effort is to continue the cease-fire so that there are not many casualties and the two countries are able to maintain good relations,” he added. Earlier on September 2, General Deepak Kapoor said Pakistan's efforts of increasing its nuclear strength were a matter of concern and that Islamabad was going well beyond the degree of deterrence. "There is a difference between having a degree deterrence, which is required for protection, and going beyond that. If the news reports of (Pakistan) having 70 to 90 atomic bombs are correct, then I think they are going well beyond the requirement of deterrence," said Gen Kapoor, who was speaking during his visit to the army's Artificial Limb Centre at Wanowrie in Pune in Maharashtra, Times of India reported.

According to The Hindu, India has never ruled out the involvement of state actors in Pakistan in the Mumbai terror attacks despite Islamabad’s contention to the contrary, Union Home Minister P. Chidambaram said. “We have never ruled out (involvement of) State actors. Although Pakistan has maintained that only non-State actors were involved, we have never ruled out the involvement of state actors and we have never accepted this distinction between state actors and non-state actors because both operated from Pakistani soil,” he told NDTV. He was replying to a question on possible links of the Pakistan Army in the attacks as Jamaat-ud Dawa (JuD) chief and mastermind of November 26, 2008 Mumbai terrorist attacks (also known 26/11), Hafiz Saeed, was accompanied by one ‘Major General Saab’ during a meeting with the lone arrested Mohammad Ajmal Amir ‘Kasab’ and other Mumbai terrorist attacks accused at a training camp. “Well that [involvement of Pakistan army] can only be revealed by investigation,” he said. Chidambaram termed as “atrocious” Pakistan’s decision to let off Saeed in the Mumbai case. “There is enough and more evidence to continue the investigation against Hafiz Saeed. On the face of this evidence, to let him off, I think, is atrocious,” the Union Home Minister said. “… So they know what we have but if there is an opportunity, I will certainly walk them through the dossier to point out that there is enough evidence [against the JuD chief],” the Home Minister said.

Chidambaram has said, reports Times of India. "I make this promise that the Commonwealth Games will be conducted under full and comprehensive security. Nobody needs to fear," he told a private news channel. Noting that threat faced by political leaders should not be underestimated, the Home Minister said, "If a political leader faces a threat, he has to be provided security and I think the Government is committed to providing security to every political leader who faces a threat." Private security guards in Uttar Pradesh may soon starting looking more professional and confident as the State Anti Terrorist Squad (ATS) is all set to train them to combat terror strikes, reports Times of India. "The move aims to engage private security agencies in our fight against terrorism," a senior official with the Uttar Pradesh ATS said. "Deployment of only those private security guards will be allowed at multiplexes, cinema halls, banks and other prominent private establishments, who have successfully completed the training programme," he added. According to an estimate, there are nearly 125,000 private security guards from about 300 security agencies operating in the State. Currently, there exists no rule that governs the deployment of security guards at private places. "The training programme primarily aims to equip private security guards in tackling crime," Additional Director General (Law and Order) A. K. Jain said. "It (training programme) would definitely enable them (private security personnel) to assist Police in tackling terror," Jain added. Meanwhile, highlighting the core contents of the training programme, the official said it would broadly comprise training the security guards on how to pick up early warning signs of terror strikes, how to handle a terror situation and how to act after terror strikes, officials said. Most private security guards do not undergo any specific training to control terror activities and are deployed merely on the basis of their physical fitness, the official said. Even as no deadline has been fixed for launching the 60-hour training programme, sources in ATS said that the Home Department has directed them to initiate the programme "at the earliest". Sources said that the 60-hour training programme would be launched in a phased manner in parts of Uttar Pradesh. Filing the charge sheet before chief Metropolitan Magistrate Kaveri Baweja, The Delhi Police alleged the involvement of Mohammad Akbar Ismail Choudhary, the cadre of media wing of Indian Mujahideen (IM), for helping in sending terror e-mails to the Television channels before and after the bomb blasts in Delhi, Jaipur, Surat, Ahmedabad and Bangalore. Choudhary has been charged under various sections including Unlawful Activities (Prevention) Act, the Explosive Substances Act and Information Technology Act. Choudhary remained in the custody of Mumbai Anti Terrorist Squad (ATS), Gujarat ATS, Hyderabad and Bangalore Police before coming to Delhi. Choudhary was arrested by Maharashtra ATS along with 14 other cadres of the IM between September 28 and October 5, 2008 from Pune, Mumbai and several places in Uttar Pradesh. However, this is the eighth charge sheet in the blasts. However, no causality was reported till news last came in at 11.45 pm, (IST) stating that Pakistan had fired three more rockets which were yet to be traced. “Earlier, two rockets were fired from the Pakistani side, one falling in Dhanoae Khurd and the other is yet to be traced,” said BSF, Inspector General (IG), Frontier, Himmat Singh. As India opened fire from Pul Kanjari end, losing patience over repeated violations during peace times between the two nations, the IG confirmed, “During my tenure, this is the first time that BSF has retaliated.” Swinging into action, Police laid down barricades on roads leading up to the border, disallowing even the media to cover the incident. Calling for an emergency flag meeting with Pakistan Rangers, sources said, BSF strongly protested the unwarranted firing. The last time Pakistan had breached border rules was in the night of July 5, when three rockets landed on the Indian side — one each in Dhandae, Baherwal and Konake — while another failed to make it and fell in the attacker’s territory near Pul Kanjari. However, Pakistan's Border Security Forces on September 12 (today) rejected a contention by their Indian counterparts that several rockets were fired into Indian Territory from across the border in the Wagah sector. A meeting between the sector commanders of Pakistan Rangers and Indian BSF over the issue remained "inconclusive", a spokesman for Pakistan Rangers said. He conveyed New Delhi’s concerns during meetings with U.S. Secretary of State Hillary Clinton and top security officials of the U.S President Barack Obama administration. Completing his four-day U.S. visit, Chidambaram told journalists in Washington that he was going back to India with a “lot of ideas.” One of these was establishing something on the lines of the National Counter-Terrorism Centre of the U.S. Set up in 2004 under a presidential executive order, the centre, staffed by over 500 personnel drawn from 16 departments and agencies, spearheads U.S. efforts to combat terrorism at home and abroad by analysing threat perceptions and sharing information with friendly countries. Chidambaram reportedly met National Security Adviser James Jones, Federal Bureau of Investigation (FBI) Director Robert Mueller, Homeland Security Secretary Janet Napolitano and U.S. Attorney-General Eric H. Holder Jr. Early. Chidambaram said that he had told the U.S. officials about Pakistan not prosecuting perpetrators of the Mumbai terror attacks, including the mastermind Hafiz Mohammad Saeed, founder of the Lashkar-e-Toiba (LeT), who was roaming free in that country despite evidence provided by India. “I did brief them on the state of the trial of Amir Ajmal ‘Kasab’ [the lone surviving LeT militant in 26/11 Mumbai attack] in India and I also did mention about no progress in Pakistan in respect of the five or six people they have arrested. And Hafiz Sayeed remains a free man. I think that is enough. They know to draw the lessons from that statement,” Chidambaram added. In addition, the Union Home Minister has given to U.S. officials a list of 60 Pakistani terrorists killed by Indian Security Forces (SFs) in various encounters in different parts of the country and 10 others arrested in the last one year, adds Times of India. Investigations into the recent haul of arms and ammunitions, including about 14.7 kilograms of RDX from two locations in Barmer District, have revealed that the entire operation was the handiwork of ISI, which is now using cadres of the BKI and a few absconding smugglers. Intelligence sources said that it was a week-long operation by the ISI, but preparations for it had begun almost two months ago. It is believed that after getting a green light from the local ISI area commander, the consignment weighing 45 kilograms was sent from Karachi on August 24. Two carriers, Fotia and Alia, belonging to Pakistan, were entrusted with the task of pushing the consignment containing 14.7 kilograms of ready-to-use RDX and other deadly items into Barmer border. "They had attempted to smuggle the consignment through Jaisalmer border in the second week of August, trying to take advantage of the fact that the security forces would focus on Prime Minister Manmohan Singh's visit to Barmer,'' said a senior Police officer. The Police had already come to know that there were 20 packets in all. "Eight packets had been recovered on September 8. When Lunia was arrested, he kept insisting that there were just eight packets, but as the investigators already knew about the consignment, they confronted him with the information and succeed in recovering the rest of ammunition on Sunday,'' the officer added.

The seizure items include 8.7 kilograms of RDX, eight detonators, eight magazines, 596 bullets, 500-feet long safety wires, four batteries and four foreign-made pistols. With the latest seizure, the Police have effectively thwarted attempts by the Babbar Khalsa International (BKI) to execute fresh attacks in the country, said sources. Earlier on September 8, Police had seized several arms and ammunitions including six Kilograms of RDX, eight foreign-made pistols, 16 magazines, 12 detonators and wires. The consignments were smuggled to Barmer from Pakistan with the help of Inter Services Intelligence (ISI), Pakistan’s external intelligence. The September 13 seizure occurred following the interrogation of Sodha Khan (28), who was arrested on September 12.

"We support countries helping Pakistan fighting against terrorism, but we do not expect the aid turned against us," Tharoor told. The US should monitor its aid to Pakistan, he said, adding that Musharraf's disclosure did not surprise India. Musharraf's revelation confirms India's stand on misuse of US aid by Pakistan, he further added. He was reacting to a question on Musharraf's admission in an interview that Pakistan had used the aid provided by the US for the war against terror during his regime to strengthen defences against India. As reported earlier, Musharraf had admitted that he had violated rules governing the use of the military aid, and justified his actions by saying he had "acted in the best interest of Pakistan". Musharraf said he "did not care" whether the US would be angered by his disclosure as he did not want to compromise on Pakistan's interests. India has long voiced its concerns about the misuse of huge aid that the US gave to Islamabad during the so-called war on terror, expected to be over $10 billion, but this is the first public admission by a top Pakistani leader. The current Pakistan Government has, however, denied any misuse of US aid.

We were able to bust 12 terrorist modules in 2008 and, in the first half of the current year, we have been able to neutralise 13 modules.” Chidambaram said while delivering the inaugural address at the three-day annual conference of State Police chiefs and Inspectors-General (IG), organised by the Intelligence Bureau (IB) in New Delhi. He said that there were attempts from across the border to forge unity among separatists in Jammu and Kashmir and escalate violence. Chidambaram spoke about his goals in internal security and policing over the next five years. He described the November 26, 2008 Mumbai terrorist attacks (also known as 26/11) as a “game changer,” saying “we can no longer afford to do business as usual.” “Let me state our position clearly. On terrorism, our stance is zero tolerance. We shall raise our level of preparedness to fight any terror attack and, in the case of threat or attack, our response will be swift and decisive,” he said, adding that Policing in India was always a challenge and after 26/11, it became graver. He pointed out that the large scale diversion of development funds to militants gives them easy access to critical resources which helps them recruit new cadres as well as procure arms, adds Times of India. "We are questioning him and trying to establish his role in the arms haul case. It’s too early to comment on it,'' said ATS Additional Commissioner Sukhvindar Singh. Kashmiri is suspected to have played a key role in 2006 Aurangbad arms haul case where the ATS claimed to have seized State's second biggest consignment- 43 Kilograms RDX. Besides, 16 AK-47 rifles, hand grenades and over 3,200 live bullets were also seized. Kashmiri was booked in this case under the stringent sections of the Maharashtra Control of Organised Crime Act (MCOCA). "Preliminary inquiries revealed Kashmiri sent four youths to Pakistan for training in terror. Our teams are continuously working on the case and trying to get more information,'' ATS Chief Krish Pal Raghuvanshi said. Riedel warned India in an interview that military assistance provided for one purpose can be “inherently” used for another purpose or adversary because it is “fungible” in nature. Riedel made the statement even as he added that Washington will look into all allegations of transfer of American technology provided to Pakistan. “It should be borne in mind, however, that military assistance is always fungible, that is equipment provided for one purpose can inherently be used for other purposes. A suspected aide of underworld gangster Dawood Ibrahim, identified as Naresh Jain, was arrested by the Enforcement Directorate (ED) from the residence of his brother Shyam at Pitampura in North Delhi on September 25, reports Times of India. He was accused by the United States (US) for funding terrorist activities and running a hawala (informal money laundering system) operation over INR 50 billion. The arrest followed the recovery of unaccounted cash totalling about INR 6 million. ED officials also claimed to have found foreign currency worth a little over INR 300000, documents showing foreign bank accounts, unaccounted investment and hawala transactions worth billions of Indian rupees. Papers showing transactions of millions of Indian currencies with different Pakistan and Afghanistan based persons and entities were also found and seized, officials added. Officials also said that the raids were carried out on eight premises of Naresh and his family members. Naresh moved his base to Delhi from Dubai in United Arab Emirates earlier six months because of the growing interest of the US and other countries in his activities. Jain was on the radar of US and other countries since a sting operation codenamed "Operation Khyber Pass" conducted by Italian Police and US Drug Enforcement Agency about six months earlier. His areas of operations are believed to be spread over Nigeria, Italy, Afghanistan, China and Pakistan among many other countries. Naresh was summoned for questioning by the ED on September 24. Naresh, who has been booked under the Foreign Exchange Management Act, was earlier arrested by Dubai Police along with his six associates in 2007 as part of their crackdown on money launderers. Dubai Police had also recovered bank accounts of 21 expatriates after they were found allegedly involved in laundering money to Italy and the UK. The arrest was effected, after inputs from the US and United Kingdom’s (UK) Serious Organised Crime Agency warned that Naresh was involved in laundering drug money for various terrorist outfits including al Qaeda and Taliban. Naresh was reportedly on the radar of the US intelligence agencies ever since he was spotted at the marriage of Dawood's daughter in Dubai in 2005. He had been using his hawala network spanning across continents to facilitate financial transactions of Dawood's narcotics trade. It was also alleged that Naresh was using certain companies and accounts in New York for depositing proceeds of crime (drug money) and transferring the funds generated illegally to drug barons in locations such as Turkey.

He made it clear that there was no change in India's stand on Pakistan since the Sharm-el-Sheikh in Egypt talks with his Pakistan counterpart Yousuf Raza Gilani, a position he has made clear in Parliament. "India's message is that India seeks to normalise its relationship with Pakistan. But the only obstacle is that it should shed its old attitude of using terror as a state policy," Manmohan Singh told a press conference winding up his two-day trip to Pittsburgh where he attended the G-20 Summit. "A team will go to Colombo to question KP once we get the political clearance from Sri Lanka," said B. N. Misra, chief investigating officer of the MDMA based in Delhi. "KP is a prime accused in the Tongnova case in which 14 have been accused. While 13 were tried and acquitted by courts in Chennai, KP remains an absconding accused," said Misra. In the November 1991 case, an LTTE-owned freighter, Tongnova, was intercepted in high seas and caught by the Indian Navy off the Karaikal coast. The team, besides interrogating KP on his role in Rajiv assassination and his possible involvement in the conspiracy, will also probe his links with foreign arms dealers.

The Hindu reports that Pakistan’s investigation into the November 26, 2008 Mumbai terrorist attacks (also known as 26/11) has concluded that Lashkar-e-Toiba (LeT) militants carried out the assault, according to a media report in The New York Times, which also said some people in the Pakistan’s Inter Services Intelligence (ISI), knew about the plot but “closed their eyes.” Quoting a dossier compiled by Pakistani investigators, The New York Times reported that LeT recruits for the attack were vetted and trained in different parts of Pakistan including at well-established camps in Muzafarrabad in Pakistan occupied Kashmir (PoK) and in Mansehra in the North-West Frontier Province (NWFP). “A core group, the 10 chosen for the Mumbai assault, was eventually moved to Karachi and its suburbs, where the real drilling began and where Pakistani investigators later retraced the plotters’ steps,” the report said. “The investigation concludes beyond any reasonable doubt that it was Lashkar militants who carried out the Mumbai attacks, preying on their victims in a train station, two five-star hotels, a cafe and a Jewish centre over three days starting last November 26,” the daily report added. Quoting a “highly placed” LeT militant, the English daily said that the Mumbai attackers were part of groups trained by former Pakistani military and intelligence officials at LeT camps. “Others had direct knowledge that retired Army and ISI officials trained Lashkar recruits as late as last year. Some people of the ISI knew about the plan and closed their eyes,” The New York Times quoted the militant as saying. Further, quoting the Indian and Pakistani dossiers on the 26/11 Mumbai attacks, the news paper beginning as early as May 2008, the group trained and planned brazenly while living in various neighbourhoods in and around Karachi. “They made scores of calls using cell phones, some with stolen numbers, starting in August. They set up voice lines over the Internet.” At one water sports shop, they bought inflatable boats, air pumps, life jackets and engines. One of their training camps, with five thatched rooms and a three-room house, was located near a creek, where they conducted water drills in the open. Working from Millat Town, a dusty, middle-class Karachi suburb on the eastern edge of the city, Sadiq organised the cadre. “Neighbours described him as quiet and pious, riding around the streets with his two young sons perched on his motorbike. The Pakistani dossier says he was a committed Lashkar militant.” the daily reports Using handwritten manuals, the recruits were trained how to use cell phones to keep in contact with their handlers during the attack. They pored over detailed maps of the Indian coastline, plotting the course they would take to Mumbai. They learned how to use global positioning devices, the report said.
