There was a decline in possible infiltration along the India-Bangladesh border as 2,098 cases were reported in 2009 as against 3,175 in 2008. The minister said "there is no specific input about nexus between insurgent groups and illegal Bangladeshi migrants in general." The strengthening of infrastructure on the India- Bangladesh border is also on the anvil with nearly 150 per cent hike in the budget to improve fencing, floodlights and roads. "The Government has approved the revision of targets of fencing and road works along India-Bangladesh border from earlier sanctioned works of 2,429 km for fencing and 797 km of roads to 2,579 km and 1,422 km respectively under phase-2," he said. "Out of 3,436 km of fencing and 4,326 km of border roads sanctioned by the Government on Indo-Bangladesh border, the construction work of 2,677 km of fencing and 3,330 km of border roads has been completed," he said.

India foiled 12 terror attacks in the last one year but it cannot afford to lower its guard as Pakistan has not changed its approach, Union Home Minister P. Chidambaram said in the Parliament on December 2, reports IANS. 'There has been no terror attack in the last one year and two days. In fact, we have foiled a dozen terror attacks,' Chidambaram said while replying to a short duration discussion in the Rajya Sabha (Upper House of Parliament) on the internal security situation. 'Against Pakistan, we have built capacity but we remain vulnerable as our adversary has not changed his approach,' the Home Minister said. Chidambaram had referred to Pakistan during question hour too, saying the sub-continental peace process would not be resumed unless Islamabad took concrete action against the perpetrators of the November 26, 2008 (also known as 26/11) Mumbai attacks.

India is as vulnerable to a terror attack as it was a few months ago because terrorist outfits have forged alliances against the country, Union Home Minister P. Chidambaram said on December 2, according to Times of India. "We are as vulnerable today, as we were a few months ago. Groups like Lashkar-e-Toiba (LeT) are now coordinating their action. One of these groups appears to have forged ties with al-Qaeda," he said in the Rajya Sabha (Upper House of Parliament). Without naming Pakistan, Chidambaram said even while there has not been any terrorist attack in the last one year, the country cannot lower its guard because "our adversary has not changed its attitude...". Replying to a debate on the internal security, he said the epicenter of the cross border terrorism is the junction point of Afghanistan and Pakistan and since India is in the region, "we are vulnerable".

On December 3, the two Lashkar-e-Toiba (LeT) militants, who were handed over to India by the Bangladesh Rifles (BDR) near the India-Bangladesh border in Meghalaya on December 2, confessed their involvement in the July 25 Bangalore serial bomb blasts, reports Times of India. “Nazir Tarian Dabede (25) alias T Nazir told interrogators of Meghalaya Police and BSF that he had planted the bombs along with another person, Rahim,” a top Police official said on December 3. “The duo did not admit their involvement in the 2005 terrorist attack on the Indian Institute of Science in Bangalore,” the official added. They are likely to be taken to Bangalore on December 5. A Bangalore Police team, led by an ACP, has arrived here. Formalities are on to take the two to Karnataka, officials said.

Express Buzz reports that the arrested Lashkar-e-Toiba (LeT) militant and the mastermind of the July 25, 2008 Bangalore bomb blasts, Nasir, who was handed over to the Bangalore Police on December 4, has revealed to investigators that he had links with Abdul Nasir Madani, leader of the People’s Democratic Party (PDP), the Police said in Bangalore. Tadaiyantavida Nasir alias Ummer Haji alias Ummer and his close aide Safaz alias Shafaz Samsuddi, were taken into custody by the Bangalore Police team lead by Assistant Commissioner Omkaraiah, City Commissioner of Police Shankar Bidari told Express Buzz. Madani was reportedly the first accused in the 12 serial bomb blasts that killed 33 people and injured 153 others in Coimbatore on February 14, 1998. But he was released after the Police failed to prove his involvement. He had close contacts with Nasir and the police are interrogating Nasir about possible involvement in the Coimbatore case, a Police officer said. Nasir allegedly visited Madani in October 2007 and acted as a mediator in a scuffle between Madani and Nasir's associates. The Police said that Nasir reportedly revealed to investigators that he was responsible for converting youth in the Students Islamic Movement of India (SIMI) through Tareequath classes (a meeting of like minded) to the Jihadi ideology. The Police said that Nasir and his associates regularly visited Hyderabad to attend similar assemblies.

A team of the Federal Bureau of Investigation (FBI) would arrive in New Delhi on December 7 (today) on a two-day visit to acquaint the Indian authorities with the outcome of the FBI’s probe into the visits to India by David Headley and Tahawwur Rana around the time of the Mumbai attacks in November 26, 2008, highly placed Government sources said, The Hindu reported. The duo is now in the custody of U.S. authorities. A team of Indian Intelligence officials recently returned empty-handed from the U.S. as the investigation was not completed. Sources expect the FBI team to come armed with additional material promised during Prime Minister Manmohan Singh’s visit to America.

Top United States (US) security expert and former secretary of Homeland Security which was created after 9/11 said on December 7 that more Mumbai-like attacks were likely to happen in the future and that the challenge before India was to integrate fully all elements of domestic security for dealing with terrorism, according to Times of India. According to Chertoff, who headed Homeland Security from 2005 to 2009, safe havens for terrorists in countries like Afghanistan and Pakistan posed one of the biggest challenges for the world and that an otherwise weakened al Qaida had been able to rebuild itself somewhat in areas controlled by Pakistan. “In Mumbai attacks we have seen evolving the tactic of using weapons and bombs together in a commando like operation and how dangerous such an attack could be. Such attacks are likely to happen more and the challenge before everybody is to be able to deal with them,'' said Chertoff, while delivering a lecture on terrorism and threat to India. “There are safe havens around the world which are being used by terrorists to plan and organise strikes. Afghanistan was one such haven after 9/11. Chertoff admitted that while al Qaida is a much weaker force now than it was in 2001 and that it no longer has its earlier “command and control system'' it has been able to rebuild itself to an extent in Pakistan. He said that it also coordinates with groups like Lashkar-e-Toiba (LeT). He, however, said that India had to exercise extreme caution in dealing with terrorism emanating from a nuclear-armed Pakistan. According to Chertoff, technology and internet-induced radicalisation was another challenge for India and that it needed to develop ``soft power'' to prevent elements of radicalisation from taking shape. “All soft power has to be used to check elements of radicalisation and alter the conditions on the ground. We have the example of Saudi Arabia and Singapore,'' said Chertoff. “As for technology, we can't put the genie back. To look at the positive side, we have developed the capability to detect radioactive and other dangerous substances. The use of biometrics, which is increasing being used in India too, is another positive as it makes it harder to forge documents. It helps in locating the needle in the haystack,'' he added. Chertoff revealed that had the current security apparatus in the US been in place in 2001, at least 15 of the 19 who executed 9/11 would have been caught in the planning stage. Chertoff further said that India too needed to enlist support from the private sector in dealing with terror, just like what the US had done after 9/11, and ensure it coordinates with law and order agencies. He admitted that while integration of all intelligence and security agencies was the motive behind the US National Counter Terrorism Centre, intelligence assessment was the key to preventing terrorist strikes. “It is necessary that all agencies involved have access to all the information. I always looked for 2 or 3 different perspectives or competing assessments. The key is to allow dissenting views just like the NCTC does and it always helps,'' he said, adding that cyber security too was a major concern for the US. “The US made this mistake of treating al Qaida as a police matter before 9/11. We realised after the attack that the planning and coordinating mechanism needed to be taken to the civilian domain. There is a need for layered defences in dealing with terror - not one tactic, but a series of tactics,'' he said, while advocating the role of private sector.

In a new disclosure, the Federal Bureau of Investigation (FBI) has said that the famous Somnath temple in Gujarat, Bollywood stars and Shiv Sena leaders in Mumbai were also the targets of Lashkar-e-Toiba (LeT), which was planning to carry out strikes with the help of two Chicago-based residents of Pakistani origin, according to Times of India. These three possible LeT targets were revealed for the first time by the FBI in a footnote to the fresh evidence and chargesheet submitted by it against Pakistani-Canadian Tahawwur Rana, the terror suspect whose bail plea hearing is scheduled for December 15 (today) in a Chicago court. Earlier, the Federal Bureau of Investigation had said that the National Defence College in New Delhi was on the hit list of LeT. "In the September 7, 2009 conversation, David Coleman Headley discussed four targets with Rana - Somnath (a temple in India) and Denmark, Bollywood (a reference to the Indian film industry) and Shiv Sena (a political party in India with roots in Hindu nationalism)," the FBI said in a foot note on page nine of the 10-page fresh affidavit. "In his post-arrest statement, Rana falsely claimed that these were references to potential business ventures. It is difficult to imagine why a person who praises the work of a designated terrorist group that attacks India would look at an Indian temple or a Hindu nationalist party as a business venture," the FBI noted. "It bears note that, as set out in the complaint, 'business' and 'investments' were code words used by Rana, David Coleman Headley (Pakistani-origin American terror suspect has been charged for plotting Mumbai terror attacks), "Pasha" (a retired Pakistani Army Brigadier) and others to describe terrorist plots," the FBI said. An official said, “It is possible that one or two suicide bombers could be positioned in each of the cities, which are on terror radar. They have been trained by Taliban and pushed into India by LeT.” The suicide bombers’ targets include BARC, Trombay; Bombay Stock Exchange (BSE) and Shiv Sena Bhavan in Mumbai; American consulate and sea port in Kolkata; Rashtiya Swayamsevak Sangathan (RSS) headquarters in Nagpur; National Defence College in Delhi, and some defence establishments and civilian targets in other cities including Ahmedabad. However, the two-member committee did not find any serious lapses to act or react on the part of individual officers and Police Men of the Mumbai Police. "There was absence of overt leadership on the part of Hasan Gafoor, the CP, and lack of visible Command and Control at the CP's office," said the report prepared by former Governor and Union Home Secretary R. D. Pradhan. The report tabled by Maharashtra Home Minister R.R. Patil in the Assembly on December 21 said the Committee found several lacunae in working, both within Mantralaya, the State secretariat, and the Police establishment. "Well set out procedures for handling intelligence and 'Crisis Management' were overlooked. These require urgent attention," Pradhan said in his note to Chief Minister Ashok Chavan presenting the report of the committee which also had as member V Balachandran, former Special Secretary in the Cabinet Secretariat. The report said the "war-like" attack was beyond the capacity of the Mumbai Police -- for that matter of any police set up. It had to be tackled by specialised forces such as the National Security Guards. "However, we find that the CP Mumbai did not exhibit adequate initiative in handling the multi-pronged attack. He remained at one spot near Trident Hotel throughout the operations.

According to sources in the Crime Branch (CB) of the Criminal Investigation Department (CID), a special team investigating many FICN cases that were reported in the recent past visited Jharkhand and West Bengal, as most of the accused persons hailed from there. Acting on instructions from the Additional Director-General of Police (CBCID) Archana Ramasundaram, the team followed specific clues and arrested Sheikh at his native village in Sahibganj District. He also said that NCTC must have a broad mandate to deal with all kinds of terrorist violence directed against the country and the people, adds The Hindu. “While the nature of the response to different kinds of terror would indeed be different and nuanced, NCTC’s mandate should be to respond to violence unleashed by any group — be it an insurgent group in the North East, the CPI (Maoist) in the heartland of India or any group of religious fanatics anywhere in India acting on their own or in concert with terrorists outside India.” Chidambaram said adding, “NCTC would, therefore, have to perform functions relating to intelligence, investigation and operations. All intelligence agencies would therefore have to be represented in the NCTC. But I am clear in my mind that without ‘operations,’ NCTC and the security architecture that is needed will be incomplete. The Union Home Minister, however, added that intelligence sharing had improved and the results were beginning to show. "But the credit goes to luck. One has to be lucky every time a terror plot is hatched. On the other hand, the terrorist has to be lucky just once," he said. Referring to his recent visit to the US, Chidambaram said that he had asked officials there how no terrorist strike had taken place after 9/11. "I was told it was 95% luck and 5% because of changes made after the 2001 attack," he said. "So, while it has been luck mainly, there has also been better intelligence gathering and better intelligence sharing between various agencies." Recalling how 26/11 put the nation in a state of shock and anger, he said, "a billion-plus people felt they had been humiliated and the country had been brought to its knees by a small band of terrorists. The security establishment was in disarray and numerous questions were being asked." Ranging from failure of intelligence agencies to total collapse of the crisis management system, "these questions continue to haunt me and many others even today", he said.

Intelligence agencies on December 25 sounded a fresh terror alert in Kolkata, Mumbai and Delhi following reports that terrorists had sneaked into these cities to target vital installations, reports Times of India. The Union Ministry for Home Affairs (MHA) sources said that Taliban trained fidayeen (suicide squads) had reportedly entered the country to carry out attacks at specific iconic structures. Security has been beefed up at key installations and patrolling has been intensified in market places, railway stations, airports and hotels, sources said.

Border Security Force (BSF) personnel along the Kutch border in Gujarat have gone into high alert after two Pakistani boats with armed occupants, made yet another attempt to infiltrate into India from Harami Nala area near Sir Creek at about 12.30 am IST on December 26, reports Times of India . Officials are taking the incident seriously as BSF personnel and the intruders exchanged fire for nearly three hours before the boats turned around. According to officials, the armed men were tenacious and were familiar with the hostile terrain. No fish was ever caught with a gun, officials add. Besides, no fisherman would risk his life in this sensitive area in the middle of the night given the increased security here. Significantly, in the last two months, this is the third incident where armed men have tried to infiltrate through Harami Nala. The Harami Nala is a sluggish and shallow water channel, spread over 500 square kilometres near the Pakistan border.

The two hotels and the Leopold Cafe - the worst-hit sites during the multiple terrorist attack last year - in south Mumbai were ill-prepared to thwart the attack despite their managements being informed about specific intelligence warnings that the LeT was planning to target them, says the report of the R.D. Pradhan probe committee. The three sites were specifically named in different intelligence tip-offs, the panel found during its investigations. The hotel managements ignored the warnings and didn't take proper security measures as advised by the Police, it says.

The Union Government has directed the NIA to investigate the Students Islamic Movement of India (SIMI) camps held at Wagamon and Pannayikulam. "Four cases have been handed over to the NIA - the Pannayikulam and Wagamon cases being the new ones," said Union Home Secretary G K Pillai. The US on December 29 alerted its citizens to be cautious during their visit to India and asked them to defer their travel to Andhra Pradesh as violence continues over issue of a separate Telangana State, reports Times of India. This is the third travel alert issued by the United States in quick session. "The US Government continues to receive information that terrorist groups may be planning attacks in India. Terrorists and their sympathisers have demonstrated their willingness and capability to attack targets where Americans or Westerners are known to congregate or visit," the travel alert said. "In addition, there continues to be a possibility of violence in the south-central Indian State of Andhra Pradesh over the contentious issue of creating a separate state," the State Department said. This alert replaces the travel alerts dated October 29 and December 9, 2009, and expires on January 31, 2010, it said.

Kerala Home Minister Kodiyeri Balakrishnan on December 30 has said that a special wing will be constituted in the Police department exclusively for dealing with the threat of terrorism, reports The Hindu. Balakrishnan also adds that those who had got special training in dealing with terrorism would be included in the special wing. The Government would recruit 10000 Police Constables in the next one year to address the shortage of police personnel. He also informed that 3000 Police constables had already been selected from the State Public Service Commission (PSC) list and were undergoing training at the Police training college. Another 7000 constables would be selected from the PSC list soon, he added.
