On July 7, a massive combing operation was launched by the Tamil Nadu Police, with assistance from intelligence and Coast Guard personnel, in nearby islands and all coastal Districts of the State to verify whether any Liberation Tigers of Tamil Eelam (LTTE) militant had infiltrated into the areas in the aftermath of the outfit's defeat in Sri Lanka, reports Express Buzz. The operations, ordered by the Union Home Ministry, were being carried out jointly by the Tamil Nadu Police, including the Coastal Security Group and "Q" Branch, various intelligence wing personnel and Coast Guard, official sources said. Police used metal detectors and sniffer dogs to thoroughly check the casurina jungle in Dhanushkodi area and various islands, including the Musal Tivu in the Gulf of Mannar. The operations would continue till tonight, they said.

The Government on July 8 said it is still waiting for a formal response from Sri Lanka confirming the death of Liberation Tigers of Tamil Eelam (LTTE) chief Velupillai Prabhakaran, reported Express Buzz. "In connection with the Rajiv Gandhi assassination case, a formal request for an official confirmation of the deaths of Prabhakaran and Pottu Amman, the chief of the intelligence wing of the LTTE (Liberation Tigers of Tamil Eelam), has been made to the government of Sri Lanka," External Affairs Minister S.M. Krishna told Parliament, when asked whether India had sought the death certificate of Prabhakaran. "A formal response from the government of Sri Lanka is awaited," he told the Lok Sabha (Lower House of Parliament). Prabhakaran, the alleged mastermind of the 1991 assassination of former Indian Prime Minister Rajiv Gandhi, was killed on May 18 near the coast of Mullaitivu District, 400 kilometers from Colombo, his hideout for a long time. In a telephonic conversation with the then External Affairs Minister Pranab Mukherjee on May 18, Sri Lanka President Mahinda Rajapakse had confirmed that the armed resistance by the LTTE had ended and that Prabhakaran was dead. In addition, he promised continued assistance to Colombo to rehabilitate Tamils displaced by the conflict. Alluding to an allocation of INR five billion announced by India in its annual budget for the rehabilitation of the internally displaced persons (IDPs) in Sri Lanka's northeast, Krishna said more assistance is being organised for the welfare of the around 300,000 Tamils housed in relief camps. "India is sending 2,600 tonnes of galvanised corrugated steel sheets to Sri Lanka to construct shelter for approximately 5,000 families living in relief camps in northern Sri Lanka," Krishna said in answer to a separate question. Four Indian de-mining teams will deployed by the Sri Lankan government to speed up the rehabilitation of IDPs, he said. Another consignment of family relief packs will be shortly dispatched from Tamil Nadu. Krishna also stressed the need for a negotiated political settlement within Sri Lanka, acceptable to all the communities including the Tamils, he said. The Government feels that the end of military operations in Sri Lanka provides an opportunity to pursue a lasting political settlement, Krishna underlined.

The Intelligence Bureau, in an alert, warned that at least seven places in Maharashtra - including a reputed bank in Mumbai and an important railway junction in Navi Mumbai - could be attacked, reports Times of India. The alert, dated July 8, also contains photographs of the seven targets. Officials said the alert was issued after a terror suspect was detained in Jammu and Kashmir and the Police recovered photographs of targets in Maharashtra from him. The colour pictures were reportedly sent to security agencies in Maharashtra by e-mail. “The photographs are genuine. They include the picture of a reputed bank near the Bombay high court, two railway stations in Mumbai and a railway station in Navi Mumbai,’’ an official said, adding that the Navi Mumbai station was not properly covered “security-wise’’. However, the alert did not specify the number of terrorists planning to enter Maharashtra and did not provide any information about possible local involvement. The fresh alert, officials said, also mentioned four dates on which the terrorists planned to carry out the strikes. This is the second alert in two weeks by central intelligence agencies. The first was issued on June 24—it said a 26/11-like terrorist attack could be repeated again via the sea route by the Pakistan-based Lashkar-e-Toiba (LeT). Meanwhile, Union Home Minister P. Chidambaram had warned that Pakistan-based terrorists could launch another sea-borne attack despite the bad weather and choppy seas. While the minister did not give details, sources in the central intelligence agencies described the threat as specific and the most serious in two years. A massive coastal patrol was launched following that alert.

The Union Government on July 8 informed the Rajya Sabha that it had undertaken the process of issuing identity cards to residents of 3,331 coastal villages in nine States and four Union Territories and the exercise would be completed by March 2010, reports The Hindu. The initiative is part of the drive to strengthen security in coastal areas. Replying to questions and related supplementaries, Union Home Minister P. Chidambaram told the House that the proposal to issue smart card-based identity cards to all such residents in these areas came in the wake of the terrorist attacks in Mumbai during November 2008. The identity cards would be issued in Gujarat, Maharashtra, Goa, Karnataka, Kerala, Tamil Nadu, Andhra Pradesh, Orissa and West Bengal and the Union Territories of Daman and Diu, Lakshadweep, Andaman and Nicobar Islands and Puducherry. “The scheme will be implemented in two phases. In the first phase, 3,331 villages will be covered during 2009-10. About 1.2-lakh people will be covered in the first phase,” Chidambaram added. “The remaining coastal areas will be covered in the second phase which will be done along with the 2011 Census,” he said. Meanwhile, Chidambaram also said that a proposal to issue smart cards to fishermen in the coastal States was also being implemented by the Department of Animal Husbandry, Dairying and Fisheries. Fishing vessels and boats were currently being registered separately.

A lawyer was killed and at least five others were injured in a human bomb explosion at the local civil court premises in Bhojpur (also known as Arrah) District on July 10, reports Times of India. Eyewitnesses said a teenaged youth came in the wakalatkhana or lawyers' chamber around 12:15pm and exploded the bomb tied in his waist before anyone could smell any foul play. Such was the impact of the explosion that the lower part of the youth's body was blown into pieces while blood splattered all around.

An employee suffered a minor injury when an Improvised Explosive Device (IED) went off on the fifth floor of the Ernakulam Collectorate at Kakkanad near Kochi in the afternoon of July 10, reports The Hindu. A few persons, including two employees of the Collectrate, were reportedly interrogated by the investigating agencies in connection with the blast. However, no arrests have been made. Senior officials of the Intelligence Bureau, Research and Analysis Wing and State Special Branch have launched investigations into the incident, Police officials said. The nitrate-based IED was set in a pipe and was detonated using a timer and detonator, confirmed experts and officials of the Bomb Detection and Disposal Squad who visited the site. The timer could not be recovered as it was suspected to have blown off completely in the impact of the explosion, while parts of the detonator had been recovered, it is learnt.

The terror threat to the country has not diminished. During the last six months, a significant number of potential terrorists, including Madani, have been arrested. Our objectives are three-fold. Raise the level of preparedness, meet any terror threat directed against India; respond swiftly and decisively to any terror threat or any terror attack and we have to remain on guard against terror and cannot lower our guard,” Chidambaram said. While, replying to the debate in the Parliament on the demands for grants for the Union Ministry of Home Affairs for 2009-10, he said: “… terror is a global phenomenon but that do not give any solace to India because one of the epicentres of terror is the country on our border.” He also said that there was no question of withdrawing the Army from Jammu and Kashmir and they would continue to guard the border, prevent infiltration of terrorists and indulge in counter-insurgency operations. On the presence of paramilitary Forces in the State, the Minister said that additional forces sent there for the Amaranth Yatra duty would be withdrawn and redeployed after August 7 when the pilgrimage season ended. The other regular paramilitary forces would continue to assist the State Police in fighting terrorists, guard important installations/personalities and take part in counter-insurgency operations until the Jammu and Kashmir Police recruited more personnel, trained and deployed them for duties. Then the responsibilities now done by the paramilitary forces would be transferred to the Police over a period of time. Though militant activities had declined in the State, “agitational politics” such as indulging in agitations, violence and disrupting normal life even for a smallest incident was on the rise. This affected all people of the State. The Government would not allow efforts to “demean or demoralise” the security forces. “We must have faith in our Army and Security Forces. Just because there are one or two black sheep in the forces, let us not demean them,” Chidambaram said, referring to agitations launched against the paramilitary forces and for their withdrawal. The Government would review the demand for withdrawal of the Armed Forces Special Powers Act at an appropriate time, he added.

The Centre has asked the States to crack down on the manufacture of illegal arms and ammunition, some of which are falling into the hands of militants and Naxalites, the Union Minister for Home Affairs P. Chidambaram told the Rajya Sabha (Upper House of Parliament) on July 22, according to The Hindu. Replying to questions, he said, “We have asked State governments to take strict action against illegal arms and ammunition. In our assessment, there are factories where arms and ammunition are manufactured illegally. However, States have not communicated the action they have taken.” He added said the Centre had shared some information with the States. The illegal arms and ammunition were being sold to Naxalites and militants. “Militants have access to illegal arms, and loot armouries. It is a grave problem, and we will address it seriously.” Chidambaram said he was not aware of illegal arms and ammunition being manufactured in the Northeast but pointed out that arms are smuggled from across the border. He, however, did not name the countries from where arms were smuggled to militants in Northeast. The Home Minster also said that risk-based allowance was sanctioned for paramilitary personnel deployed in the Naxal-hit areas on a par with the Army. The Government was trying to resolve the differences over the quantum. “The matter has been referred to the Department of Expenditure of the Finance Ministry, and I am sure we will get a positive response,” he informed. The special allowances for the paramilitary personnel were worked out on the basis of the hardship and risk involved, besides the stress factor. Currently, over 37,000 Central Reserve Police Force personnel are deployed in Naxal-affected states.

Haleem was arrested from Kannur and brought to Kochi where he was placed under arrest. Police said he was associated with the ultra-Islamic Noorish Tariquat based in Hyderabad and received terror training there. Meanwhile, the Kochi Police commissioner Manoj Abraham said that the vehicle used to plant bombs in Bangalore was the one stolen by Haleem from Aluva in Ernakulam. Though he was arrested earlier also in connection with the theft, Haleem duped the Police then by stating that it was done to raise money for his wife’s medical treatment. A former cadre of the People’s Democratic Party (PDP) founded by Abdul Nasser Madani, Haleem was an aide of Tadiyantavide Nasir, a key Lashkar-e-Toiba (LeT) militant wanted for the Bangalore bomb blasts case. Rajendran, then Village Administrative Officer of Kodikulam, overheard a conversation between the accused behind a temple in South Pudukkudi village and lodged a complaint with the Kottaipattinam Police. The accused attempted to hurl a bomb when a Sub-Inspector and other police personnel attempted to arrest them. They were overpowered. Later, they were remanded to judicial custody, resulting in the conviction under various provisions of the Indian Penal Code, Explosives Substances Act and Prevention of Unlawful Activities Act.

A special Prevention of Terrorism Act (POTA) court on July 27 convicted three persons for their involvement in the bomb blasts at the Gateway of India and the Zaveri Bazaar in Mumbai on August 25, 2003, which killed 52 persons and injured 184, reports The Hindu. Judge M.R. Puranik announced that Haneef Sayyed (46) and his wife Fahmeeda (43) from Marol and Ashrat Ansari (32) from Juhu Galli would be sentenced on August 4. The three were also held guilty of carrying out a bomb blast in a bus at Ghatkopar on July 28, 2003, which killed two people and injured 60, and of planting a bomb, which however did not explode, in a bus in the Santa Cruz Electronics Export Processing Zone. They were convicted under Sections 302 (murder), 307 (attempt to murder), 427 (damaging property) and 120B (criminal conspiracy) of the Indian Penal Code. They were also convicted under Sections 3 (damaging property) and 4 (damaging property by fire or explosive) of the Prevention of Damage to Public Property Act; Sections 3 (causing an explosion to endanger life) and 4 (making an explosive to endanger life) of the Explosive Substances Act; and Sections 5 and 9B (licence for the use of explosives) of the Explosives Act. The mastermind of the blasts, who claimed to be a Lashkar-e-Toiba (LeT) operative, had turned approver. The Police claimed that Nasir Ahmed, one of the conspirators, was killed in an encounter in September 2003. However, the couple and Ashrat Ansari were acquitted under Sections 5 and 6 (making or possessing explosives under suspicious circumstances) of the Explosive Substances Act. "These are very minor offences," said Nikam. The accused were LeT operatives and had committed serious offences. "We will (therefore) argue for the highest punishment." He added Earlier, investigations revealed that the bomb blasts were carried out by cadres of the Gujarat Muslim Revenge Force to avenge the communal riots in Gujarat in 2002. Two other accused — Ansari Ladoowala and Hasan Batterywala — were discharged from the case after a POTA Review Committee gave them a clean chit in 2005. The 16-year-old daughter of Sayyed and Fahmeeda was also an accused, but was later acquitted.

Prime Minister Manmohan Singh clarified the Government’s position on the India-Pakistan joint statement in the Lok Sabha (Lower House of Parliament) on July 28, according to The Hindu. Dr. Singh asserted that the Government had not diluted its position on terrorism by issuing a joint statement with Pakistan earlier in July 30, 2009 this month but left the door open for dialogue provided, Pakistan fulfilled its commitment in letter and spirit to root out anti-India terrorist activity from its soil. Intervening in a debate in the Lok Sabha on issues arising from his recent visits abroad, the Prime Minister mentioned that the need for an engagement with Pakistan to achieve enduring peace in the subcontinent and slammed the “enemies of peace” for trying to make alienation between the two countries permanent and the divide unbridgeable. However, Manmohan Singh rejected the involvement of the third party in talks with Pakistan because it has limited effectiveness. It could also lead to longer-term involvement of foreign powers in South Asia which is “not something to our liking.”, he said Further, Manmohan Singh said India would follow a policy of “trust and verify” on commitments by Pakistan, and revealed that the impetus to the joint statement came from the dossier submitted by Islamabad a few days before he left for France and Egypt. The dossier showed that some progress had been made by Pakistan but India did not think it was “adequate” for resumption of a full-fledged dialogue. The joint statement also took a step forward by committing both countries to sharing real time, credible information to prevent any attack in future. At the same time, the Pakistani leadership was told to ensure that Mumbai-type attacks were not repeated and another such attack would put an “intolerable strain on our relationship.” Dr. Singh said the current Pakistani leadership understood the need for action against terrorists of all hues and cautioned that Pakistan would be “consumed” if it did not resolutely counter terror. The dialogue would now be limited to Foreign Secretary-level capped in the near term by a meeting between the two Foreign Ministers on the sidelines of the United Nations General Assembly in New York. Responding to criticism over the incorporation of Balochistan in the joint statement, Manmohan Singh said India was willing to discuss strife in the Pakistani province because it had clean hands and was willing to remove any misgivings. Far from being engaged in fomenting discontent in Pakistan, Indian consulates in Afghanistan were focusing on the large-scale reconstruction work being carried out in the country, he stated. “But we were willing to discuss all these issues because we are doing nothing wrong,” Dr. Singh added.

According to The Hindu, Kerala Home Minister Kodiyeri Balakrishnan on July 30 said that at least 24 coastal Police stations were needed to ensure the coastal security of the State. The Home Minister said that the nine coastal Police stations sanctioned by the Union Government for Kerala will not be sufficient to protect fully the 600 kilometers of coastline of the State. While the Neendakara coastal Police station had become full-fledged, the other eight stations would start functioning this year itself. He said the construction work of the building for four of these stations was nearing completion. Personnel to man them would be sent for requisite training by the Indian Coast Guard. He also demanded the Union Government to give strategic importance to the country’s coastline on par with the land borders. A portion of the financial allocation made for protecting the land borders should be spent for coastal protection too. The State Government had already written to the Union Government in this connection.

He was identified as Ikramul Haque, a resident of Sonaganga village in Bangladesh’s Naogaon District. A German revolver was recovered from his possession. The judge directed the accused be released on a personal bond of INR 7500 and surety of the like amount. The five accused SIMI cadres who were in jail under magisterial custody till August 7 were identified as Mohammed Rafiq Abdul Rahman, Abdul Ahmad A. Samad, Mohammed Harun Gyasuddin, Mohammed Siddiq Abdul Wahab, Shaikh Mahmood alias Munnabhai S.K. Lal of Pusad. The accused had been booked under Section 10 and 13 of the Unlawful Activities (Prevention) Act 1967. Advocates Munna Khan and Dildar Khan reportedly argued that there was no evidence against the accused SIMI cadres nor anything had been seized for them. They also said that there was no nexus of the detainees with any alleged crime.
